They should proactivelyparticipate <str<strong>on</strong>g>in</str<strong>on</strong>g> decisi<strong>on</strong> mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g processes <str<strong>on</strong>g>and</str<strong>on</strong>g> act through <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>sof <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> order to facilitate the return process. Until now, theirrepresentati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s has not yielded significant results <str<strong>on</strong>g>in</str<strong>on</strong>g>the process of returnees. Although laws are <str<strong>on</strong>g>in</str<strong>on</strong>g> place there is a low level ofimplementati<strong>on</strong>. Leaders said that the role of Belgrade is quite c<strong>on</strong>fus<str<strong>on</strong>g>in</str<strong>on</strong>g>g<str<strong>on</strong>g>and</str<strong>on</strong>g> destructive <str<strong>on</strong>g>in</str<strong>on</strong>g> this regard.<str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serb participants were jo<str<strong>on</strong>g>in</str<strong>on</strong>g>ed by a prom<str<strong>on</strong>g>in</str<strong>on</strong>g>ent Serb politician fromBelgrade dur<str<strong>on</strong>g>in</str<strong>on</strong>g>g the last sessi<strong>on</strong> of the roundtable. His knowledge ofBelgrade’s reas<strong>on</strong><str<strong>on</strong>g>in</str<strong>on</strong>g>g turned the sessi<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g>to a questi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> answer sessi<strong>on</strong>about Belgrade’s positi<strong>on</strong> towards <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g> general <str<strong>on</strong>g>and</str<strong>on</strong>g> the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serbs<str<strong>on</strong>g>in</str<strong>on</strong>g> particular. Most of the participants were pos<str<strong>on</strong>g>in</str<strong>on</strong>g>g questi<strong>on</strong>s try<str<strong>on</strong>g>in</str<strong>on</strong>g>g to discernthe true positi<strong>on</strong> of Belgrade towards <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> the related issues.He also reflected <strong>on</strong> the l<strong>on</strong>g historic roots of Serbian politics towards<str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. The positi<strong>on</strong> of the Serbian Orthodox Church (SOC) has beenradical <str<strong>on</strong>g>and</str<strong>on</strong>g> its <str<strong>on</strong>g>in</str<strong>on</strong>g>fluence is higher than is often portrayed – <str<strong>on</strong>g>and</str<strong>on</strong>g> it is ris<str<strong>on</strong>g>in</str<strong>on</strong>g>g.An additi<strong>on</strong>al reas<strong>on</strong> for such low flexibility is that Serbia’s c<strong>on</strong>sensusfor a European future is built precisely <strong>on</strong> its c<strong>on</strong>sensus over <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>.These factors seriously reduce Serbia’s maneuver<str<strong>on</strong>g>in</str<strong>on</strong>g>g space towards <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>render<str<strong>on</strong>g>in</str<strong>on</strong>g>g it very <str<strong>on</strong>g>in</str<strong>on</strong>g>flexible.This sessi<strong>on</strong> enabled the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serb politicians to underst<str<strong>on</strong>g>and</str<strong>on</strong>g> the positi<strong>on</strong>of Belgrade better, c<strong>on</strong>clud<str<strong>on</strong>g>in</str<strong>on</strong>g>g that the <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al community isclearly discourag<str<strong>on</strong>g>in</str<strong>on</strong>g>g current acti<strong>on</strong>s of Belgrade towards <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. Heexpected a clear decisi<strong>on</strong> from the ICJ that will not necessarily be <str<strong>on</strong>g>in</str<strong>on</strong>g>Serbia’s favor. Despite Belgrade’s official positi<strong>on</strong>, <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serb participantswere encouraged to participate <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s. He advised<str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serb representatives to build a clear positi<strong>on</strong> towards Belgrade<str<strong>on</strong>g>and</str<strong>on</strong>g> Prist<str<strong>on</strong>g>in</str<strong>on</strong>g>a. Belgrade’s positi<strong>on</strong> will not change by itself.Overall, the roundtable po<str<strong>on</strong>g>in</str<strong>on</strong>g>ted out the different <str<strong>on</strong>g>in</str<strong>on</strong>g>terests <str<strong>on</strong>g>and</str<strong>on</strong>g> agendasbetween the Serbs <str<strong>on</strong>g>in</str<strong>on</strong>g> the south <str<strong>on</strong>g>and</str<strong>on</strong>g> those <str<strong>on</strong>g>in</str<strong>on</strong>g> the north, but also the need<str<strong>on</strong>g>and</str<strong>on</strong>g> desire to f<str<strong>on</strong>g>in</str<strong>on</strong>g>d comm<strong>on</strong> ground. It was encourag<str<strong>on</strong>g>in</str<strong>on</strong>g>g that the northernparticipants did not object to the necessity of those <str<strong>on</strong>g>in</str<strong>on</strong>g> the south to participate<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>’s <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong>s. Most importantly, all the participantsshared the op<str<strong>on</strong>g>in</str<strong>on</strong>g>i<strong>on</strong> that if they came up with a jo<str<strong>on</strong>g>in</str<strong>on</strong>g>t stance, their positi<strong>on</strong>vis-à-vis all other actors would be str<strong>on</strong>ger.Cooperati<strong>on</strong> <str<strong>on</strong>g>in</str<strong>on</strong>g> Regi<strong>on</strong>al C<strong>on</strong>textPER’s experience shows that <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serbs are more comfortable <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>teract<str<strong>on</strong>g>in</str<strong>on</strong>g>gwith their Albanian counterparts <str<strong>on</strong>g>in</str<strong>on</strong>g> a regi<strong>on</strong>al sett<str<strong>on</strong>g>in</str<strong>on</strong>g>g. In fact, forsome topics it is almost the <strong>on</strong>ly way they are will<str<strong>on</strong>g>in</str<strong>on</strong>g>g to meet with <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>Albanian officials. Over the past eight years, sessi<strong>on</strong>s with regi<strong>on</strong>al participati<strong>on</strong>played an important role <str<strong>on</strong>g>in</str<strong>on</strong>g> strengthen<str<strong>on</strong>g>in</str<strong>on</strong>g>g the <str<strong>on</strong>g>in</str<strong>on</strong>g>ter-ethnic dialogue<str<strong>on</strong>g>and</str<strong>on</strong>g> complemented other activities <str<strong>on</strong>g>in</str<strong>on</strong>g> promot<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>ter-ethnic relati<strong>on</strong>sat all levels. Past experience of regi<strong>on</strong>al participants who wentthrough PER’s dialogue events <str<strong>on</strong>g>in</str<strong>on</strong>g> the past was <str<strong>on</strong>g>in</str<strong>on</strong>g>dispensable to help thosestill <str<strong>on</strong>g>in</str<strong>on</strong>g> the dispute learn about examples from other countries.Regi<strong>on</strong>al roundtables addressed a range of issues related to <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnicrelati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> regi<strong>on</strong>al cooperati<strong>on</strong>. Participants from Serbia, M<strong>on</strong>tenegro,Maced<strong>on</strong>ia, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> have used these opportunities to exchange theirexperience regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic relati<strong>on</strong>s at municipal level, the transferof power from the central to local level, level of participati<strong>on</strong> of m<str<strong>on</strong>g>in</str<strong>on</strong>g>orities<str<strong>on</strong>g>in</str<strong>on</strong>g> public life. <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serbs of various political backgrounds alsoattended these meet<str<strong>on</strong>g>in</str<strong>on</strong>g>gs <str<strong>on</strong>g>and</str<strong>on</strong>g> exchanged ideas <str<strong>on</strong>g>and</str<strong>on</strong>g> received tips how toimprove their situati<strong>on</strong>. Cooperati<strong>on</strong> with central authorities was <strong>on</strong>e ofthe ma<str<strong>on</strong>g>in</str<strong>on</strong>g> topics discussed as well as less<strong>on</strong>s learned from other multi-ethnicmunicipalities.Regi<strong>on</strong>al <str<strong>on</strong>g>Dialogue</str<strong>on</strong>g>: The Future of the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> SerbsOn purpose of follow<str<strong>on</strong>g>in</str<strong>on</strong>g>g up with the <str<strong>on</strong>g>in</str<strong>on</strong>g>tra-Serb discussi<strong>on</strong>, PER exp<str<strong>on</strong>g>and</str<strong>on</strong>g>edthe dialogue with regi<strong>on</strong>al participants to c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue the discussi<strong>on</strong>about the future of the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serbs. The previous day’s meet<str<strong>on</strong>g>in</str<strong>on</strong>g>g pavedthe way to a more h<strong>on</strong>est discussi<strong>on</strong> <strong>on</strong> how the regi<strong>on</strong> sees the future ofthe <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serbs. This was a good opportunity for the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Serb leadersto acquire new experiences <str<strong>on</strong>g>and</str<strong>on</strong>g> recogniti<strong>on</strong> from others; <str<strong>on</strong>g>in</str<strong>on</strong>g> additi<strong>on</strong> itopened a path for northern participants to meet with southern Serbs aswell as the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> Albanian participants.The discussi<strong>on</strong> focused ma<str<strong>on</strong>g>in</str<strong>on</strong>g>ly <strong>on</strong> the outst<str<strong>on</strong>g>and</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g issues of the Serb communitysuch as the issue of returns, establishment of new municipalities<str<strong>on</strong>g>and</str<strong>on</strong>g> the relati<strong>on</strong>ship with Belgrade.A diplomatic representative opened the discussi<strong>on</strong> with a reflecti<strong>on</strong> <strong>on</strong> theneed to resolve problems with<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> between Serb <str<strong>on</strong>g>and</str<strong>on</strong>g> Albanian communities<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. He reiterated that the political positi<strong>on</strong> of the UnitedStates of America has not changed, <str<strong>on</strong>g>and</str<strong>on</strong>g> underl<str<strong>on</strong>g>in</str<strong>on</strong>g>ed <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>’s sovereignty.3839
