WESROCWHADJUK REGIONAL TRAIL NETWORKMASTER PLAN1. HISTORYThe community environmental groups from the WESROC region have been extensively engaged inand driven the evolution of the trails initiative over many years. Representatives of relevantcommunity groups are members of the Project Team, and have been comprehensively engaged inthe proposed concept of trail development from the outset. They support the location of the trailnetwork linking all natural areas in the Western Suburbs.Building on approval of the map presenting the Regional Trail Network by the WESROC ChiefExecutive Officers in September 2011, this Master Trail Plan will address all aspects underdevelopment. A Signage and Promotional Framework has been approved. The funding applicationto install stage 1 (Bush to Beach Trail) was recommended by the Department of Sport andRecreation (DSR) assessments panel, and official notification of the funding grant was received on 7October 2011 from Lotterywest.This Master Plan addresses the requirements of the Lotterywest and DSR funding bodies, ensuringthat future funding applications are a staged implementation of the Whadjuk Trails Regional TrailNetwork. These future applications for the ‘Whadjuk Trails’ (recommended name for Regional TrailNetwork) are divided into prospective stages to ensure project manageability, and can be installedfollowing WESROC consideration of budget or resource limitations. DSR and Lotterywest arefunding Bush to Beach (Stage 1), as the pilot project for the Whadjuk Trails as depicted in the mapshown in section 4.The Swan River Trust (SRT) has been consulted in relation to sections of the WESROC RegionalTrail Network which traverse the Riverpark. SRT has shown their support for the concept of the trailnetwork and are looking forward to working collaboratively with WESROC, Noongar, residents andthe broader community. The standing of the Swan River Trust is that they would like to be involvedto facilitate the linkage process with the Whadjuk trails. One specification is that on any interpretivesignage within this area, the wording “a part of the Riverpark” will appear. Footpath signage mayrequire co-badging in places, but in general will not be opposed.The expansion of the Regional Trail Network will see extensions with further links to existing Iconicand Heritage Trails within the WESROC region. The opportunity to link with neighbouring Counciltrails has been measured to ensure that future inter-regional link-ups are uncomplicated.The delay with the funding approval for installation of Stage 1(Bush to Beach Trail submitted in March2011 and approved in October 2011) led to changes to the timelines of the implementation schedule inthe original Project Plan, requiring the extension to the Regional Trail Network Project Officers term.Page 1 of 29
2. KEY AIMS OF THE MASTER PLANPlanning for the Whadjuk Trails has been conceived, researched, and made it through numeroushurdles and the time has come to launch it in the marketplace. The Master Plan will specify launchphases ensuring that from the outset, all opportunities and threats are addressed, to deliver a systemthat is:Easily recognisable and consistent throughout all trails;Agreed by all stake holders;Specific in relation to naming, signage constraints, and marketing;Attuned to funding requirements from external grants;Sensitive to the inclusion of history – Aboriginal, Settlement Heritage, and Iconic "Sense-of-Place" Locations;Adaptable to the requirements of Local Government authorities and land managers that thetrails pass through;Economical (cost and environmental footprint) to install and maintain;Resistant to normal wear and vandalism;Easily updated, repaired, duplicated and extended over time;Useful to users of the trails; andCompliant with the Australian Standards (AS)2156.1 for walking tracks.Page 2 of 29
