<strong>2006</strong> HEALTH CARE SURVEY OF DOD BENEFICIARIESbeneficiary group, to create strata with at least 1,000 beneficiaries. We first collapsed acrossenrollment group combining Prime enrollees with nonenrollees. If the stratum was still too small,we collapsed across beneficiary group combining retirees younger than 65 with retirees age 65 orolder or combining retirees younger than 65 with active duty family membersFor out-of-catchment areas (CACSMPL= 9901–9904) we consolidated within TNEX regions for thepurposes of sampling. We created four groups as follows:ƒ Group 1 consists of noncatchment areas from the North TNEX regionƒ Group 2 consists of noncatchment areas from the South TNEX regionƒ Group 3 consists of noncatchment areas from the West TNEX regionƒ Group 4 consists of noncatchment areas from the Other TNEX region& 675$7,),&$7,215(68/76The collapsing rules resulted in 452 strata (STRATUM), which can be uniquely specified using twovariables: EBSMPL, the collapsed version of EBG_COM (enrollment status and beneficiary group),and CACSMPL (geographic area). The sampling frame contains these variables as well as othervariables used in developing the final collapsed strata.The final step before selecting the sample was to generate stratum-level population counts toallocate the sample to meet predetermined precision rules for various domains.
