Message From the Deputy Inspector GeneralThe U.S. Agency for International Development (<strong>USAID</strong>) Office of Inspector General (<strong>OIG</strong>) isresponsible for providing oversight of <strong>USAID</strong> programs <strong>and</strong> activities. Our work promotes theintegrity of <strong>USAID</strong>’s programs <strong>and</strong> activities <strong>and</strong> the efficiency <strong>and</strong> effectiveness of itsassistance efforts around the world. Provided limited oversight resources, <strong>OIG</strong> takes atargeted approach to executing its mission, prioritizing oversightactivities in high-risk settings of particular interest to Congress <strong>and</strong>the administration.The challenging operating environment in <strong>Afghanistan</strong> <strong>and</strong> <strong>Pakistan</strong>exposes <strong>USAID</strong> programs <strong>and</strong> activities to increased risks of fraud,waste, <strong>and</strong> abuse. Because the large-scale programs in thesecountries support U.S. national security interests as well asreconstruction, stabilization, <strong>and</strong> development goals, oversight ofthem is the top priority for <strong>OIG</strong>.<strong>OIG</strong> has been providing oversight of <strong>USAID</strong> activities in <strong>Afghanistan</strong> <strong>and</strong> <strong>Pakistan</strong> since theAgency reopened its missions there in 2002. Our oversight covers the full spectrum of <strong>USAID</strong>programs <strong>and</strong> helps ensure that taxpayer dollars are being spent wisely.We publish the following report quarterly to increase transparency about our work <strong>and</strong>observations regarding assistance programs in these countries. This edition of the reportdescribes <strong>OIG</strong>’s oversight program in <strong>Afghanistan</strong> <strong>and</strong> <strong>Pakistan</strong> <strong>and</strong> highlights our activitiesfrom <strong>April</strong> to <strong>June</strong> 2012. During this period, <strong>OIG</strong> completed 5 performance audits <strong>and</strong> reviews,issued 9 financial audits, <strong>and</strong> closed 13 investigations relating to <strong>Afghanistan</strong> <strong>and</strong> <strong>Pakistan</strong>.Michael G.
