Countybuilding regulations require that certain inspectionsbe made prior to covering that portion ofconstruction, for example, a framing inspectionbefore drywall is applied. On typical residentialconstruction, this means you must request inspectionsat certain stages of the project beforeproceeding.Suggestions for submitting building plansto Riverside County:• Ask for a preliminary review of what youpropose before developing working drawings.• Plan carefully. Pipe down!using the shower, bath sinks andkitchen sink, there’s a noise in ourQ:Afterplumbing that sounds like a ship’s foghornoff in the distance. (Operating the dishwasheror flushing the toilets doesn’t seem to cause thenoise.) The hum starts about 20 seconds afterthe water is shut off and it can be stopped byre-opening the faucet. If we don’t stop the noisewith the faucets, the hum goes away, then returnsfor about six seconds, goes away, returns, and soon, for three to five cycles before quitting.Cold-water usage in the faucets and sinksdoesn’t cause the noise. It doesn’t seem to beaffected by outside temperature or time of day,and sometimes the noise just stops for days! Forthat reason we’re reluctant to call a plumber forfear that we couldn’t reproduce the symptoms.Any insights or recommendations will be greatlyappreciated!A:I suspect that a faulty valve somewherein the water supply system is causingthe foghorn sound. This is not an uncommonoccurrence, and often happens when avalve’s washer needs replacing. The trick, of course, is to locate the correctvalve. From your description, the cold-water supplyisn’t affected. Appliances that are susceptibleto valve washer deterioration, including the toiletsand dishwasher, aren’t having any troubles. Thismeans the problem is located somewhere alongthe hot-water supply. If you’re very lucky, the problem may be easyto correct. Check the supply valve that leadsfrom the water heater to the hot-water pipes. Ifthe valve isn’t open all the way, open it and seeif the increased water pressure stops the foghornsound. If it doesn’t, you’ll need to isolate the exacttrouble spot.Home improvement Q & ASome answers to oft-asked home questionsStarting at the faucet farthest down the supplyline, shut off the hot water valve that leads to it.Then go to the next faucet and turn on the hotwater, shut it off and listen for the hummingsound. Repeat this at each faucet in the house, making note of when and where you hear thesound and at which faucet you no longer hear it.Ideally, the last valve you hear the foghorn soundfrom is the valve that needs to be repaired.Shut off the water supply to that valve, disassembleand replace the washers. Reassemble, turnthe water back on, and test the system.Depending on the age of your home, it’s a goodidea to visually inspect all the shut-off valves forleaks or deterioration. Repairing visible damageas soon as possible will save a lot of trouble inthe future.Sweaty house is nolaughing matterQ:Ourthree-year-old, 3,000-square-foothouse is sweating on the inside. Thewindows, the sheet-rock walls andsome of the ceilings are dripping moisture. We aretemporarily controlling this with a dehumidifier. We would like to know if there is a more effectiveor permanent way to control this problem.HOME TIP: Foghorn-type noises in pipes are most oftenheard after flushing a toilet or when the dishwasheris on. Damaged or deteriorated valve washers arecommon culprits.Idyllwild Town Crier, Home Improvement 2008 - Page 13It is a wood-frame house with vinyl siding and1/2-inch Styrofoam under the vinyl. The overhangis trimmed with soffits in which every other piece isvented. The roof is asphalt shingles with a continuousvent across the top. Inside the walls are 3-1/2inches of R19 insulation, and the attic has 6 inchesof R30 insulation. If you have any suggestions wecould use, we would appreciate it.A:First, it’s great that you’ve taken emergencymeasures so quickly to control thehigh humidity levels inside the house.Left unchecked, all that moisture in the walls andceiling can lead to a serious mold problem. Second, finding the source (or sources) of the humidityand resolving the problem is a priority, and oneyou most likely need professional help with.Humidity is constantly generated inside housesfrom a number of sources: daily showers, laundryand cooking, for example. In fact, a family of fourcan generate 5 pounds of water vapor in the homeeach day! All that moisture has to go somewhere, and if it can’t exit the house, it will condense anddrip down the ceiling, walls and windows. To resolve this problem, you need to re-checkthe insulation and venting in the attic and alongthe roof, as well as the wall insulation, to ensurethat vapor barriers were installed correctly. And,if you have a basement or crawlspace under thehome, check to see if foundation vents were properlyinstalled.Look at other venting in the home, includingdryer vents and stove exhaust fans (which shouldalways be vented outside, not into the attic). If thereare no exhaust fans in the bathroom, kitchen orlaundry room, install them. Even small measurescan make a difference, such as covering fish tanksand emptying radiator or refrigerator water pansfrequently. If your home has a lot of plants clusteredtogether, move them so a few feet of space existsSee Home improvement Q&A, next pageEnvironmentallyFriendlyLocally Owned& OperatedTRASH TRANSPORT& LANDSCAPING• RESIDENTIAL • COMMERCIAL“At Your Service”APPOINTMENTS ANDFREE ESTIMATES CALL!Manuel Ybarra Jr.Office 951.659.0414Cell 951.295.815025% OFFFirst time servicewith fl yer or phone call.P.O.
