Serbs arereturn<str<strong>on</strong>g>in</str<strong>on</strong>g>g to this municipality <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>ter-ethnic relati<strong>on</strong>ships are c<strong>on</strong>sideredto be some of the best <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. Novo Brdo is also <strong>on</strong>e of the fewexamples <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> where the municipal government was formed <str<strong>on</strong>g>in</str<strong>on</strong>g>coaliti<strong>on</strong> with Serb political parties. His electi<strong>on</strong> was partly due to thesignificant number of votes he received from Serb <str<strong>on</strong>g>and</str<strong>on</strong>g> Roma voters,which he felt was a clear example of democratic spirit <str<strong>on</strong>g>and</str<strong>on</strong>g> grow<str<strong>on</strong>g>in</str<strong>on</strong>g>g trust<str<strong>on</strong>g>in</str<strong>on</strong>g> the regi<strong>on</strong>.A Serb civil society representative expressed disagreement that truthfuldialogue <str<strong>on</strong>g>and</str<strong>on</strong>g> rec<strong>on</strong>ciliati<strong>on</strong> exists <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. He stated that Kosovansociety does not dem<strong>on</strong>strate true resp<strong>on</strong>sibility <str<strong>on</strong>g>in</str<strong>on</strong>g> its relati<strong>on</strong>shipbetween the communities. He added that the hostile attitude towardsreturns <str<strong>on</strong>g>in</str<strong>on</strong>g> Zac/Zallç village is a step backwards for <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> decisiveacti<strong>on</strong> is needed to prevent similar acti<strong>on</strong> that can impede dialogue <str<strong>on</strong>g>in</str<strong>on</strong>g>the future. Albanian civil society representatives also praised the dialogue<str<strong>on</strong>g>in</str<strong>on</strong>g>itiatives, but highlighted <str<strong>on</strong>g>in</str<strong>on</strong>g>cidents (such as publish<str<strong>on</strong>g>in</str<strong>on</strong>g>g the names ofSerbs work<str<strong>on</strong>g>in</str<strong>on</strong>g>g <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>in</str<strong>on</strong>g>ternati<strong>on</strong>al organizati<strong>on</strong>s, as happened <str<strong>on</strong>g>in</str<strong>on</strong>g> Mitrovica)as obstacles to c<strong>on</strong>structive dialogue.The debate c<strong>on</strong>cluded that there is still mistrust <str<strong>on</strong>g>and</str<strong>on</strong>g> political differencesbetween the two communities, but that many Albanians <str<strong>on</strong>g>and</str<strong>on</strong>g> Serbs haveestablished true friendships. It is important to c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ue dialogue, especiallydue to the fact that <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic relati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> security <str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>have improved significantly <str<strong>on</strong>g>in</str<strong>on</strong>g> recent years. H<strong>on</strong>esty between communitieswas seen as a key element for more c<strong>on</strong>structive <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic dialogue<str<strong>on</strong>g>in</str<strong>on</strong>g> <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>. Both communities should avoid any political or nati<strong>on</strong>aliststatements that could harm efforts for c<strong>on</strong>t<str<strong>on</strong>g>in</str<strong>on</strong>g>ued h<strong>on</strong>est <str<strong>on</strong>g>in</str<strong>on</strong>g>terethnic dialogue.The implementati<strong>on</strong> of the decentralizati<strong>on</strong> process is c<strong>on</strong>sidered as <strong>on</strong>eof the ma<str<strong>on</strong>g>in</str<strong>on</strong>g> priorities for the <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g> government, however, some challengesrang<str<strong>on</strong>g>in</str<strong>on</strong>g>g from f<str<strong>on</strong>g>in</str<strong>on</strong>g>ancial to complete transfer of competencies, slowdown the process <str<strong>on</strong>g>and</str<strong>on</strong>g> efforts to address current issues <str<strong>on</strong>g>in</str<strong>on</strong>g> a more effectiveway.Despite some of these challenges, the efforts <str<strong>on</strong>g>and</str<strong>on</strong>g> achievements of thenewly formed municipality of Gracanica were praised by those <str<strong>on</strong>g>in</str<strong>on</strong>g> thedebate. At the beg<str<strong>on</strong>g>in</str<strong>on</strong>g>n<str<strong>on</strong>g>in</str<strong>on</strong>g>g of the debate, the mayor of Gracanica presentedsome facts outl<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g his view that the establishment of the municipalitywas positive with respect to improv<str<strong>on</strong>g>in</str<strong>on</strong>g>g the functi<strong>on</strong><str<strong>on</strong>g>in</str<strong>on</strong>g>g of the municipalitythrough <str<strong>on</strong>g>in</str<strong>on</strong>g>stituti<strong>on</strong> of more effective management <str<strong>on</strong>g>and</str<strong>on</strong>g> efficientservices to citizens. The transfer of competencies has c<strong>on</strong>cluded <str<strong>on</strong>g>in</str<strong>on</strong>g>almost all spheres <str<strong>on</strong>g>and</str<strong>on</strong>g> discussi<strong>on</strong>s are <strong>on</strong>go<str<strong>on</strong>g>in</str<strong>on</strong>g>g regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g the transfer ofrema<str<strong>on</strong>g>in</str<strong>on</strong>g><str<strong>on</strong>g>in</str<strong>on</strong>g>g resp<strong>on</strong>sibilities.These positive facts were acknowledged by the M<str<strong>on</strong>g>in</str<strong>on</strong>g>ister who stressed theimportance of the functi<strong>on</strong><str<strong>on</strong>g>in</str<strong>on</strong>g>g of the municipality <str<strong>on</strong>g>and</str<strong>on</strong>g> praised themunicipality for its provisi<strong>on</strong> of adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrative services to citizens <str<strong>on</strong>g>and</str<strong>on</strong>g> itsoperat<str<strong>on</strong>g>in</str<strong>on</strong>g>g at full adm<str<strong>on</strong>g>in</str<strong>on</strong>g>istrative capacity. Municipality <str<strong>on</strong>g>in</str<strong>on</strong>g>vestmentsundertaken thus far are positively impact<str<strong>on</strong>g>in</str<strong>on</strong>g>g the lives of citizens, which<str<strong>on</strong>g>in</str<strong>on</strong>g> turn c<strong>on</strong>tributes to the improvement of services <str<strong>on</strong>g>and</str<strong>on</strong>g> helps promotenew perspectives regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g the potential future of the municipality.There was disagreement expressed by the Serb leader regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g the positivefigures presented at the debate. Allegedly, few tenders were awarded to Serbian implement<str<strong>on</strong>g>in</str<strong>on</strong>g>gcompanies <str<strong>on</strong>g>and</str<strong>on</strong>g> few Serb employees from the community havebenefited from large <str<strong>on</strong>g>in</str<strong>on</strong>g>frastructural projects. It was stated that accord<str<strong>on</strong>g>in</str<strong>on</strong>g>gto research c<strong>on</strong>ducted by MLGA <str<strong>on</strong>g>and</str<strong>on</strong>g> USAID, the participati<strong>on</strong> of citizens<str<strong>on</strong>g>in</str<strong>on</strong>g> the decisi<strong>on</strong>-mak<str<strong>on</strong>g>in</str<strong>on</strong>g>g process <str<strong>on</strong>g>in</str<strong>on</strong>g> the municipality is at a very lowlevel. Accord<str<strong>on</strong>g>in</str<strong>on</strong>g>g to this data, results regard<str<strong>on</strong>g>in</str<strong>on</strong>g>g the functi<strong>on</strong><str<strong>on</strong>g>in</str<strong>on</strong>g>g of thenewly formed municipality of Gracanica are below <str<strong>on</strong>g>Kosovo</str<strong>on</strong>g>’s average <str<strong>on</strong>g>in</str<strong>on</strong>g>all areas of local governance.The future of the educati<strong>on</strong> system was also an important topic for theparticipants <str<strong>on</strong>g>in</str<strong>on</strong>g> the debate. It was stated that the Serbian communitywould not accept any changes <str<strong>on</strong>g>in</str<strong>on</strong>g> the educati<strong>on</strong> curriculum taught bySerbs <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>e of the Serb Mayors would accept implementati<strong>on</strong> ofsuch directi<strong>on</strong>. Educati<strong>on</strong> is a serious issue that requires broader c<strong>on</strong>sensusat the central level.
