He particularlyadmires the <strong>American</strong> people for theirspontaneity, openness, and straightforwarddemeanor. The US is <strong>Luxembourg</strong>’s mostimportant trad<strong>in</strong>g partner outside of the EU.For <strong>North</strong> <strong>American</strong> companies, the GrandDuchy is <strong>in</strong> turn a gateway to the <strong>in</strong>ternalEuropean market. “We also need to focus onsectors with high added value, for which theEU rema<strong>in</strong>s attractive,” expla<strong>in</strong>s H.R.H. CrownPr<strong>in</strong>ce Guillaume to the LW.Your Royal Highness, 65 years after the endof World War II, a major worldwide changehas taken place from an economic perspective,which is giv<strong>in</strong>g rise to new trends. Whatis the significance of this radically alteredglobal environment for <strong>Luxembourg</strong>-<strong>American</strong>economic relations?The US rema<strong>in</strong>s <strong>Luxembourg</strong>’s most important trad<strong>in</strong>g partneroutside of the European Union. Now as before, most direct<strong>in</strong>vestment <strong>in</strong> <strong>Luxembourg</strong> comes from the US, which <strong>in</strong> turnis also the preferred dest<strong>in</strong>ation for direct <strong>in</strong>vestments from<strong>Luxembourg</strong>ian companies. What is <strong>in</strong>creas<strong>in</strong>gly connect<strong>in</strong>gour two countries is our shared economic challenge of assert<strong>in</strong>gourselves <strong>in</strong> the global economy with creative and <strong>in</strong>novativeideas and concepts. Moreover, numerous US companieshave long recognized that <strong>Luxembourg</strong> is a superb gateway tothe <strong>in</strong>ternal EU market.What active role does the Board of EconomicDevelopment, which you head, play <strong>in</strong> further<strong>in</strong>geconomic ties between the US and<strong>Luxembourg</strong>?The BED is a committee where actors from the public andprivate sector discuss their shared concerns regard<strong>in</strong>g economicdevelopment. The executive secretary of the BED andthe n<strong>in</strong>e <strong>Luxembourg</strong> Trade and Investment Offices are underthe M<strong>in</strong>istry of Economic Affairs. For the meantime, only theby Joseph Lorentbrand ‘<strong>Luxembourg</strong> for <strong>Bus<strong>in</strong>ess</strong>’ will be used, <strong>in</strong> the <strong>in</strong>terestsof a unified presence <strong>in</strong> the outside world. We have two Tradeand Investment Offices <strong>in</strong> the US: one <strong>in</strong> New York and one <strong>in</strong>San Francisco. These offices actively seek out local companieswith an <strong>in</strong>terest <strong>in</strong> European markets, <strong>in</strong> order to highlight<strong>Luxembourg</strong>’ benefits. In addition to this, they also help<strong>Luxembourg</strong>ian companies get a foothold <strong>in</strong> the US.What arguments do you use to try to conv<strong>in</strong>ce<strong>in</strong>vestors to choose Luxemburg whenyou are on promotional trips <strong>in</strong> the US?In <strong>Luxembourg</strong> today, we can hardly solicit for aid anymore.The arguments have become much more nuanced and are oftenbased on so-called ‘soft’ criteria. The Grand Duchy mostlyw<strong>in</strong>s people over with its geographic location and its multil<strong>in</strong>gualism.Naturally, our <strong>in</strong>frastructure and our legal systemare also major factors <strong>in</strong> our success. Aside from those, ourhigh standard of liv<strong>in</strong>g is important, to attract managers andtheir families, and their companies along with them, whichbuild new workplaces. However, it is also true that it takesa great deal of effort to conv<strong>in</strong>ce a company’s directors tosettle <strong>in</strong> <strong>Luxembourg</strong>.In the past, it was ma<strong>in</strong>ly <strong>American</strong> <strong>in</strong>dustrialistsand <strong>in</strong>vestors who came to <strong>Luxembourg</strong>,so there has been an accelerated shiftto other sectors recently. In which areas,generally speak<strong>in</strong>g, is further expansion andcooperation possible?It is gett<strong>in</strong>g noticeably more difficult to attract <strong>in</strong>dustrialcompanies to <strong>Luxembourg</strong> or Western Europe. We also needto focus on sectors with high added value, for which the EUrema<strong>in</strong>s attractive. <strong>Luxembourg</strong> has very strong arguments<strong>in</strong> its favor for some promis<strong>in</strong>g sectors. In the ICT and e-commercesectors, some large US companies, as well as somesmaller ones, have established themselves <strong>in</strong> our country.We enjoy close collaborations between <strong>American</strong> and <strong>Luxembourg</strong>ianscientists <strong>in</strong> the field of medical technology. Thisk<strong>in</strong>d of collaborative relationship seems entirely plausible <strong>in</strong>the area of environmental technology as well. We should bear<strong>in</strong> m<strong>in</strong>d however, that companies from these sectors do notcreate hundreds of new workplaces overnight. In any case, weneed to get closer “to the client”.What are your personal ties to the UnitedStates, and what impresses you the mostwhen you travel there?I have been travel<strong>in</strong>g to the States <strong>in</strong> a personal context s<strong>in</strong>ceI was a child, especially s<strong>in</strong>ce I had family liv<strong>in</strong>g and study<strong>in</strong>gthere. I feel very much at ease <strong>in</strong> the US: privately, but also <strong>in</strong>touch with the bus<strong>in</strong>ess community. I particularly admire the<strong>American</strong> people for their spontaneity, openness, and straightforwarddemeanor. Their often quite dist<strong>in</strong>ctive spirit of entrepreneurshipis certa<strong>in</strong>ly the source of their <strong>in</strong>novative power.In your view what is the significance of the<strong>Luxembourg</strong> <strong>American</strong> <strong>Bus<strong>in</strong>ess</strong> Award, whichyou will present <strong>in</strong> New York on October 20th?Gett<strong>in</strong>g new companies to settle <strong>in</strong> <strong>Luxembourg</strong> is absolutelyvital. Nevertheless, we should not lose sight of the fact that thecompanies that are already established here are play<strong>in</strong>g a support<strong>in</strong>grole <strong>in</strong> <strong>Luxembourg</strong>’s economic development. From General Patton’s eternal rest<strong>in</strong>gplace at the <strong>American</strong> Military Cemetery <strong>in</strong>Hamm, to the new Cargolux Airl<strong>in</strong>es hangaracross the road ready to welcome the newgeneration Boe<strong>in</strong>g 747-8F aircraft to its fleet,and across the fast-grow<strong>in</strong>g universe of thePlateau de Kirchberg, the vibrant<strong>Luxembourg</strong>-<strong>American</strong> collaboration is evermore omnipresent and multidimensional.<strong>Luxembourg</strong> has been a key trade and bus<strong>in</strong>ess ally of theUnited States of America for over fifty years, shaped andcont<strong>in</strong>ually re<strong>in</strong>vented by a shared vision of develop<strong>in</strong>geconomic vitality through hard work, skills tra<strong>in</strong><strong>in</strong>g and diversification.The two countries enjoy a unique and endur<strong>in</strong>gpartnership stretch<strong>in</strong>g over generations of people and acrossall facets of life. The upcom<strong>in</strong>g biannual <strong>Luxembourg</strong>-<strong>American</strong><strong>Bus<strong>in</strong>ess</strong> Award, presented to a <strong>North</strong> <strong>American</strong> companyoperat<strong>in</strong>g <strong>in</strong> <strong>Luxembourg</strong>, <strong>in</strong> recognition of outstand<strong>in</strong>g corporatecitizenship and bilateral trade success, is certa<strong>in</strong>ly aprime example of this alliance!In the educational sector, <strong>Luxembourg</strong> and the U.S. have establisheda scholarship exchange program at the fast-grow<strong>in</strong>gUniversity of <strong>Luxembourg</strong> to support <strong>Luxembourg</strong> students’study abroad <strong>in</strong> the U.S. for cultural and academic immersion– a vote for a common future of growth and understand<strong>in</strong>g.On foreign policy, <strong>Luxembourg</strong> supports many of the UnitedStates’ priorities <strong>in</strong> Europe and beyond. <strong>Luxembourg</strong> donateshumanitarian assistance to nearly a dozen lesser developedcountries, and <strong>Luxembourg</strong>’s per capita Overseas Direct Assistance(ODA) ranks as one of the highest <strong>in</strong> the world. <strong>Luxembourg</strong>also rema<strong>in</strong>s a leader <strong>in</strong> the EU’s efforts to combatmoney-launder<strong>in</strong>g.Even <strong>in</strong> the midst of the world f<strong>in</strong>ancial crisis over the pasttwo years, <strong>Luxembourg</strong> has ma<strong>in</strong>ta<strong>in</strong>ed fiscal stability andrelative strength <strong>in</strong> productivity and growth as compared toother EU countries. In consider<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong> particular, <strong>Luxembourg</strong>and the U.S. share a common attractiveness for foreigndirect <strong>in</strong>vestment and bilateral trade. This year PresidentObama launched the National Export Initiative (NEI) whichaims to double U.S. exports over the next five years. This effort<strong>in</strong>cludes educat<strong>in</strong>g U.S. companies about opportunitiesoverseas, directly connect<strong>in</strong>g them with new customers.Bilateral trade between our nations practically doubled from451.9 million dollars <strong>in</strong> 2008 to 849.2 million dollars <strong>in</strong> 2009.Both <strong>Luxembourg</strong> and the U.S. are now projected to return topositive GDP growth <strong>in</strong> 2011 thanks to extraord<strong>in</strong>ary and boldeconomic stimulus programs implemented swiftly and efficiently.Both countries have recognized the critical role playedby <strong>in</strong>frastructure <strong>in</strong> economic development and have made orare mak<strong>in</strong>g significant <strong>in</strong>vestments to benefit the long-term– whether it be <strong>in</strong> transportation to improve roads, bridgesand tunnels (like the Howald renovation project go<strong>in</strong>g on rightnow!) or to expand and modernize the railway system (as <strong>in</strong>the case of the U.S.), or <strong>in</strong> schools and health-care facilities– and to provide higher attractiveness <strong>in</strong> quality of life andefficiency of do<strong>in</strong>g bus<strong>in</strong>ess. In <strong>Luxembourg</strong>, the opennessand accessibility of government officials and decision-makersand their ability to coord<strong>in</strong>ate a harmonious vision for thecountry’s future development has furthered a diversificationof the economy over the past five years – from the dom<strong>in</strong>antf<strong>in</strong>ancial services <strong>in</strong>dustry <strong>in</strong>to new areas of growth, such aslogistics, health research and technologies and e-commerceand <strong>in</strong>formation technology, the l<strong>in</strong>chp<strong>in</strong> of all bus<strong>in</strong>ess operationsnow. Many prom<strong>in</strong>ent <strong>American</strong> e-commerce firmssuch as Amazon, Digital River, PayPal and Skype now havetheir European headquarters <strong>in</strong> <strong>Luxembourg</strong> and are tak<strong>in</strong>gadvantage of the government’s actions to <strong>in</strong>crease electronicconnectivity and speed through state-of-the-art datacentersand fiber-optic networks.<strong>Luxembourg</strong> and the U.S. have also worked closely together<strong>in</strong> recent years toward a stronger bilateral relationship <strong>in</strong> thef<strong>in</strong>ancial sector. The sign<strong>in</strong>g <strong>in</strong> 2009 of an amended doubletaxationtreaty for <strong>in</strong>formation exchange was a critical factor<strong>in</strong> solidify<strong>in</strong>g this relationship. As U.S. Commerce SecretaryGary Locke said earlier this year when he unveiled detailsof the National Export Initiative, “Trade starts with the understand<strong>in</strong>gthat it only works <strong>in</strong> a system of rules where allparties live up to their obligations. The United States is committedto a rules-based trad<strong>in</strong>g system where the <strong>American</strong>people – and the Congress – can feel confident that when wesign an agreement that gives foreign countries the privilegeof free and fair access to our domestic market, we are go<strong>in</strong>gto be treated the same <strong>in</strong> their country.”It is clear that the future is bright for both our countries, <strong>in</strong>dividuallyand <strong>in</strong> tandem . It is essential now not only to cont<strong>in</strong>ueon the path of economic recovery and renewed growththrough strong public as well as private <strong>in</strong>itiatives, but also tocapitalize on the major <strong>in</strong>vestments already made toward <strong>in</strong>creas<strong>in</strong>gattractiveness for bus<strong>in</strong>ess and bilateral trade. WhenI fly <strong>in</strong>to the magnificent, expansive new <strong>Luxembourg</strong> Airport<strong>in</strong> F<strong>in</strong>del, I dream of fill<strong>in</strong>g it with more activity, especiallydirect flights to the United States which would be hugelybeneficial to the <strong>American</strong> bus<strong>in</strong>esses here as well as to the<strong>American</strong> community and the millions of travelers from theGrande Region want<strong>in</strong>g to travel to the U.S. who could easilycome <strong>in</strong>to F<strong>in</strong>del to travel. When I see the amaz<strong>in</strong>g plans fornew shopp<strong>in</strong>g mall projects, to make <strong>Luxembourg</strong> the shopp<strong>in</strong>ghub of the Grande Region, I dream of fill<strong>in</strong>g them <strong>in</strong> partwith great <strong>American</strong> retail outlets!Work<strong>in</strong>g together and <strong>in</strong> friendship, as the United States andthe Grand Duchy have successfully accomplished for so manydecades, is the best way to cont<strong>in</strong>ue on the road to economicrecovery and renewed growth. World’s lead<strong>in</strong>g provider of <strong>in</strong>jection mold<strong>in</strong>g systems and services receives award4Every two years the <strong>Luxembourg</strong> <strong>American</strong>Chamber of Commerce confers its <strong>Bus<strong>in</strong>ess</strong>Award. This year Husky was the w<strong>in</strong>ner. The<strong>in</strong>jection mold<strong>in</strong>g plant manufacturer fromDüdel<strong>in</strong>gen has struggled well through thecrisis and despite everyth<strong>in</strong>g hasn’t forgottenabout tra<strong>in</strong><strong>in</strong>g and the environment.Every 10 seconds the <strong>in</strong>jection mold<strong>in</strong>g mach<strong>in</strong>e opens andspits out a remarkable structure: <strong>in</strong> front a screw closuremade of transparent plastic, at the rear a mold roughly 10centimeters <strong>in</strong> length. “These parts are called preforms,” saysStefano Mirti. “In a second stage the rear part is heated andthen blown up,” expla<strong>in</strong>s the employee at Husky Injection Mold<strong>in</strong>gSystems. And the 1.5-liter coke bottle is f<strong>in</strong>ished.Mirti is the General Manager for Sales & Service <strong>in</strong> WesternEurope. The <strong>in</strong>jection mold<strong>in</strong>g specialist based <strong>in</strong> Canada, withproduction centers worldwide, has resided <strong>in</strong> Düdel<strong>in</strong>gen s<strong>in</strong>ce1985 – unknown to most <strong>Luxembourg</strong>ers, however, s<strong>in</strong>ce thecustomers come only from <strong>in</strong>dustry: Manufacturers of softdr<strong>in</strong>ks, vodka, m<strong>in</strong>eral water, ketchup and detergent need packag<strong>in</strong>g.And Husky supplies the molds. “Usually the bottle ismore expensive than the contents,” Mirti says with a gr<strong>in</strong>. Thesecond pillar of the Group is the heat<strong>in</strong>g ducts that <strong>in</strong>ject theAnd the w<strong>in</strong>ner is... Husky!plastic <strong>in</strong>to the molds. In addition Husky provides all servicesrelated to <strong>in</strong>jection mold<strong>in</strong>g.The molds from Husky have to withstand a lot. For example, upto 250 million preforms are manufactured each year <strong>in</strong> such aPET preform system. “Even a t<strong>in</strong>y problem here would mean acatastrophe,” Mirti notes.But he can afford to joke – <strong>in</strong> Düdel<strong>in</strong>gen everyth<strong>in</strong>g runs perfectly.And on top of that his company has received a covetedprize: the <strong>Luxembourg</strong> <strong>American</strong> Chamber of Commerce <strong>Bus<strong>in</strong>ess</strong>Award. On October 20th Mirti will receive the award onbehalf of the work force from the hands of Grand Duke Guillaumeat a gala d<strong>in</strong>ner <strong>in</strong> New York. Several hundred guests willbe attend<strong>in</strong>g the event, held every two years.The purpose of the award is to strengthen the trade relations <strong>in</strong>existence for decades between the USA and <strong>Luxembourg</strong>, andto promote the development of the company <strong>in</strong> the USA. “Ofcourse, we’re very pleased,” beams Mirti. “We’ll be discuss<strong>in</strong>gthe award at our monthly meet<strong>in</strong>g with the employees.”For Mirti, <strong>Luxembourg</strong> is not just a great location because it’shis home. “Our work here is very automated. We’re one of themost efficient factories <strong>in</strong> the entire Group. And on the managementlevel <strong>Luxembourg</strong> is considered a spr<strong>in</strong>gboard to theExecutive Board of the Group,” the eng<strong>in</strong>eer confides.John Galt, President and CEO of Husky, agrees: “Husky InjectionMold<strong>in</strong>g Systems has resided <strong>in</strong> <strong>Luxembourg</strong> s<strong>in</strong>ce 1985. Thathas geographic advantages. Moreover, the employees here aremultil<strong>in</strong>gual, the government is flexible,the quality of life is high and theeconomy is healthy.” As the facts show:the 750 employees <strong>in</strong> <strong>Luxembourg</strong> havealtogether 20 nationalities and speak26 languages.Today Husky is present throughout theworld; from Canada to Moscow andS<strong>in</strong>gapore. Around 40 service centersserve customers <strong>in</strong> over a hundredcountries. Products are manufactured<strong>in</strong> Canada, the USA, <strong>Luxembourg</strong> andCh<strong>in</strong>a. More than 70 percent of all plasticbottles worldwide come from Husky.F<strong>in</strong>ished and packed: From <strong>Luxembourg</strong>goods are shipped round theclock to customers between Hels<strong>in</strong>kiand Johannesburg. Goods total<strong>in</strong>g 20million euros <strong>in</strong> value are stockpiled.by Cordelia ChatonBesides production, the <strong>Luxembourg</strong> location is also responsiblefor service and sales <strong>in</strong> Europe, the Middle East and Africa. “Wema<strong>in</strong>ta<strong>in</strong> a 24-hour hotl<strong>in</strong>e so we can answer customer <strong>in</strong>quiriesat any time,” Mirti expla<strong>in</strong>s. Parts are also shipped aroundthe clock. “Our customs clearance is so exemplary that we’vebecome a model for other companies,” the General Managerreports. Goods total<strong>in</strong>g 20 million euros <strong>in</strong> value are stockpiled.10,000 moldsMirti next takes us through the factory, which has been locatedfor 25 years <strong>in</strong> the “Riedchen” <strong>in</strong>dustrial district next to theDüdel<strong>in</strong>gen freeway. It’s evident that the company received theaward for many reasons. In a giant hall work is carried out beh<strong>in</strong>dclosed curta<strong>in</strong>s. “Here we’re sett<strong>in</strong>g up a production l<strong>in</strong>efor a customer,” Mirti expla<strong>in</strong>s. This will take a few weeks. Developmentrequires more than a year, followed by half a year oftest<strong>in</strong>g. Ultimately the mach<strong>in</strong>e will be produc<strong>in</strong>g up to 300 millionparts each year. Husky doesn’t sell everyth<strong>in</strong>g, but adviseson the assembly of such complex constructions.Meanwhile the customer structure has changed. “We have moreand more detergent manufacturers sell<strong>in</strong>g one liter of concentrate<strong>in</strong>stead of 5 liters. At the end of the month the Husky Group will bepresent<strong>in</strong>g a new mach<strong>in</strong>e platform for medical technology asone new trade fair item, among others.The models are constantly chang<strong>in</strong>g. Worldwide there are about10,000 different bottles and conta<strong>in</strong>ers for which Husky hasproduced the molds: from the 0.5-liter m<strong>in</strong>eral water bottle todetergent packag<strong>in</strong>g. Large customers like Unilever, Coca Colaand Procter & Gamble demand the highest quality.“Of course, this poses a challenge to our employees. It’s noteasy to f<strong>in</strong>d good people,” Mirti notes. The people work<strong>in</strong>g atHusky can have liquid refreshment at the “Ma<strong>in</strong> Street Café”dur<strong>in</strong>g their breaks, or work out <strong>in</strong> the fitness room under atra<strong>in</strong>er’s supervision. A physician is available once a week. Thefactory operates between five and seven days a week, so themood of the employees should be good.Whoever has suggestions for improvement can present his orher ideas on a monitor. “We’re also committed to SOS villages.As an employer, we have to go with the times and meet theneeds of people,” says Mirti, who’s been on board s<strong>in</strong>ce 1995.Recycl<strong>in</strong>g also plays a role. Onthe one hand, Asia has become more attractivefor production. On the other hand, othercountries are also <strong>in</strong>tensively court<strong>in</strong>g <strong>in</strong>vestors.That’s why <strong>Luxembourg</strong> is rely<strong>in</strong>g on researchas a field less susceptible to crisis. M<strong>in</strong>ister forEconomic Affairs Krecké accord<strong>in</strong>gly broughtthe SurfMat Cluster <strong>in</strong>to be<strong>in</strong>g <strong>in</strong> 2002 for thecooperation between companies and research<strong>in</strong>stitutes engaged <strong>in</strong> surface coat<strong>in</strong>g. 60 ofthe 50 SurfMat members are companies.In addition, the government br<strong>in</strong>gs companiesalong on economic missions <strong>in</strong> order toestablish contacts and advertise for <strong>Luxembourg</strong>,Inc. Their productsare to be found throughout the country – andworldwide.DuPont de Nemoursis represented <strong>in</strong><strong>Luxembourg</strong> byaltogether four companies,<strong>in</strong>clud<strong>in</strong>g theEuropean ResearchCenter.Driv<strong>in</strong>g over the Kirchberg, you’ll see glass facades. Onlyfew people suspect that the glass mostly comes fromthe US plate glass manufacturer Guardian.Whenever you dr<strong>in</strong>k from a plastic water bottle, there’s a 70percent chance you’ll be hold<strong>in</strong>g a product from Husky. This<strong>North</strong> <strong>American</strong> company has been operat<strong>in</strong>g <strong>in</strong> <strong>Luxembourg</strong>for 25 years.If you write on t<strong>in</strong>y Post-its to rem<strong>in</strong>d you of th<strong>in</strong>gs, you’veprobably been us<strong>in</strong>g products from Avery Dennison. Items likethese have made the Californian company one of America’sFortune 500 companies. It’s been coat<strong>in</strong>g films for all types oflabels <strong>in</strong> Rodange for decades.All companies have one th<strong>in</strong>g <strong>in</strong> common: they are amongthe 31 companies from USA operat<strong>in</strong>g <strong>in</strong> <strong>Luxembourg</strong>. The listranges from A as <strong>in</strong> Airtech to V as <strong>in</strong> Vik<strong>in</strong>g. They employaround 9000 people <strong>in</strong> <strong>Luxembourg</strong>, mak<strong>in</strong>g them a very importanteconomic factor – one often overlooked.One reason for this low profile lies with the nature of theircustomers, often companies located <strong>in</strong> all parts of the world.Another reason is that many companies are often perceivedas <strong>Luxembourg</strong>ian. Goodyear simply belongs to Colmar-Berg.Some produce here, while others conduct research or haveestablished their service centers <strong>in</strong> <strong>Luxembourg</strong>. Still othersuse <strong>Luxembourg</strong> as their European Headquarters. The multil<strong>in</strong>gualismof the <strong>Luxembourg</strong>ers facilitates such decisionmak<strong>in</strong>g,as does the flexible government.<strong>Luxembourg</strong>’s M<strong>in</strong>ister for Economic Affairs, Jeannot Krecké,never tires of stress<strong>in</strong>g the important developmental roleplayed by these companies after the Second World War. Andhe makes a po<strong>in</strong>t of ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g good relations by mak<strong>in</strong>g visits– and of promot<strong>in</strong>g the settlement of new companies here.“I’m often the first m<strong>in</strong>ister for economic affairs who goes toa company,” he remarks with a smile. That’s well received.Airtech is an example of a company that became conv<strong>in</strong>ced.S<strong>in</strong>ce 1991 this vacuum specialist has ma<strong>in</strong>ta<strong>in</strong>ed its Europeanheadquarters <strong>in</strong> <strong>Luxembourg</strong>. The company sells kits thatcan conta<strong>in</strong> vacuum bags, separat<strong>in</strong>g foil, absorbent non-wovenmaterial and peel plies, seal<strong>in</strong>g tape, adhesive tape andtemperature sensors, to allow the complete production ofspecific components. In 2007 the company expanded its base<strong>in</strong> Differdange a third time to encompass over 6000 squaremeters. Today the Airtech composite mixtures are even be<strong>in</strong>g<strong>in</strong>stalled <strong>in</strong> the Airbus A380.Goodyear, on the other hand, is a name familiar to many, withits Technology Center <strong>in</strong> Colmar-Berg. <strong>Luxembourg</strong> is the locationof the tire research and development department forEurope and Asia. There the second largest tire manufacturer<strong>in</strong> Europe develops tires for nearly every type of vehicle thatare sold worldwide <strong>in</strong> over 180 countries. In recognition ofits achievement, two years ago the company received the <strong>in</strong>novationprize of the <strong>Luxembourg</strong> Industry Association FEDIL.In 2004 Guardian Luxguard was similarly honored. At thattime the plate glass manufacturer had put a new w<strong>in</strong>dshieldon the market that accord<strong>in</strong>g to the manufacturer’s <strong>in</strong>formationreflected over 30 percent of the direct <strong>in</strong>solation,result<strong>in</strong>g <strong>in</strong> less heat<strong>in</strong>g of the car. The company with itsheadquarters <strong>in</strong> Auburn Hills near Detroit, Michigan, has beenoperat<strong>in</strong>g <strong>in</strong> <strong>Luxembourg</strong> for nearly 30 years – with productionsites <strong>in</strong> Niederkerschen, Dudelange and Grevenmacher,and headquarters <strong>in</strong> Bascharage.Its wide range of products extends from picture frame glassto elaborately coated glass. Glass from Guardian is used <strong>in</strong>the European Court of Justice, the Chamber of Commerce,the Mudam and the Philharmonie. The commitment to <strong>Luxembourg</strong>also has f<strong>in</strong>ancial consequences: S<strong>in</strong>ce the open<strong>in</strong>gof the Niederkerschen plant the plate glass manufacturer has<strong>in</strong>vested nearly half a billion euro <strong>in</strong> the cont<strong>in</strong>ued developmentof its bus<strong>in</strong>ess <strong>in</strong> <strong>Luxembourg</strong>. Besides the tra<strong>in</strong><strong>in</strong>g ofsome 500 employees, this <strong>in</strong>cludes above all research.The latter also plays a crucial role for the automotive supplierDelphi. The former GM subsidiary has been operat<strong>in</strong>g <strong>in</strong><strong>Luxembourg</strong> s<strong>in</strong>ce 1971. In 2006 it was decided to relocatethe research center for power tra<strong>in</strong> systems to <strong>Luxembourg</strong>.Corporate Head Rodney O’Neal emphasizes: “This is the firsttime that Delphi has moved one of its division overseas.” Heexpla<strong>in</strong>ed the decision by not<strong>in</strong>g, among other th<strong>in</strong>gs, the“pro-bus<strong>in</strong>ess government, the wonderful quality of life andthe superbly tra<strong>in</strong>ed workers.”In the meantime the Group was struggl<strong>in</strong>g <strong>in</strong> Detroit withcreditor-protection proceed<strong>in</strong>gs and had to report reducedwork<strong>in</strong>g hours <strong>in</strong> <strong>Luxembourg</strong>. Operat<strong>in</strong>g<strong>in</strong> 70 countries, the chemical giant turns out specialpolyester and polymer products as well as chemicals, filmsand foil used the world over <strong>in</strong> <strong>in</strong>dustry and <strong>in</strong> consumables.This year the company received the Technology InnovationAward from the Wall Street Journal. In <strong>Luxembourg</strong> the companyfrom Contern already received the Environmental Awardfrom FEDIL five years ago.Founded <strong>in</strong> 1802, the company operates <strong>in</strong> nearly 80 countriesworldwide. The DuPont location <strong>in</strong> <strong>Luxembourg</strong> manufacturespolyester films, spunbonded fabrics and technicalplastics. It’s also a European bus<strong>in</strong>ess center for DuPont Teij<strong>in</strong>Films, DuPont Protection Technologies, DuPont ElectronicTechnologies and DuPont Chemical Solutions. Nearly 1200people from twenty different nationalities work here; altogetherthe corporate group employs 58,000 people.Like many other companies, it too suffered dur<strong>in</strong>g the crisis –and was glad about the reduced work<strong>in</strong>g hours. <strong>Luxembourg</strong>’sgovernment <strong>in</strong> turn needs companies like this one, <strong>in</strong> order tooffer people employment who cannot be placed <strong>in</strong> the f<strong>in</strong>ance<strong>in</strong>dustry.Robert Dennewald,President of FEDIL,the <strong>Luxembourg</strong><strong>Bus<strong>in</strong>ess</strong> FederationMr. Dennewald, are there still goodprospects for strong US/<strong>Luxembourg</strong> ties –or are they on the decl<strong>in</strong>e?We should bear two th<strong>in</strong>gs <strong>in</strong> m<strong>in</strong>d: the <strong>American</strong>s werethe first to <strong>in</strong>vest here <strong>in</strong> <strong>Luxembourg</strong> on a large scale. Theymade diversification possible here first. Many names cometo m<strong>in</strong>d: Goodyear, Cleveland, DuPont, Avery Dennison, Delphi,and at that time also Monsanto ... It is vital that weexpand our ties. Because – and this is the second po<strong>in</strong>t –someth<strong>in</strong>g has changed here <strong>in</strong> <strong>Luxembourg</strong>. We’ve lostsome of our competitiveness. It is precisely for this reasonthat our ties are so important. That is why I am also happyto attend the presentation of the <strong>Bus<strong>in</strong>ess</strong> Award.What does an event like the <strong>Bus<strong>in</strong>ess</strong> Awardhave to offer?Decision-makers need role models, <strong>in</strong> bus<strong>in</strong>ess as muchas any other area. The award offers a good opportunity tobr<strong>in</strong>g together a large number of people at the same timeand place. I attend the event to represent the <strong>Luxembourg</strong>In the early 1950s Goodyear was one of the first UScompanies to produce <strong>in</strong> <strong>Luxembourg</strong>. Pneumatic tireswere manufactured on Colmar-Berg.bus<strong>in</strong>ess community,as well as my owncompany of course.As president of FEDILand a bus<strong>in</strong>essman, Imake contacts andrepresent my company.I believe weneed to create abroader foundationfor build<strong>in</strong>g contactswith the US bus<strong>in</strong>essworld.What’s your assessment of the future forties with the US?We aren’t limited to just the US. There are certa<strong>in</strong>ly othercountries, such as Turkey, Ch<strong>in</strong>a, or Brazil, that are also importantto build contacts with.The <strong>American</strong> companies that are here today should stayhere as well. We certa<strong>in</strong>ly would not come by another partnerlike Goodyear very easily. In such a case, prospectivenew partners would prefer to go wherever wages are morecost-effective, typically elsewhere. We do not have a verygood hand at the moment when it comes to traditional<strong>in</strong>dustry. Wages are high and <strong>in</strong>dexation is a burden onbus<strong>in</strong>ess growth. <strong>American</strong>s <strong>in</strong> particular f<strong>in</strong>d this counter<strong>in</strong>tuitive.On the other hand, high-tech bus<strong>in</strong>esses would bea possible option for the future.by Cordelia Chaton6 7

The USA is the world’s largesteconomy and politically a super power aswell. <strong>Luxembourg</strong>’s f<strong>in</strong>ancial center is thethird largest <strong>in</strong> Europe. The Grand Duchy isthe domicile of the world’s largest steelproducer, largest satellite operator andEurope’s biggest media corporation – not badfor t<strong>in</strong>y <strong>Luxembourg</strong>! To list the superlativesof the United States would burst the conf<strong>in</strong>esof this article; a comparison between the twocountries is po<strong>in</strong>tless. Why then is the<strong>American</strong> giant <strong>in</strong>terested <strong>in</strong> the t<strong>in</strong>y GrandDuchy at all? What makes the USA soimportant for the little state of <strong>Luxembourg</strong>?In survey<strong>in</strong>g numerous personalities frompolitics, <strong>in</strong>dustry and society we sought andfound answers to these questions.The good relations between the two countriesare the result of a historical development. The<strong>American</strong>s liberated the Grand Duchy fromNazi German occupation. Afterwards, the USAprovided important aid <strong>in</strong> rebuild<strong>in</strong>g economicstructures. Today, <strong>Luxembourg</strong> is animportant bridgehead for numerous UScorporate groups <strong>in</strong> Cont<strong>in</strong>ental Europe, andnot only <strong>in</strong> the f<strong>in</strong>ancial sector. Both sides are<strong>in</strong>tensively endeavor<strong>in</strong>g to ma<strong>in</strong>ta<strong>in</strong> thesegood relations – through <strong>Luxembourg</strong>ianemissaries to <strong>North</strong> America and through USrepresentatives <strong>in</strong> the Grand Duchy.Andreas HolpertThe ideal location <strong>in</strong> Europefor U.S. companiesNew York City is without doubt among thebusiest cities <strong>in</strong> the world: more than 8million people orig<strong>in</strong>at<strong>in</strong>g from over 200nationalities live and work <strong>in</strong> this metropolis,creat<strong>in</strong>g the vibrant energy which is so typicalfor New York. In the 1960s and 1970s we pursued a policyof diversification, and at the time the US companies werethe first ones want<strong>in</strong>g to avail themselves of the new opportunities<strong>in</strong> <strong>Luxembourg</strong>. I personally have hardly any contactwith the US government. The cooperation proceeds primarilywith the companies. The US government doesn’t want to <strong>in</strong>fluencethe companies or dictate what they have to do. That’sa big difference from the other countries, but it works well.And the relationship with Canada?We’ve been neglect<strong>in</strong>g Canada a little, spend<strong>in</strong>g more timedeal<strong>in</strong>g with the USA. I’ve been <strong>in</strong> Montreal and Toronto; it’s avery <strong>in</strong>terest<strong>in</strong>g terra<strong>in</strong>, but a small country like <strong>Luxembourg</strong>can’t cover everyth<strong>in</strong>g. I plan to devote more time to Canada<strong>in</strong> the immediate future, but it’s a very big country, and I’llhave to concentrate on two or three cities. The country mustnot be underestimated, with its very many opportunities, andit will rema<strong>in</strong> successful, also because of those resources,which we no longer have <strong>in</strong> Europe.Are we on these countries’ radar?We’re probably better known there than <strong>in</strong> other countries.The big groups know <strong>Luxembourg</strong>, but the smaller the operation,the less the companies know about <strong>Luxembourg</strong>. Theconsult<strong>in</strong>g firms work<strong>in</strong>g for these companies have had <strong>Luxembourg</strong>on their radar for a long time now and are enter<strong>in</strong>g<strong>in</strong>to discussions with us.Why is the US of <strong>in</strong>terest to <strong>Luxembourg</strong>companies?Despite everyth<strong>in</strong>g, the USA rema<strong>in</strong>s the greatest economicpower <strong>in</strong> the world. It’s still the case that noth<strong>in</strong>g happenswithout US support. And when America coughs, the rest ofthe world also coughs, especially Europe. The USA is home tothe big companies, but there are also many small companiesthat are extremely active and <strong>in</strong>novative. So it rema<strong>in</strong>s a very<strong>in</strong>terest<strong>in</strong>g target area for <strong>Luxembourg</strong>.Which <strong>Luxembourg</strong> companies are alreadyoperat<strong>in</strong>g <strong>in</strong> <strong>North</strong> America? Which ones wantto <strong>in</strong> the future?We’re not so widely deployed <strong>in</strong> the USA. Particularly thevery large companies like Cargolux and ArcelorMittal are veryactive there. Smaller companies have a hard time gett<strong>in</strong>g afoothold. Many companies <strong>in</strong> the automotive sector supplyparts to US car makers. But there isn’t a big rush to set upoperations <strong>in</strong> the US.Are there new companies dar<strong>in</strong>g to make theleap to <strong>Luxembourg</strong>?In California activities have greatly <strong>in</strong>tensified. It was a bitquieter <strong>in</strong> the past, but the <strong>in</strong>terest <strong>in</strong> <strong>Luxembourg</strong> has revivedon the West coast. Recently it’s been relatively smallcompanies that have come <strong>in</strong>to question.What role is played by the representativeoffices?The representative offices <strong>in</strong> New York and San Franciscoregularly provide me with <strong>in</strong>formation when companies wantto relocate <strong>in</strong> Europe. If a company fits our framework, we tryto persuade it to come to <strong>Luxembourg</strong>. The Consul Generalsof <strong>Luxembourg</strong> and Directors of the <strong>Luxembourg</strong> “Trade andInvestment Office” François Knaff (New York) and GeorgesSchmit (San Francisco) contact the companies and present<strong>Luxembourg</strong> as a location. It’s then analyzed what is doableand what is not. If there’s an <strong>in</strong>terest, I try to visit the company<strong>in</strong> the next economic mission.Can you tell us more about the economicmissions to the US?I go at least twice a year to the US <strong>in</strong> order to visit the East orWest coast. In October I’ll be there aga<strong>in</strong>, when the <strong>Bus<strong>in</strong>ess</strong>Award will be conferred <strong>in</strong> New York. This year the honor willgo to Husky; two years ago it was Delphi. I’ll also be mak<strong>in</strong>gcontact with companies at this event.Do US companies also say why they’vechosen <strong>Luxembourg</strong>?For companies operat<strong>in</strong>g <strong>in</strong> e-commerce, for example, our lowvalue-added tax was the start<strong>in</strong>g po<strong>in</strong>t. That’s no longer thecase. Today, these companies come to <strong>Luxembourg</strong> becausewe have superb <strong>in</strong>frastructures and can offer them <strong>in</strong>terest<strong>in</strong>gopportunities. Our central location <strong>in</strong> Europe is also important,so we must keep an eye on our connections to the otherEuropean economic centers. We’ve endeavored to expand ourcommunication networks, and quite successfully, too. Theavailable data center and the read<strong>in</strong>ess of Enovos <strong>in</strong> mattersof energy supply must also not be underestimated. So wehave a few th<strong>in</strong>gs to offer. In addition, each company want<strong>in</strong>gto come to <strong>Luxembourg</strong> is assigned a contact person <strong>in</strong> theM<strong>in</strong>istry who attends to its concerns.Would those large companies which havealready been here for years aga<strong>in</strong> choose<strong>Luxembourg</strong> today?We’ve never discussed this with the companies. But we mustcont<strong>in</strong>ue rema<strong>in</strong><strong>in</strong>g attractive. The other countries aren’tsleep<strong>in</strong>g. We have strong competition from the Netherlands,Ireland and Switzerland. Especially the Netherlands, with itsgood position<strong>in</strong>g <strong>in</strong> logistics, is always on the short list of foreigncompanies.What is be<strong>in</strong>g done to strengthen therelationship between <strong>Luxembourg</strong> and<strong>North</strong> America?<strong>Luxembourg</strong> has a good reputation <strong>in</strong> America. While we suffereda small blow related to problems <strong>in</strong> the bank<strong>in</strong>g world,hav<strong>in</strong>g always been under pressure from the G8, I hope thatour good relationship with the US will persist.Do <strong>American</strong>s really perceive Europe as the“old world”?They perceive Europe above all as a world that is not verydynamic. The growth prospects here are also not of great <strong>in</strong>terest.One senses among the companies that while Europerema<strong>in</strong>s a target region, it’s no longer their first choice. Itseems to me that many companies are redef<strong>in</strong><strong>in</strong>g their priorities<strong>in</strong> order to work more with Southeast Asia, and that’salarm<strong>in</strong>g.CA constant challenge for a Trade andInvestment office is to rema<strong>in</strong> current with,and also to stay ahead of changes <strong>in</strong> the hostcountry’s economic landscape. Together, thetwo companies have made <strong>in</strong>dustrial history.Back <strong>in</strong> 1993, the US group delivered the first Boe<strong>in</strong>g 747F. Atthat time, Cargolux was the first official operator of the cargojumbo jet. Orig<strong>in</strong>ally, Air France was supposed to acquire thefirst one.In 2011, history will repeat itself. This time, the <strong>Luxembourg</strong>iancargo airl<strong>in</strong>e is the official ‘launch customer’ for thesuccessor model to the 747F. Next summer – two years earlierthan announced – the first Boe<strong>in</strong>g type 747-8F aircraft isscheduled to land at <strong>Luxembourg</strong>’s F<strong>in</strong>del airport.Yet the partnership with this US aircraft group extends furtherback than 1993. In December of 1977, Cargolux announced itsfirst order for a Boe<strong>in</strong>g 747-200 freighter. The LX-DCV arrived<strong>in</strong> <strong>Luxembourg</strong> on February 1st, 1979 and was christened the‘City of <strong>Luxembourg</strong>’ on February 2nd, 1979 by Mayor ColletteFlesch before the presence of Grand Duke Jean. On February5th, 1979, the aircraft set off on its maiden voyage forCargolux, dest<strong>in</strong>ation Hong Kong. At the time, it was thelargest aircraft ever registered <strong>in</strong> <strong>Luxembourg</strong>, and the firstB747 freighter <strong>in</strong> service <strong>in</strong> a European all-cargo airl<strong>in</strong>e. Upto the present day, Cargolux has operated more than thirty747-200 type aircraft. The extendedversions could transport greater volumes at the same load.Of the 39 models built, Cargolux operated the four extendedmodels and two standard models. Cargolux’s first CL-44 wasregistered <strong>in</strong> Iceland as TF-LLJ.Cargolux fitted out the CL-44s with <strong>in</strong>ternal cargoequipment that was highly advanced at thetime, <strong>in</strong>clud<strong>in</strong>g special equipment for transport<strong>in</strong>gall k<strong>in</strong>ds of animals. In 1973, Cargolux ascended <strong>in</strong>to thejet age with the <strong>in</strong>troduction of its first DC-8 (type DC-8-61).The DC-8-61 was jo<strong>in</strong>ed by a DC-8-55 <strong>in</strong> 1974, soon to be followedby the DC-8-63 aircraft. After all, size matters!* Brigitte Goergen is Director of the <strong>Luxembourg</strong>National Tourist Office <strong>in</strong> NewYorkAs one of the world’s lead<strong>in</strong>g f<strong>in</strong>ancialcenters, <strong>Luxembourg</strong> is not only home toalmost 150 banks and the second largest<strong>in</strong>vestment fund sector <strong>in</strong> the world after theU.S., it is also a key location for theestablishment of operations, headquartersand hold<strong>in</strong>g companies of U.S. basedmult<strong>in</strong>ationals (e.g. Guardian, DuPont deNemours, Goodyear and eBay). In 2009,<strong>Luxembourg</strong> was <strong>in</strong>volved <strong>in</strong> the discussionabout clamp<strong>in</strong>g down on so-called “taxhavens”. Moreover, major changes of theEuropean VAT rules may affect certa<strong>in</strong> U.S.<strong>in</strong>vestors <strong>in</strong>to <strong>Luxembourg</strong>. Which effect maythese developments have on <strong>Luxembourg</strong>’sattractiveness for U.S. <strong>in</strong>vestors?The key success factorsThe reasons for <strong>Luxembourg</strong>’s attractiveness to U.S. <strong>in</strong>vestorsare manifold. They <strong>in</strong>clude <strong>Luxembourg</strong>’s strategic geographicallocation, its bus<strong>in</strong>ess-friendly legal and regulatory framework,easy access to decision makers as well as the stablesocial environment and the state-of the-art <strong>in</strong>frastructure.Beyond doubt, <strong>Luxembourg</strong>’s fiscal environment is also key toits attractiveness for U.S. <strong>in</strong>vestors. This <strong>in</strong>cludes <strong>in</strong> particularstable tax legislation, the ability to benefit from EU Directivesand <strong>Luxembourg</strong>’s extensive and constantly expand<strong>in</strong>g taxtreaty network. Effective as from 2009, <strong>Luxembourg</strong> <strong>in</strong>troduceda full withhold<strong>in</strong>g tax exemption for dividends distributedby a <strong>Luxembourg</strong> company to its corporate shareholders<strong>in</strong> treaty countries, which is particularly <strong>in</strong>terest<strong>in</strong>g for U.S.shareholders.Recent and upcom<strong>in</strong>g challengesIn 2009, the OECD (backed by the Obama Adm<strong>in</strong>istration)put pressure on countries which provide for an attractive taxframework (<strong>in</strong>clud<strong>in</strong>g <strong>Luxembourg</strong>), hav<strong>in</strong>g potential <strong>in</strong>fluenceon the decision of U.S. companies to <strong>in</strong>vest <strong>in</strong> <strong>Luxembourg</strong>.After hav<strong>in</strong>g been classified as a f<strong>in</strong>ancial center nothav<strong>in</strong>g substantially implemented the <strong>in</strong>ternationally agreedstandard on <strong>in</strong>formation exchange, <strong>Luxembourg</strong> has taken action.It has renegotiated a substantial number of its tax treaties(<strong>in</strong>clud<strong>in</strong>g its treaty with the U.S.) and was, as a result,the first country to be removed from the so-called “grey list”and moved to the so-called “white list”.However, <strong>in</strong> the U.S. various lists of offshore secrecy jurisdictionsare still circulat<strong>in</strong>g. The “Stop Tax Haven Abuse Act”provides an <strong>in</strong>itial list which also <strong>in</strong>cludes <strong>Luxembourg</strong>. Inpractice, the list of tax havens produced by the GovernmentAccountability Office (GAO) is perhaps even more important.<strong>Luxembourg</strong> is on this list. The list, <strong>in</strong>cluded <strong>in</strong> a December2008 GAO report, was created by comb<strong>in</strong><strong>in</strong>g three listsprepared by others, never m<strong>in</strong>d that even the GAO acknowledgedthat these three lists were outdated (one of the lists isbased on 1982 <strong>in</strong>formation!). The U.S. Treasury Departmentcriticized the GAO list and specifically warned that such listis likely to be regarded as a blacklist and may be used as thebasis for the imposition of sanctions and other negative measures.Although none of these lists has been used <strong>in</strong> the U.S.legislation enacted <strong>in</strong> 2010, legislators may be tempted to usethem for future legislation. In addition, the <strong>in</strong>clusion of <strong>Luxembourg</strong><strong>in</strong> the GAO list may <strong>in</strong>fluence U.S. <strong>in</strong>vestors <strong>in</strong> theirdecision to <strong>in</strong>vest <strong>in</strong> <strong>Luxembourg</strong>. <strong>Luxembourg</strong> would be welladvised to monitor potential ramifications which arise from<strong>Luxembourg</strong>’s <strong>in</strong>clusion <strong>in</strong> such lists and to lobby for its exclusionfrom the lists given the positive 2009 developments.Another factor potentially impact<strong>in</strong>g <strong>Luxembourg</strong>’s attractivenessis the so-called 2008 EU “VAT package”. This package<strong>in</strong>cludes significant changes to the place of supply rules.Under the old rules, it was favorable for bus<strong>in</strong>esses provid<strong>in</strong>gservices to private <strong>in</strong>dividuals to be established <strong>in</strong> an EUMember State with a low VAT rate. Consider<strong>in</strong>g that <strong>Luxembourg</strong>has the lowest VAT rate with<strong>in</strong> the EU (i.e., 15%), variousU.S. e-commerce and ICT companies have chosen <strong>Luxembourg</strong>to establish their bus<strong>in</strong>ess (e.g. Amazon, iTunes, eBayand Skype). As from 2015, VAT on e-commerce services willbe due (and at the rate of) where the customer (rather thanthe supplier) is located. Consequently, <strong>Luxembourg</strong> basedsuppliers will not have the above-mentioned competitive advantageanymore. However, it is much to be hoped that theexist<strong>in</strong>g <strong>in</strong>frastructure and stable environment <strong>in</strong> <strong>Luxembourg</strong>are compell<strong>in</strong>g arguments for U.S. <strong>in</strong>vestors to cont<strong>in</strong>ue theiractivities out of <strong>Luxembourg</strong>.In our view, <strong>Luxembourg</strong> is still an excellent location for U.S.mult<strong>in</strong>ationals to <strong>in</strong>vest <strong>in</strong>. Acquisition of Americom Turned SES Group <strong>in</strong>to MajorGlobal PlayerTransatlantic MergerIn the late n<strong>in</strong>eties, the government sensedthat <strong>Luxembourg</strong> had the potential to becomea preferred location for e-commerce. With thearrival of <strong>American</strong> mult<strong>in</strong>ationalcorporations, the country is now worldrenowned<strong>in</strong> the field of e-commerce. Let’stake a closer look at this success story thatshows no signs of slow<strong>in</strong>g down.iTunes, Amazon, PayPal or Skype, the onl<strong>in</strong>e telephone service.With<strong>in</strong> a few years, the Grand Duchy has become thenew Eldorado for <strong>American</strong> e-commerce giants. It all began<strong>in</strong> 1999 when AOL Europe Services settled <strong>in</strong> <strong>Luxembourg</strong>. Afew years later, AOL added a Network Operation Center to itsEuropean headquarters. The center manages and monitorsthe communication flow between Europe and the head office<strong>in</strong> the United States. Around the same time, Microsoft decidedto re<strong>in</strong>force its presence <strong>in</strong> <strong>Luxembourg</strong> by convert<strong>in</strong>g itsbranch, which opened there <strong>in</strong> 2002, <strong>in</strong>to a fully <strong>in</strong>dependentsubsidiary for onl<strong>in</strong>e services.In July 2003, Amazon ( the book, CD, DVD and video distributor)opened a branch <strong>in</strong> the Grand Duchy. Moreover, the USonl<strong>in</strong>e commerce leader decided, <strong>in</strong> December of 2004, toopen its European headquarters <strong>in</strong> <strong>Luxembourg</strong>. In his speechat the official open<strong>in</strong>g of the branch, Diego Piacent<strong>in</strong>it, AmazonSenior Vice-President, emphasized the many assets offeredby the Grand Duchy for “a company like ours”: location,social climate, and multil<strong>in</strong>gualism.In 2005, Apple opened iTunes Music Store <strong>in</strong> <strong>Luxembourg</strong>, itsEuropean platform for onl<strong>in</strong>e music commerce.In May 2007, a new victory for the <strong>Luxembourg</strong> economy: theM<strong>in</strong>isters <strong>in</strong> charge of negotiations - Luc Frieden, F<strong>in</strong>ance, andJean-Louis Schiltz, Communication Technologies - announcedthat PayPal will settle <strong>in</strong> <strong>Luxembourg</strong>. The <strong>American</strong> company<strong>in</strong>tends to operate all its European activities from <strong>Luxembourg</strong>.It has been granted a <strong>Luxembourg</strong> bank license to thiseffect. PayPal is the world leader for onl<strong>in</strong>e payment services.In 2007, Paypal had, accord<strong>in</strong>g to its own release, 143 millionuser accounts and 11 billion dollars payment volume for thefirst quarter of 2007 alone. These figures illustrate the extentof onl<strong>in</strong>e payment activities.F<strong>in</strong>ally, Skype, a company created <strong>in</strong> 2003, offers free calls betweenusers and low-cost calls to third parties. In September2005, the company was purchased by the giant eBay. Then, <strong>in</strong>September 2009, the group sold 65 % of its Skype subsidiaryto a consortium of <strong>in</strong>vestors led by the Silver Lake PartnersFund for 1.9 billion dollars.With these <strong>American</strong> mult<strong>in</strong>ational corporations, the GrandDuchy of <strong>Luxembourg</strong> has earned a valuable place on the e-commerce world map. It should be mentioned that, for thelast decade, the government has implemented a consistentstrategy favor<strong>in</strong>g the growth of e-commerce. “By comb<strong>in</strong><strong>in</strong>gan appropriate <strong>in</strong>frastructure, a qualified workforce, an attractivetax system, and specific measures <strong>in</strong> favor of e-commerce,<strong>Luxembourg</strong> has succeeded <strong>in</strong> becom<strong>in</strong>g a center forthe development of e-commerce <strong>in</strong> Europe,” <strong>in</strong>dicated a reportto Greenwich Consult<strong>in</strong>g commissioned by Jean Arthuis,President of the F<strong>in</strong>ance commission of the French Senate.It is important to note that over a hundred small or mid-sizecompanies gravitate around the <strong>American</strong> “major players”and offer numerous services to corporations and <strong>in</strong>dividuals.The assets of <strong>Luxembourg</strong>So, what is the recipe for success <strong>in</strong> <strong>Luxembourg</strong>? “Thisenthusiasm can be expla<strong>in</strong>ed <strong>in</strong> part by an attractive fiscalenvironment, a bus<strong>in</strong>ess environment pav<strong>in</strong>g the way forthe emergence of start-ups, and the existence of excellenttechnological <strong>in</strong>frastructures such as a re<strong>in</strong>forced high bandwidthconnectivity, as well as the legal acknowledgement ofelectronic signature along with the creation of a certificationauthority who issues and manages certificates with a veryhigh level of security”, expla<strong>in</strong>s the government on its website.Accord<strong>in</strong>g to the Greenwich Consult<strong>in</strong>g report, the ma<strong>in</strong> assetof <strong>Luxembourg</strong> is its high quality high bandwidth Internetnetwork. All households have access to ADSL: accord<strong>in</strong>g toEurostat, 61% of the households had high bandwidth access<strong>in</strong> 2008.In 2005, the <strong>Luxembourg</strong> State and several important players<strong>in</strong> the private and public sectors created LuxTrust, a <strong>Luxembourg</strong>corporation <strong>in</strong>tended to meet the grow<strong>in</strong>g needs <strong>in</strong>security and confidentiality <strong>in</strong> e-commerce, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> theelectronic communications between citizens, adm<strong>in</strong>istrations,and corporations.Accord<strong>in</strong>g to Greenwich Consult<strong>in</strong>g, <strong>Luxembourg</strong> also has asignificant advantage <strong>in</strong> terms of workforce and skills. <strong>Luxembourg</strong>is the OECD country with the largest activity share<strong>in</strong> NICTs, with 31%. Ultimately, <strong>Luxembourg</strong> ranks 7th <strong>in</strong> theworld for Internet and telecommunication technology development,accord<strong>in</strong>g to ITU’s IDI (ICT development Index).Another significant asset is <strong>Luxembourg</strong>’s fiscal competitiveness,a “significant factor contribut<strong>in</strong>g to the country’s attractiveness”,accord<strong>in</strong>g to the Greenwich report. <strong>Luxembourg</strong>has the lowest normal VAT rate <strong>in</strong> the European Union, with15% compared to 19.6% <strong>in</strong> France.In addition, several sectors of the <strong>Luxembourg</strong> economybenefit from the super low rate of 3%: food products, booksand newspapers, pay TV, medical and dental care, etc. Thepersonal <strong>in</strong>come tax and corporate <strong>in</strong>come tax are also “veryattractive”.But this is not all. The tax system on brands, patents, software,design, and models enables <strong>Luxembourg</strong> to be theThe Grand Duchy of <strong>Luxembourg</strong> is hostto the US leaders of global e-commerceAn Eldorado forInternet giantsby Nadia Di Pillocountry of choice for all suppliers of immaterial products.For <strong>in</strong>stance, accord<strong>in</strong>g to the report, “the 80% exemptionfor <strong>in</strong>come generated by downloads was a decid<strong>in</strong>g factor forApple’s decision to locate iTunes Europe <strong>in</strong> <strong>Luxembourg</strong>”.New regulations after 2015In 2015, new EC regulations will apply to VAT. The Ecof<strong>in</strong>Council has ratified the end of the system <strong>in</strong> 2019 (with an<strong>in</strong>terim period from 2015 to 2019): from that date on, VAT willbe paid to the consumer’s State.This change will result <strong>in</strong> a progressive decl<strong>in</strong>e <strong>in</strong> budgetaryrevenues generated by this activity <strong>in</strong> <strong>Luxembourg</strong>. It is importantto note that the <strong>Luxembourg</strong> State reaps over 300million Euros per year <strong>in</strong> VAT for this sector.The M<strong>in</strong>ister of F<strong>in</strong>ance Luc Frieden, had confirmed this fact<strong>in</strong> an <strong>in</strong>terview to the newspaper “La Tribune”. “Of course,this will affect our fiscal <strong>in</strong>come, but it should not changethe settlement location of these companies. These <strong>American</strong>corporations settled <strong>in</strong> our country for fiscal reasons, but notonly for that. They know they will enjoy a stable economic,social, and political environment. Therefore, they will cont<strong>in</strong>ueto operate from <strong>Luxembourg</strong>”, he said.Richard G. M<strong>in</strong>or, former CEO of AOL Europe Services, agreeswith this analysis. Even though the company permanentlyclosed its <strong>Luxembourg</strong> branch this year, Richard M<strong>in</strong>or isconfident <strong>in</strong> the future of <strong>Luxembourg</strong> as a location for corporations.In an <strong>in</strong>terview to LW <strong>in</strong> April, he said that “thegovernment still has plenty of time to be ready for the newregulatory environment and to cont<strong>in</strong>ue to attract new corporationsto <strong>Luxembourg</strong>”. The “success story” does not endhere...In 2005, Apple opened <strong>in</strong> <strong>Luxembourg</strong> iTunesMusic Store for onl<strong>in</strong>e music commerce.“This acquisition gives us access to US orbital positions andfrequency ranges, which <strong>in</strong> our sector is what you mightcall raw material for future growth,” expla<strong>in</strong>s SES PresidentRoma<strong>in</strong> Bausch.Acquisition of the satellite division of<strong>American</strong> conglomerate GE <strong>in</strong> 2001 turned<strong>Luxembourg</strong>’s SES <strong>in</strong>to a global heavyweight‘overnight’ on the world market for satellitesupportedtelecom services. In terms ofturnover, gross operat<strong>in</strong>g results, and numberof satellites <strong>in</strong> their fleet, SES, an exchangelistedcompany, has become the largestsatellite operator <strong>in</strong> the world. In themeantime, its geographic diversification hasbecome so advanced that SES, with Astra <strong>in</strong>Europe and SES World Skies, bundl<strong>in</strong>g non-European operations, is the only satelliteoperator aside from Intelsat with globalcoverage.by Andreas HolpertWhy did SES set its sights onacquir<strong>in</strong>g Americom <strong>in</strong> 2001?In those days, SES was cover<strong>in</strong>g only one market, albeit a verylarge one, i.e. Europe, with one product, satellite television.That was where SES had enjoyed most of its success, but weneeded to broaden our strategic approach. To this end, we setabout expand<strong>in</strong>g our product l<strong>in</strong>e and our range of activity.The acquisition of Americom enabled us not only to conquerthe crucial <strong>North</strong> <strong>American</strong> market, but at the same time tolay the foundations for today’s global SES group.What was the economic significanceof the transaction?At 4.3 billion dollars, the acquisition of Americom is the s<strong>in</strong>glelargest transaction <strong>in</strong> SES’s 25-year history. Moreover, with<strong>in</strong>the framework of the transaction, the company brought <strong>in</strong> anew strategic shareholder, GE Capital, which actively supportedthe company’s further development <strong>in</strong>to a global player upuntil 2007.What difficulties did you encounter<strong>in</strong> this transatlantic acquisition?The required approval process was quite protracted, go<strong>in</strong>g onfor months, but there were no serious difficulties to speak of.Eight full months passed from announcement to f<strong>in</strong>al completionof the transaction, which is noth<strong>in</strong>g out of the ord<strong>in</strong>ary.After all, if noth<strong>in</strong>g else this acquisition gives us access to USorbital positions and frequency ranges. And <strong>in</strong> our sector, thatis what you might call raw material for future growth.Was it easier as a ‘<strong>Luxembourg</strong>ian’company to purchase a company thatis also strategically critical to the US?At the least, it was certa<strong>in</strong>ly not a disadvantage that we arefrom one of the smallest countries <strong>in</strong> the world. In addition tothis, relations between the US and <strong>Luxembourg</strong> have traditionallybeen tension-free, unlike many other countries.Was there any political supportfor the “2001 Deal of the Year”?Of course. The government of <strong>Luxembourg</strong> is not <strong>in</strong> any way<strong>in</strong>volved, either directly or <strong>in</strong>directly (via the SNCI or BCCE)<strong>in</strong> the SES, nor does it actively <strong>in</strong>tervene <strong>in</strong> the Board of Directors.Hav<strong>in</strong>g said that, I would like to stress that we havealways been able to count on the support of the governmentof <strong>Luxembourg</strong> <strong>in</strong> matters concern<strong>in</strong>g SES’s strategic directionand further development.Did you experience any difficulties<strong>in</strong>tegrat<strong>in</strong>g their employees?From the very beg<strong>in</strong>n<strong>in</strong>g of the transaction, we treated itmore like a merger of two successful companies, rather thanan acquisition. Americom was the market leader <strong>in</strong> the US,as was Astra <strong>in</strong> Europe. What’s more, we were vocal from theoutset about reta<strong>in</strong><strong>in</strong>g most of the Americom sites <strong>in</strong> the US,and we put together a management team for the umbrellagroup consist<strong>in</strong>g of both <strong>American</strong>s and Europeans.Has the deal paid off, <strong>in</strong> retrospect?What is Americom’s share today?Americom was merged <strong>in</strong>to New Skies Satellites, acquired<strong>in</strong> 2006, and is now part of SES World Skies, which bundlesour non-European activities. That is why we no longer publishseparate figures for Americom. However, we can say thatSES is now generat<strong>in</strong>g 44% of its approximately €1.6 billionturnover outside of Europe. Just like the European market, the<strong>North</strong> <strong>American</strong> market is currently exhibit<strong>in</strong>g limited growth<strong>in</strong> comparison to the ‘emerg<strong>in</strong>g markets’, or even no growthat all. Nevertheless, the <strong>North</strong> <strong>American</strong> market is vital to usand is an <strong>in</strong>tegral part of our global coverage: a worldwidepresence, someth<strong>in</strong>g which only SES and our competitor,Intelsat, can boast out of all of the satellite providers. Thus,for <strong>in</strong>stance, SES is send<strong>in</strong>g TV program feeds to all US cablenetworks, is active <strong>in</strong> the area of bus<strong>in</strong>ess applications, andregularly collaborates with US government agencies on satellitecapacity plann<strong>in</strong>g.In your op<strong>in</strong>ion, what doesthe US mean for <strong>Luxembourg</strong>?The US has traditionally been a reliable partner to <strong>Luxembourg</strong>,and s<strong>in</strong>ce World War II it is been a friend above all.20 21


<strong>Luxembourg</strong> is a very attractive location for<strong>North</strong> <strong>American</strong> companies, but it has notalways been easy for these companies to f<strong>in</strong>dtra<strong>in</strong><strong>in</strong>g and education opportunities for theirexpatriates. However, that has changed.Lifelong learn<strong>in</strong>g opportunities <strong>in</strong> <strong>Luxembourg</strong>no longer have language barriers.Tra<strong>in</strong><strong>in</strong>g opportunities<strong>North</strong> <strong>American</strong> banks and f<strong>in</strong>ancial <strong>in</strong>stitutions can f<strong>in</strong>d abroad selection of sem<strong>in</strong>ars, tra<strong>in</strong><strong>in</strong>gs, and conferences <strong>in</strong>English tailored for <strong>Luxembourg</strong>’s f<strong>in</strong>ance community. IFBL,for example, is one of the largest providers of these tra<strong>in</strong><strong>in</strong>gopportunities, offer<strong>in</strong>g some certificates (e.g. Private Bank<strong>in</strong>g,Islamic F<strong>in</strong>ance) entirely <strong>in</strong> English (www.ifbl.lu). NicholasGonner 1 , Roger Krieps 2 , and others refer to astatement found <strong>in</strong> a book by Anton Eickhoff 3published <strong>in</strong> 1884:The first endur<strong>in</strong>g agricultural colonization of New Netherlandbegan <strong>in</strong> the spr<strong>in</strong>g of the year 1623 under theauthority of the West India Company, as thirty familiesemigrated from Amsterdam aboard the ship ‘New Niederland’to the new world for that purpose. Cornelius Jakobsen Mayled this expedition as the director of the new colony on Manhatas.The orig<strong>in</strong>al <strong>in</strong>tentions of the West India Company werefocused on trade purposes; however one had recognized theneed of establish<strong>in</strong>g settlements for the promotion of thesame. The colonists who came over on the first ship accompany<strong>in</strong>gdirector May were mostly Walloons, <strong>Luxemburger</strong>sand <strong>in</strong>habitants of other countries border<strong>in</strong>g on France, ofwhich eight families settled near Fort Orange, a few rema<strong>in</strong>edon the island of Manhatas, others near Fort Nassau at theSouth River and the rema<strong>in</strong>der on the south side of the EastRiver, where Brooklyn lies today 4 .Eickhoff did not give a source for his statement. The 1860Gazetteer of New York states the follow<strong>in</strong>g about the settlementon the island of Manhattan:A settlement was made upon Manhattan Island by a companyof Dutch traders, under the auspices of the West India Co., <strong>in</strong>1612; but no permanent agricultural occupation began until1623. Dur<strong>in</strong>g this year 30 families of Walloons from the Flemishfrontiers, and a number of domestic animals, were sentover to form the nucleus for the permanent occupation of thecountry 5 . Regrettably, some but not all the names of the 110members of the thirty families who landed <strong>in</strong> the New Worldaboard the New Niederland or Nieu Nederlandt are known.Researchers from <strong>Luxembourg</strong> like to associate Philippe deLannoy (1602-1681), a confirmed ancestor of President Frankl<strong>in</strong>Delano Roosevelt, with the de Lannoy family of Clervaux,<strong>Luxembourg</strong>, as the first <strong>Luxembourg</strong>er to immigrate to <strong>North</strong>America. Philippe de Lannoy, also referred to as Philippe de laNoye, was born <strong>in</strong> Leyden, Holland <strong>in</strong> 1602 of French parents,who had him baptized <strong>in</strong> the Walloon Church <strong>in</strong> 1603 6 . He wasamong the thirty-five passengers aboard the ship Fortune arriv<strong>in</strong>gat Plymouth <strong>in</strong> November of 1621. To this day, a connectionbetween the presidential ancestor and <strong>Luxembourg</strong>‘s deLannoy family could not be positively confirmed.Actually, <strong>Luxembourg</strong> City-born Dr. Claude-Auguste Neyen(1809-1882), identified the first <strong>Luxembourg</strong>er to emigrateto the New World <strong>in</strong> his remarkable work entitled Biographie<strong>Luxembourg</strong>eoise, where<strong>in</strong> he writes 7 :Hotton…….. native of the village by the same name <strong>in</strong> the Ardennes8 lived towards the end of the sixteenth and the firstquarter of the seventeenth century. Admitted to the priesthood,he was a priest for some time, probably <strong>in</strong> his place ofbirth. Later, he entered the Jesuit order, and went to the WestIndies, becom<strong>in</strong>g its missionary 9 . Various documents confirmGuillaume Hotton (1577-1629) travel<strong>in</strong>g to the New World allow<strong>in</strong>gto locate his whereabouts there.It is thus <strong>in</strong> 1616, one hundred and twenty-four years afterChristopher Columbus (1451-1506) discovery of America <strong>in</strong>1492 that we f<strong>in</strong>d the first confirmed <strong>Luxembourg</strong>er <strong>in</strong> theNew World. Two surviv<strong>in</strong>g letters by the previously mentionedFather Mart<strong>in</strong> (de/from) Bruges (Mart<strong>in</strong>us de Brugis) conta<strong>in</strong>references to Guillaume Hotton. The first letter is dated Mexico,February 20, 1617, where<strong>in</strong> he mentions Father GuillaumeHotton from the Gallo-Belgica prov<strong>in</strong>ce who left Belgium withhim. The second letter is dated Mexico, April 21, 1617. It mentionsthat Father Hotton resides at C<strong>in</strong>aloa (S<strong>in</strong>aloa)10. Twoletters by Guillaume Hotton himself are on record.
