H.R. Rotaractors make it seven times in a rowThe Rotaractors quickly got down to the business of service to the community. While they assembled in the concourse of Churchgate station and collected 220bottles of blood for thalassaemia patients (below), they also offered a ride on anopen double-decker bus to under-privileged children (above)Shankar Menon urges citizens to vowneither to give nor to take bribes(Continued from Page 2)The next man who stepped into hisshoes was now busy with the Adarshcorruption case. He had stopped thesystem. There was another systemwhereby one made a complaint andgot a number and an answer, too. But...Mr. Menon said that TCS had donea lot of work for the Corporation, butthere was huge resistance down theline. When he himself retired, he hadhelped a friend create a tender processand the Commissioner had acceptedit. But the engineers resisted it becausethey didn’t want transparency.“Now the time has come when youcan’t hold back the waters that laparound your feet and people demandthe citizens’ charter, that you get yourservices without paying.”Jagdish Malkani asked his opinionon the suggestion of opting for a CEOsystem for Bombay, a la New Yorkand London. After all, the politiciansknew nothing about the city and wereonly helping themselves in their shorttenures.Mr. Menon said India had a representativedemocratic system and thatwas the way to go. But if there had tobe a CEO, who would choose andhow? Who would be answerable andto whom? It was a very complicatedissue. Thanks to the far-sightedness of theBritish, the Commissioner had an incredibleamount of power not given toany commissioner anywhere in theworld, except in Calcutta and Madras.“This is as good a system as you canget, but we can make it work better.”A young Rotaractor said she hadheard that in some countries there wereCCTVs at traffic signals and those violatingrules even at night were automaticallyfined. Could something similarbe tried here?Mr. Menon said this was the advanceof technology and was bound tohappen here, too. Finally, Dr. Rohini Chowgule notedthat he was talking about eradicatingcorruption; how come he had chosengarbage as a tool?He took his inspiration fromGiuliani who had done simple thingsto clean the city of crime outside SeventhAvenue in New York, said Mr.Menon.“If we have a garbage-free Bombay, then it will be the first garbage-freecity in the country and there will behuge participation by everyone, partlythrough CSR and through friends andrelatives. And once you get a people’smovement going in a non-political way, then we can take off from there.“Garbage-free is something we allwant. If we do a city movement, fromAfghan Church to Dahisar, which isnon-political, involving anyone whohas a little bit of time, then I think therest of it will be a walk,” Mr. Menonadded. The vote of thanks was proposedby PP Pradeep Saxena. He’s made it seven times in a row.
