Disadvantaged Business Enterprise ProgramPolicyAs per UDOT Federal Guidelines 49 CFR Part 26, the Authority assigns DBEparticipation goals on a contract-by-contract basis on federally fundedconstruction contracts having a total dollar value greater than $500,000 andon non-construction procurements (i.e., contracts for services, supplies andequipment) having a total value greater than $100,000.The Authority’s DBE goal may be satisfied by utilizing one or more DBEs asjoint venture partners, subcontractors or suppliers of goods and services ofany kind or nature, provided that the DBE performs the tasks awarded whenthe contract is executed. DBE firms may also participate as primecontractors.
Disadvantaged Business Enterprise ProgramProgram Overview - Definitions“DBE" means a for-profit small business concern that is at least 51%owned and controlled by one or more individuals who are both sociallyand economically disadvantaged or, in the case of a corporation, inwhich 51 percent of the stock is owned by one or more individuals; andwhose management and daily business operations are controlled byone or more of the socially and economically disadvantaged individualswho own it.
