56Furthermore, the total cost of building an FNPP should probably also include the expenses theRussian Ministry of Emergency Situations will bear creating additional means of emergencymanagement and keeping related equipment, infrastructure, and forces ready in case it needs torespond to a nuclear or radiation accident in the area of anticipated FNPP operation. Expert findingsmust be taken into account as well that state that the costs of physical protection measures provided foran FNPP sold for export and stationed abroad may reach 50 percent of the total construction costs. Itseems self‐explanatory, therefore, that given all these factors, the FNPP endeavour is patently lossmaking, and no investor – apart from the state – will risk investing anything into a hopelesslyunprofitable project such as this.
