In this municipality notall officials had a copy of the transferagreement <str<strong>on</strong>g>and</str<strong>on</strong>g> the participant wasclear <str<strong>on</strong>g>in</str<strong>on</strong>g> his op<str<strong>on</strong>g>in</str<strong>on</strong>g>i<strong>on</strong> that the municipalitywas not <str<strong>on</strong>g>in</str<strong>on</strong>g> a positi<strong>on</strong> to competentlyh<str<strong>on</strong>g>and</str<strong>on</strong>g>le its expansi<strong>on</strong>. Heused this opportunity to request help for those municipalities hav<str<strong>on</strong>g>in</str<strong>on</strong>g>gtrouble complet<str<strong>on</strong>g>in</str<strong>on</strong>g>g the transfer process.One mayor of a ‘parent’ municipality resp<strong>on</strong>sible for the transfer of competenciesto 2 municipalities succ<str<strong>on</strong>g>in</str<strong>on</strong>g>ctly outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed the challenges they face:a. Safe <str<strong>on</strong>g>and</str<strong>on</strong>g> organizedtransfer of documentati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> databases to new municipalities; <str<strong>on</strong>g>and</str<strong>on</strong>g> d.Timel<str<strong>on</strong>g>in</str<strong>on</strong>g>e for overlap of service provisi<strong>on</strong>.Participants at the September 2010 <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic roundtable <str<strong>on</strong>g>in</str<strong>on</strong>g> Novoberde/Novo BrdoFund<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> timel<str<strong>on</strong>g>in</str<strong>on</strong>g>e issues <str<strong>on</strong>g>in</str<strong>on</strong>g> the municipalities are closely l<str<strong>on</strong>g>in</str<strong>on</strong>g>ked tothe plann<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>and</str<strong>on</strong>g> executi<strong>on</strong> of decentralizati<strong>on</strong> at the upper level.Mother municipalities also have a direct effect <strong>on</strong> capacity <str<strong>on</strong>g>and</str<strong>on</strong>g> the abilityto organize <str<strong>on</strong>g>and</str<strong>on</strong>g> complete the physical transfer of resources <str<strong>on</strong>g>and</str<strong>on</strong>g> data.In municipalities such as Novobrdo satellite offices are needed closer tothe outer villages. In Gracanica the number of municipal workers formerlyemployed by Prisht<str<strong>on</strong>g>in</str<strong>on</strong>g>a cannot be supported under the currentbudget. There is also a major fund<str<strong>on</strong>g>in</str<strong>on</strong>g>g gap for educati<strong>on</strong>. Parent municipalities<str<strong>on</strong>g>in</str<strong>on</strong>g> some cases have agreed to c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue to cover costs <str<strong>on</strong>g>and</str<strong>on</strong>g> provideservices, but there is c<strong>on</strong>cern over how l<strong>on</strong>g these subsidies can <str<strong>on</strong>g>and</str<strong>on</strong>g>should c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue.Many of the participants voiced c<strong>on</strong>cerns <strong>on</strong> the rate <str<strong>on</strong>g>and</str<strong>on</strong>g> the ability totransfer documents, databases, maps, etc. These tasks are technicallydetailed <str<strong>on</strong>g>and</str<strong>on</strong>g> the <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong> is sensitive. Participants have requestedresources <str<strong>on</strong>g>and</str<strong>on</strong>g> the h<str<strong>on</strong>g>and</str<strong>on</strong>g>s-<strong>on</strong> procedural guidance of the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry ofAdm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrati<strong>on</strong>. A participant expressed that it was a serious oversight tocreate budgets <str<strong>on</strong>g>and</str<strong>on</strong>g> allocate resources without any hard demographic dataor analysis of new municipalities. Also detrimental to the developmentof the new municipalities is the lack of straight l<str<strong>on</strong>g>in</str<strong>on</strong>g>e provisi<strong>on</strong>s to the newmunicipalities.For there to be mean<str<strong>on</strong>g>in</str<strong>on</strong>g>gful transfer of power at the local level municipalitiesmust be able to serve their c<strong>on</strong>stituents. In Novobrdo, after thetransfer, all services <str<strong>on</strong>g>and</str<strong>on</strong>g> communicati<strong>on</strong> with citizens who rely <strong>on</strong> theGjilan services were stopped as per the law. However, the <str<strong>on</strong>g>in</str<strong>on</strong>g>ability of thenew municipality to take over services <str<strong>on</strong>g>and</str<strong>on</strong>g> an uproar from the citizenscaused the Mayor of Gjilan to suspend this resoluti<strong>on</strong>. It is clear themother municipality's subsidy of the new municipality is not susta<str<strong>on</strong>g>in</str<strong>on</strong>g>able.The central government must provide c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>gency plans <str<strong>on</strong>g>and</str<strong>on</strong>g> allocateresources to mitigate this gap <str<strong>on</strong>g>in</str<strong>on</strong>g> service provisi<strong>on</strong>.There have been some issues with municipalities effectively cooperat<str<strong>on</strong>g>in</str<strong>on</strong>g>gwith each other. After several missed rounds, the Municipality ofPrisht<str<strong>on</strong>g>in</str<strong>on</strong>g>a attended the meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g. A senior representative of theMunicipality of Prisht<str<strong>on</strong>g>in</str<strong>on</strong>g>a reported that they began work<str<strong>on</strong>g>in</str<strong>on</strong>g>g withGracanica <str<strong>on</strong>g>and</str<strong>on</strong>g> established an agreement that Gracanica h<str<strong>on</strong>g>and</str<strong>on</strong>g>le its ownservices for its citizens start<str<strong>on</strong>g>in</str<strong>on</strong>g>g <strong>on</strong> April 28th.In the face of these challenges the municipalities <str<strong>on</strong>g>and</str<strong>on</strong>g> their leadershipc<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue to evolve <str<strong>on</strong>g>in</str<strong>on</strong>g> their ability to h<str<strong>on</strong>g>and</str<strong>on</strong>g>le these resp<strong>on</strong>sibilities.1819
Directors were noted as hav<str<strong>on</strong>g>in</str<strong>on</strong>g>g established relati<strong>on</strong>ships <str<strong>on</strong>g>and</str<strong>on</strong>g> agreementsam<strong>on</strong>gst each other to manage the transfer of services <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>formati<strong>on</strong>.Employment <str<strong>on</strong>g>and</str<strong>on</strong>g> educati<strong>on</strong> rema<str<strong>on</strong>g>in</str<strong>on</strong>g> very sensitive issues. The prospectsfor employment are low <str<strong>on</strong>g>and</str<strong>on</strong>g> there are c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ued difficulties <str<strong>on</strong>g>in</str<strong>on</strong>g> resolv<str<strong>on</strong>g>in</str<strong>on</strong>g>gl<str<strong>on</strong>g>and</str<strong>on</strong>g> ownership, corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> cr<strong>on</strong>yism. In Gracanica, there are majoreducati<strong>on</strong> fund<str<strong>on</strong>g>in</str<strong>on</strong>g>g shortfalls expected for both staff <str<strong>on</strong>g>and</str<strong>on</strong>g> students. Themunicipality is actively work<str<strong>on</strong>g>in</str<strong>on</strong>g>g with the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry of Educati<strong>on</strong> to procureadditi<strong>on</strong>al funds <str<strong>on</strong>g>and</str<strong>on</strong>g> make arrangements before the start of theschool year. In resp<strong>on</strong>se to educati<strong>on</strong> needs <str<strong>on</strong>g>and</str<strong>on</strong>g> the parallel structuresthat c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue to exist, several issues were raised by the M<str<strong>on</strong>g>in</str<strong>on</strong>g>istry ofEducati<strong>on</strong>: (a) Salaries from <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Serbia by the same staff, (b) AllSerbian language texts used for teach<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> elementary schools werereviewed, (c) <str<strong>on</strong>g>in</str<strong>on</strong>g>compatible educati<strong>on</strong>al systems between <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g>Serbia (5, 4, 3 levels <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> vs. 4, 4, 4 <str<strong>on</strong>g>in</str<strong>on</strong>g> Serbia), (d) that religiousclasses <str<strong>on</strong>g>in</str<strong>on</strong>g> Serbia have become m<str<strong>on</strong>g>and</str<strong>on</strong>g>atory.High level work<str<strong>on</strong>g>in</str<strong>on</strong>g>g d<str<strong>on</strong>g>in</str<strong>on</strong>g>ner, Prisht<str<strong>on</strong>g>in</str<strong>on</strong>g>a - Representati<strong>on</strong> of Serbs <str<strong>on</strong>g>in</str<strong>on</strong>g>Public Instituti<strong>on</strong>sOn 15 September 2010, PER organized a high-level discussi<strong>on</strong> regard<str<strong>on</strong>g>in</str<strong>on</strong>g>gthe representati<strong>on</strong> of Serbs <str<strong>on</strong>g>in</str<strong>on</strong>g> the public sector. The goal of the meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gwas to identify comm<strong>on</strong> ground that can <str<strong>on</strong>g>in</str<strong>on</strong>g>crease employmentam<strong>on</strong>g Serb community members. All participants shared a similar viewof the problem <str<strong>on</strong>g>and</str<strong>on</strong>g> agreed that the level of Serb representati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> thepublic sector rema<str<strong>on</strong>g>in</str<strong>on</strong>g>s low. Participants also provided some specific ideas<strong>on</strong> how to improve the situati<strong>on</strong>. C<strong>on</strong>sider<str<strong>on</strong>g>in</str<strong>on</strong>g>g the nature of problems<str<strong>on</strong>g>and</str<strong>on</strong>g> the need for a l<strong>on</strong>g-term soluti<strong>on</strong>, PER committed to review <str<strong>on</strong>g>and</str<strong>on</strong>g>m<strong>on</strong>itor the progress over time.The Office of Community Affairs with<str<strong>on</strong>g>in</str<strong>on</strong>g> the Office of the PrimeM<str<strong>on</strong>g>in</str<strong>on</strong>g>ister of the Government of <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> presented key f<str<strong>on</strong>g>in</str<strong>on</strong>g>d<str<strong>on</strong>g>in</str<strong>on</strong>g>gs of arecently c<strong>on</strong>ducted research study regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g underrepresentati<strong>on</strong> ofm<str<strong>on</strong>g>in</str<strong>on</strong>g>orities <str<strong>on</strong>g>in</str<strong>on</strong>g> the public sector. PER urged all attendees to reflect <str<strong>on</strong>g>and</str<strong>on</strong>g> exam<str<strong>on</strong>g>in</str<strong>on</strong>g>e thesechallenges <str<strong>on</strong>g>and</str<strong>on</strong>g> to identify potential avenues for achiev<str<strong>on</strong>g>in</str<strong>on</strong>g>g the requiredquota as outl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>in</str<strong>on</strong>g> the Comprehensive Status Proposal.In the open<str<strong>on</strong>g>in</str<strong>on</strong>g>g remarks, a senior government official acknowledged theproblem of underrepresentati<strong>on</strong> of the Serb community <str<strong>on</strong>g>and</str<strong>on</strong>g> stressed thatthis hurts the government’s ability to have true representati<strong>on</strong> of m<str<strong>on</strong>g>in</str<strong>on</strong>g>oritycommunities <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s. Two years ago, <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>’s declarati<strong>on</strong>of <str<strong>on</strong>g>in</str<strong>on</strong>g>dependence resulted <str<strong>on</strong>g>in</str<strong>on</strong>g> many Serbs leav<str<strong>on</strong>g>in</str<strong>on</strong>g>g their jobs. However,the situati<strong>on</strong> today has changed <str<strong>on</strong>g>and</str<strong>on</strong>g> pa<str<strong>on</strong>g>in</str<strong>on</strong>g>ts a more encourag<str<strong>on</strong>g>in</str<strong>on</strong>g>g picture.All <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s have expressed their good will for better <str<strong>on</strong>g>in</str<strong>on</strong>g>clusi<strong>on</strong>of Serbs <str<strong>on</strong>g>in</str<strong>on</strong>g>to <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> societywhich is seen as an important stepfor higher representati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g>employment of Serb community <str<strong>on</strong>g>in</str<strong>on</strong>g>the public sector, particularly after2008.
