<strong>Code</strong> <strong>of</strong> <strong>Practice</strong> <strong>for</strong> <strong>Traffic</strong> <strong>Control</strong> <strong>at</strong> <strong>Work</strong> <strong>Zone</strong>2006 EditionThis edition <strong>of</strong> the <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> was prepared by the Committee <strong>for</strong> <strong>Traffic</strong> <strong>Control</strong> <strong>at</strong><strong>Work</strong> <strong>Zone</strong>, and acted upon by the Deputy Director, Road Management Department. Itcomes into effect in June 2006 and supersedes all previous editions.Clarific<strong>at</strong>ions on any aspect <strong>of</strong> this <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> may be made with the <strong>Land</strong> <strong>Transport</strong>Authority, Singapore.Origin and Development <strong>of</strong> <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> <strong>for</strong> <strong>Traffic</strong> <strong>Control</strong> <strong>at</strong> <strong>Work</strong> <strong>Zone</strong>Conflicts between traffic and works on or next to the road are inevitable. It is important toreduce such conflicts to optimise work efficiency and traffic safety, and to minimise trafficcongestion, delay and inconvenience to road users. The first <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> <strong>for</strong> Temporary<strong>Traffic</strong> <strong>Control</strong>, published in June 1998 dealt with the specific work area in the carriagewayand its corresponding traffic control arrangement. This proved to be useful in providingcontractors with typical temporary traffic control arrangement but inadequ<strong>at</strong>e when majortemporary traffic schemes are involved.In June 2001, the <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> <strong>for</strong> <strong>Traffic</strong> <strong>Control</strong> <strong>at</strong> <strong>Work</strong> <strong>Zone</strong> was published toprovide those involved in all <strong>for</strong>ms <strong>of</strong> construction activities within the road reserve with acomprehensive guide to temporary traffic control. The <strong>Code</strong> not only explains thefundamental principles <strong>for</strong> the provision <strong>of</strong> good traffic control but also gives a detailed guideon planning and designing the traffic control plan.After more than 4 years since public<strong>at</strong>ion, the Committee had been tasked to review the <strong>Code</strong><strong>of</strong> <strong>Practice</strong> with the main objective <strong>of</strong> making the <strong>Code</strong> more user friendly and also to makegeneral improvement. The revised <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> <strong>for</strong> <strong>Traffic</strong> <strong>Control</strong> <strong>at</strong> <strong>Work</strong> <strong>Zone</strong> isnow contained in one book with 5 Chapters covering topics from planning to oper<strong>at</strong>ions <strong>of</strong>temporary traffic control in a work zone.The revised edition includes worked examples <strong>of</strong> a temporary traffic control plan andexamples <strong>of</strong> approved traffic control plans th<strong>at</strong> have been used. New traffic control devicesth<strong>at</strong> have been introduced into the industry are also included in the revised <strong>Code</strong>. Thesections and appendices have also been rearranged <strong>for</strong> ease <strong>of</strong> use.2006 Edition (23 rd July 2010) – Revision R2
