GANG INTELLIGENCE OFFICERAs of this date, ninety-seven subjects have been identified as Gang Members/Affiliates. All subjects are listed in the departmental Cody System and GangIdentification/Intelligence database.The Gang Overview for Montclair has changed over the past year. Gang involvementhas increased by 33%. We have also had a spike in local gang activity growth(unrelated to the Bloods or Crips street gangs). We have identified four new local gangswithin the Township. These groups began as high school cliques/crews and havecontinued to grow and commit acts of violence, mainly against each other. These gangsare, Mission Street Fly Boys (MSFB), Homies For Life (HFL), Original Young Gangsters(OYG) and Empire. Our local gangs remain loosely organized with noidentifiable rank structure. Local gang members have also forged ties to gangsthroughout Essex County.Over the course of <strong>2010</strong>, we have provided Gang Identification Training to thefollowing organizations: Montclair High School Faculty/Staff, Montclair High Students, TheSide-Door, and The Neighborhood Child Development Center Faculty/Staff. These local gangs appear tohave loose ties to the Bloods/Crips, if any at all. Though the gang culture in Montclaircontinues to be loosely structured, more of our local gang members have expanded theirrelationships with gang members outside of the Township. We continue to see our localgang members branch out and forge relationships with gang members and becomebetter organized/structured. Local gang members were recently arrested and convictedof attempted murder and serious weapons charges in the cities of Irvington and Orange.We continue to closely monitor the gang situation, gather intelligence, andeducate our officers and community.10
