CITY OF KAMLOOPSJOB TITLE:<strong>By</strong>-law <strong>Services</strong> <strong>Officer</strong> IPAY GRADE: 8NATURE AND SCOPE OF WORKPerforms semi-skilled, inspectional, and regulatory work in traffic control, road rights-<strong>of</strong>-way, and by-lawenforcement <strong>of</strong> a varied nature under the general supervision <strong>of</strong> the <strong>By</strong>-law <strong>Services</strong> Supervisor. Thework involves enforcement <strong>of</strong> various <strong>City</strong> <strong>of</strong> <strong>Kamloops</strong> regulatory by-laws and investigating complaints.Tasks involve fairly close limits <strong>of</strong> accuracy to hold up in court. The job involves outside work on a yearroundbasis, with moderately heavy exertion, characterized by frequent tension producing situationsrequiring the exercise <strong>of</strong> considerable close care and attention as well as personal judgement anddiscretion and occasional danger <strong>of</strong> bodily harm and risk <strong>of</strong> exposure to disease. The incumbent isrequired to exercise close care and attention to prevent serious damage or loss and to ensure the safety<strong>of</strong> the public and other <strong>of</strong>ficers, and to exercise courtesy, tact, diplomacy, and persuasion in dealing indelicate situations involving the general public.ILLUSTRATIVE EXAMPLES OF WORK1. Enforces <strong>City</strong> traffic control and the Road Right-<strong>of</strong>-Way <strong>By</strong>-law dealing with sidewalk use andsnow removal as directed and issues permits, warnings, or violation notices to <strong>of</strong>fenders.2. Contacts towing companies for the removal <strong>of</strong> illegally parked vehicles in <strong>City</strong> streets or in parks.3. Responds to calls, inquiries, and complaints regarding meter violations.4. Patrols <strong>City</strong>-owned parking lots on foot, bicycle, or by vehicle when required to provideenforcement <strong>of</strong> the by-laws.5. Checks meters as required to ensure proper operation, and reports any problems to the MeterMaintenance person.6. Collects money from meters and fine boxes and delivers to <strong>City</strong> Hall.7. Communicates with others using two-way radios or cell phones in operational and emergencysituations for assistance in enforcing by-laws.8. Gives evidence in Court to support by-law and criminal charges, as required.9. Performs related work as required.


REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE1. Ability to interpret and enforce relevant municipal by-laws, regulations, and procedures.2. Working knowledge <strong>of</strong> relevant municipal by-laws, regulations, procedures, and ticketingprocesses related to parking and sidewalk use.3. Ability to communicate effectively orally and in writing and on a two-way radio.4. Ability to investigate and document information relative to by-law infractions, and provide credibleevidence in Court to support by-law and criminal charges.5. Good physical condition, appearance, and deportment.6. Ability to exercise knowledge, considerable tact, diplomacy, and persuasion when dealing withthe general public, businesses, and other government agencies.7.
