We work with civil society, governments and internationalorganisations to encourage and support effective policies and practices through advocacy, research and policydevelopment, and through supporting the actions of others.<strong>Saferworld</strong> has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. Wehave well-established programmes in Kenya, Uganda, Somalia and South Sudan. In addition, <strong>Saferworld</strong> supportsregional and international conflict prevention and security processes. <strong>Saferworld</strong> headquarters are in London, withoffices in Nairobi, Kampala and Juba.<strong>Saferworld</strong>’s South Sudan programme aims to develop and implement community-focused and integratedresponses to the complex mix of security, conflict and development challenges faced by the people, thestate and international partners. The programme seeks to achieve change through working with national andstate-level government, civil society stakeholders, and international actors.The geographic focus is on South Sudan, with some engagement on North-South, regional and cross-borderissues.<strong>Job</strong> Purpose:The <strong>Finance</strong> <strong>Manager</strong> will be responsible for ensuring the efficient and transparent management of South Sudanprogramme finances in line with recognised accounting/auditing standards and <strong>Saferworld</strong> procedures in thecontext of a fast-growing programme. <strong>Saferworld</strong> will be expanding its activities in S Sudan and will have staffbased in six states. The <strong>Finance</strong> <strong>Manager</strong> will also be responsible for the development of new systems andmaintenance of robust financial controls to support this growth..Key areas of responsibility:1. Lead in financial management and systems development to take account of <strong>Saferworld</strong>’s expandingprogramme and budget. Provide effective line management and support the development of financialstaff.2. Lead in developing capacity support and collaborative relationships with <strong>Saferworld</strong> staff and partners toensure effective financial management across the board


Duties:1. Lead in financial management, system development and line management of financial staff for theSouth Sudan country programmeDetailed actions:Manage South Sudan based finance team (envisaged to be 2 officers) responsible for keeping financialrecords and performing financial procedures (receipts, payments, petty cash, payroll), including records oftransactions related to South Sudan programme activitiesLead development and maintenance of robust financial controls (bank reconciliations and other controlaccounts, finance reports, etc.)Oversee staff to ensure accurate data entry into the Quickbooks ledger accounting system, leadingimprovement and system enhancement work, ensuring good housekeeping – for the Juba office as well asup to six state offices.Lead financial reporting to <strong>Saferworld</strong> colleagues, donors and London head office with a focus on optimalperformance.Effectively organise and manage internal and external audits as per donor policies where appropriateProduce statutory (legal) accounts and other legal returns for South Sudan2. Lead in developing capacity support and collaborative relationships with <strong>Saferworld</strong> staff andpartners to ensure effective financial management across the boardDetailed actions:Develop strong relationships with all <strong>Saferworld</strong> colleagues (Juba, Kampala and London) to enhance theirunderstanding of finance and build their knowledge; in particular, develop strong relationships with nonfinancialstaff in remote offices, who will be responsible for day-to-day financial reporting and accountingManage team in building knowledge and understanding with partners, including at the state level in SouthSudan so that they effectively and transparently manage their funds.PERSON SPECIFICATIONEssential requirements: A basic degree in a relevant field (e.g. Economics / Accounting / <strong>Finance</strong> or Business Administration). A completed recognised accounting qualification (CIMA, ACCA, etc) At least 3 years’ experience in financial management within an non-governmental organisation (NGO) Experience of accounting software (e.g. Quickbooks, Sage, etc.) and introducing process improvements Experience of developing and improving financial systems Experience of management reporting to colleagues, including overseas colleague and offices Management experience, including line managing staff at a distance.Desirable requirements: Experience of conducting capacity-building for partners and staff on financial systems and good financialpracticesTERMS AND CONDITIONS Probation: There will be a probationary period of three months Salary range: <strong>Saferworld</strong> will offer a competitive salary + benefits Holidays: 28 days/year in addition to agreed S Sudan public holidays Hours: Standard working week is 37.5 hours Start Date: ASAPAPPLICATION PROCESS:Please send an application comprising a detailed CV and Cover letter - including copies of certificatesand national ID - citing the reference SS NFM, to Marie Aziz at recruitment@saferworld.org.uk by 5pm 17 thDecember 2012.
