We are here to <strong>on</strong>ce again reaffirm <strong>the</strong> centrality <strong>of</strong> ourpeople in developmental local government.This IDP/BUDGET that we are presenting today is a product<strong>of</strong> direct, robust and interactive engagement with ourcommunities, sector groups and stakeholders.Acting SpeakerMany political analysts agree that <strong>the</strong> lifespan <strong>of</strong> ademocracy will not be determined <str<strong>on</strong>g>by</str<strong>on</strong>g> how many timespeople vote but ra<strong>the</strong>r <str<strong>on</strong>g>by</str<strong>on</strong>g> tangible changes in <strong>the</strong>ir lives.As we traversed <strong>the</strong> length and breadth <strong>of</strong> our District, ithas become very clear that <strong>the</strong> democratic dispensati<strong>on</strong>ushered in 1994 has brought about significant changes in<strong>the</strong> lives <strong>of</strong> our people.As we travelled around Jane-furse In Makhuduthamaga,Apel/Gankwana in Fetakgomo, Gaselala/Ga Manyaka inTubatse, Macklerekeng/Matlala in Ephraim Mogale andDennilt<strong>on</strong>/Moteti in Elias Motsoaledi, <strong>on</strong>e can see realchanges in our communities.Newly c<strong>on</strong>structed roads, Bulk Water Supply projects,sanitati<strong>on</strong> projects, electrified villages, improved schoolsinfrastructure, new clinics are clearly evident.These positive changes indeed dem<strong>on</strong>strate in practical andmeasurable terms that indeed <strong>the</strong> African Nati<strong>on</strong>alC<strong>on</strong>gress led government is serious about improving <strong>the</strong>quality <strong>of</strong> life <strong>of</strong> our people.Acting SpeakerStatistics shows that since 1994, <strong>the</strong> ANC led Governmenthas achieved enormous milest<strong>on</strong>es in changing <strong>the</strong> lives <strong>of</strong><strong>the</strong> people <strong>of</strong> South Africa.3


President Jacob Zuma has instructed all <strong>the</strong> three spheres<strong>of</strong> government to work <strong>on</strong> c<strong>on</strong>crete plans for job creati<strong>on</strong>.As a district we have taken this strategic thrust intoc<strong>on</strong>siderati<strong>on</strong> in <strong>the</strong> c<strong>on</strong>ceptualisati<strong>on</strong> <strong>of</strong> our projects andinterventi<strong>on</strong>s for 2011-2012 IDP/Budget.Let me also indicate that government in its entirety hasadopted what we call Outcomes-Based Approach.The Outcomes-based approach will help government tomeasure <strong>the</strong> impact <strong>of</strong> its programs and projects <strong>on</strong> <strong>the</strong>lives <strong>of</strong> our people.Within <strong>the</strong> framework <strong>of</strong> <strong>the</strong> outcomes-based approach;government have developed Nati<strong>on</strong>al Implementati<strong>on</strong> Planand toge<strong>the</strong>r with all Mayors, I have signed <strong>of</strong>f <strong>the</strong> DeliveryAgreements with <strong>the</strong> MEC.We <strong>the</strong>refore committed ourselves to be measured through<strong>the</strong> Municipal Provincial Planning Forum.This forum is functi<strong>on</strong>al and it will ensure that <strong>the</strong> agreeddeliverables are met.The district Municipality has adopted outcomes-basedapproach, meaning that all our departments will align <strong>the</strong>irprojects and interventi<strong>on</strong>s in line with outcomes-basedapproach.Acting SpeakerThe ANC led government has prioritized Local Governmentas every<strong>on</strong>e's business after <strong>the</strong> realisati<strong>on</strong> that this spherewas in distress.We reaffirm our commitment to <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong>Local Government Turn-around Strategy.The main areas <strong>of</strong> focus are <strong>the</strong> status <strong>on</strong> <strong>the</strong> provisi<strong>on</strong> <strong>of</strong>basic services such as Water, Sanitati<strong>on</strong> and Electricity,Good Governance, Financial Management andimplementati<strong>on</strong> <strong>of</strong> Public Participati<strong>on</strong> Programmes,including <strong>the</strong> functi<strong>on</strong>ality <strong>of</strong> <strong>the</strong> ward committees.6


Our IDP for 2011-2012/2015-2016 is anchored around 6strategic objectives <strong>of</strong> council as well as six MayoralPriorities.The mayoral priority gives expressi<strong>on</strong> <strong>of</strong> <strong>the</strong> strategicobjectives <strong>of</strong> council. Departments will derive <strong>the</strong>ir plansand programs from <strong>the</strong> mayoral priorities.Our Six Mayoral Priorities are:• Development <strong>of</strong> instituti<strong>on</strong>al capacity and efficientfinancial management geared towards efficientdelivery <strong>of</strong> services;• Facilitati<strong>on</strong> <strong>of</strong> access to land to ensure sustainableland use management for <strong>the</strong> entire district;• Maximisati<strong>on</strong> <strong>of</strong> ec<strong>on</strong>omic growth and developmentthrough developing local ec<strong>on</strong>omic opportunities andfacilitating community empowerment;• Promote and implement social and developmentprogrammes;• Fostering <strong>of</strong> community participati<strong>on</strong> and ownership <strong>of</strong>municipal programmes through effectivecommunicati<strong>on</strong>, and• Streng<strong>the</strong>n <strong>the</strong> co-ordinati<strong>on</strong> <strong>of</strong> governance structuresand facilitate sound intergovernmental relati<strong>on</strong>s.Acting SpeakerThis budget we present takes into c<strong>on</strong>siderati<strong>on</strong> <strong>the</strong>following key factors and assumpti<strong>on</strong>s- Income is based <strong>on</strong> Divisi<strong>on</strong> <strong>of</strong> Revenue Bill 2011 andfuture projecti<strong>on</strong> based <strong>on</strong> <strong>the</strong> municipality’s ability tocollect;7


- Salary increase <strong>of</strong> 7% <str<strong>on</strong>g>by</str<strong>on</strong>g> 2011/2012;- The budget is premised <strong>on</strong> Zero based budgeting andis Cash backed; and- Budget will increase <str<strong>on</strong>g>by</str<strong>on</strong>g> 8% in 2011/12, 9% for2012/13 and 10% for 2013/14 for MTEF Period.Our budget for 2011-2012 will be funded as follows:1. Own Revenue amounts to R41 850 000;2. Operati<strong>on</strong>al Grants amounts to R365 772 000;- The Operati<strong>on</strong>al Grants are comprised <strong>of</strong> <strong>the</strong>following:- Water Services OperatingSubsidy- R28 855 000- Equitable Shares - R330 877 000- Municipal InfrastructureGrants- R4 000 000- Municipal Finance Grant - R1 250 000- Municipal SystemsImprovement Grant- R790 0003. Grant- Refurbishment Grant (DWA) - R10 000 000- EPWP Incentive Grant - R12 333 000Acting SpeakerOur 2011-2012 budget has increased <str<strong>on</strong>g>by</str<strong>on</strong>g> 8% as comparedto <strong>the</strong> previous financial year.And <strong>the</strong> total budget is eight hundred and eighty eightmilli<strong>on</strong>, eight hundred and fifty <strong>on</strong>e thousand rands (R888851 000).- Four hundred and eighty <strong>on</strong>e milli<strong>on</strong>, two hundred andtwenty nine thousand rands (R481 229 000) forcapital projects. That is fifty four percent <strong>of</strong> <strong>the</strong>budget (54%).- Four hundred and <strong>on</strong>e milli<strong>on</strong>, six hundred and eightysix thousand rands (R401 686 641) has been set asideas operati<strong>on</strong>al needs. That is 45% <strong>of</strong> <strong>the</strong> totalbudget.- And we have five milli<strong>on</strong>, three hundred thousandrands (R5 300 000) set aside for CapitalAdministrati<strong>on</strong>. C<strong>on</strong>tributing <strong>on</strong>e percent (1%) <strong>of</strong><strong>the</strong> total budget.The budget is presented based <strong>on</strong> <strong>the</strong> following allocati<strong>on</strong>sper departments:• Executive Mayor’s Office will receive twenty <strong>on</strong>emilli<strong>on</strong>, four hundred and ninety <strong>on</strong>e thousand, <strong>on</strong>ehundred and eleven (R21 491 111);9

Water R378 593 933Sanitati<strong>on</strong> R73 114 067Roads R17 188 000Public Facilities R4 000 000EPWP R12 333 000Capital Administrati<strong>on</strong> R5 300 000Total R490 529 000The District Municipality has taken this decisi<strong>on</strong> to allocatemore into capital projects for obvious reas<strong>on</strong>s <strong>of</strong> “pushingback <strong>the</strong> fr<strong>on</strong>tiers <strong>of</strong> poverty”.Acting SpeakerLike we menti<strong>on</strong>ed during <strong>the</strong> State <strong>of</strong> <strong>the</strong> District Address<strong>on</strong> <strong>the</strong> 10 th March this year, we are <strong>on</strong> record as statingthat our Big Five Bulk Water projects are <strong>on</strong> track.Toge<strong>the</strong>r with our new scheme called Carb<strong>on</strong>ates-Zaaiplaas, <strong>the</strong>y will all receive <strong>the</strong>ir equitable shares from<strong>the</strong> budget we present here today.Those projects are:• The Nkadimeng Bulk Water Scheme;• Oliphantspoort Bulk Water Scheme;• Groblesdaal / Luckau Bulk Water Scheme;• Mooihoek – Tubatse Regi<strong>on</strong>al Water Scheme;• Nebo Plateau Bulk Water Scheme;We will also c<strong>on</strong>tinue m<strong>on</strong>itoring progress made regarding<strong>the</strong> c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> <strong>the</strong> much anticipated De Hoop Dam.Acting SpeakerLet me <strong>on</strong>ce more indicate that this budget is not enoughto address all pressing challenges facing our people but it12


will certainly go a l<strong>on</strong>g way in eradicating basic servicesbacklog.We said at budget Lekgotla that we must put in placemeasure and mechanisms to manage our resources in aprudent manner and <strong>the</strong>se measures includes;• Austerity measures such as cut <strong>on</strong> t-shirts, cateringand travel claims;• Running administrati<strong>on</strong> in an effective and efficientmanner;• More efforts towards revenue enhancement; and• C<strong>on</strong>fr<strong>on</strong>ting and uprooting corrupti<strong>on</strong> and fraud.Acting SpeakerOn <strong>the</strong> same breath, we want to send a word <strong>of</strong>appreciati<strong>on</strong> to <strong>the</strong> H<strong>on</strong>ourable Premier <strong>of</strong> our Province MrCassel Mathale and his EXCO for <strong>the</strong>ir c<strong>on</strong>tinued support toour district municipality.During <strong>the</strong> tabling <strong>of</strong> departmental budgets this year, allMECs have committed c<strong>on</strong>siderable amount <strong>of</strong> resourcestowards <strong>the</strong> development <strong>of</strong> Sekhukhune districtmunicipality.For that, we thank <strong>the</strong>m immeasurably.Acting SpeakerThe time for <strong>the</strong> 2011 local government electi<strong>on</strong>s hasarrived. In <strong>the</strong> same vein we pass a message <strong>of</strong>appreciati<strong>on</strong> to <strong>the</strong> more than 100 000 new registeredvoters in <strong>the</strong> province.We encourage every registered voter to participate in thiselecti<strong>on</strong> in order to streng<strong>the</strong>n and promote maturity <strong>of</strong> ourdemocracy.13
