(Id. at Provision IV.2(C)-(M).) Notably, theBureau <strong>of</strong> Special Education agrees to provide “a reasonable level<strong>of</strong> support, including support staff, to the Advisory Panelconsistent with the PDE’s budgetary resources and as determinedby the Bureau Director.” (Id. at Provision IV.2(K).) Two <strong>of</strong> theAdvisory Panel’s main initiatives will be: (1) to assist indesigning a needs assessment, based on research-based practicesand the supplementary aids and services available in regulareducation classrooms, <strong>of</strong> the school districts’ and intermediateunits’ personnel; and (2) to aid the Director <strong>of</strong> the Bureau <strong>of</strong>Special Education in identifying school districts that haveestablished exemplary LRE programs and practices, rewarding thosedistricts, and creating materials to help other school districtsreplicate the LRE initiatives <strong>of</strong> the exemplary school districts.(Id. at Provision IV.2(L)-(M).)C. Individualized Education Program or Plan (“IEP”) FormatAs done previously, PDE will provide an Annotated IEPFormat to guide school districts in developing IEPs. (Id. atProvision IV.3(A).) Under the <strong>Settlement</strong> Agreement, however, theLRE portion <strong>of</strong> the Annotated IEP Format will be modified toreflect the new LRE Monitoring, which is described below.
