MUSKOGEE POLICE DEPARTMENT ANNUAL REPORT 2009Page 19Volunteers (continued)After a major disaster or "Amber Alert", local Police, Police Dispatchand Personnel can quickly become overwhelmed. The CommunityEmergency Response Team, (C.E.R.T.), Program is designedto train Responsible Citizens to activate immediately and assist the<strong>Muskogee</strong> Police Department after a Disaster, or an "Amber Alert",should one be activated. CERT Volunteers will be educated in manningtelephones, asking vital questions, and documenting importantinformation. Team Members will also be trained in responding to questions that may inform concernedcitizens <strong>of</strong> the hazards that may exist and impact their area. Using the training learned in theclassroom, CERT Members can assist others in the community and the local Police Department.CERT Members also are encouraged to take a more active role in emergency preparedness projectsin their community should the opportunity present itself. Such as Light Search & Rescue, BasicFirst Aid/C.P.R./Basic Life Support Classes, Fire Prevention and Preparedness, Tornado Detection &Safety, Personal & Home Safety, and keeping those classes up to date.The twenty-four CERT Members are trained in monitoring telephones in case <strong>of</strong>:1. Natural or Man-Made Disasters2. An "Amber Alert"The <strong>Muskogee</strong> Police Department has established an academy for citizens toattend and receive training in the operation <strong>of</strong> the police department. This is a13 week course meeting one evening a week, designed for the students to receiveclassroom instruction as well as hands on training in the working mechanisms<strong>of</strong> the police department. Students are furnished with lesson plans andhandouts from instructors during the training. After graduation students havethe opportunity to join the <strong>Muskogee</strong> Citizens Police Academy Alumni(M.C.P.A.A.). Applicants for the class must be at least 18 years <strong>of</strong> age and pass abackground investigation. The academies are planned for twice yearly, openings are limited and acceptance<strong>of</strong> applicants is not guaranteed.The <strong>Muskogee</strong> Citizens Police Academy Alumni was formed by graduates <strong>of</strong> the Citizen's PoliceAcademy. Members <strong>of</strong> the academy have the ability to volunteer their time assisting in the dailyfunctions <strong>of</strong> the police department. This may include answering non-emergency telephone calls, assistingat the front desk, filing or assisting with child safety programs such as fingerprinting and childsafety seat installation. The members <strong>of</strong> the M.C.P.A.A. work closely with the Police CommunityRelations Officer and have proven to be a valuable asset to the Department.In 2009 the M.C.P.A.A. volunteered 1,505 hours to the <strong>Muskogee</strong> Police Department and for thatwe are very grateful.
