Mr. Fountain has five years of experience in the<br />
environmental, engineering, <strong>and</strong> service industry. He has<br />
significant experience in due diligence assessments for a<br />
variety of property types <strong>and</strong> the needs <strong>and</strong> requirements of<br />
varied number of reporting st<strong>and</strong>ards; including <strong>HUD</strong><br />
FHA, Multi-family, <strong>HUD</strong> Lean Process, Architectural <strong>and</strong><br />
<strong>Engineering</strong> Cost Review, ASTM St<strong>and</strong>ards, EPA’s All<br />
Appropriate Inquiry (AAI), <strong>and</strong> customized client formats.<br />
Specifically, Mr. Fountain has reviewed Phase I<br />
Environmental Site Assessments, Environmental<br />
Transaction Screens, Phase II Subsurface Investigations,<br />
Remediation Design projects, Property Condition<br />
Assessments (PCAs), Construction Progress Monitoring,<br />
Probable Maximum Loss assessments, Regulatory<br />
Compliance Assessments, Energy Audits Level I <strong>and</strong> Level<br />
II, Vapor Intrusion Reports, Asbestos Surveys, Lead-based<br />
Paint Surveys, Radon Studies, Mold Assessments, <strong>and</strong><br />
Lead-in-water sampling <strong>and</strong> analysis.<br />
Mr. Fountain’s core mission is business development <strong>and</strong><br />
client focus, which is demonstrated in every action, <strong>and</strong><br />
objective he undertakes. Mr. Fountain is responsible for the<br />
promotion of <strong>Partner</strong>’s <strong>HUD</strong>- FHA Multi-family <strong>and</strong> Lean<br />
Heath Care due diligence with lenders nationally. Through<br />
the strategy of building relationships, timely deliverables<br />
<strong>and</strong> providing solutions, Mr. Fountain develops a clear<br />
underst<strong>and</strong>ing of client needs <strong>and</strong> objectives. He then<br />
employs value-based selling <strong>and</strong> delivery throughout the<br />
life cycle, providing clients with services <strong>and</strong> solutions that<br />
are pragmatic <strong>and</strong> positively impact their businesses.<br />
Mr. Fountain’s commitment to building relationships is<br />
recognized within the <strong>Partner</strong> organization as well. Results<br />
driven in terms of his clients, Mr. Fountain works to<br />
develop the potential of every team member in order to<br />
achieve excellent performance.<br />
Most recently, Mr. Fountain served as Vice President of<br />
Sales <strong>and</strong> Marketing of a national environmental consulting<br />
company. His prior experience also includes chief<br />
executive officer of The Welders Supply Company, (1985<br />
–1998) <strong>and</strong> President <strong>and</strong> founder of WSC Specialty Gases<br />
<strong>and</strong> Cryogenics, headquartered in Baltimore, Md. There, he<br />
leveraged his strengths in leadership, organization, <strong>and</strong><br />
discipline to generate measurable growth.<br />
Mr. Fountain’s commitment to leadership has been evident<br />
throughout his career as is his desire to educate <strong>and</strong> share<br />
his experiences <strong>and</strong> skills in the business community. He is<br />
an adjunct professor in the Sellinger Business School at<br />
Loyola University, teaching undergraduate <strong>and</strong> graduate<br />
courses, as well as University of Baltimore’s, Merrick<br />
School of Business.<br />
Mr. Fountain is the Past President (2003 – 2007) of the<br />
Executive MBA Alumni Association at the Sellinger<br />
Business School. Mr. Fountain was responsible for<br />
program development as well as developing <strong>and</strong> launching<br />
the Mentoring Program for EMBA grads <strong>and</strong> Alumni at the<br />
Sellinger School of Business <strong>and</strong> Management.<br />
Finally, Mr. Fountain’s diversity across health care,<br />
industrial, multifamily, municipal, <strong>and</strong> commercial<br />
environments is a major contribution to <strong>Partner</strong><br />
<strong>Engineering</strong> <strong>and</strong> Science’s team in all regions of the United<br />
States.
