However, limited basicawareness of GAP, GHP, GMP,HACCP and pest and diseasecontrol measures among privatesector/farmers and mostproducers for local production.- Strong producers associationlike FPEAK & AFIPEKsupportive in promoting SPSimprovements. Need tostrengthen other associations.- Inadequate financial andregulatory framework for privateinvestment in meat and dairyprocessing facilities.Research capacity- Relatively better progress hasbeen made in upgrading SPSlaboratory capacity with- More support for privatesector/farmer basic awarenessand training programmes infood safety, animal and planthealth.- Additional support tostrengthen capacity of tradeand industry associations.- Strengthen dialogue throughcreation of mechanism such asNational SPS and TBTCommittee.- Improve financial andregulatory investmentframework .- Gradual upgrading andaccreditation of otherlaboratories and developmentof SPS laboratory planSeveral donors (notably, DFID,Netherlands, Sweden and World Bank)increasingly promote private sector andbusiness development (often throughbasket funds, including food safety andquality).Several donors have providedassistance including GTZ, EU, andUNIDO. UNIDO is currently finalizinga regional (EAC) project which willAssistance to trade associations toadvocate the importance of SPScompliance and provide training totheir members.Upgrade laboratory and surveillancesystem.1218
