About <strong>Suva</strong> Post4<strong>Suva</strong> is one of six posts in the region. The Development Cooperation Section hasbeen established as a regional/multi-country hub and has assumed greaterresponsibility in managing the significantly expanded operations of Australia’s aidprogram. Australia’s aid program is currently scaling-up and the focus is ondelivering more effective aid – particularly working through program basedapproaches, using partner government systems and delivering with and throughother donors.The <strong>Suva</strong> office directly manages Pacific regional programs and bilateral aidprograms to <strong>Fiji</strong>, Kiribati, Tonga and Tuvalu, with senior-level oversight of bilateralaid programs to Samoa and Vanuatu.The <strong>Suva</strong> office also provides corporate support to Pacific posts including finance,human resources and communications. <strong>Suva</strong> post currently has eight Australianbased (A-Based) staff and 27 locally-engaged (O-Based) staff. All staff in <strong>Suva</strong> workin a team based environment. Oversight of the <strong>Suva</strong> post’s operations isundertaken by an A-based officer at Minister–Counsellor level. This position issupported by three A-based Counsellor level positions.Job DescriptionThe Senior Program <strong>Manager</strong> - <strong>Human</strong> <strong>Resources</strong> (HR) is responsible for themanagement of human resources at <strong>Suva</strong> <strong>Hub</strong> including recruitment, remuneration,staff training, workforce planning and performance management. Additionally theposition is responsible to ensure the best practice operation of the HR functionacross the Pacific region including the provision of assistance and advice to<strong>AusAID</strong>’s Pacific posts on a range of HR matters. Key responsibilities include butare not limited to the following:1. Recruitment - Ensure the efficient and effective recruitment of staff at <strong>Suva</strong><strong>Hub</strong> including initial local induction, orientation and employment contractmanagement. Undertake regional recruiting activities on behalf of Pacificposts as necessary.2. Strategic Planning and Reporting - Set strategic directions and defineobjectives for local HR management. Align the HR function to the businessrequirement ensuring Undertake routine structural reviews to ensure thecomposition and skills of the workforce align to <strong>AusAID</strong>’s strategies andobjectives.3. Training and Development - In consultation with the <strong>Fiji</strong> based CorporateCounsellor and Pacific Country Heads assess training and developmentneeds across the Pacific region. Undertake an annual Training NeedsAssessment and develop a Training Calendar for the region to ensuretraining is undertaken in the most efficient and effective manner. Liaise withthe Learning and Development Section in Canberra and other trainingproviders to deliver training. Evaluate training effectiveness followingtraining.4. Performance Management - Coordinate the submission of Performance andDevelopment Plans (PDP) process across <strong>Suva</strong> <strong>Hub</strong>. Monitor compliance of


5initial PDP submission, mid-cycle and end-of-cycle requirements across theregion. Provide advice and support to supervisors and staff on performancemanagement issues and underperformance issues and processes.5. HR Policy Development - Develop and maintain Post specific O-Based HRpolicies and procedures across the region. Ensure compliance of HR policiesand procedures with local labor laws across Pacific posts.6. Payroll and Leave Management – Oversight the correct operation of thepayroll and leave management function (undertaken by DFAT). Ensure leaverecords are completed and maintained correctly.7. Remuneration / Conditions of Service - Manage O-Based staffemployment contracts for <strong>Suva</strong> post and conduct remuneration reviewsacross <strong>AusAID</strong>’s Pacific Posts.8. Networking and Liaison - Develop and maintain strong workingrelationships with the <strong>AusAID</strong> Corporate Enabling Division in Canberra andother HR practitioners in regard to the development of HR policies anddevelopments. Provide advocacy of O-Based HR interests across a range ofstakeholders and at a senior level.9. Records Management – Manage O-Based contracts for <strong>Suva</strong> Post andensure the proper management of HR records including O-Based employeecontracts across the wider region. Maintain up-to-date Position Descriptionsfor O-Based staff at <strong>Suva</strong> Post.10. Work Level Standards – Ensure Position Descriptions for Pacific posts alignto <strong>AusAID</strong>’s Work Level Standards.11. Grievances - Mediate staff grievances and assist both staff and managers toensure a productive and harmonious workplace.12. Occupational Health and Safety – Ensure the correct operation of theOH&S function across Pacific posts.13. A-Based HR Issues – Assist, where necessary, with HR issues relating to A-Based staff.14. Detailed understanding of contemporary <strong>Human</strong> Resource Managementtheory and practice at both the operational and strategic levels includingrecruitment, leave management, workforce planning, performancemanagement, job analysis and training needs assessment.2. Substantial experience in managing people, monitoring performance,providing feedback and coaching team members to create a positive andeffective work environment.3. Demonstrated high-level writing skills including the ability to frame persuasivearguments based on sound research and analysis to develop HR policies,procedures, reports, briefs, guidelines, remuneration reviews etc.4. Proven high level interpersonal, oral and written communication skills with anemphasis on liaison, communication, negotiation and coordination.5. A commitment to and demonstrated capacity to implement the principles andpractices of Workplace Diversity, Gender equality, OH&S and EmployeeParticipation policies.6.
