Congress Must LaunchEmergency Economic Action Now!In March of 2005, Lyndon <strong>LaRouche</strong> warned thatGeneral Motors was facing imminent collapse. He calledfor Congress to intervene with an emergencyreconstruction policy designed to save <strong>the</strong> industry as awhole, as a crucial component of a drive for overalleconomic recovery. He proposed that <strong>the</strong> Federalgovernment intervene by placing <strong>the</strong> productive capacityof <strong>the</strong> industry into government-supervised receivership,and <strong>the</strong>n fund <strong>the</strong> retooling and expansion of that capacityto supply <strong>the</strong> components of desperately needed nationalinfrastructure projects. He stressed that any liquidation of<strong>the</strong> present structure of <strong>the</strong> physical productive capacitiesof <strong>the</strong> auto industry, especially its machine-tool sector,would do irreparable damage to our physical economyand mean not only <strong>the</strong> end of <strong>the</strong> U.S. as a leadingphysical economic power, but would also result in relatedkinds of chain-reaction damage to <strong>the</strong> world economy asa whole.The world financial system is already in a state ofmixed hyperinflationary and deflationary collapse, whichnecessitates instituting an FDR-style recovery program tosave civilization.The Congress’s failure to act <strong>the</strong>n has brought us to <strong>the</strong>point that today, 65 major auto sector plants, with over 75million square feet of machine-tool capacity are being shutdown this year and next. These shutdowns will cost 75,000skilled industrial jobs directly, and 300,000 more throughimmediate radiating effects on smaller supply plants andmachine tool shops. What is about to be shut represents<strong>the</strong> capacity to build over 2.5 million cars and light trucksa year. But, more importantly, in terms of urgent nationaleconomic investment, it represents a unique industrialcapability to build an urgently needed new nationalinfrastructure of transportation, power, and more.<strong>LaRouche</strong> has authored a statement of principle calledThe U.S. Economic Recovery Act of 2006. It calls onCongress to intervene to save our auto capacity now; toretool <strong>the</strong> 50% or more unutilized capacity of <strong>the</strong> autoindustry for production of new national infrastructure,particularly high-speed rail corridors and new electricitygrids centered on nuclear power. It gives us <strong>the</strong> opportunityto save ourselves; to turn our nation, and <strong>the</strong> world, onto acourse of prosperity, and away from <strong>the</strong> current descentinto a New Dark Age. Already, state legislatures inAlabama, Vermont, and Rhode Island have weighed in withmemorials to Congress demanding that Congress enact thisretooling legislation.
