<strong>ESF</strong>­8 <strong>Public</strong> <strong>Health</strong> and <strong>Medical</strong> <strong>Services</strong> applies to all individuals and organizations andthe full range of <strong>Public</strong> <strong>Health</strong> and <strong>Medical</strong> <strong>Services</strong> that may be required to supportdisaster response and recovery operations in Johnson County.This <strong>ESF</strong>­8 <strong>Public</strong> <strong>Health</strong> and <strong>Medical</strong> <strong>Services</strong> Annex describes the actions required tocoordinate public health and medical services during a disaster. The annex addresses: <strong>Health</strong> care provider coordination <strong>Public</strong> <strong>Health</strong> Emergency <strong>Medical</strong> <strong>Services</strong> (EMS) Mass fatalities management Mental <strong>Health</strong>While there are four coordinating agencies defined within the <strong>ESF</strong>­8 <strong>Public</strong> <strong>Health</strong> and<strong>Medical</strong> <strong>Services</strong> Annex, the <strong>ESF</strong>‐8 Team members will be responsible for supporting allfunctions required for a disaster in alignment with the <strong>ESF</strong>‐8 mission. All coordinatingagencies may be actively involved no matter what level of impact occurs.Depending on the type of incident, many of the 5 functions listed above will need to bemanaged. The lead agency for <strong>ESF</strong>‐8 will be determined based on the major needs of thetype of incident(s).<strong>ESF</strong>­8 <strong>Public</strong> <strong>Health</strong> and <strong>Medical</strong> <strong>Services</strong> team will partner with the <strong>ESF</strong>­6 Mass Care teamto support all individuals and organizations in regards to mass care services (includingsheltering) that may be required to support disaster response and recovery operations inJohnson County.<strong>ESF</strong>­1Transportation Annex will coordinate all transportation needs.<strong>ESF</strong>­2 Communications Annex will coordinate the communications needs.<strong>ESF</strong>­10 Oil and Hazardous Materials Annex will be activated if hazardous conditions areinvolved.SITUATION & ASSUMPTIONSIn addition to the “Situation and Assumptions” section in the Basic Plan, the Concept ofOperations for <strong>ESF</strong>‐8 is based on the following:Situation1. Johnson County is at risk from many hazards with the potential to cause wide spreadillness, injuries or deaths. The number of people in need and the type and duration ofhealth and medical services required will vary greatly depending on the hazard and itsseverity.2. The Johnson County <strong>Public</strong> <strong>Health</strong> Department is responsible for coordinating publichealth activities under the <strong>Health</strong> Officer’s statutory responsibility (KSA 65‐118, 65‐<strong>ESF</strong>‐8 <strong>Public</strong> <strong>Health</strong> and <strong>Medical</strong> <strong>Services</strong> Page 2
