HICKAM ELEMENTARYSCHOOL COMMUNITY COUNCILBYLAWSARTICLE I: NAME OF COUNCILThe name of this Council is the <strong>Hickam</strong> <strong>Elementary</strong> <strong>School</strong> Community Council, hereinafter referred to as theHESCC.ARTICLE II: OBJECTIVESThe objectives of the HESCC shall be in accordance with State guidelines and be consistent with policies of the Boardof Education.Section 1.Section 2.Section 3.Section 4.Section 5.Section 6.To advise the school regarding the planning, budgeting, implementation and evaluationof the Academic and Financial Plan.To ensure the school's academic and financial plan is aligned with the educationalaccountability system.To study and develop the Academic-Financial Multi-Year Plan in relation to the educationalneeds of the students.To emphasize the parent as the first teacher of the child and to provide opportunities forall parents to improve their teaching methods through developmental activities.To provide collaborative opportunities for input and consultation.To take other actions as required by the Department of Education.The Academic and Financial Plan shall be developed by the school principal, reviewed by the HESCC, and approvedby the Complex Area Superintendent. The HESCC shall have ongoing responsibility to review the implementation ofthe plan with the principal, assess periodically the effectiveness of the plan andrecommend modifications to the plan. The HESCC shall carry out all of the duties and responsibilities assigned to itby the Hawaii Department of Education.ARTICLE III: MEMBERSHIP AND ELECTIONSection 1.Election of Members and Term of Office. There shall be elections at which the HESCCmembers and alternates are elected every two years and shall serve for two years until theirsuccessors have been elected and qualified. Elections should be staggered and held yearly tocreate overlapping of knowledgeable board members. Newly elected members shall assumetheir office at the regular meeting during the month of May.

Membership shall include theprincipal, (3) teachers, (2) Classified/Support staff and (2 each) students, parents, andcommunity members. There shall also be one alternate member from each role group. The viceprincipal cannot be an active voting member of the SCC, but may serve as thedesignated alternate for the principal or as a voluntary facilitator. The student membersmust be free of outstanding obligations and disciplinary actions against him/her and bemeeting HES standards for academic achievement. The parent representatives must beprimary caregivers (parents or guardians) of HES students for their entire term on thecouncil. Community representatives must live and/or work in the HES district or have a vestedinterest in the success of the students and school.Section 2.Section 3.Section 4.Termination of Membership. The HESCC Membership should automatically terminateany member who is absent from 3 (three) consecutive meetings without good cause. TheHESCC, by affirmative vote of two-thirds of all the members of the HESCC, may suspend orexpel a member for cause.Alternates. An elected alternate may be seated in place of an absent HE HESCC member.Any seated alternate shall have voting power for the meeting at which he/she is seated.Vacancy. Any vacancy on the HESCC shall be filled for the remainder of the unexpiredterm through the appointment of a duly elected alternate. If the composition of theHESCC falls below legal requirements and no alternates are available, vacancies for theunexpired term may be filled by a new regular election or by recommendations from theprincipal with selection and appointment by the HESCC.ARTICLE IV: OFFICERSSection 1.Section 2.Section 3.The officers. The officers of the HESCC shall be a Chairperson, Vice Chairperson,Secretary and such other officers as the HESCC may deem desirable.Election and Term of Office. The officers of the HESCC shall be elected every twoyears by majority vote of the HESCC members and shall serve for two years and untileach successor has been properly elected. The principal will not serve as Chairperson.Duties. The duties of the officers shall be to:Chairperson


1. Preside at all meetings and sign letters, plans, reports, and other communicationsas directed by the HESCC.2. Prepare an agenda for each meeting and post the agenda 6 days in advance ofeach HESCC meeting.3. Act as council spokesperson4. Serve on the screening committee5. Schedule meetingsVice-Chairperson/ Stand-in Facilitator1. Assume the duties of the Chairperson during his/her absence.2. Perform such other duties as may be assigned by the Chairperson or by theHESCC.3. Assume the role of the facilitator if no facilitator has been designated.Secretary1. Receive and track all items addressed to the HESCC.2. Keep current rosters of HESCC members including addresses and telephonenumbers.3. Record, present and keep the minutes of all meetings including attendance andsummary reports.4. Post the notices and agendas of public meetings on the school's internet websiteand in the school's administrative building.5. Submit a draft copy of minutes to each role group for review 6. Isresponsible for audio recording of meetings.Facilitator1. Assist the Council in moving toward a desired outcome.2. Acknowledge Council members and their ideas and provides support according toRoberts Rules of Order.3. Keep the Council focused on the issue being discussed.4. In the event the Facilitator is unable to attend a Council meeting, the vice-chairwill assume this role.Principal/Vice Principal1. Keep the Council informed of school, data, happenings, issues and concerns.2. Serve on the Screening Committee3. Supply Academic Financial Plan and Timeline information to the Secretaryfor distribution.ARTICLE V: COMMITTEESScreening Committee consists of the Chairperson and Principal, shall:1. Set the agenda for HESCC meetings.2. Screen all issues which may be initiated by any member of the school and/orcommunity presented through HESCC Communication Form.3. May send an issue directly to a role group if resolution or action can be completed atthat level.


Section 2.Section 3.Section 4.Special Meetings. Special meetings may be called by the Chairperson or by a majorityvote of the HESCC. A meeting notice and agenda must be posted in a public location at theschool and on the school website at least 6 days prior to a special meeting.Order of Meetings. All regular and special meetings of the HESCC shall be conductedin accordance with Robert's Rules of Order. The HESCC shared decision-making processshall be conducted with the intention of reaching consensus.Quorum. No business can be acted upon in any meeting without a quorum present. Aquorum shall consist of 2/3rds majority of the committee's voting group.ARTICLE VIII: AMENDMENTSThese bylaws may be amended by the HESCC. The proposed amendments must have been presented anddiscussed at one previous regular meeting for which the necessary notice of meeting and agenda were posted.Passage of amendments to the bylaws requires a majority vote of the HESCC.
