Message From the Deputy Inspector GeneralThe U.S. Agency for International Development (USAID) Office of Inspector General (OIG) isresponsible for providing oversight of USAID programs and activities. Our work promotes theintegrity of USAID’s programs and activities and the efficiency and effectiveness of itsassistance efforts around the world. Provided limited oversight resources, OIG takes atargeted approach to executing its mission, prioritizing oversightactivities in high-risk settings of particular interest to Congress andthe administration.The challenging operating environment in Afghanistan and Pakistanexposes USAID programs and activities to increased risks of fraud,waste, and abuse. Because the large-scale programs in thesecountries support U.S. national security interests as well asreconstruction, stabilization, and development goals, oversight ofthem is the top priority for OIG.OIG has been providing oversight of USAID activities in Afghanistan and Pakistan since theAgency reopened its missions there in 2002. Our oversight covers the full spectrum of USAIDprograms and helps ensure that taxpayer dollars are being spent wisely.We publish the following report quarterly to increase transparency about our work andobservations regarding assistance programs in these countries. This edition of the reportdescribes OIG’s oversight program in Afghanistan and Pakistan and highlights our activitiesfrom April to June 2012. During this period, OIG completed 5 performance audits and reviews,issued 9 financial audits, and closed 13 investigations relating to Afghanistan and Pakistan.Michael G.
