These talks werethe catalyst for the developers’ tour which<strong>Council</strong> hosted last October. That tour attractedrepresentatives of 11 developmentcompanies, all from Sydney.“One of those developers we’d been talkingto and who attended the developers tourhave now purchased a large parcel of landand are in the process of planning to provideup to 1,700 new lots in Mudgee (see relatedstory below).”Mr Bennett said the <strong>Mid</strong>-<strong>Western</strong> Regionmust have this kind of large scale housingdevelopment if it is to incorporate newmine employees and their families into thefabric of the local community.“We don’t want Fly In-Fly Out or DriveIn-Drive Out workers,” he said. “They don’tadd anything to the local community, the localsoccer club, the local P&C. They comein, take their money and go home.“We want people who work in the minesand live in this community. The big advantagewe’ve got is that the managers of thecoal mines want that too, and are also workinghard to achieve it.”Part of <strong>Council</strong>’s effort has been to getState and Federal ministries and departmentsto look at the total impact of multiplemines, rather than treating each mine as ifit existed in isolation. That has paid off in arealisation that this Region is on the cusp ofa mining boom and, with proper planning,we can avoid the sort of problems that haveplagued the Hunter Valley.“The State Government has been extremelysupportive and understanding ofthe need. The Minister for Planning, BradHazzard, has told the Mayor that this communitywill get priority from his departmentto get approval for residential planningneeds.“We’re benefitting from a combination ofthe developers tour, the good support we’regetting from the State Government and adeveloper responding very quickly with aproposal to meet our housing demand.”<strong>Council</strong> seeks zoning changes to clear way for new housingIn a first step needed to clear the way forconstruction of up to 1,700 new houses inMudgee, <strong>Council</strong> has voted to seek twozoning amendments for the Caerleon localitythat lies between the western edge of thetown and Hill End Road.If approved, the changes would providea way to ease a serious housing shortagebrought on by the mining boom.<strong>Council</strong> voted at its May 2 meeting to endorsetwo planning proposals for land at Caerleonsubmitted on behalf of Blaxland Properties,a Sydney-based major developer, and toask the NSW Department of Planning andInfrastructure to approve amending LEPs thatwould rezone the land as residential.At present Caerleon is identified in<strong>Council</strong>’s Comprehensive Land UseStrategy as the primary area for futureresidential development at Mudgee,with the land zoned “investigation”rather than residential. This is the deadline to register to vote.• 8 August 2012 - Close of CandidateNominations (12noon).• 27 August 2012 - Pre-poll voting starts.• 3 September 2012 - Postal Vote Applicationsclose (5pm).• 7 September 2012 - Pre-poll voting closes(6pm).• 8 September 2012 - Election Day.• 10 September 2012 - Return of Postal Votescloses (6pm).For more details go to the Election Commissionwebsite at www.elections.nsw.gov.au or phone on1300 135 736.<strong>Council</strong> AdvertisementsWinner National Award for ExcellenceDANGEROUS DOG<strong>Council</strong> has fined the owner of a male bull mastiff$880 and declared the dog dangerous, requiringit to be kept in an escape-proof and child-proofenclosure at home and be muzzled and restrainedby an adequate cord, chain or leash when it is awayfrom home, after the animal mauled a two-year-oldboy who was helping to feed it.The dangerous dog order will apply for therest of the animal’s life, whether it is living in the<strong>Mid</strong>-<strong>Western</strong> Region or anywhere else in Australia,unless it is revoked after being in effect for morethan a year. Dogs declared dangerous must weara distinctive dangerous dog collar and dangerousdog signs must be placed at the entrance to theproperty where they are confined.“While the attack on the little boy was moreserious than most, dog owners must be aware ofthe potential for aggressive behaviour and mustkeep their animals under control,” a <strong>Council</strong> rangersaid. “This includes keeping dogs from escapingand threatening sheep or other livestock.”<strong>Council</strong> rangers issue dangerous dog ordersbetween six and ten times a year after dogs kill,attack or repeatedly threaten other animals orpeople. Rangers issue warnings even more oftenfor initial displays of unacceptable aggression.Most are for larger dogs, but even smaller animalscan behave so aggressively that they are declareddangerous.Most owners of dogs that are declareddangerous choose to surrender their animals andhave them put down rather than construct thenecessary concrete-floored enclosure and keep thedog locked up. Failure to comply with a dangerousdog order can carry court-imposed fines of up to$16,500.AERODROME DEVELOPMENT<strong>Council</strong> has approved a proposed subdivision ofthe existing Rylstone Aerodrome and an adjoininglot to create 64 allotments – one for aerodromeinfrastructure, 25 for hangers with ancillaryresidential accommodation and 38 for hangerpurposes without residential accommodation.The proposal calls for the development totake place in nine stages.
