cities in January 2006. European concerns have been reinforced<br />

by the ongoing polemics and violence over the “cartoon” dispute,<br />

mainly outside Europe, but with implications for security inside<br />

Europe. Problems <strong>of</strong> migration, integration, and perceived threats<br />

to personal security and cultural identity are arguably the leading<br />

issues in north-south relations on Europe’s periphery – and capable<br />

<strong>of</strong> shaping political outcomes on both sides <strong>of</strong> the Mediterranean.<br />

Migration and integration have also emerged as key issues for<br />

dialogue and cooperation among cities and regions around the<br />

Mediterranean littoral, that is, at the sub-national level 21 .<br />

Geographic and linguistic barriers suggest that Portugal is<br />

unlikely to be exposed to large-scale migration from across the<br />

Mediterranean, although the future stability <strong>of</strong> Morocco will be<br />

a critical variable in this context. But Portugal will have an important,<br />

indirect stake in migration trends and the integration <strong>of</strong><br />

southern Mediterranean and African migrants in the EU as a<br />

whole. The control <strong>of</strong> Portugal’s “European” borders may impose<br />

new requirements for surveillance and interdiction in the western<br />

Mediterranean and its Atlantic approaches. Portugal would be<br />

affected by political trends, including a possible “re-nationalization”<br />

<strong>of</strong> policies, driven by migration-related concerns elsewhere<br />

in the EU. Moreover, the character <strong>of</strong> Portugal’s engagement<br />

with partners in North Africa will be shaped to a considerable<br />

extent by the overall climate <strong>of</strong> north-south relations. An atmosphere<br />

<strong>of</strong> immigration-related tension, and cultural and security<br />

anxieties, will set limits on the ability <strong>of</strong> Lisbon and Portuguese<br />

institutions to pursue new initiatives in the south.<br />
