“YEMEN DURING THE OTTOMAN ERA”Congress, Sana’aUnder the patronage of the President of YemenH.E. Ali Abdullah Saleh, IRCICA and theNational Archives of Yemen have jointly organisedan international congress on “Yemen during theOttoman Era” which took place on 16-17 December2009 in the capital city Sana’a. Twenty-eightparticipants, fourteen from Yemen and fourteenfrom Turkey, presented papers.The congress was opened by the Prime Ministerof Yemen H.E. Mr. Ali Mohammed Mujawar, withwords of appreciation of the academic cooperationbeing developed between countries. The PrimeMinister underlined the importance of studiesin history based on archive documents. He dwelton the issue of the approach adopted in studyinghistory, emphasizing the importance of objectiveand positive approaches.Then, Mr. Ali Ahmed Abu Rijal, Director General of theYemen National Archives, co-Chairman of the congressorganising committee, spoke of the Ottoman-Yemenexperience of co-existence and its continuing traces. Heinformed the audience on the active cooperation betweenthe National Archives of Yemen, IRCICA, and the TurkishPrime Ministry’s Ottoman Archives. He said that the historyof Yemen during the Ottoman period has to be re-written.Dr. Halit Eren, Director General of IRCICA, co-Chairmanof the organising committee, delivered an address in whichhe spoke studies in history in general and IRCICA’s activitiesin particular.The opening ceremony was attended by Mr. AbdulkarimIryani, political advisor to the President of Yemen, Mr.Abdulaziz Makalli, cultural advisor to the president of Yemen,the Minister of Information Mr. Hasan Ahmad al-Lawzi; theMinister of Higher Education and Scientific Research, Mr.Salih Ali Ba Sura; the Minister of Religious Endowmentand Islamic Affairs, Mr. Hamud Abd al-Hamid al-Hitar; theDrafting of the recommendations: Dr. Halit Eren, M. Abu Rijal,Dr. Cengiz Tomar, M. Yasin Ahmed el-TamimiPresentation of a publication of IRCICA to the Prime Minister of YemenMr. M. Ali MujawarMinister of Finance, Mr. Numan Salih Suhaybi, the Minister ofIndustry and Trade, Mr. Y. Yahya al-Mutawakil; the Ministerof Culture, Mr. M. Abu Bakr al-Maflahi; the Ambassador ofTurkey Mr. Mehmet Dönmez, the Ambassador of LebanonMr. Hasan Abu Kir, and ambassadors of other countriesaccredited in Sana’a.The first paper, by the Minister of Higher Education ofYemen Dr. Salih Ali Ba Sura, dealt with “Documentation ofthe Ottoman presence in Yemen”, underlining the importantrole played by the National Archives of Yemen and theTurkish Prime Ministry’s Ottoman Archives in providingthe sources for these studies. Then, Prof. Ahmet Kavas fromIstanbul University spoke of the relations carried out bythe Ottoman Empire with the Indian Ocean and SouthernAsia passing from Yemen. Dr. Abdulkarim Hijri from theUniversity of Sana’a dealt with the Ottoman administrationin Yemen in its early phase under Jafar Pasha. Dr.Mohammed Said Dawud from Hadramout University spokeof the beneficial consequences of Ottoman administration inYemen including protection from foreign colonisation. Dr.İdris Bostan, historian of navigation fromIstanbul, presented a paper on the role playedby the Suez and Moha ports in the Ottoman-Portuguese armed conflicts.In the second session, Prof. S. Mustafa Salimfrom Sana’a University reviewed, on the basisof Sayyid Fadl Alawi’s letter to the SublimePorte, attempts of integration directed atthe Arabian peninsula. Prof. Mehmet İpşirlifrom Fatih University (Istanbul) examined,in his paper, Ebu Said Ahmed Raşid’s worktitled Tarih-i Yemen ve San’a; another studyof a source was by Dr. Mustafa Küçükaşcı, onQutb al-Din al-Nahrawali al-Makki and hisIRCICA ActivitiesSeptember -December 2009, No: 80 Newsletter 11
