The Police Department has a staff of 13 officers. This is equivalent to a ratio of 1 policeman to every 330 persons in the city. The Police Department has an average response-time of two minutes to any location in the city, and a case-solved rate of near 70 percent. For comparison, the state’s average is slightly above 40 percent. The Greenville County Sheriff’s Department ratio of policemen to the total unincorporated population is 1 to 1,000. Its average response time is between 3 and 10 minutes. The Fire Department has one station that serves the Travelers Rest area. It serves a maximum daytime population of 10,000 persons. The city has nine paid firefighters, which equates to a ratio of 1 firefighter per 483 persons and three volunteer firefighters for every paid firefighter. The Fire Department has an average response time of three minutes to any location in the city. The City of Greenville Fire Department's average response time is also three minutes or less. As of January 1, 2006 the City of Travelers Rest Fire Department had an ISO (Insurance Service Office) rating of four. A low ISO rating has two main benefits: 1) A lower rating corresponds with the ability to serve the citizens of its community and 2) a lower rating means lower insurance rates, which can be helpful in attracting new businesses. The Travelers Rest Fire Department currently has three pumpers, one ladder pumper, one service vehicle, and one command vehicle in its operational fleet. Educational Facilities Travelers Rest is currently served by two elementary schools, one middle school, and one high school. This includes the recently 2 built high school on North Main Street, which went into service in January 2006. The new high school will greatly add to the educational opportunities of the youth of the city and create an environment in which Travelers Rest can be proud. Heritage Elementary is located just outside the city limits, while Gateway Elementary School is located in Travelers Rest. Considered a model school for the county, the school contains state of-the-art equipment. Gateway Elementary students consistently maintain above average scores on cognitive and basic skills tests when compared with state standards. Northwest Middle School is located between Marietta and Travelers Rest and currently serves the middle school needs of the community. Heritage Elementary, Northwest Middle, and Travelers Rest High School are all schools that have been approved for International Baccalaureate programs. Recreational Facilities The City of Travelers Rest has three parks within or near its city limits: Gateway Park, Poinsett Park, and Travelers Rest City Park. There is also a nature trail at Gateway Elementary. There are also several regional and state parks in the surrounding area including the county Riverbend Equestrian Park, Paris Mountain State Park, and Furman Lake. Along with these amenities, Travelers Rest is also home to a community YMCA. Some of the area’s golf courses include Green Valley Country Club, Furman University, and Summersett Golf Courses. Public Gas Public gas is provided to Travelers Rest by the Piedmont Gas Company, which has been available since 1990. Public gas is available
to Travelers Rest by a 4-inch main line that runs mostly along U.S. 25. This line is connected to a variety of customers from an industrial complex on Saddleback Cove to a residential subdivision near Forest Drive. The Piedmont Natural Gas Company has noted several requests for extension of its gas lines. Public Sewer The City of Travelers Rest owns and operates a sewer collector system, which serves residential, commercial, and industrial customers within the City of Travelers Rest. The collector system ties to the Western Carolina Regional Sewer Authority (WCRSA) trunk lines at approximately 53 locations throughout the City. WCRSA conveys the wastewater to their wastewater treatment plants. Flow from the east side of the City flows to the Travelers Rest East pump station, which is operated and maintained by WCRSA. Flow from the west side of the City flows by gravity to a WCRSA trunk line along the Reedy River. All flow is treated at the Mauldin Road Wastewater Treatment Plant operated by WCRSA. 1 In order for the City to gain capacity for future flow to the WCRSA system, a new pump station will be constructed to divert flow to the west side of the City to the Reedy River trunk line and inflow must be reduced and measured to the satisfaction of both the City and WCRSA. WCRSA has advanced the City 70,000 gallons of average day flow to be allocated to the Travelers Rest East pump station upon WCRSA completing work on a new Tubbs Mountain Road Pump Station and the City agreeing to an Intergovernmental Agreement with WCRSA which includes construction of the new pump station. Also, the City will have 3 additional sewer capacity upstream of the new pump station, which will be constructed off of Tubbs Mountain Road north of State Park Road. 1 Funding for the new pump station is to be provided by a combination of existing City funds, revenue from a development impact fee to be enacted, and a loan from the State of South Carolina. 1 Regulations should require that storm drainage systems be designed to handle 25year storms as opposed to just 10-year storms. The intent is to minimize adverse impacts of a concentration of commercial and industrial developments on the community, so as to assimilate growth through proper controls. Public Water There are two surface water reservoirs owned by the Greenville Water System with accompanying restricted watershed areas totaling 44 and 2 square miles that provide water to Travelers Rest and other areas of the county. The two reservoirs, known as Table Rock and North Saluda, have a combined dependable minimum yield of 50 million gallons per day in drought years. The two reservoirs are located in the northern part of the county. A 30-inch trunk line is connected to Table Rock Reservoir and a 48-inch line is connected to the North Saluda Reservoir. These two large water lines run in a southerly direction and eventually cut through the heart of Travelers Rest, supplying it and the county with water.
