Mr. <strong>Roberts</strong> has also directed site characterizationprojects with heavy metal-contaminated soil and asbestoscontaminatedsoil for real estate developers and industrialfacilities. He has prepared technical reports withappropriate recommendations, developed specifications forabatement, and provided contractor oversight.Mr. <strong>Roberts</strong>’ diverse client base has included: city agenciessuch as Culver City Redevelopment Agency and LosAngeles World Airports; schools systems such as LAUSDand Beverly Hills USD; financial institutions such as JPMorgan Chase and Northern Trust; and biotechnologycompanies such as Amgen.Selected Project ExperienceIndustrial Hygiene Managed lead-based paint inspection and asbestossurvey of the 1921 Woolworth’s building in LosAngeles, California. The survey of the 3-story, 76,000-square-foot building identified 28,000 linear feet ofasbestos pipe insulation behind walls and ceilings, and15,000 square feet of vinyl asbestos floor tile/mastic.Oversaw asbestos abatement activities and stabilizationof lead-based paint, and abatement of thermal systeminsulation. Abatement process included exploratorydemolition to trace pipe runs and risers throughout thebuilding. Partner performed a clearance site inspectionand sampling to confirm the removal of the asbestoscontainingmaterials (ACM) and stabilization of leadbasedpaint.Managed $.5M asbestos and lead paint abatementproject for nine-story Doctors Hospital in Century City,CA. Scope of work included two full-floor abatementand specialized abatement design for hundreds of spotabatements utilizing mini-enclosures for installation ofpipe hangars, bracings, and ductwork. Managed more than 300 asbestos and lead-based paintpre-demolition surveys over three years for LosAngeles World Airports' LAX expansion. Directedmultiple survey teams certified in both lead andasbestos inspections. Provided precise quantification ofasbestos-containing materials into spreadsheets forbidding specifications. Wrote several South CoastAQMD Procedure 5 work plans and contaminationassessment reports.Managed asbestos, lead-based paint, and mold projectfor Los Angeles Harbor College. Directed survey offour buildings circa 1950s. Provided separateabatement specifications for asbestos, lead-based paint,and mold. Assisted construction manager in the bidprocess. Provided additional value by coordinatingconcurrent abatement activities in different buildingswhile using a phased approach for the abatement ofdifferent materials (asbestos, lead, and mold) inaccordance with client requirements.Conducted hazardous materials survey for asbestos,lead paint, and PCBs for industrial and marine coatingsfacility. Site consisted of a 12-building manufacturingfacility with resin and solvent tank farm. Directed five-person samplingteam, developed sampling protocol, and wrote reportwith recommendations for abatement of lead dust,asbestos, and mold.Conducted asbestos surveys and lead paint inspectionsfor ten commercial buildings in a city block slated fordemolition by Culver City Redevelopment Agency.Assisted the city by providing contractor bidspecifications and clarifying the scope of work forcontractors attending the pre-bid job walk.Recommended concurrent abatement of roofpenetrations due to the proximity of the buildings.Provided abatement oversight and air monitoringservices. Generated project close-out report.Subsurface Investigations and Remediation Managed soil profiling project at Pomona College for90,000 cubic yards of export soil from future parkingstructure excavation. Archived deeper samplespending shallower sample analytical results for VOCs,SVOCs, Title 22 Metals, OCPs, and TPH.Managed LAUSD soil investigation at CRES 14 forlead in soil. Directed sampling, managedsubcontractors, wrote SSI report, and developed RAWfor 57 removal areas totalling 1,852 cubic yards oflead-impacted soil.Managed LAUSD Gratts Elementary School RAWImplementation for lead in soil. Directed sampling,managed subcontractors for soil removal and samplingof 22 removal areas of lead-impacted soil. WroteRemedial Action Completion Report.Environmental Auditing Conducted annual environmental audit of tencommercial business parks for national insurancecompany. Evaluated hazardous material storage anddisposal practices. One tenant was using methylchloride to remove excess glue in a wood laminatingfacility. Recommended replacing methyl chloride witha less hazardous chemical but tenant refused. Theprocess wastewater eventually became contaminatedwith methyl chloride requiring classification as ahazardous waste with a disposal cost of $40,000.
