to the latter community.
That Wednesday afternoon, Riverside County
Currently IFPD provides ambulance service to
Two other suspects in the murder
of Rick Macias, 33, of Brea are still at
large, said Riverside County Sheriff’s
Sgt. Dean Spivacke of Central Homicide.
“We’ve issued an arrest warrant
for one of the suspects and have not
officially identified the second,” said
Spivacke. Macias’ body was found
March 11 floating in Lake Fulmor,
off Highway 243 between Pine Cove
and Banning.
According to Spivacke, murder
suspect Jason Runnels, 32, of Poppet
Flat, had met Macias when both
were state prison inmates. Authorities
believe Runnels killed Macias
at Runnels’ Poppet Flat residence
on New Year’s Eve 2008. Authorities
also believe the two other suspects
were present at the time of the
murder and may be accessories to
the murder. “We think the body
was placed in the lake on Dec. 31
or Jan. 1,” said Spivacke. “We have
no reports of any witnesses seeing
the body being placed in the lake
at a later date. If anyone has other
Information that the body was in
the lake came from one of the two
at-large suspects, said Spivacke.
Macias had been reported missing
by family members in January.
The Brea Police Department in
the missing person case notified
the local sheriff ’s authorities that
Macias might have gone to visit
Runnels. Runnels had an extensive
rap sheet, including prior prison and
multiple felony convictions. Sheriff’s
authorities obtained a search warrant
and raided Runnels’ Poppet Flat
residence in January. They found
incriminating evidence at the scene.
Authorities arrested Runnels on Feb.
27, for parole violation, and held
him in conjunction with the ongoing
investigation of Macias’ death. He
was formally charged with Macias’
murder on March 11.
A felony arraignment is scheduled
for Runnels on March 27. He
remains in custody on $1 million
bail.
By Bruce Watts
Outside Idyllwild
A wise man once told
me, part II
After this past weekend
I am thinking I
should run last week’s
column over and over
until the snow melts in the high
country. Just when you think you’ve
heard it all someone comes and says
something truly outrageous. This
week I had more of the same with
folks wanting to go into the high
country with no idea there was snow
on the ground, but that’s old hat at
this point.
On Saturday, I talked to two gents
who wanted to do a loop from Deer
Springs to the top of San Jacinto
over to the Tramway then up Hidden
Divide to Saddle Junction. They
would then go back up the trail to
the Strawberry Cienega Trail, back
to Deer Springs and down to their
car.
After doing some calculating in
my head I figured this to be about
30 miles; it actually works out to
30.4 miles, so I was very close. After
sounding them out I realized they
had no snow gear whatsoever and
no real idea of the conditions. They
poured over the maps in the shop
and discussed various routes for the
next half hour or so and seemed to
be determined.
Then, after I once again told them
they would need snow gear they said
they were planning to ride mountain
bikes. Well, this is the classic case of
not doing your homework and I explained
to them that mountain bikes
are not allowed on hiking trails. Their
answer was that they had plotted a
route that avoids the wilderness areas.
My answer was simple: No such route
exists. They ended up heading down
the desert side of the mountain.
I had my first announced PCT
hiker on Sunday. He was from South
Carolina and was looking a little
chastened as he had no idea he would
run into snow in sunny California. He
decided to head back home and come
back in a month or so to start where
he had left off somewhere around
Apache Peak.
Although I’ve had PCT hikers
come into the shop earlier than March
22, they were mostly prepared to deal
with snow conditions. Apparently,
another hiker is close behind him
so I will be keeping a lookout to see
what he intends to do.
The next story comes from my
friend, Kastle Lund, who owns a gear
shop in Lone Pine. This time of year
she gets a lot of people looking to
do the Mountaineers Route on Mt.
Whitney. It seems one of her customers
had told her he didn’t need
a map to find his way up the route.
He called her about 20 minutes later
on his cell phone to inquire how to
get to the trailhead.
The bottom line is that all this
information is out there — you only
have to do a little research. I’m going
to go through Jim Fairchild’s hiking
checklist and get it into shape to enter
on my computer. I plan to make this
checklist available in the shop for free.
There are also numerous places online
to get this information. All you have
to do is Google.
Police chase ends in death
By J.P. Crumrine
News Editor
On Thursday evening, March 19,
a high-speed chase through Hemet
resulted in the death of the driver
near Mountain Center.
Detectives from Hemet Police
Department’s (HPD) Crime Suppression
Unit were conducting a
narcotics investigation at The Parkside
Inn (2700 W. Florida Avenue).
The detectives had information that
heroin was being sold and used from
a room. While officers were inside
the room, a male suspect who had
rented the room arrived,
but stayed inside
his vehicle.
The suspect avoided
arrest and sped away
in a white van. Racing
through Hemet,
he ignored red lights
and nearly caused several
traffic collisions. He
headed east on Florida
Avenue and continued
through Valle Vista,
reaching speeds of 70
to 75 mph, according to HPD Lt.
Duane Wisehart, who prepared the
press release.
Several miles up the mountain,
just past the Caltrans mixing station,
the suspect began to negotiate
a turn. Then he suddenly steered
to the left and drove off the road,
over the hillside. HPD officers in
following vehicles believed it was
an intentional act since they saw no
brake lights and the turn appeared
to be deliberate.
With the help of a Riverside
County Sheriff ’s Department he-
Bay Tree Spring to be closed
The U.S. Forest Service is proposing to shut
The spring is under the direct influence of surface
the water quality is consistently a public health
and safety hazard.
To shut down the site, the pipe will be cut and
capped.
A 30-day public comment period regarding the
proposal ends April 20. See the “Public Notices”
THE GENEROSITY OF
IDYLLWILD RESIDENTS IS
BOUNDLESS.
Christian Science churches in Southern California
are filling a 40-foot container with bedding,
clothes, musical instruments, children’s books,
school supplies, Bibles, etc., to be shipped to
Africa. The ad is this paper generated an outpouring
of donations. Two trailer loads were
taken to the site of the container. It will leave
Long Beach on April 8th. Arrangements for a
church member in Harare with a semi-truck to
pick up the container have been made. He will
take his precious cargo to Zimbabwe, Zambia
and the Congo. A follow-up letter will be sent
upon completion of the deliveries.
The members of this church wish to thank
our community for its participation in this outreach.
To those Africans in need it will be a
great blessing. If we may quote from the Bible:
“Bring ye all the tithes into the storehouse, that
there may be meat in mine house, and prove
me now herewith, saith the Lord of hosts, if I will
not open you the windows of heaven, and pour
you out a blessing, that there shall not be room
enough to receive it.” Malachi 3:10.
Many, many thanks from the
members of First Church of
Christ, Scientist, Idyllwild.

Monument
problems
Editor:
When you buy a
raincoat you would expect
you could wear
it in the rain. At least
most people would but
some would say if it
leaks, it’s OK because
it is so nice looking.
I keep hearing we
should be so grateful
we have the person we
do carving our monument
and that may be
true. It wasn’t his fault
how things were put
together — as in a contract,
which I still have
not seen but it seems to
have been worthless.
I cannot tell how far
along the monument is
but it still is not finished.
Yet at the Chamber
meeting when a report
about the monument
was given, the wings
on the eagle are having
a problem and the sun
will continue to be a
problem unless we keep
the monument in the
shade.
I guess the carver
forgot to tell us this
problem would happen
if we put the monument
back where it’s
supposed to go. Is there
anything else maybe
we should have known
about
I guess that is not
a big problem because
he has an answer to it:
Let’s put it in the shade
right where he’s carving
it in front of his place
of business.
Hearing people defend
him and not many
disagreeing, I changed
my feelings and now
say the Chamber should
give him all his money,
and David Roy will decide
when he wants
to finish it and tell us
where it goes.
It’s not even finished
and we have problems.
Idyllwild
Response to
Mr. Protzmann
Editor:
While we at Idyllwild
Arts appreciate Bill
Protzmann’s concern
for our school and its
finances, we would like
to point out that he
seems to continue to
have incomplete information.
The facts are: 1)
Idyllwild Arts will raise
nearly $5 million this
year, which represents
a steady increase in
funds since 2005. 2)
We have raised an additional
$11 million
toward major building
projects on campus in
the past two years. This
far offsets the amount
of money we spend annually
in fund-raising.
3) Idyllwild Arts awards
scholarships to low-income
students totaling
more than $5 million
of the annual $15 million
budget. 4) In the
current academic year,
Idyllwild Arts Academy
has awarded nearly $4
million to more than
half of the academy
students, and nearly $1
million was awarded
to students attending
the 2008 Summer Program.
The financial aid
Idyllwild Arts Academy
and Summer Program
provides is one-third of
the total operating budget.
Idyllwild Arts’ commitment
to providing
scholarships to deserving
students and their
families is an inherent
part of the institution’s
mission.
We are open to any
and all comments directed
toward us, but
we do want the readers
of the Town Crier to
have the facts.
Congratulations to
looks like achieving his
Mr. Perinsky has stated
to many of us that
we are on “prime real
out of the rural area.
It is curious that in
this economy the Lake
Hemet Municipal Water
District (LHMWD) is
so eager to forfeit so
many monthly rents,
especially in the winter
months when campers
are few.
What the lake will
lose is people who revere
and respect the
lake and the wildlife;
people who pick up
trash and dog droppings
after the weekend
campers; people who
carried water to try to
save the 10,000 pine
seedlings planted by the
Department of Forestry;
people who begged the
management last summer
to acknowledge a
“CB” number so we
could warn the rangers
of overcrowded boats
that pick up passengers
after renting, etc.;
and people who were
described by LHMWD
President Frank Marshall
as “shanty town”
residents.
We are business
owners and prominent
members of our communities,
Mr. Marshall
and Mr. Perinsky, and
find your description
of us very insulting.
Tom and Lora Musick
Hemet
Editor:
My husband and
I are also long-time
monthly campers out
in the rural area of Lake
Hemet.
We have been coming
up to the lake just
about every weekend
for 11 years. Although
we have seen the lake
change in attitude over
the years, it is still our
little getaway from all
the woes in the world
that are going on.
We resent the fact
that Mr. Frank Marshall
feels it’s “a little shanty
town.” All of us out in
the rural area keep our
little piece of heaven
clean, uncluttered and
well-maintained.
If the board thinks
closing camps 2 through
6 is going to bring more
weekend campers up to
the lake by reservation,
they are living in la
la land. The old-time
weekend campers and
RVs would come to the
lake often just to be able
to camp and fish right
on the water.
The once bustling
Lake Hemet filled to
over capacity, needing
electrical and sewer
upgrades, has been reduced
to only a fraction
of its once profitable
operations, a result of
the implementation of
the Goldberg report.
We “shanty town”
monthly weekenders
helped warn staff of
problems in the campground
and on the water,
and saved lives.
I hope Director
Frank Gorman doesn’t
expect shade for the
children fishing along
the shore line. Mr.
Perinsky implemented
no pop-up shades for
the guests along the
shore line. I’m sure they
were impressed.
As to s’mores, many
fewer will be eaten at
the lake. We “shanty
town” residents attracted
many nightly
visitors, be it family or
friends made at the lake,
returning to enjoy our
campfires.
But, if you’re a photographer
not wanting
humans spoiling your
shot then the lake is not
a bad choice. Thirtyfive-plus
years of history
have left the lake
in derision.
M a n y c h i l d r e n ,
grandchildren and, yes,
great-grandchildren will
not be at the lake as a
result of LHMWD actions.
How co u l d yo u
possibly think we are
responsible for your
higher crime rate The
board must be eating
moon pies — or is it
green cheese Hundreds
of thousands in lost
revenue per year is the
reality.
Alternatives for
Editor:
Idyllwild Trailer Park
has offered affordable
housing to senior citizens
for many years.
Its close-to-town loca-
tion allows residents
to walk for groceries
and banking, to attend
church, and to go to the
library. The park is well
kept with tidy, charming
mobile homes and
a central clubhouse for
community gatherings.
Does the county really
want to destroy such
an essential resource for
seniors in Idyllwild
While officials say
they will distinguish
between people who
live in the park yearround
(those without
a second residence),
the part-time residents
are no less deserving of
keeping their Idyllwild
homes.
Most of the parttime
residents have lived
here for years; they are
“snowbirds” who return
in the spring and stay
through autumn. They
have modest second
homes off the Hill and
live on modest, fixed
incomes.
Some of the parttime
residents are still
working toward fulltime
retirement in their
little Idyllwild homes
they worked hard to
buy.
Making people tear
down their homes is
making them tear down
their futures. The future
is precarious enough for
seniors.
Code Enforcement
needs to be reasonable.
The homes can be inspected
for safety but
previous additions and
improvements ought
to be “grandfathered.”
Allow residents to work
with reputable, local
contractors to make
reasonable corrections.
I think in fairness and
for the sake of balanced
reporting you should
interview me on this
matter. Why have you
not attempted to speak
to me about the cell
tower Why have you
not reported my position
Verizon is going to
present another cell
tower site (most likely
the Whitney property),
along with the cell
tower site located on
my property in August
to the Planning
Commission so that
the commissioners can
compare and weigh the
merits of each site.
At this time, absolutely
nothing on this
matter has been determined
by the Planning
Commission.
Also, the 44-acre
property that is for
sale off of Highway 74
is also a potential site
Verizon is considering.
If the commission decides
in August it wants
Verizon to pursue the
Whitney cell tower site,
there still has to be a
public hearing regarding
it.
Instead of Doris
Lombard being the
complainer, Whitney’s
neighbors will probably
be the complainers,
and on and on it
goes.
Also, the Whitney
site is visible from highways
243 and 74. If you
can see the telephone
poles from either one
of these highways you
will be able to see the
Whitney cell tower.
The cell tower site
on my property will not
be visible to Highway
243 and the engineering
drawing regarding
it is on file with the
Planning Commission.
I will be happy to give
you a copy of it.
Sustainable Idy tips
By Victoria Jakubac
Depending on your region, maintaining a local
diet all year long can either be a snap or a
supreme challenge. If it is the latter, then perhaps
it is time to consider going back to some of the
old ways, such as canning, pickling, drying, and
making jams and jellies.
If you can’t grow your own fruits and veggies,
then support regional farmers by purchasing their
locally grown fruits and veggies and preserving
them for the winter months. You can start now by
gathering the supplies you’ll need this summer.
No time to make your own jams Then support
local businesses that offer these locally produced
items. You’ll be amazed at how much better these
foods taste.
Submit your events for magazine
New strategy to pass wilderness bill
A bill designating millions of public land
acreage as wilderness, including nearly 190,000
acres in Riverside County, much on the Hill,
is taking a wild and scenic route to enactment.
This week, the U.S. House of Representatives
will likely consider H.R. 146, which is now
titled the Omnibus Public Land Management
Act of 2009.
This will be the House’s second effort
to pass the legislation in 2009. This time,
a simple majority, rather than two-thirds
majority, should enact the legislation, which
has been bouncing between the House and
Senate for months. Then H.R. 146 goes to
the president for signature.
Isis Theatre Company is holding auditions
for its next production, Chris
Morse’s “Strange Angel,” directed by
Marshall Smith.
The play is the winner of the 2008
Idyllwild Playwrights Festival for Best
Play, and will be performed May 22 and
23 in Idyllwild.
Rehearsals are in Idyllwild, but the
director will work with off-Hill actors
Only two weeks ago, the House voted 282
to 144 in favor of the bill — two votes shy
of the needed two-thirds. S. 22 carried the
same language as H.R. 146, but H.R. 146 in
a former rendition had already passed the
House.
Originally, H.R. 146 was titled, ‘‘An Act
to establish a battlefield acquisition grant
program for the acquisition and protection
of nationally significant battlefields and associated
sites of the Revolutionary War and
the War of 1812.’’
Last week, the Senate stripped out all
the battlefield language and replaced it with
wilderness, wild and scenic river, and water
project authorizations.
Embedded in the bill is language authorizing
nearly 190,000 acres of wilderness in Riverside
County. Congresswoman Mary Bono
Mack has been working with stakeholders for
nearly three years to obtain a consensus on the
Riverside recommendations and to navigate
it through the congressional hallways.
Objections in the House centered on the
size of the bill and that several sections had not
been independently reviewed in the House.
While an omnibus land bill was enacted in
September 2008, it languished in the Senate.
S. 22 that passed in the Senate 73-21 on Jan.
15, included additional sections than in the
initial House bill.
Bono Mack’s California Desert and
Mountain Heritage Act would protect
ecologically sensitive land in Riverside
County and establish four Wild and
Scenic rivers.
Within the San Bernardino National Forest,
the South Fork of the San Jacinto River
and Cahuilla Mountain are two local areas,
which would be added to the wilderness
system. Together, about 29,000 acres will be
designated wilderness.
Portions of the North Fork of the San
Jacinto River would be designated as Wild
and Scenic, as well as Bautista Creek and
Profiles of Chamber director nominees
Editor’s note: Four nominees for Chamber
director vacancies are profiled in this edition.
The other four will be profiled next week. Each
was asked questions about their reasons for
running.
In July, seven new directors will be sworn
on to the Idyllwild Chamber of Commerce
board. Eight are running for seven elective
unpaid directorships. In the meantime,
Chamber President Bill Triplett appointed
four of the eight to serve as interim directors
until the July swearing in. They are
Rick Aronson of the Purple Scooter, Maritha
“Mimi” Lamp of the Mimi Lamp Gallery,
Carol Klika of Idyllwild Tea Company and
Jan Houghton of For the Birds. Interviewed
in this edition are Aronson; Richmond
“Blake” Blake of Creekside Postal Service;
Guadalupe Garcia of Guaranty Bank; and
Lamp.
Aronson, an Idyllwild resident since September
2008, has an extensive background in
commercial furniture business development
and sales, as well as in commercial stone.
Prior to arriving in Idyllwild, Aronson
volunteered in 2008 as a docent and historical
interpreter at Fort Sumter National
Monument in South Carolina. “I came to
Idyllwild because my sister had a cabin in
Pine Cove,” he recounted. “I’d lived in Los
Angeles, but had never before heard of
Idyllwild. Once I got here, I had no idea the
kind of business I’d go into, but I knew I’d
Richmond Blake
Guadalupe Garcia
never leave.” Aronson did what many other
business start-ups do not. He started a niche
business — consignments with a twist. His
primary business is to assist people with
eBay sales.
Aronson believes the Chamber should
promote Idyllwild as a hiking haven, get
behind the idea of a film festival, and become
a “green” town known for its commitment
to sustainability and environmental stewardship.
He said he has the time and ability
to commit volunteer hours to the business
of the Chamber beyond simply attending
monthly meetings. “I’ll commit as much
time as needed,” said Aronson. Aronson
also believes the Chamber and other groups
that promote the town for events should
network and cooperate more. “Nobody talks
to anyone else,” he said. “One of my goals
would be to increase the cooperation and
conversation among town groups involved
in tourist promotion.”
Blake is a 10-year Idyllwild resident. He
Mimi Lamp
Rick Aronson
and partner Greg Ihnotic moved from San
Diego to “get away from the hustle and
bustle of the city.” Ihnotic and Blake own
two businesses, Arroyo Viejo multicultural
textbooks for children, and Creekside Postal.
Blake retired from 20 years active duty and
10 inactive in the Navy as an E6 First Class
petty officer in 2006. Blake held a top-secret
security clearance.
Blake wants to preserve Idyllwild’s
unique character — no chain stores
and keeping everything locally owned.
Since his business has other employees,
he said he can afford to volunteer
the additional hours necessary
to forward the Chamber’s business.
As to why businesses come and go
quickly in Idyllwild, Blake cited poor
planning, failure to look at the existing
market, competition issues, and
what businesses are needed in the
town. His business is a niche business
that primarily serves locals. “You
definitely need the locals,” said Blake. He said
he believes in discussing issues but doesn’t
just say yes because someone wants him to.
Blake is a member of the local chapter of
the American Legion.
Garcia, resident in Idyllwild since December
2008, is a personal banker at Guaranty
Bank. She has 19 years of experience in the
banking business in Florida and Arizona
prior to coming to Idyllwild. Garcia also believes
in preserving Idyllwild’s locally owned
business character. “Chain businesses don’t
give back to the community,” said Garcia,
who has a history of volunteering outside
of career responsibilities — for the Salvation
Army and the American Red Cross, and as a
school classroom volunteer. Although new to
the community, Garcia is anxious to serve.
“I have a background in customer service
and problem solving,” said Garcia. “I look
COLONEL BO’S SPRING BREAK
Last week I was shopping at a small grocery store in Hemet — It
reminded me of our Village Market which in turn reminded me of a little
store in my boyhood Montana hometown. It was owned by a Civil War
widow named Mrs. Canfield. This lady used to approach every frowning
child who entered with, “Johnnie (or Nancy) have you SMILED at anyone
yet today You know the whole world spins on SMILES. It slows down
on frowns.” Then she would give us a huge hug and finish, “You want
to be a help in this world; not a hindrance ...
Right”
I heard the same encouragement from the
lady behind the counter in Hemet last week.
I couldn’t believe my ears — and a hug too! Does the world need the same
boost today as in 1930 And can it still come from a SMILE and a HUG
When did you last change someone’s day with a SMILE and HUG No, No,
No. I mean someone you don’t know — Out on the street — or in WAL-MART
or COSTCO That’s what I like about ROTARY — Everybody greets you with
a huge smile and a shake or a hug. It makes your whole day. I challenge you:
MAKE SOMEONE’S DAY! SMILE — And if you want a real laugh, go to GREY
SQUIRREL or check my web: colonelbowarstories.com.

Lake Hemet plans campground closure
By J.P. Crumrine
News Editor
By Oct. 1, Lake Hemet Municipal
Water District (LHMWD) intends
to empty campgrounds 2A, 3, 4,
5 and 6. The district’s counsel,
Brad Neufeld, told the board at
last Thursday’s meeting that there
was a potential water quality issue
and campers who have been staying
longer than two weeks should
vacate by the end of September.
Closing the campgrounds is not
a permanent plan. After designated
campsites, a reservation system
and full hookups (including water,
sewer and electricity) are available,
LHMWD will reopen the areas to
campers. The length of stay will
probably be limited to 14 or 21
days.
“The campers in those areas have
grey or black water holding tanks
since currently there is no sanitary
sewer to serve them,” explained
LHMWD General Manager Thomas
Wagoner. “The potential exists that
if a frozen holding tank later thaws
and ruptures, there is the possibility
The Hemet Unified School District
(HUSD) is considering whether to modify
school start times next year or to leave
them unchanged. To reduce costs, the
transportation department is proposing
to start school later this year.
No decision was made at the district’s
March 17 meeting, but the issue is likely
to be on the April 14 agenda. At this
point, Idyllwild HUSD Trustee Bill Sanborn
believes the choice will be either
the late start or no change.
“ Under [the late start option], the impact
in Hemet is not that bad, especially
getting home after school,” said Sanborn.
“In Idyllwild it is quite a bit later.”
To address this concern, directors
have asked administrative
staff to examine
several aspects of the
potential shift, such as a
zero period early in the
morning. For example,
athletics and possibly
other extra-curricular
activities would occur
before school starts.
Another possibility
would be to excuse
these students during
sixth period at the end
of the school day, Sanborn
said.
Besides coordinating
the later starting
time with a teen’s innate
biological clock, the
transportation department
estimates the shift would eliminate
about nine routes, saving $400,000 to
$500,000 annually.
Hemet High School would begin at
9:05 a.m. and classes would end at 3:44
p.m. Currently, classes start about 7:37 a.m.
and school ends at 2:29 p.m.
At Idyllwild School, grades 1
to 5 would begin at 7:55 a.m.
compared to the current 8:20
a.m., and middle school (grades
6 to 8) would begin at 7:50
a.m. From Monday to Thursday,
school would end at about 2:12
p.m. and 1:12 p.m. on Friday.
Middle school classes would go
to 2:14 p.m. each day.
Sanborn encourages residents
to contaminate the lake.”
Campground Manager Mark
Perinsky estimated that 12 recreational
vehicles are in these campgrounds.
“In an effort to proceed with the
overall improvement of the campground,
it is time to accelerate the
elimination of long-term camping
in these camps,” Perinsky recommended
in writing to the board.
While the directors agreed to
empty the campgrounds, they
extensively discussed whether to
shut the campground sooner than
October.
“I’d like to close the areas to any
new camper,” said Director Larry
Minor. “We can be more flexible on
the time for existing people.” After
establishing post campsites, Minor
would allow new campers.
“This is the beginning of the
[camping] season. If we clear the
campgrounds, October is a better
date,” responded Pat Searl, LHMWD
vice president. He expressed the
other view of when the closure
would be needed.
Minor expressed continuing concern
about the need to expand
LHMWD’s law enforcement at
Lake Hemet. The board held
a special meeting March 12 to
discuss the campground and
needed law enforcement.
“What do we do between
now and October with the
lawlessness” Minor asked. In
his opinion, fewer campers
would prevent the need for a
larger armed law enforcement
unit. He was indicating his
sensitivity to the request to
add more law enforcement
staff at the lake.
“It’s quite the contrary.
Ninety to 95 percent [of campground
residents] are good, lawabiding
people,” responded Burt
Quick, LHMWD ranger. “We haven’t
had any physical confrontations.”
The other major concern about
entirely closing the grounds was the
amount of revenue that might be
lost and the need for the campground
revenue to finance seasonal
staff levels.
The board asked the LHMWD
staff to prepare a report on the
HUSD examining a later start next year
Local volunteers meet in second disaster summit
By Marshall Smith
Staff Reporter
Town Crier Publisher-Editor Becky Clark convened
the second disaster summit on Wednesday, March 18, at
Buckhorn Camp. In a followup to the widely attended
Feb. 27 summit meeting, Clark invited local volunteer
groups and professional responders to discuss particular
local issues that would help compile a survival guide for
mountain residents to use before, during and after a
disaster. About 25 people attended representing a variety
of volunteer agencies.
Mountain Communities Fire Safe Council (MCFSC)
President Mike Esnard suggested at the start of the meeting
that attendees agree on a list of specific problems
or occurrences that could generate the declaration of a
local disaster “incident,” and these would become the
tabbed items for the reference guide.
Attendees differentiated between “personal” emergencies
and “communal” emergencies — those affecting an
individual, such as a medical emergency or a house fire,
and broader emergencies affecting a portion of or the
entire community. They distinguished between natural
disasters, man-made disasters and emergencies that are
strictly the purview of law enforcement.
The objective of the meeting,
as stated by Clark, is to produce
a mountain survival guide — direct,
simple, straightforward and
easy to use — designed primarily
for residents, and a sheet to
be posted in vacation rentals and
commercial lodging facilities to
inform and assist tourists in
emergencies.
In a polite and spirited exercise
of citizen democracy, attendees
arrived at categories the
guide will address — the “what
to do, not to do, who to contact”
in these suggested community
disaster events: earthquake, snow, wildfire, power outages,
biohazard, winds and flooding. Other tabs will include
law enforcement, preparation and medical emergency.
Although this list may be amended, Clark’s next
step will be to try to obtain funding for the guide. Although
intended as a public service, the guide, which
Volunteer groups attend a
disaster survival summit at
Buckhorn Camp on Wednesday,
March 18.
will be regularly updated and
published annually, needs a
funding base. Clark will seek
grant money so the guide is
not dependent on advertising.
That is the next step. Once funding seems likely, additional
meetings may be called or e-mail communications
made to work though specific content of the guide.
Lent talks big picture; volunteers, local reliance
By Marshall Smith
Staff Reporter
At the March 12 Mountain Emergency
Services Committee (MEMSCOMM)
meeting, Riverside County Office of Emergency
Services (OES) Deputy Director
Peter Lent gave a PowerPoint overview of
OES’ mission and structure that included
restraints now being placed on OES by
the economic downturn. “We’re down six
positions,” said Lent. “We’re [concentrating
on] back-to-basic core functions of
what we can support.”
Rather than providing a source of comfort
to Hill-based attendees, Lent’s report
of budget cutbacks suggested the possibility
of reduced emergency assistance
during a disaster that blocks ingress/egress
of Hill roadways. Lent
further noted that with
a major earthquake,
interstates 10 and 215
would be closed, Riverside
County could be
cut in half, and water
resources could be interrupted
for up to six
months.
budget shortfalls will affect future operations.
Personal preparation, stressed
Lent, has always been the most important
responsibility for those living in rural areas
like Idyllwild. “You must be prepared
to last seven to 10 days without outside
assistance,” said Lent. Volunteers in the
audience parried that the likely duration
of isolation will be much longer, and
that self-reliance and effective networking
among Hill-based groups is what volunteer
groups and Hill residents should be
working on.
High Valleys Disaster Preparedness
Team head John Wilson asked Lent if
OES could help offset the $500 this team
spent on propane for a winter warming
shelter during the December snow
emergency. “Not directly,” Lent replied.
*These statements have not been evaluated by the Food and Drug Administration. These
products are not intended to diagnose, treat, cure, or prevent any disease.
“Then local disaster teams are solely
dependent on their own funds” Wilson
asked. Lent replied that if local groups
request help, the county would dispatch
available resources. “We’ll do what we
do to get those resources in,” said Lent,
citing use of helicopters to transport aid
in the event of a major quake.
Wilson stressed how effective his
group’s partnering with CalFire Station
63 had been during the December snowstorm.
Mountain Disaster Preparedness
President Nancy Layton recounted
how difficult it has been to build
that kind of partnership with
(IFPD).
IWD invests in remote control equipment
By J.P. Crumrine
News Editor
Idyllwild Water District (IWD) directors
approved General Manager Terry
Lyons’ request to purchase a telemetry
system to remotely monitor and control
the Wildwood booster zone and tank.
The equipment will employ radio waves
to collect data on the tank’s volume and
flow. While the cost for this one unit will
be about $27,500, the board intends to
expand the technology to its entire system
of pumps, tanks and wells at a total cost
that exceeds $150,000.
The system is fully expandable, David
Harley, field manager for Destek, the
manufacturer, told the board. The equipment
will provide information about flow
rates and pumping, and will be able to
control on and off times, alarms and live
video.
Lyons recommended the system and
its eventual expansion because of the savings
it will generate and the flexibility it
provides.
“We would save $10,000 per year with
a three-year payback period for this first
larger telemetry system,” Lyons said this
week. “The payback period for most of the
Revenue, not water supply, will
be the attention of Fern Valley
Water District (FVWD) directors
throughout the spring. Groundwater
levels are rising and storage tanks are
filling, according to General Manager
Steve Erler. But the district still will
need to increase its revenues to
pursue its capital improvement and
investment program, according to
Bill Bangham, FVWD vice president
and Rates and Revenue Committee
chair.
The state’s February budget compromises
did not tap special district
revenues, Bangham reported.
Consequently, FVWD should retain
$50,000 in revenue that his committee
had projected would be
transferred to state coffers.
Consequently, Bangham estimated
that the district would need a 6
percent rather than 7 percent parcel
revenue increase.
Based on the committee’s projections,
the rate increase will ensure
through 2014 that FVWD’s reserve
balance remains above $500,000,
the capital budget is a minimum of
$600,000 and operating losses remain
under $30,000.
The committee plans to have a
notice and analysis for the agency’s
April meeting. After that, a public
future point-to-point sites will cost less.”
Outfitting about 20 more sites would
complete the IWD distribution and storage
system, Lyons estimated. Harley offered
an estimate of about $7,000 per site. If
the sites were powered with solar or used
solar as a backup source, he estimated the
cost would be about $8,000 to $9,000. Ultimately,
the total cost of the whole system
will approach $140,000 to $180,000.
The initial system will take about six
months to become operational. Harley
explained that much of the time would
be needed to secure a license
to use the necessary radio
spectrum.
Both estimates from two
other contracts exceeded
$40,000 for Wildwood compared
to Destek’s $27,500.
Future demand for a possible
recycled water plant was
a subject the board discussed.
Director John Cook hopes to
develop a survey to distribute
to customers.
The board also plans to
discuss the value of water
savings if recycled water is
used for irrigation purposes
Fern Valley Water still
planning rate increase
hearing will be held in June. If approved,
the new rates will go into
effect July 1, Bangham said.
Water level for FVWD’s monitoring
well has risen 17 inches in March,
but is still more than 2 feet lower
than March 2008, Erler reported.
Another well has risen 3 feet since
February.
Despite a lower stream flow,
FVWD well water consumption was
only half of the 2008 consumption.
However, during the first two months
of 2009, customers consumed 5.6
million gallons of water (both
ground and well), nearly 840,000
gallons more than the 4.8 million
used during January and February
2008. This was a 17-percent increase
compared to last year’s 30-percent
decrease from 2007. The 2009 volume
is the second-greatest this decade.
Tank 11 has returned to service
after its cleaning and recoating during
the early winter months. However,
the district received several calls
and questions about taste and odor
detection.
Consequently, Erler immediately
took the tank out of service and
retested it for public safety criteria.
After confirmation no contaminant
levels were being violated, he drained
1.5 million gallons of water from the
tank and refilled it.
J.P. Crumrine can be reached at
jp@towncrier.com.
through local groups such as the Idyllwild
Garden Club, he added.
In other business, Lyons reported that
the Foster Lake level will approach full
by the end of March. It has taken more
time this winter because the Strawberry
Creek diversion needed maintenance due
to accumulating sand diminishing flow.
Water use in IWD has increased about
23 percent in the first two months of 2009
compared to the 2008 production. Both
the January and February levels were the
highest this decade. If the growth continues
Every day throughout the United
States, newspapers publish thousands
of public notices about events, conditions
or actions that affect countless
individuals, families, neighborhoods
and businesses. Public notices cover
many topics, including business matters,
liquor licensing, public auctions
and sales, estates, zoning, public meetings,
bids to sell goods and services
to the government, local government
finances and state and local elections.
Public notice is a fundamental component
of our system of representative
democracy, which depends upon the
participation of educated, responsible
citizens.
Horoscope
ARIES (March 21 to
April 19) Putting yourself
in someone else’s shoes isn’t
easy for you. But if you do
it, you’ll gain a better perspective
of what you need
to do to achieve your goals.
Be open to new ideas.
TAURUS (April 20 to
May 20) There are still
some problems you might
have to deal with before
moving on to your next
project. It’s a good idea
to accept help from those
who share your objectives.
GEMINI (May 21 to
June 20) It’s time to recognize
the difference between
those who are truly concerned
for you and those
who simply plan to use your
good nature to their advantage.
New ideas become increasingly
attractive.
CANCER (June 21 to
July 22) Depending on a
promise made becoming
a promise kept could be
more than a mite unwise
at this time. It’s best to proceed
on your own rather
than wait for aid that might
never arrive.
LEO (July 23 to August
22) A recently revitalized
relationship might not be
quite what the Big Cat expected.
But give yourself
more time to deal with the
changes. A little flexibility
can go a long way. Good
luck.
VIRGO (August 23 to
September 22) A major
change could prompt more
adjustments. Some of them
might be difficult to deal
with at first. But hang in
there, and before you know
it, you’ll be coasting to your
next goal.
LIBRA (September 23
to October 22) Your sense
of justice prompts you to
speak out against an un-
See Public Notices, next page
fair situation, even if you
seem to be the only one
who feels that way. But you
soon learn that many others
agree with you.
SCORPIO (October 23
to November 21) Creating
a fuss is not usually your
style. But that doesn’t mean
you should tolerate an illmannered
attitude. Speak
up for yourself, and you’ll
earn the respect of others.
SAGITTARIUS (November
22 to December
21) You might have a few
loose ends to tie up before
you can stamp your project
as complete. But once that’s
done, you might want to
celebrate with someone
special in your life.
CAPRICORN (December
22 to January 19)
Disappointment darkens
the Goat’s mood. But close
friends rally to pull you
through with words of
encouragement. Use their
confidence in you to rebuild
your own self-esteem.
AQUARIUS (January
20 to February 18) An upcoming
decision might be
more difficult with inaccurate
information. Best to
recheck the data you have
at hand right now to be
sure it won’t mislead you
later.
PISCES (February 19
to March 20) An offer you
previously turned down
might no longer be available.
But if you do some
checking around, you
could find something else
that would suit you just
fine.
BORN THIS WEEK:
You believe in helping
those who cannot help
themselves. Although it
embarrasses you, the fact
is, people like you and tell
you so.

Campbell
him. He had been home sick with bronchitis
and the beginnings of pneumonia, according
to former father-in-law and retired U.S.
Forest Service Public Information Officer
Pat Boss.
Boss said Campbell had been diagnosed
in 1998 with Factor V, a hereditary condition
characterized by excessive clotting
commonly treated with blood thinners. Boss
said Campbell had been “real dizzy” several
days before his death and had passed out
the day before.
“I was in the house that morning [March
19], at 9 a.m,” said Boss. “Jimmy said he
was feeling better.” Boss said that, according
to the Riverside County Coroner’s office,
a clot broke loose and went to his lungs.
When a clot reaches the lungs, it can block
a pulmonary blood vessel and cause a pulmonary
embolism. With Factor V Leiden,
doctors recommend regular blood panels
and regular use of blood thinning medication.
At the time of his death, Campbell
had no personal health insurance. Boss said
Campbell also suffered from emphysema.
A western Pennsylvania native and an
ardent Pittsburgh Steelers fan, Jimmy, as
everyone called him, was larger than life
— never without a smile or his trademark,
good guy enthusiasm. Prior to becoming
recreation director on Nov. 20, 2006, Campbell
served as acting public information
officer with the U.S. Forest Service. “When
Jimmy and I ran the front office there was
never a bad day,” Boss remembered. “When
people came in [to the front office] you
could hear the laughter. People would say,
‘Oh Jimmy, I’m so glad you’re here.’ He
was so brilliant in how he treated people.
No question was dumb. He would answer
all questions with truthfulness and respect.
He hiked the trails with his kids so that he
could give proper directions to tourists.”
Campbell graduated in business management
from Slippery Rock University
(The Rock) near Pittsburgh. He moved to
Idyllwild in 2001.
He leaves behind four young children,
all of elementary school age. Campbell had
been raising them as a single parent.
Campbell left no will, and had no life
insurance. “We’re not sure what will happen
with the house,” said Boss. “He owes
about $155,000 on it. We’re just now going
through his bills. The kids have [medical]
insurance. Gracie’s [Campbell’s oldest
daughter] insurance is very expensive. It
could be an issue [in the future].” Pat and
Jan Boss have established a fund to support
the Campbell children, “The Campbell
Kids Fund.” Donations may be sent to The
Campbell Kids Fund/Jan Boss, P.O. Box
3410, Idyllwild, CA 92549, or deposited
into an account set up for the children at
Guaranty Bank.
The community is still numb from the
shock of Campbell’s untimely passing.
Tributes to Campbell are being posted
on FaceBook. San Jacinto District Ranger
Laurie Rosenthal, with whom Campbell
worked, said, “He brought out the best in
people. He certainly brought out the best
in me.” Chris Singer, head of the Idyllwild
Community Recreation Council, for whom
Campbell ran Town Hall Recreation said,
“Jim Campbell was one of the happiest,
most up-beat people I’ve ever known. Nothing
could really get him down. And most
of all he was a great dad. He absolutely
adored his children and his job as a dad.
PUBLIC NOTICE
BAY TREE SPRING PROJECT
PROPOSED ACTION, SCOPING
NOTICE SAN JACINTO RANGER
DISTRICT, SAN BERNARDINO
NATIONAL FOREST
RIVERSIDE COUNTY, CA
MARCH 20TH, 2009
The USDA Forest Service, San
Bernardino National Forest, San Jacinto
Ranger District is proposing to decommission
Bay Tree Spring. Bay Tree Spring
is a popular water source along Highway
243. However, it is actually under the
direct influence of surface water and
Riverside County tests there have proven
that the quality of the water is consistently
a public health and safety hazard. The
proposed action will completely decommission
the water source by removing the
existing pipe, cutting it flush and capping
it. The desired outcome is to provide for
public health and safety.
Bay Tree Spring is located on National
Forest lands south east of Vista
Grande Fire Station and north west of
Lake Fulmor north and immediately
adjacent to Hwy 243. The project lies on
the Lake Fulmor Quad, which is part of
the U.S. Geological Survey 7.5-minute
map series.
Township 4 South, Range 2 East,
Section 17 (along the eastern edge, near
the border of section 16)
A map and scoping package can be
accessed on the San Bernardino National
Forest website at the following link:
responding, please indicate the project in
the subject line, “Comment Letter – Bay
Idyllwild Town Crier, March 26, 2009 - Page 19
I’m proud to have been his friend.”
A memorial service will be held at 1
p.m. Sunday, March 29, at Town Hall followed
by a luncheon. “It will have some of
the tradition of a wake, with food, music,
maybe some Irish dancing, and Rolling
Rock beer [served outside because of Town
Hall restrictions],” said Boss.
Perhaps the most fitting quote about
Jimmy was one of his own, remembered
by Boss. “Always love and pay attention
to your kids. They are the foundation of
your being.”
Idyllwild resident
Dennis Byers was heading
7 o’clock that night,
involved in the crash.
As he approached
the mixing station
area, he saw the helicopter
white van whizzed past
Byers.
“Then four or five
black and whites [police
cars] passed me. They
were only a car length
apart,” Byers said.
As he continued
to Hemet, two more
police cars sped past
him. Near Cranston,
two fire engines were
headed east. Finally, as
he approached the intersection
passed him in the direction
of the public safety
I’m open to new ideas,
I’m friendly, and I love
Lamp and husband
Don bought their home
in Idyllwild two years ago
but became full-time residents
in February 2009.
She is a painter and uses
her gallery in the Village
Lane as her own studio. “I
only sell my own work,”
said Lamp. “My favorite
things to paint are
landscapes, particularly
clouds, mountains and
trees. I like to add surprise
elements into my art, like
hidden maps, a restaurant
menu or maybe even a
playbill. If I can’t spark
someone’s imagination
with my paintings, then
I have missed my goal.”
Lamp has a varied
background in business,
including owner/manager
of a carpet cleaning
business in San Jose,
ownership of a “fabulous
’50s” diner called Maxcy
Flyer’s Restaurant, and
ownership of a San Diego
nonprofit, Books for Firestorm
Children. Lamp
also commits to spending
the volunteer hours necessary
to forward the work
of the Chamber. “I’m a
great support person,”
said Lamp. “I really care
about this community. I
have a lot of enthusiasm,
ideas and I’m a good listener.
I’m willing to work
hard to make this a better
Creature corner
By Jan Murphy & friends
Another quiet weekend in
Idyllwild and at ARF, with no adoptions,
but we had fun with our full
house of kitties and pooches. Toby
is our newest ARF foster, a petite, 1-
year-old Chihuahua with a gorgeous
platinum coat who can jump in your
arms given the opportunity and curl up for long
lap naps. Sparky and Corky are young, jet-black
Poms who light up a room
with their happy antics, play
well with fellow canines and
kitties, and love warm laps to
lie in. Big girls Heidi and Mia
(right) enjoyed the sunshine
and the little guys on Saturday.
Heidi is full-figured at about
70 pounds and a mellow gal,
with a tri-colored, long-haired
coat and gentle disposition.
We think Mia is her sister,
who sports a short coat and a
curly tail and weighs in at about 50 pounds. Kitty
Wu, a darling Chihuahua-mix, is pending adoption,
so keep your fingers crossed for her.
Fabulous felines: We didn’t separate the kitties
from the little pooches we had at ARF House
this weekend and it made for lots of fun. None
were intimidated, and there were kitties draped
everywhere enjoying the activities. Handsome,
marmalade brothers Tom and Jerry, tuxedo bros
Onyx and Cinders, brothers Tiger and Leo, and
the lovely Sheena are all growing, socializing and
just hanging out waiting for families to take them
to a real home. Onyx has made some real progress
and has come out of hiding while Cinders
has become most affectionate and social. Tiger, a
white-socked, colorful tabby, is most engaging and
waits by the door to dash outside while his equally
social brother Leo is one of the most dramatically
decorated kitties we have ever seen with spectacular
black, cream and khaki swirls.
ARF House will sure be grateful for weekend
pooch-walkers, kitty socializers, fosters and more
volunteers.
ARF (Animal Rescue Friends of Idyllwild) is open
weekends from 11 a.m. to 4 p.m. and by appointment,
and is located half a block off North Circle
Drive at Cedar Street; mailing address is P.O. Box
1965, Idyllwild, CA 92549. Phones are answered
daily, (951) 659-1122. We rely on donations to
provide services to this community.
Creature corner is sponsored this week by former
ARF’s Chelse, Millie, Jesse and Annie. To sponsor the
column, call Grace Reed at the Town Crier, 659-
Oyler
Continued from page 1
After the jury’s first charge and finding
for the death sentence were read aloud,
a quietness within the courtroom went
unchallenged. Neither outbursts of elation
nor despair surged through the filled
room.
The clerk of the court polled each
juror, and each responded “yes.”
Unlike after all his other court appearances,
this time Oyler was quickly shackled
and then whisked from the courtroom
back to his county jail cell. There, he will
wait the sentencing hearing before being
transferred to prison and the automatic
appeals process that accompanies a death
sentence.
Outside the courthouse after the final
judgment, people spoke freely about their
feelings and the results of the trial. Both
the victims’ and Oyler’s families, as well
as federal, state and county firefighters
and their leaders, the district attorney,
the prosecutor, and Riverside County
Board of Supervisors Chair Jeff Stone,
3rd District supervisor, all came to the
podium, adjusted the microphone, smoothed their hair
and spoke. Jurors hugged the families and remained in
the background.
“The autopsy pictures were terrible,” said juror number
five. “Seeing those pictures of the firefighters, someone
has to pay for this.”
Oyler’s life was deemed payment for the violent destruction
and havoc he manufactured. The jurors took
more than a week to determine his guilt. The process
was meticulous and thorough, according to the same
juror.
Maria Loutzenhiser addresses
the media and public
after the trial and penalty
announcement of Raymond
Lee Oyler. Loutzenhiser’s
husband, Mark, was one of
the five men who perished
in the Esperanza Fire. She
said she was glad Oyler
could start no more fires.
Pacheco, Riverside County
district attorney, and Laurie
Rosenthal, San Jacinto
district ranger.
“When you tie all the things together,
look at all the timelines, and the fire [Esperanza
Fire] time and follow it to the end,
there was no other conclusion,” he said.
“Especially when he lied about the alibi.”
“Raymond Oyler is an arsonist and his
destruction is over,” said Riverside County
Fire Chief John Hawkins, also the CalFire
Riverside unit chief. “Their families experienced
a loss none of us could imagine.
Our communities are safe because of your
[the jury’s] decision.”
“We must do all in our powers to stop
arson fires,” admonished Jeanne Wade
Evans, San Bernardino National Forest
supervisor. She described Oyler’s arson
fires as the equivalent of domestic terrorism.
Jason McKay’s mother articulated the
lesson she wants everyone to learn from
this tragedy.
“A lot of Ray Oyler’s family knew he
was starting fires. If someone had come
forward in May [2006], we wouldn’t be
standing here now and they wouldn’t
lose him,” implored Bonnie McKay. “To
the other arsonists out there, how many
families hear this and talk to them”
“Everybody loses. We’ve cried a million
tears,” said Jonnie Marriott, grandmother of one
of Oyler’s grandchildren. “I’ve never seen a more noble
person than Mrs. McKay. This is as tragic as it gets.
Everybody has suffered in these three long years.”
“I want to thank all the jurors for putting an end
to this,” said Maria Loutzenhiser, Mark’s widow. “Oyler
is in jail and can’t do this again.
“I pray for Oyler’s family to find peace and comfort
in the verdict,” she continued. “I’m happy justice was
served and we can move on.”
Ambulance
Continued from page 1
meeting with good feelings.
“The meeting went very
well. We’ll end up with good
relations,” said EMS Director
Bruce Barton. “There was good
communication between the
two [IFPD and CSA 38]. We’re
really not that far apart.”
The next step, according
to Barton, is drafting a new
contract, and getting IFPD’s
approval and then the Board
of Supervisors’ for CSA 38.
IFDP Fire Chief Steve
Kunkle said the meeting clarified
CSA 38’s funding sources
for him. He did not realize
the parcel fee on Pine Cove
properties was initiated to fund
the ambulance services and was
part of its entire budget.
“There didn’t seem be any
issue with [our] service. If
it is just about funding, we
should speak,” he said. “If we’re
outpacing their ability to fund
it, maybe we can do the same
thing as Proposition 13.”
Kunkle was suggesting that
if the IFPD costs were increasing
at a faster rate than CSA 38
revenues, then perhaps some
cap or limits similar to Proposition
13 might be negotiated.
“They agreed that if our
revenues grow 2 percent per
year, and their costs increase
4 percent per year, eventually
they’ll outstrip us,” said
Thomas McCullough, CSA 38
Advisory Council member.
McCullough wants to understand
how IFPD’s costs
change if the response time
was “best effort” rather than
under 12 minutes, or if IFPD
did not serve the Pine Cove
vicinity. Kunkle said “best effort”
was a criterion that would
create more problems than
solutions.
Kunkle also suggested that
IFPD wanted to clarify some
issues such as the definition
of a fully staffed ambulance.
“I think there is a miscommunication
or misunderstanding
about this; the language needs
to be clear,” he stated.
He also was unsure if the
CSA 38 members were requesting
a full-time ambulance
stationed in Pine Cove. If so,
he estimated that would cost
more than three times the
current annual cost of about
$90,000.
“We know we need [the
ambulance],” said Marge Muir,
the other CSA 38 Advisory
Council member present. “But
we want the best cost and best
service. [IFPD] can’t staff two
ambulances full-time.”
