Residential <strong>Metro</strong>Card <strong>Scheme</strong> ATerms and Conditions 2011<strong>Updated</strong> <strong>January</strong> 2013Aim of <strong>Scheme</strong>The aim is to encourage public transport use by house occupiers at new residential developmentsites through the provision of discounted annual <strong>Metro</strong>Cards and public transport information, thushelping to establish sustainable travel patterns from the very start.The <strong>Metro</strong>Card allows virtually unlimited travel on buses and trains throughout West Yorkshire,depending on the type of <strong>Metro</strong>Card purchased. The scheme provides an attractive benefit for newhouse occupiers, an incentive to purchasers of new homes and is aligned with planning guidance.BackgroundThe Residential <strong>Metro</strong>Card <strong>Scheme</strong> is a joint initiative between <strong>Metro</strong> and West Yorkshire Bus andRail Operators. Operators allow <strong>Metro</strong> to supply annual <strong>Metro</strong>Cards at a discounted rate.Where a Residential <strong>Metro</strong>Card <strong>Scheme</strong> agreement is in place, for the first year of occupation of anew property the occupier will not be required to pay anything for the <strong>Metro</strong>Card. In the second andthird year the occupier will have the option of purchasing the <strong>Metro</strong>Card at discounted prices, butwill have to pay for the balance.Contribution RequiredDevelopers will be required to provide:1. Payment for 1 ticket per household for 100% of the units permitted to be built on adevelopment. The initial price is calculated based on the ticket type to be provided at timeof signing of S106 agreement (see Table 1). A further payment will be applied to cover anyincreases in cost of a RMC between signing of the S106 and commencement on site.2. In some cases the developer will agree to fund a fixed amount of money, which could resultin a shortfall in the money required to provide 1 ticket per household. In these cases, <strong>Metro</strong>will issue tickets on a first come first served basis until the money is spent.3. An additional 10% of the Contribution to fund <strong>Metro</strong> administration and marketing of thescheme on the site.Payment of the sum required can be paid in total in one single payment or be split into two equalpayments of 50% of the Contribution; one prior to commencement and one when 50% of eligibleunits have been sold.Please note that on large phased developments, payments can be made per phase of developmentwith agreement from <strong>Metro</strong>.

This should be supplied to the occupiers of the new homes on the site ORSend “Residential <strong>Metro</strong>Card Application Packs” directly to each property if addresses can beprovided.The Application Pack will provide information about the scheme, its administration over a three yearperiod, <strong>Metro</strong>Card application form, return envelope, facility locations, timetable information, and a<strong>Metro</strong>Card information booklet. The application form will entitle eligible persons in each home toapply for free bus and train travel throughout the West Yorkshire region for their commuting,business and leisure journeys. The <strong>Metro</strong>Card is not transferable (i.e. it can only be used by thecardholder).Following the completion of the house purchase any eligible occupier wishing to apply for their freeannual <strong>Metro</strong>Card should complete and return the enclosed <strong>Metro</strong>Card application form along withtwo passport sized full-faced photographs to <strong>Metro</strong>/Developer, in the envelope provided. Thisdiscount scheme will remain open to residents until the occupation of the final dwelling or for aperiod of ten years following first occupation of the site.<strong>Metro</strong> will then send to the applicant a free fully authorised annual residential <strong>Metro</strong>Card, which willcommence on the 1st of the month.


Residential <strong>Metro</strong>Card <strong>Scheme</strong> ATerms and Conditions 2011<strong>Updated</strong> <strong>January</strong> 2013How will it work – householders in Years 2 and 3Once the first year of free travel is completed, the travel card holder can choose to extend thescheme for a second and eventually a third year at discounted rates. The three year agreement is:-1st year – free <strong>Metro</strong>Card to house occupier (developer pays 50% of list price);2nd year – 25% discount on annual cost.3rd year – 10% discount on annual cost.<strong>Metro</strong> will send renewal notices to holders prior to the ticket expiry, and applicants will need to paythe discounted cost at the time of application.Ticket UpgradesResidents are entitled to upgrade their ticket at a discounted cost. This can be quested at the timethe application for the ticket is made.Limits on the <strong>Scheme</strong>In some situations, there may be insufficient funds in the scheme to provide a card for the numberof residents that it was intended should benefit.The developer may not pay all the money that they are supposed to pay. It is only thePlanning Authority that can enforce this obligation on the developer, not <strong>Metro</strong>.The developer may have paid a fixed amount into the scheme which does not cover ticketprice rises by the time houses are occupied.The developer may have halted construction due to the housing market, for example. Bythe time residents move into a house, ticket prices may have gone up above the prices thatthe developer is obliged to pay.In these cases, <strong>Metro</strong> can only provide a reduced number of cards to use the funds in the scheme asbest it can. Cards would be provided on a first come first served basis.If a resident does not take up the 2 nd or 3 rd year of the scheme within the time allowed followingreceipt of a renewal letter, they will lose the entitlement to those years, and the funds will bereleased back into the scheme to fund further cards if possibleUnspent Funds<strong>Metro</strong> will seek to retain any unspent funds for other public transport initiatives, related tothe development.<strong>Metro</strong> cannot anticipate how much money will be available at the end of the term, but willendeavour to use any unspent funds to maximise public transport improvements/initiativesrelated to the development.
