The fund meant for thePradhan will be credited to their respective NREGS Bank Accounts after debiting the total amount from theallotment vide Memo No. J-11011/16/2007/NREGA, Sl. No. 85, Dated 21 st May 2008 of Director (NREGA),Ministry of Rural Development, Krishi Bhawan, New Delhi-110 001.The Pradhans of the Gram Panchayat will utilise the fund immediately following the provisions ofNREGA-2005, WBREGS-2006, WBREGS-2006-Byabaharik Ruprekha issued by P & RD Department andrelevant orders issued for this purpose from time to time. The Pradhans shall obtain sanction of specificschemes for implementation from the respective Programme Officers before starting any work. TheExecutive Officers will utilize fund only on the basis of sanction given by the District Magistrate & DistrictProgramme Co-ordinator, Paschim Medinipur. No deviation from the above provisions will be allowed. Theimportant terms and conditions are enclosed. No schematic contingencies to be shown in the Projectestimates. This fund does not contain any allotment for administrative expenditure.The District Nodal Officer, NREGA/WBREGS Cell, will arrange to transfer fund to the Pradhansof the following Gram Panchayats by issuing advice to the State Bank of India, Midnapore Branch,United Bank of India, Sepoy Bazar Branch & Punjab National Bank, Midnapore Branch as per followingtable. The fund of the Panchayat Samiti will go to the account of the respective Programme Officers :Terms and conditions:a) Specific Sanction of scheme to be implemented by Pradhans shall be issued by the respectiveProgramme Officerb) Fund has to be kept at the separate bank account meant for NREGA.c) Project has to be incorporated in the Annual Plan. Engagements of contractor or labour-displacingmachines are totally banned under the programme. Local labour has to be engaged against job card.d) Progress of the work should be informed time to time to the District Magistrate & District ProgrammeCoordinator.e) Location of site i.e. Plot number is required to be submitted before execution of the scheme.f) Daily attendance to be maintained in the New Muster Roll only.g) Work site facilities in the form of shade, drinking water, managing babies of female labourers etc.are to be arranged positively. One old & infirm or handicapped person may be engaged for thepurposes vide No. 4446/RD/NREGA dt. 2.8.06 of P & RD Department.h) Muster Roll to be issued by Programme Officer and shall be maintained work wise separately and detailsof wages/ paid / SC / ST / women etc are to be shown clearly. The muster roll shall be in stitched form andpages numbered. Muster Rolls to be authenticated by seal and signature of Programme Officer / JointProgramme Officer / specified Asstt. Programme Officer at the time of issue from P.O.’s office.i) Duly numbered Measurement Book / Measurement sheet to be issued by Programme Officer.j) No payment to be disbursed through private paymaster.k) Asset Register is to be maintained as per described format.l) Photographs of the pre-execution/on-going/post-execution stages of the schemes are to be taken andkept for record.m) Sign Boards under NREGA showing asset details / date of start / date of completion / cost involved /benefits obtained / employment generated is to be displayed prominently and permanently.n) Report returns are to be submitted timely in the prescribed formats.Addl.
