IMPACT OF OTHER PLANNING PROCESSES ON BUDGET DEVELOPMENTGeneral Plan - The General Plan covers areas such as employment, housing, and open spaceand identifies the public services and circulation improvements needed to service those landuses. The intensity, placement, and manner in which these uses interrelate form the basis forthe <strong>City</strong>'s design, its livability and its economic stability. These decisions drive theeconomics <strong>of</strong> local revenues and therefore affect the available resources to fund localservices as delineated in the <strong>City</strong>'s budget.Twenty-year Capital Plan - The Capital Plan lays out the long-term needs for majormaintenance <strong>of</strong> <strong>City</strong> facilities and infrastructure. The separate Capital Projects budgetdocument presents each project in detail, and can be found on the city's web site atwww.dalycity.org.Water Master Plan and Wastewater Master Plan - These long-term capital plans delineatethe future needs <strong>of</strong> the <strong>City</strong>'s utilities and influence both the operating budgets and the ratesetting process. These plans are reflected in the capital plan segments for each utility aspresented after the Capital Projects tab in this operating budget.xxxv
