Included in all Phase I ESA reports, <strong>Partner</strong> will prepare the <strong>HUD</strong> 4128 Form (Environmental Assessment <strong>and</strong><br />

Compliance Findings for the Related Laws) <strong>and</strong> Sample Field Notes Checklist, a noise survey per <strong>HUD</strong> noise guidelines,<br />

<strong>and</strong> contact the appropriate government agencies for information regarding threatened <strong>and</strong>/or endangered species<br />

<strong>and</strong> historic preservation. <strong>Partner</strong> will also contact state, local, <strong>and</strong>/or federal agencies that have specific requirements<br />

for notification of projects within their jurisdiction (specific to geographic area). Additionally, in accordance with the<br />

most recent <strong>HUD</strong> environmental requirements <strong>Partner</strong> can include a Vapor Intrusion screening following Tier 1 of ASTM<br />

E 2600‐08 St<strong>and</strong>ard Practice for Assessment of Vapor Intrusion into Structures on Property Involved in Real Estate<br />

Transactions. The Tier 1 Screen is conducted to adhere to <strong>HUD</strong> MAP guidelines. If warranted by the results of the Tier<br />

1 Screen, <strong>Partner</strong> can provide consultation for completion of the successive tiers of the ASTM E 2600‐08 st<strong>and</strong>ard.<br />

For all multifamily Project Capital Needs Assessments, <strong>Partner</strong> coordinates with site management <strong>and</strong>/or ownership to<br />

insure current pricing is established for Capital Items, Critical Repairs, <strong>and</strong> Non‐Critical Repairs in order to prepare the<br />

Replacement Reserve <strong>and</strong> Immediate Repairs tables as accurately as possible. PCNAs for assisted living facilities,<br />

nursing homes, intermediate care, board <strong>and</strong> care homes, etc., are prepared in accordance with the most recent <strong>HUD</strong><br />

LEAN requirements, including, but not limited to, a 15‐year Replacement Reserve analysis table, a 15‐year Major<br />

Moveable Equipment reserve analysis table, <strong>and</strong> the st<strong>and</strong>ard Critical <strong>and</strong> Non‐Critical Repair Tables. <strong>Partner</strong> can also<br />

include the Uniform Federal Accessibility St<strong>and</strong>ards as part of the PCNA for an additional fee, if required.<br />

<strong>Partner</strong> also offers a range of services in support of FHA loans to assist in identifying opportunities to add value <strong>and</strong><br />

save energy, underst<strong>and</strong>ing construction costs, recognizing seismic risk, <strong>and</strong> identifying property boundaries <strong>and</strong><br />

Mr. Smith has experience as a senior project manager in the<br />

building assessments allows him to provide complete <strong>and</strong><br />

thorough assessments <strong>and</strong> evaluations to serve a client’s<br />

specific needs. In addition to providing consulting services,<br />

Mr. Smith has performed assessments on numerous<br />

commercial, multi-family <strong>and</strong> industrial facilities. He has<br />

been actively performing Phase I <strong>and</strong> Phase II environmental<br />

site assessments along with physical needs assessments <strong>and</strong><br />

property condition evaluations for not only <strong>HUD</strong><br />

transactions, but also Freddie Mac, Fannie Mae, <strong>and</strong> lenders<br />

in local <strong>and</strong> regional markets.<br />

Mr. Smith is familiar with all st<strong>and</strong>ards of Due Diligence<br />

Property Assessments <strong>and</strong> the needs <strong>and</strong> requirements of a<br />

varied number of reporting st<strong>and</strong>ards, including the Property<br />

Condition Assessment ASTM E2018, Fannie Mae, Freddie<br />

Mac, Property Insurable Value Evaluation <strong>and</strong> customized<br />

client formats or scopes. He has also senior authored<br />

Property Condition Assessments, Property Condition<br />

Evaluations, <strong>HUD</strong> Project Capital Needs Assessments, <strong>and</strong><br />

Environmental Site Assessments, <strong>and</strong> is <strong>HUD</strong> MAP <strong>and</strong><br />

LEAN certified.<br />

Real estate investors, lenders, <strong>and</strong> real estate equity funds have<br />

come to rely on his advice <strong>and</strong> judgment to assist them with<br />

their real estate business decisions.<br />

Prior to joining <strong>Partner</strong>, Mr. Smith was a Relationship<br />

Manager in charge of the <strong>HUD</strong> Division for a former<br />

Fortune 500 company. In that capacity, he was responsible<br />

for all <strong>HUD</strong> work, report reviews, <strong>and</strong> client relations.<br />

Additionally, Mr. Smith was the CEO <strong>and</strong> founder of an<br />

environmental consulting company, where he performed<br />

Phase I <strong>and</strong> II Environmental Site Assessments <strong>and</strong> Property<br />

Condition Assessments on commercial, multifamily, <strong>and</strong><br />

senior housing/assisted living/nursing care properties; as well<br />

as performing asbestos sampling, lead-based paint sampling,<br />

radon testing, lead in drinking water sampling, <strong>and</strong><br />

mold/moisture assessments. His clients included commercial<br />

lenders, real estate brokerage firms, mortgage bankers, Fannie<br />

Mae DUS lenders, Freddie Mac lenders, <strong>and</strong> <strong>HUD</strong>.<br />

Mr. Smith is qualified to perform sampling of groundwater in<br />

monitoring wells, monitoring well closures, <strong>and</strong> supervise<br />

soil-drilling operations. He is additionally qualified to<br />

manage existing remediation sites, supervise site construction<br />

activities including, but not limited to, start-up, operation,<br />

maintenance, <strong>and</strong> field analysis of remediation systems, <strong>and</strong><br />

prepare site reports, corrective action plans, <strong>and</strong> monitoring<br />

reports.<br />

Mr. Smith has also been in charge of project management of<br />

existing remediation sites, AutoCAD design including<br />

potentiometric map creation <strong>and</strong> contamination plume<br />

analysis, site construction supervision, start-up, operation,<br />

maintenance, <strong>and</strong> field analysis of remediation systems, <strong>and</strong><br />

proposal creation <strong>and</strong> submittal.<br />

Mr. Smith has also served as a project engineer for several<br />

companies. In that capacity, he was responsible for assisting<br />

the <strong>Engineering</strong> Department in the fabrication <strong>and</strong> design of<br />

soil remediation <strong>and</strong> groundwater pump <strong>and</strong> treat systems, as<br />

well as being responsible for quality control <strong>and</strong> AutoCAD<br />

design <strong>and</strong> supervising construction activities at remediation<br />

sites. He was also responsible for the fabrication <strong>and</strong> redesign<br />

of patented soil remediation equipment, project management<br />

of existing remediation sites, vapor analysis using the Perkin-<br />

Elmer 3920B gas chromatograph, <strong>and</strong> site plan drafting to<br />

include potentiometric map creation using AutoCAD.<br />

Proposed Madison Square Apartments – Phase I<br />

Environmental Site Assessment in New Orleans, Louisiana,<br />

for a proposed apartment complex to be constructed over a<br />

32 parcel area. Existing single-family residential structures,<br />

many of which were ab<strong>and</strong>oned at the time of the assessment,<br />

would be demolished <strong>and</strong> removed from the area prior to<br />

development. Phase I conducted under <strong>HUD</strong> guidelines, <strong>and</strong><br />

coordination with local <strong>and</strong> state government offices was<br />

additionally required due to the overall scope <strong>and</strong> size of the<br />

project. Although project was cancelled due to damage<br />

resulting from Hurricane Katrina, local <strong>HUD</strong> Office was<br />

quoted as stating the Phase I report <strong>and</strong> coordination efforts<br />

by Mr. Smith with all parties associated with the project as<br />

exceptional.<br />

of a remediation system that included three air-stripper<br />

towers, two air discharge scrubbing towers, three chemical<br />

numerous injection <strong>and</strong> discharge pumps. Additionally<br />

assisted in the initial sampling, monitoring, <strong>and</strong> reporting<br />

Previously, Mrs. Gell was a client manager for a Fortune<br />

The building data required for ENERGY STAR includes 12 months of consecutive utility usage<br />

Mr. Shoard was a member of the Emirates Green Building<br />

Council <strong>and</strong> involved in the drafting of the Emirates LEED<br />

credits checklist which is used to score buildings with<br />

regards to sustainability in the UAE.<br />

Mr. Shoard was involved in writing the sustainability<br />

guidelines for developers in downtown Dubai. The<br />

guidelines set down a minimum st<strong>and</strong>ard for energy<br />

efficiency for developers to adhere to <strong>and</strong> were applied to<br />

over 50 projects.<br />

Mr. Shoard has performed complex computer modeling<br />

using DOE2.2 E, eQuest, Trane Trace <strong>and</strong> EDSL TAS<br />

software. Mr. Shoard gave a series of lectures on computer<br />

modeling <strong>and</strong> thermal simulation throughout Australia on<br />

behalf of the Institution of Engineers Australia.<br />

He has carried out energy audits for buildings around the<br />

USA <strong>and</strong> has advised on energy saving measures for a wide<br />

variety of projects calculating the savings <strong>and</strong> simple<br />

payback periods for the recommended measures.<br />

Mr. Kadakia has over ten years of experience managing<br />

<strong>and</strong> performing energy analysis <strong>and</strong> engineering consulting.<br />

He began his career as a mechanical engineer for Edison<br />

Source performing energy analysis <strong>and</strong> retrofit design<br />

He was awarded the Outst<strong>and</strong>ing Graduate Student<br />

Academic Achievement Award while completing his<br />

Masters degree at California State University Fullerton.<br />

Mr. Kadakia has also worked as a Thermodynamic <strong>and</strong><br />

Mr. Aulbach has over thirty years of experience managing<br />

<strong>and</strong> performing energy analysis <strong>and</strong> engineering consulting.<br />

He began his career as an aerospace engineer designing<br />

flight control systems for North American Aviation.<br />

He was a member of the Professional Advisor<br />

Group/Technical Advisor Group (PAG/TAG) representing<br />

the California Hotel <strong>and</strong> Motel Association in the<br />

development of the 1988 <strong>and</strong> 1992 Title 24 energy code. It<br />

was during this period that much of what the current Title<br />

24 Code represents today was formulated.<br />

Mr. Aulbach has also worked as a contract staff engineer<br />

for Southern California Edison (SCE) on several occasions.<br />

He represented SCE in California Title-24 work, performed<br />

measurement <strong>and</strong> verification for Edison EnVest, <strong>and</strong><br />

served as a trainer for new Energy Service Representatives<br />

for energy auditing in the field.<br />

Mr. Aulbach has also worked for several Energy Service<br />

Companies (ESCOs), providing both initial project<br />

development <strong>and</strong> preliminary audit <strong>and</strong> analysis services.<br />

The largest single ESCO project he worked on was 149<br />

buildings <strong>and</strong> over 3.3 million square feet.<br />

Mr. Aulbach has perfected complex building computer<br />

energy modeling via the eQuest energy program <strong>and</strong> its<br />

predecessor, the United States Department of Energy’s<br />

DOE-2 program. He has developed over 500 energy<br />

models, ranging from gas stations <strong>and</strong> single family homes<br />

to full college campuses, 3,000 room Hawaiian resort<br />

hotels, <strong>and</strong> Las Vegas hotel <strong>and</strong> casinos.<br />

From these models, he has evaluated a myriad of Energy<br />
