MUSKOGEE POLICE DEPARTMENT ANNUAL REPORT 2009Page 3Muskogee DemographicsThe population of Muskogee continues to be one of the most diverse in the state and it createsa unique challenge for the Muskogee Police Department. The U.S. Census Bureau estimatedthe 2008 population for Muskogee as 40,099. Of that the following racial breakdown was given:White-70.7%, African American-17.2%. American Indian-15.1%, Asian-1.2%, Pacific Islander-NR,Other Race-2.3%.Also based on the 2008 estimates there were 26,220 people that were 25 years old andover. Of those 19.9% did not graduate high school. 31.4% had a high school diploma and therewere 17.5% that have a Bachelors degree or higher.There were estimated to be 16,029 households, of that, 59.7% were family households,26.3% had children under 18, 42.4% were married couples, 12.9% had a female householder withno husband present. 85.6% of the housing is occupied and 14.4 % of the housing is vacant. 61.4% ofthe housing is owner occupied and 38.6% is renter occupied.The 2008 estimated mean income for a household is $32,300 and the median income for afamily was $42,889. The per capita income for the city was $18,411. About 17.5% of the familiesand 21.0% of the individuals in the city are below the poverty level.Police EmployeesThere are 119 men and women that comprise the total strength of the Muskogee Police Department,91 sworn officers and 28 civilian personnel. The Department’s organizational structure isbroken down into four divisions.Sworn Officer DistributionThe Uniform Division has 64 swornofficers and 14 civilians.The Investigations Division has 17sworn officers and 1 civilian.The Headquarters Division has 7sworn officers and 13 civilians.The Administrative Support Divisionhas 3 sworn officers.Patrol Division70%InvestigationsDivision19%AdministrativeSupport Division3%HeadquartersDivision8%
