Both stand forfreedom and justice. The US and Europe made historically unprecedented commitmentsto these ideals <strong>in</strong> the First and Second World Wars. Moreover, theUnites States’ decision not to withdraw itself immediately after the World WarII contributed to the stabilization of Europe and enabled the war-torn Europeancountries to forge closer ties <strong>in</strong> freedom and prosperity. So it was also onlynatural – <strong>in</strong> light of our shared values on the two sides of the Atlantic – that asuccessful <strong>in</strong>ternal market would develop over time, which today provides forthe free movement of people, goods, and capital.From an economic po<strong>in</strong>t of view, the EU and the US are the most <strong>in</strong>terconnectedregions <strong>in</strong> the world. As is attested by the presence of so many US corporations<strong>in</strong> <strong>Luxembourg</strong>, the Grand Duchy is play<strong>in</strong>g a key role <strong>in</strong> this relationship.<strong>Luxembourg</strong>’s <strong>in</strong>ternational connections and our level of professionalism andservice quality are held <strong>in</strong> high regard by our resident <strong>American</strong> companies.This has prompted a wide array of major US companies to choose <strong>Luxembourg</strong>as their hub for cross-border European services.I was fortunate to follow-up over a period of 40 years the establishment of U.S.companies <strong>in</strong> the Grand Duchy, ma<strong>in</strong>ly through the activities of the European-<strong>American</strong> group created by H.J. Leir (COC / IMC/ S.A. des M<strong>in</strong>erais etc.). Amongthe most significant are <strong>in</strong>dustrial <strong>in</strong>vestments such as Cont<strong>in</strong>ental Alloys SA,Dommeldange, a jo<strong>in</strong>t venture of our group with the Arbed-group after <strong>in</strong>tegrationof patents and equipment generated from our research facility La Cont<strong>in</strong>entaleNucléaire SA , Bascharage; National Luxalum, Dudelange, today undercontrol of Novelis group, created by one of our U.S. shareholders. Our grouphas contributed <strong>in</strong> the set-up of several commercial organizations, companymanagement and consult<strong>in</strong>g firms (assist<strong>in</strong>g the beg<strong>in</strong>n<strong>in</strong>gs of Ernst & Wh<strong>in</strong>ney,now Ernst & Young <strong>Luxembourg</strong>) and several banks, <strong>in</strong>clud<strong>in</strong>g Wells Fargo,California and Republic National Bank of New York (now part of HSBC).One must realize that all U.S. <strong>in</strong>vestments <strong>in</strong> <strong>Luxembourg</strong> (from the first and stillmost important one, Good Year founded <strong>in</strong> 1951, to the smallest one, not to forgetthe sh<strong>in</strong><strong>in</strong>g example of Guardian, were generated from a relationship of bus<strong>in</strong>essconfidence between man and man, before be<strong>in</strong>g quickly endorsed and embodied<strong>in</strong> the framework of efficient structures like the Board of Economic Development,M<strong>in</strong>istries of Foreign Affairs and Economy, embassies / consulates etc..Particularly <strong>in</strong> the f<strong>in</strong>ancial sector, <strong>Luxembourg</strong> has made itself <strong>in</strong>dispensableto the US as a ‘Gateway to Europe’. It has also made the US <strong>in</strong>dispensable to<strong>Luxembourg</strong> as a key bus<strong>in</strong>ess partner. This is particularly evident <strong>in</strong> the <strong>in</strong>vestmentfund sector, <strong>in</strong> which <strong>Luxembourg</strong> and the United States are the twoworld leaders. With current figures of 10 trillion dollars <strong>in</strong> managed assets, theUS and <strong>Luxembourg</strong> markets <strong>in</strong> this sector are roughly of equal size. Whereas<strong>American</strong> mutual funds are primarily offered to domestic clients, <strong>Luxembourg</strong>has developed itself <strong>in</strong>to a truly <strong>in</strong>ternational market: <strong>in</strong>vestment funds issued<strong>in</strong> <strong>Luxembourg</strong> are sold throughout Europe and even the rest of the world.This fundamental difference also provides an excellent opportunity for longtermpartnerships. With a 20% market share, the US is the top fund promoter<strong>in</strong> <strong>Luxembourg</strong>. Furthermore, the most renowned fund manages and custodianbanks are all present on site. New legal requirements <strong>in</strong> retail and <strong>in</strong> the alternativefund sector will enable the US to cont<strong>in</strong>ue enjoy<strong>in</strong>g the benefits ofour f<strong>in</strong>ancial center and its characteristic openness. Arguably, the associateddevelopments <strong>in</strong> pension funds and hedge funds <strong>in</strong> particular ensure a long andpromis<strong>in</strong>g future for our partnership.As a student <strong>in</strong> the US 20 years ago, and later as M<strong>in</strong>ister of Justice and M<strong>in</strong>isterof F<strong>in</strong>ance, I have always felt and valued the <strong>American</strong> people’s friendshipand loyalty to <strong>Luxembourg</strong>. I am confident that a strong transatlantic partnershipwill provide a foundation for solutions to the major challenges our worldis fac<strong>in</strong>g.The voice of a small country is asimportant as that of a larger countryThe moral basis for this “system”? It is, <strong>in</strong> my op<strong>in</strong>ion, on-go<strong>in</strong>g <strong>in</strong>ternationalcredibility and a reputation of high <strong>in</strong>tegrity that our country enjoys <strong>in</strong> the UnitedStates, which is obviously not a function of its size or any element of power.Precisely because of these facts, the voice of a small country, often conciliatoryand directly dis<strong>in</strong>terested, is as important as that of a larger country. It isthis image, rooted <strong>in</strong> the subconscious collective memory of both partners fornearly a hundred years and most carefully ma<strong>in</strong>ta<strong>in</strong>ed with great efforts s<strong>in</strong>cethe beg<strong>in</strong>n<strong>in</strong>g of the 2nd World War, which is the keystone of a rather unusualand unmatched situation. The challenge for our dynasty and our local politicalsystem is to preserve that particular relationship.Today the ma<strong>in</strong> contribution of the U.S. economy <strong>in</strong> the Grand Duchy consistsof abt. forty <strong>in</strong>dustrial <strong>in</strong>vestments totall<strong>in</strong>g more than EUR 5 billion; this representsapproximately 25% of foreign <strong>in</strong>dustrial <strong>in</strong>vestment <strong>in</strong> <strong>Luxembourg</strong> andputs the US ahead of our powerful neighbours.The f<strong>in</strong>ancial sector is characterized by the domiciliation of <strong>in</strong>vestment funds<strong>in</strong> excess of EUR 1.5 trillion, represent<strong>in</strong>g the largest market after the UnitedStates itself. 20% of the centers’ funds orig<strong>in</strong>ate from the United States; it isthe largest part and similar to that of Germany. There are currently 6 U.S. banks<strong>in</strong> <strong>Luxembourg</strong>; also many <strong>in</strong>surance companies, trustees and lawyers’ officesassociated with <strong>Luxembourg</strong> partners .One can argue without exaggeration that the <strong>Luxembourg</strong> economy has beenstrongly <strong>in</strong>fluenced, if not sculpted, by U.S. presence. In addition to the U.S. economiccontribution, many <strong>in</strong>terest<strong>in</strong>g side developments <strong>in</strong> the field of culture,education and philanthropy emerged over time. We hardly ever th<strong>in</strong>k about them<strong>in</strong> our daily lives because they are an <strong>in</strong>tegral part of our lives: our stability hasbecome our well-be<strong>in</strong>g.It is true that the European Union is the framework of reference <strong>in</strong> which weshape our economic and social development, and to a large degree our politicaland cultural development as well. However, this does not impair our transatlanticfriendship or the closeness of our ties <strong>in</strong> any way. We sharethe same values and pursue the same goals. Our freedom is based on theseshared values and this US commitment to freedom - <strong>in</strong>clud<strong>in</strong>g our own - andover 20% share held by <strong>American</strong> promoters on the <strong>Luxembourg</strong> <strong>in</strong>vestmentfund market.Beyond these usual figures describ<strong>in</strong>g bilateral economic relationships, the economicrelationships between the United States and <strong>Luxembourg</strong> benefit from astable foundation and enjoy deep exchange dynamics <strong>in</strong> the fields of technologies,know-how, <strong>in</strong>novation, and people skills, generated by a long history of mutualopenness and trust between the two countries. While they were one-way for along time, these exchanges are more and more two-way, with <strong>Luxembourg</strong> companiesbr<strong>in</strong>g<strong>in</strong>g their share of skills and know-how to their <strong>American</strong> subsidiaries orpartners.
