56Fur<strong>the</strong>rmore, <strong>the</strong> total cost <strong>of</strong> building an FNPP should probably also include <strong>the</strong> expenses <strong>the</strong><strong>Russian</strong> Ministry <strong>of</strong> Emergency Situations will bear creating additional means <strong>of</strong> emergencymanagement and keeping related equipment, infrastructure, and forces ready in case it needs torespond to a nuclear or radiation accident in <strong>the</strong> area <strong>of</strong> anticipated FNPP operation. Expert findingsmust be taken into account as well that state that <strong>the</strong> costs <strong>of</strong> physical protection measures provided foran FNPP sold for export and stationed abroad may reach 50 percent <strong>of</strong> <strong>the</strong> total construction costs. Itseems self‐explanatory, <strong>the</strong>refore, that given all <strong>the</strong>se factors, <strong>the</strong> FNPP endeavour is patently lossmaking,and no investor – apart from <strong>the</strong> state – will risk investing anything into a hopelesslyunpr<strong>of</strong>itable project such as this.
