<strong>Kammarkollegiet</strong>THE LEGAL, FINANCIAL ANDADMINISTRATIVE SERVICES AGENCY2008-09-251(3)AUTHORIZATION AS AN INTERPRETERCONDITIONS FOR AUTHORIZATIONTo qualify for authorization <strong>as</strong> <strong>an</strong> <strong>interpreter</strong>, you must:- be 18 years of age <strong>an</strong>d not be placed under the legal guardi<strong>an</strong>ship of<strong>an</strong> administrator under the provisions of Chap. 11, Sec. 7 of theChildren <strong>an</strong>d Parents Code or be subject to <strong>an</strong>y similar restrictions in<strong>an</strong>other state;- be of known personal integrity <strong>an</strong>d otherwise be suitable to work <strong>as</strong> <strong>an</strong><strong>interpreter</strong>; <strong>an</strong>d- have p<strong>as</strong>sed the proficiency examinations <strong>as</strong> set down by the Agency.Holders of a University Certificate for completed b<strong>as</strong>ic <strong>interpreter</strong> training atthe Institute for Tr<strong>an</strong>slation <strong>an</strong>d Interpreting Studies (TÖI) are not required totake the proficiency examinations arr<strong>an</strong>ged by the Agency, but must be ableto satisfy all of the other conditions.PROFICIENCY STANDARDSYou must have spoken comm<strong>an</strong>d of both Swedish <strong>an</strong>d your <strong>interpreter</strong>l<strong>an</strong>guage <strong>an</strong>d be well acquainted with the varieties of expression, vocabulary<strong>an</strong>d grammar of both l<strong>an</strong>guages. You must be able to speak both l<strong>an</strong>guageswithout a distracting accent <strong>an</strong>d underst<strong>an</strong>d speech in the commonest dialectsof both l<strong>an</strong>guages under normal interpreting conditions. Moreover, you mustpossess terminological <strong>an</strong>d factual knowledge in the subject are<strong>as</strong> medicalcare, social matters, the labour market <strong>an</strong>d general social insur<strong>an</strong>ce, <strong>as</strong> well <strong>as</strong>everyday law. You must be able to interpret in a technically satisfactorym<strong>an</strong>ner, displaying a high degree of information accuracy, re<strong>as</strong>onableinterpreting speed <strong>an</strong>d length of speech unit. You must be acquainted withacceptable <strong>interpreter</strong> ethics <strong>an</strong>d be able to adhere to such ethics in yourwork.THE PROFICIENCY EXAMINATIONThe proficiency examination is in two parts. The first is a written test which isnormally held early in February <strong>an</strong>d early in September each year. General background knowledge test: 50 questions in the subject are<strong>as</strong>medical care, social matters, the labour market <strong>an</strong>d general socialinsur<strong>an</strong>ce, <strong>as</strong> well <strong>as</strong> everyday law.2. Terminology test: 100 specialist terms to be tr<strong>an</strong>slated into Swedish <strong>an</strong>d100 specialist terms to be tr<strong>an</strong>slated from Swedish. These terms are takenfrom the above subject are<strong>as</strong>.No dictionaries or other aids are allowed.At this stage of <strong>as</strong>sessment of the written test, all c<strong>an</strong>didates remain<strong>an</strong>onymous to the <strong>as</strong>sessors.The results are <strong>an</strong>nounced at the end of March <strong>an</strong>d October, respectively.ORAL TESTThe oral test is held in Stockholm two to three months after the written test.Those who are <strong>as</strong>sessed <strong>as</strong> not meeting the st<strong>an</strong>dard required for authorizationwill not be called to the oral test section.This test is held before <strong>an</strong> <strong>as</strong>sessment p<strong>an</strong>el. The test takes roughly two hours<strong>an</strong>d comprises:1. Active interpretating test (at most four role plays).2. Oral examination in interpreting technique <strong>an</strong>d professional ethics.The role plays are acted <strong>as</strong> authentically <strong>as</strong> possible. In the interpreting test,you are entitled to use aids such <strong>as</strong> writing materials <strong>an</strong>d dictionaries.Anyone who fails in either the interpreting test or the supplementary generalknowledge test is entitled to retake the test within one year, this test thencomprising only the interpreting test or the general background knowledgetest. In order to take part in the test, a new application must be filed <strong>an</strong>d a newapplication fee paid.APPLICATIONExaminations for authorization <strong>as</strong> <strong>interpreter</strong> are advertised twice a year,early in April <strong>an</strong>d early in October. The advertisements <strong>an</strong>nounce thosel<strong>an</strong>guages for which examinations will be held during the followingexamination period.Your application must be filed in April or October. The e<strong>as</strong>iest way to applyis to use the form which is available on request from the Agency. The formc<strong>an</strong> also be found at www.kammarkollegiet.se. Holders of UniversityCertificates from the Institute for Tr<strong>an</strong>slation <strong>an</strong>d Interpreting Studies areentitled to file their applications irrespective of the application period.


<strong>Kammarkollegiet</strong>2008-09-253 (3)You must enclose a birth <strong>an</strong>d identity certificate <strong>an</strong>d, if you wish to obtain <strong>an</strong>official identity card <strong>as</strong> <strong>an</strong> <strong>interpreter</strong>, you must also include two recentphotographs showing a good likeness.FEESThe application fee of SEK 2 000 must be paid in connection with the filingof your application. Only those who have filed a complete application <strong>an</strong>dpaid the application fee will be called to the tests. If you qualify forauthorization, you will be entitled to obtain <strong>an</strong> official identity card whichshows that you are <strong>an</strong> authorized <strong>interpreter</strong>. These cards are obtainable for afee through the offices of the Agency.CANCELLATIONIf you are unable to attend the tests, ple<strong>as</strong>e notify the Agency in writing tothis effect. If notice of c<strong>an</strong>cellation is made later th<strong>an</strong> two weeks before thewritten test is held, your fee will not be refunded.PREPARATIONSExperience gained from the tests org<strong>an</strong>ised by the Agency show that bothtraining <strong>an</strong>d experience <strong>as</strong> <strong>an</strong> <strong>interpreter</strong> are necessary to p<strong>as</strong>s <strong>an</strong>d qualify forauthorization. So-called contact <strong>interpreter</strong> training is arr<strong>an</strong>ged at a number ofcounty high schools <strong>an</strong>d adult education <strong>as</strong>sociations. Interpreter <strong>an</strong>dtr<strong>an</strong>slator training at higher education level is arr<strong>an</strong>ged by the Institute forTr<strong>an</strong>slation <strong>an</strong>d Interpreting Studies.
