<strong>Timor</strong>-<strong>Leste</strong> <strong>Health</strong> <strong>Sector</strong> <strong>Resilience</strong> StudyThe <strong>Timor</strong>-<strong>Leste</strong> <strong>Health</strong> <strong>Sector</strong> <strong>Resilience</strong> Study commenced <strong>in</strong> August 2006, three months after the <strong>in</strong>itial spate <strong>of</strong>violence. The broad goals <strong>of</strong> the study were to:• support the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> to respond to <strong>in</strong>stability <strong>and</strong> <strong>in</strong>security• consider how best to mitigate the impact <strong>of</strong> future <strong>in</strong>stability <strong>and</strong> population displacementThe objectives were thus to exam<strong>in</strong>e the:• impact <strong>of</strong> political turmoil <strong>and</strong> <strong>in</strong>stability on the <strong>Timor</strong>ese health sector.• leadership, coord<strong>in</strong>ation <strong>and</strong> performance <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong>• responses <strong>and</strong> roles <strong>of</strong> the <strong>Timor</strong>ese community, key UN agencies, NGOs, <strong>and</strong> donors• document lessons for <strong>Timor</strong>-<strong>Leste</strong> <strong>and</strong>, where possible, other fragile statesBox 2: Specific objectives <strong>of</strong> the <strong>Timor</strong>-<strong>Leste</strong> <strong>Health</strong> <strong>Sector</strong> <strong>Resilience</strong> Study:1. To document the impact <strong>of</strong> political <strong>in</strong>stability <strong>and</strong> violence on health <strong>and</strong> health services.2. To reflect on the challenges <strong>of</strong> assur<strong>in</strong>g health care for those displaced both with<strong>in</strong> <strong>and</strong> outside Dili.3. To identify the factors affect<strong>in</strong>g the performance <strong>and</strong> resilience <strong>of</strong> the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> <strong>and</strong> otherkey health sector stakeholders.4. To exam<strong>in</strong>e a range <strong>of</strong> tracer conditions to assess the ability to deliver services, ma<strong>in</strong>ta<strong>in</strong> health<strong>in</strong>formation <strong>and</strong> surveillance activities, facilitate coord<strong>in</strong>ation <strong>and</strong> collaboration, <strong>and</strong> <strong>in</strong>terfaceeffectively with the community.5. To assess health sector flexibility <strong>in</strong> adjust<strong>in</strong>g to rapidly chang<strong>in</strong>g conditions <strong>and</strong> to respond to thedisruption to services <strong>and</strong> development activities.6. To assess the approach by the M<strong>in</strong>istry <strong>of</strong> <strong>Health</strong> <strong>in</strong> ensur<strong>in</strong>g leadership, coord<strong>in</strong>ation <strong>and</strong>communication with other development partners such as the UN, NGOs <strong>and</strong> others that wereoperational as a result <strong>of</strong> the <strong>in</strong>stability.7. To consider the extent <strong>of</strong> budgetary shifts result<strong>in</strong>g from this period <strong>of</strong> political <strong>in</strong>stability <strong>and</strong> theirimpact on <strong>Timor</strong>-<strong>Leste</strong>’s stated health <strong>and</strong> development goals, priorities or objectives.8. To reflect upon the lessons <strong>and</strong> <strong>in</strong>sights that can be fed back <strong>in</strong>to the <strong>Timor</strong>-<strong>Leste</strong> health system<strong>and</strong> other countries liv<strong>in</strong>g <strong>in</strong> a context <strong>of</strong> ongo<strong>in</strong>g fragility.TIMOR-LESTE HEALTH SECTOR RESILIENCE AND PERFORMANCE IN A TIME OF INSTABILITY 13
