MUSKOGEE POLICE DEPARTMENT ANNUAL REPORT 2009Page 19Volunteers (continued)After a major disaster or "Amber Alert", local Police, Police Dispatchand Personnel can quickly become overwhelmed. The CommunityEmergency Response Team, (C.E.R.T.), Program is designedto train Responsible Citizens to activate immediately and assist theMuskogee Police Department after a Disaster, or an "Amber Alert",should one be activated. CERT Volunteers will be educated in manningtelephones, asking vital questions, and documenting importantinformation. Team Members will also be trained in responding to questions that may inform concernedcitizens of the hazards that may exist and impact their area. Using the training learned in theclassroom, CERT Members can assist others in the community and the local Police Department.CERT Members also are encouraged to take a more active role in emergency preparedness projectsin their community should the opportunity present itself. Such as Light Search & Rescue, BasicFirst Aid/C.P.R./Basic Life Support Classes, Fire Prevention and Preparedness, Tornado Detection &Safety, Personal & Home Safety, and keeping those classes up to date.The twenty-four CERT Members are trained in monitoring telephones in case of:1. Natural or Man-Made Disasters2. An "Amber Alert"The Muskogee Police Department has established an academy for citizens toattend and receive training in the operation of the police department. This is a13 week course meeting one evening a week, designed for the students to receiveclassroom instruction as well as hands on training in the working mechanismsof the police department. Students are furnished with lesson plans andhandouts from instructors during the training. After graduation students havethe opportunity to join the Muskogee Citizens Police Academy Alumni(M.C.P.A.A.). Applicants for the class must be at least 18 years of age and pass abackground investigation. The academies are planned for twice yearly, openings are limited and acceptanceof applicants is not guaranteed.The Muskogee Citizens Police Academy Alumni was formed by graduates of the Citizen's PoliceAcademy. Members of the academy have the ability to volunteer their time assisting in the dailyfunctions of the police department. This may include answering non-emergency telephone calls, assistingat the front desk, filing or assisting with child safety programs such as fingerprinting and childsafety seat installation. The members of the M.C.P.A.A. work closely with the Police CommunityRelations Officer and have proven to be a valuable asset to the Department.In 2009 the M.C.P.A.A. volunteered 1,505 hours to the Muskogee Police Department and for thatwe are very grateful.
Page 20 MUSKOGEE POLICE DEPARTMENT ANNUAL REPORT 2009Volunteers (continued)The Extra Eyes program assists officers by patrolling thetown in specially marked police vehicles, looking for and reportingcriminal activity.These volunteers have averaged 1,199 hours of service inthe last four years. The Extra Eyes volunteers drove 3,225miles and patrolled for 616.25 hours in 2009.Bennett Kerr, one of the original members of the Extra EyesProgram, passed away in 2009. The Muskogee Police Department would like to express our condolencesto his family.
