On Wednesday, March 18, the same 12 people<br />
who found a Beaumont man guilty of arson<br />
and five counts of murder recommended<br />
sentencing him to the death penalty.<br />
Raymond Lee Oyler, 38, was found guilty<br />
on March 6 of murdering five Forest Service<br />
firefighters — Capt. Mark Loutzenhiser, 43 of<br />
<strong>Idyllwild</strong>, Jason McKay, 27, Jess McLean, 27,<br />
Daniel Hoover-Najera, 20, and Pablo Cerda, 23<br />
— during the Esperanza Fire that started Oct.<br />
26, 2006. The jury also found him responsible<br />
for 19 other fires.<br />
The trial judge, W. Charles Morgan, must<br />
concur with the jury’s recommendation of the<br />
death penalty at a sentencing hearing scheduled<br />
for June 5. Riverside County District Attorney<br />
Rod Pacheco expects Morgan to agree with the<br />
jury’s decision.<br />

Ambulance<br />
talks begin<br />

A<br />
meeting in Riverside last week resulted in<br />
better communications between <strong>Idyllwild</strong> and<br />
Pine Cove officials over ambulance <strong>services</strong><br />
to the latter community.<br />
That Wednesday afternoon, Riverside County<br />
Emergency Medical Services Agency (EMS) hosted<br />
the meeting with <strong>Idyllwild</strong> Fire Protection District<br />
(IFPD) and County Service Area 38 representatives.<br />
Currently IFPD provides ambulance service to<br />
Pine Cove. The four-year contract will expire June<br />
30 and EMS traditionally brokers a new contract<br />
between IFPD and the county on behalf of Pine<br />
Cove.<br />
Both IFPD and CSA 38 participants left the<br />

Two other suspects in the murder<br />
of Rick Macias, 33, of Brea are still at<br />
large, said Riverside County Sheriff’s<br />
Sgt. Dean Spivacke of Central Homicide.<br />
“We’ve issued an arrest warrant<br />
for one of the suspects and have not<br />
officially identified the second,” said<br />
Spivacke. Macias’ body was found<br />
March 11 floating in Lake Fulmor,<br />
off Highway 243 between Pine Cove<br />
and Banning.<br />
According to Spivacke, murder<br />
suspect Jason Runnels, 32, of Poppet<br />
Flat, had met Macias when both<br />
were state prison inmates. Authorities<br />
believe Runnels killed Macias<br />
at Runnels’ Poppet Flat residence<br />
on New Year’s Eve 2008. Authorities<br />
also believe the two other suspects<br />
were present at the time of the<br />
murder and may be accessories to<br />
the murder. “We think the body<br />
was placed in the lake on Dec. 31<br />
or Jan. 1,” said Spivacke. “We have<br />
no reports of any witnesses seeing<br />
the body being placed in the lake<br />

Information that the body was in<br />
the lake came from one of the two<br />
at-large suspects, said Spivacke.<br />
Macias had been reported missing<br />
by family members in January.<br />
The Brea Police Department in<br />
the missing person case notified<br />
the local sheriff ’s authorities that<br />
Macias might have gone to visit<br />
Runnels. Runnels had an extensive<br />
rap sheet, including prior prison and<br />
multiple felony convictions. Sheriff’s<br />
authorities obtained a search warrant<br />
and raided Runnels’ Poppet Flat<br />
residence in January. They found<br />
incriminating evidence at the scene.<br />
Authorities arrested Runnels on Feb.<br />
27, for parole violation, and held<br />
him in conjunction with the ongoing<br />
investigation of Macias’ death. He<br />
was formally charged with Macias’<br />
murder on March 11.<br />
A felony arraignment is scheduled<br />
for Runnels on March 27. He<br />
remains in custody on $1 million<br />
bail.<br />

Outside <strong>Idyllwild</strong><br />
A wise man once told<br />
me, part II<br />
After this past weekend<br />
I am thinking I<br />
should run last week’s<br />
column over and over<br />
until the snow melts in the high<br />
country. Just when you think you’ve<br />
heard it all someone comes and says<br />
something truly outrageous. This<br />
week I had more of the same with<br />
folks wanting to go into the high<br />
country with no idea there was snow<br />
on the ground, but that’s old hat at<br />
this point.<br />
On Saturday, I talked to two gents<br />
who wanted to do a loop from Deer<br />
Springs to the top of San Jacinto<br />
over to the Tramway then up Hidden<br />
Divide to Saddle Junction. They<br />
would then go back up the trail to<br />
the Strawberry Cienega Trail, back<br />
to Deer Springs and down to their<br />
car.<br />
After doing some calculating in<br />
my head I figured this to be about<br />
30 miles; it actually works out to<br />
30.4 miles, so I was very close. After<br />
sounding them out I realized they<br />
had no snow gear whatsoever and<br />
no real idea of the conditions. They<br />
poured over the maps in the shop<br />
and discussed various routes for the<br />
next half hour or so and seemed to<br />
be determined.<br />
Then, after I once again told them<br />
they would need snow gear they said<br />
they were planning to ride mountain<br />
bikes. Well, this is the classic case of<br />
not doing your homework and I explained<br />
to them that mountain bikes<br />
are not allowed on hiking trails. Their<br />
answer was that they had plotted a<br />
route that avoids the wilderness areas.<br />
My answer was simple: No such route<br />
exists. They ended up heading down<br />
the desert side of the mountain.<br />
I had my first announced PCT<br />
hiker on Sunday. He was from South<br />
Carolina and was looking a little<br />
chastened as he had no idea he would<br />
run into snow in sunny California. He<br />
decided to head back home and come<br />
back in a month or so to start where<br />
he had left off somewhere around<br />
Apache Peak.<br />
Although I’ve had PCT hikers<br />
come into the shop earlier than March<br />
22, they were mostly prepared to deal<br />
with snow conditions. Apparently,<br />
another hiker is close behind him<br />
so I will be keeping a lookout to see<br />
what he intends to do.<br />
The next story comes from my<br />
friend, Kastle Lund, who owns a gear<br />
shop in Lone Pine. This time of year<br />
she gets a lot of people looking to<br />
do the Mountaineers Route on Mt.<br />
Whitney. It seems one of her customers<br />
had told her he didn’t need<br />
a map to find his way up the route.<br />
He called her about 20 minutes later<br />
on his cell phone to inquire how to<br />
get to the trailhead.<br />
The bottom line is that all this<br />
information is out there — you only<br />
have to do a little research. I’m going<br />
to go through Jim Fairchild’s hiking<br />
checklist and get it into shape to enter<br />
on my computer. I plan to make this<br />
checklist available in the shop for free.<br />
There are also numerous places online<br />
to get this information. All you have<br />
to do is Google.<br />
Police chase ends in death<br />

On Thursday evening, March 19,<br />
a high-speed chase through Hemet<br />
resulted in the death of the driver<br />
near Mountain Center.<br />
Detectives from Hemet Police<br />
Department’s (HPD) Crime Suppression<br />
Unit were conducting a<br />
narcotics investigation at The Parkside<br />
Inn (2700 W. Florida Avenue).<br />
The detectives had information that<br />
heroin was being sold and used from<br />
a room. While officers were inside<br />
the room, a male suspect who had<br />
rented the room arrived,<br />
but stayed inside<br />
his vehicle.<br />
The suspect avoided<br />
arrest and sped away<br />
in a white van. Racing<br />
through Hemet,<br />
he ignored red lights<br />
and nearly caused several<br />
traffic collisions. He<br />
headed east on Florida<br />
Avenue and continued<br />
through Valle Vista,<br />
reaching speeds of 70<br />
to 75 mph, according to HPD Lt.<br />
Duane Wisehart, who prepared the<br />
press release.<br />
Several miles up the mountain,<br />
just past the Caltrans mixing station,<br />
the suspect began to negotiate<br />
a turn. Then he suddenly steered<br />
to the left and drove off the road,<br />
over the hillside. HPD officers in<br />
following vehicles believed it was<br />
an intentional act since they saw no<br />
brake lights and the turn appeared<br />
to be deliberate.<br />

Despite being taped off by county officials as a<br />
health hazard, the Bay Tree Spring on Highway<br />
243 is still being used by an individual as a water<br />
source. Pine Cove Property Owners Association<br />
President Annamarie Padula stopped to advise<br />
the pictured individual that the water was<br />
contaminated. “Yes we know, we read the sign,”<br />
Padula reported they said.<br />

Bay Tree Spring to be closed<br />
The U.S. Forest Service is proposing to shut<br />
down Bay Tree Spring, a popular water source<br />
along Highway 243.<br />
The spring is under the direct influence of surface<br />
water, and Riverside County tests have proven<br />
the water quality is consistently a public health<br />
and safety hazard.<br />
To shut down the site, the pipe will be cut and<br />
capped.<br />
A 30-day public comment period regarding the<br />
proposal ends April 20. See the “Public Notices”<br />
section in this week’s <strong>Town</strong> <strong>Crier</strong> for more.<br />

He was born May 17,<br />
1921, in Kendallville, Ind.,<br />
to a family of three brothers<br />
and five sisters.<br />
He was a Purple Heart<br />
veteran of World War II and<br />
the invasion of Normandy.<br />
He was a proud member of<br />
the American Legion Post<br />
800 in <strong>Idyllwild</strong>.<br />
His true passion, however,<br />
was softball. He built several<br />
softball diamonds in his lifetime,<br />
from 1945 in Europe<br />
to Indiana and California,<br />
including a diamond in<br />
<strong>Idyllwild</strong>.<br />
He also started dozens<br />

degree in business administration.<br />
After university, he lived<br />
outside Washington, D.C., in<br />
Huntington Beach and finally<br />
in Phoenix, where he married<br />
and had four beautiful children.<br />
They are Ashlyn Grace,<br />
13; Brenna Lynn, 12; Cole<br />
Steven, 10; and Declan Ivor,<br />
7.<br />
When Jimmy and his exwife<br />
were expecting Declan,<br />
they moved to <strong>Idyllwild</strong> to be<br />
closer to Kathryn’s family.<br />

Ken; and numerous beloved<br />

of the Boss family. He is<br />

THE GENEROSITY OF<br />
IDYLLWILD RESIDENTS IS<br />
BOUNDLESS.<br />
Christian Science churches in Southern California<br />
are filling a 40-foot container with bedding,<br />
clothes, musical instruments, children’s books,<br />
school supplies, Bibles, etc., to be shipped to<br />
Africa. The ad is this paper generated an outpouring<br />
of donations. Two trailer loads were<br />
taken to the site of the container. It will leave<br />
Long Beach on April 8th. Arrangements for a<br />
church member in Harare with a semi-truck to<br />
pick up the container have been made. He will<br />
take his precious cargo to Zimbabwe, Zambia<br />
and the Congo. A follow-up letter will be sent<br />
upon completion of the deliveries.<br />
The members of this church wish to thank<br />
our community for its participation in this outreach.<br />
To those Africans in need it will be a<br />
great blessing. If we may quote from the Bible:<br />
“Bring ye all the tithes into the storehouse, that<br />
there may be meat in mine house, and prove<br />
me now herewith, saith the Lord of hosts, if I will<br />
not open you the windows of heaven, and pour<br />
you out a blessing, that there shall not be room<br />

When you buy a<br />
raincoat you would expect<br />
you could wear<br />
it in the rain. At least<br />
most people would but<br />
some would say if it<br />
leaks, it’s OK because<br />
it is so nice looking.<br />
I keep hearing we<br />
should be so grateful<br />
we have the person we<br />
do carving our monument<br />
and that may be<br />
true. It wasn’t his fault<br />
how things were put<br />
together — as in a contract,<br />
which I still have<br />
not seen but it seems to<br />
have been worthless.<br />
I cannot tell how far<br />
along the monument is<br />
but it still is not finished.<br />
Yet at the Chamber<br />
meeting when a report<br />
about the monument<br />
was given, the wings<br />
on the eagle are having<br />
a problem and the sun<br />
will continue to be a<br />
problem unless we keep<br />
the monument in the<br />
shade.<br />
I guess the carver<br />
forgot to tell us this<br />
problem would happen<br />
if we put the monument<br />
back where it’s<br />
supposed to go. Is there<br />
anything else maybe<br />
we should have known<br />
about<br />
I guess that is not<br />
a big problem because<br />
he has an answer to it:<br />

it in front of his place<br />

him and not many<br />
disagreeing, I changed<br />
my feelings and now<br />
say the Chamber should<br />

to finish it and tell us<br />

Protzmann’s concern<br />
for our school and its<br />
finances, we would like<br />
to point out that he<br />
seems to continue to<br />
have incomplete information.<br />
The facts are: 1)<br />
<strong>Idyllwild</strong> Arts will raise<br />
nearly $5 million this<br />
year, which represents<br />
a steady increase in<br />
funds since 2005. 2)<br />
We have raised an additional<br />
$11 million<br />
toward major building<br />
projects on campus in<br />
the past two years. This<br />
far offsets the amount<br />
of money we spend annually<br />
in fund-raising.<br />
3) <strong>Idyllwild</strong> Arts awards<br />
scholarships to low-income<br />
students totaling<br />
more than $5 million<br />
of the annual $15 million<br />
budget. 4) In the<br />
current academic year,<br />
<strong>Idyllwild</strong> Arts Academy<br />
has awarded nearly $4<br />
million to more than<br />
half of the academy<br />
students, and nearly $1<br />
million was awarded<br />
to students attending<br />
the 2008 Summer Program.<br />
The financial aid<br />
<strong>Idyllwild</strong> Arts Academy<br />
and Summer Program<br />
provides is one-third of<br />
the total operating budget.<br />
<strong>Idyllwild</strong> Arts’ commitment<br />
to providing<br />
scholarships to deserving<br />

this economy the Lake<br />
Hemet Municipal Water<br />
District (LHMWD) is<br />
so eager to forfeit so<br />
many monthly rents,<br />
especially in the winter<br />
months when campers<br />
are few.<br />
What the lake will<br />
lose is people who revere<br />
and respect the<br />
lake and the wildlife;<br />
people who pick up<br />
trash and dog droppings<br />
after the weekend<br />
campers; people who<br />
carried water to try to<br />
save the 10,000 pine<br />
seedlings planted by the<br />
Department of Forestry;<br />
people who begged the<br />
management last summer<br />
to acknowledge a<br />
“CB” number so we<br />
could warn the rangers<br />
of overcrowded boats<br />
that pick up passengers<br />
after renting, etc.;<br />
and people who were<br />
described by LHMWD<br />
President Frank Marshall<br />
as “shanty town”<br />
residents.<br />

owners and prominent<br />
members of our communities,<br />
Mr. Marshall<br />
and Mr. Perinsky, and<br />
find your description<br />
of us very insulting.<br />

I are also long-time<br />
monthly campers out<br />
in the rural area of Lake<br />
Hemet.<br />
We have been coming<br />
up to the lake just<br />
about every weekend<br />
for 11 years. Although<br />
we have seen the lake<br />
change in attitude over<br />
the years, it is still our<br />
little getaway from all<br />
the woes in the world<br />
that are going on.<br />
We resent the fact<br />
that Mr. Frank Marshall<br />
feels it’s “a little shanty<br />
town.” All of us out in<br />
the rural area keep our<br />
little piece of heaven<br />
clean, uncluttered and<br />
well-maintained.<br />
If the board thinks<br />
closing camps 2 through<br />
6 is going to bring more<br />
weekend campers up to<br />
the lake by reservation,<br />
they are living in la<br />
la land. The old-time<br />
weekend campers and<br />
RVs would come to the<br />
lake often just to be able<br />
to camp and fish right<br />
on the water.<br />
The once bustling<br />
Lake Hemet filled to<br />
over capacity, needing<br />
electrical and sewer<br />
upgrades, has been reduced<br />
to only a fraction<br />
of its once profitable<br />
operations, a result of<br />
the implementation of<br />
the Goldberg report.<br />
We “shanty town”<br />
monthly weekenders<br />
helped warn staff of<br />
problems in the campground<br />
and on the water,<br />
and saved lives.<br />
I hope Director<br />
Frank Gorman doesn’t<br />
expect shade for the<br />
children fishing along<br />
the shore line. Mr.<br />
Perinsky implemented<br />
no pop-up shades for<br />
the guests along the<br />
shore line. I’m sure they<br />
were impressed.<br />
As to s’mores, many<br />
fewer will be eaten at<br />
the lake. We “shanty<br />
town” residents attracted<br />
many nightly<br />
visitors, be it family or<br />
friends made at the lake,<br />
returning to enjoy our<br />
campfires.<br />
But, if you’re a photographer<br />
not wanting<br />
humans spoiling your<br />
shot then the lake is not<br />
a bad choice. Thirtyfive-plus<br />
years of history<br />
have left the lake<br />
in derision.<br />
M a n y c h i l d r e n ,<br />
grandchildren and, yes,<br />
great-grandchildren will<br />
not be at the lake as a<br />
result of LHMWD actions.<br />

kept with tidy, charming<br />
mobile homes and<br />
a central clubhouse for<br />
community gatherings.<br />
Does the county really<br />
want to destroy such<br />
an essential resource for<br />
seniors in <strong>Idyllwild</strong><br />
While officials say<br />
they will distinguish<br />
between people who<br />
live in the park yearround<br />
(those without<br />
a second residence),<br />
the part-time residents<br />
are no less deserving of<br />
keeping their <strong>Idyllwild</strong><br />
homes.<br />
Most of the parttime<br />
residents have lived<br />
here for years; they are<br />
“snowbirds” who return<br />
in the spring and stay<br />
through autumn. They<br />
have modest second<br />
homes off the Hill and<br />
live on modest, fixed<br />
incomes.<br />
Some of the parttime<br />
residents are still<br />
working toward fulltime<br />
retirement in their<br />
little <strong>Idyllwild</strong> homes<br />
they worked hard to<br />
buy.<br />
Making people tear<br />
down their homes is<br />
making them tear down<br />
their futures. The future<br />
is precarious enough for<br />
seniors.<br />
Code Enforcement<br />
needs to be reasonable.<br />
The homes can be inspected<br />
for safety but<br />
previous additions and<br />
improvements ought<br />
to be “grandfathered.”<br />
Allow residents to work<br />
with reputable, local<br />
contractors to make<br />
reasonable corrections.<br />

The <strong>Idyllwild</strong> Scholarship Fund is collecting<br />
donations for scholarships awarded annually to<br />

New strategy to pass wilderness bill<br />
A bill designating millions of public land<br />
acreage as wilderness, including nearly 190,000<br />
acres in Riverside County, much on the Hill,<br />
is taking a wild and scenic route to enactment.<br />
This week, the U.S. House of Representatives<br />
will likely consider H.R. 146, which is now<br />
titled the Omnibus Public Land Management<br />
Act of 2009.<br />
This will be the House’s second effort<br />
to pass the legislation in 2009. This time,<br />
a simple majority, rather than two-thirds<br />
majority, should enact the legislation, which<br />
has been bouncing between the House and<br />
Senate for months. Then H.R. 146 goes to<br />
the president for signature.<br />

Only two weeks ago, the House voted 282<br />
to 144 in favor of the bill — two votes shy<br />
of the needed two-thirds. S. 22 carried the<br />
same language as H.R. 146, but H.R. 146 in<br />
a former rendition had already passed the<br />
House.<br />
Originally, H.R. 146 was titled, ‘‘An Act<br />
to establish a battlefield acquisition grant<br />
program for the acquisition and protection<br />
of nationally significant battlefields and associated<br />
sites of the Revolutionary War and<br />
the War of 1812.’’<br />
Last week, the Senate stripped out all<br />
the battlefield language and replaced it with<br />
wilderness, wild and scenic river, and water<br />
project authorizations.<br />
Embedded in the bill is language authorizing<br />
nearly 190,000 acres of wilderness in Riverside<br />
County. Congresswoman Mary Bono<br />
Mack has been working with stakeholders for<br />
nearly three years to obtain a consensus on the<br />
Riverside recommendations and to navigate<br />
it through the congressional hallways.<br />
Objections in the House centered on the<br />
size of the bill and that several sections had not<br />
been independently reviewed in the House.<br />
While an omnibus land bill was enacted in<br />
September 2008, it languished in the Senate.<br />
S. 22 that passed in the Senate 73-21 on Jan.<br />
15, included additional sections than in the<br />
initial House bill.<br />

Mountain Heritage Act would protect<br />
ecologically sensitive land in Riverside<br />
County and establish four Wild and<br />
Scenic rivers.<br />

Profiles of Chamber director nominees<br />
Editor’s note: Four nominees for Chamber<br />
director vacancies are profiled in this edition.<br />
The other four will be profiled next week. Each<br />
was asked questions about their reasons for<br />
running.<br />
In July, seven new directors will be sworn<br />
on to the <strong>Idyllwild</strong> Chamber of Commerce<br />
board. Eight are running for seven elective<br />
unpaid directorships. In the meantime,<br />
Chamber President Bill Triplett appointed<br />
four of the eight to serve as interim directors<br />
until the July swearing in. They are<br />
Rick Aronson of the Purple Scooter, Maritha<br />
“Mimi” Lamp of the Mimi Lamp Gallery,<br />

Aronson, an <strong>Idyllwild</strong> resident since September<br />
2008, has an extensive background in<br />
commercial furniture business development<br />

Prior to arriving in <strong>Idyllwild</strong>, Aronson<br />
volunteered in 2008 as a docent and historical<br />
interpreter at Fort Sumter National<br />
Monument in South Carolina. “I came to<br />
<strong>Idyllwild</strong> because my sister had a cabin in<br />
Pine Cove,” he recounted. “I’d lived in Los<br />
Angeles, but had never before heard of<br />
<strong>Idyllwild</strong>. Once I got here, I had no idea the<br />

business start-ups do not. He started a niche<br />
business — consignments with a twist. His<br />
primary business is to assist people with<br />
eBay sales.<br />
Aronson believes the Chamber should<br />
promote <strong>Idyllwild</strong> as a hiking haven, get<br />
behind the idea of a film festival, and become<br />
a “green” town known for its commitment<br />
to sustainability and environmental stewardship.<br />
He said he has the time and ability<br />
to commit volunteer hours to the business<br />
of the Chamber beyond simply attending<br />
monthly meetings. “I’ll commit as much<br />
time as needed,” said Aronson. Aronson<br />
also believes the Chamber and other groups<br />
that promote the town for events should<br />
network and cooperate more. “Nobody talks<br />
to anyone else,” he said. “One of my goals<br />
would be to increase the cooperation and<br />
conversation among town groups involved<br />
in tourist promotion.”<br />

Diego to “get away from the hustle and<br />
bustle of the city.” Ihnotic and Blake own<br />
two businesses, Arroyo Viejo multicultural<br />
textbooks for children, and Creekside Postal.<br />
Blake retired from 20 years active duty and<br />
10 inactive in the Navy as an E6 First Class<br />
petty officer in 2006. Blake held a top-secret<br />
security clearance.<br />
Blake wants to preserve <strong>Idyllwild</strong>’s<br />
unique character — no chain stores<br />
and keeping everything locally owned.<br />
Since his business has other employees,<br />
he said he can afford to volunteer<br />
the additional hours necessary<br />
to forward the Chamber’s business.<br />
As to why businesses come and go<br />
quickly in <strong>Idyllwild</strong>, Blake cited poor<br />
planning, failure to look at the existing<br />
market, competition issues, and<br />
what businesses are needed in the<br />
town. His business is a niche business<br />
that primarily serves locals. “You<br />
definitely need the locals,” said Blake. He said<br />
he believes in discussing issues but doesn’t<br />
just say yes because someone wants him to.<br />
Blake is a member of the local chapter of<br />
the American Legion.<br />
Garcia, resident in <strong>Idyllwild</strong> since December<br />
2008, is a personal banker at Guaranty<br />
Bank. She has 19 years of experience in the<br />
banking business in Florida and Arizona<br />
prior to coming to <strong>Idyllwild</strong>. Garcia also believes<br />
in preserving <strong>Idyllwild</strong>’s locally owned<br />
business character. “Chain businesses don’t<br />
give back to the community,” said Garcia,<br />
who has a history of volunteering outside<br />
of career responsibilities — for the Salvation<br />
Army and the American Red Cross, and as a<br />
school classroom volunteer. Although new to<br />
the community, Garcia is anxious to serve.<br />
“I have a background in customer service<br />
and problem solving,” said Garcia. “I look<br />
at the overall picture and try to find the<br />

Lake Hemet plans campground closure<br />

Water District (LHMWD) intends<br />
to empty campgrounds 2A, 3, 4,<br />
5 and 6. The district’s counsel,<br />
Brad Neufeld, told the board at<br />
last Thursday’s meeting that there<br />
was a potential water quality issue<br />
and campers who have been staying<br />
longer than two weeks should<br />
vacate by the end of September.<br />
Closing the campgrounds is not<br />
a permanent plan. After designated<br />
campsites, a reservation system<br />
and full hookups (including water,<br />
sewer and electricity) are available,<br />
LHMWD will reopen the areas to<br />
campers. The length of stay will<br />
probably be limited to 14 or 21<br />
days.<br />
“The campers in those areas have<br />
grey or black water holding tanks<br />
since currently there is no sanitary<br />
sewer to serve them,” explained<br />
LHMWD General Manager Thomas<br />
Wagoner. “The potential exists that<br />
if a frozen holding tank later thaws<br />
and ruptures, there is the possibility<br />

The Hemet Unified School District<br />
(HUSD) is considering whether to modify<br />
school start times next year or to leave<br />
them unchanged. To reduce costs, the<br />
transportation department is proposing<br />
to start school later this year.<br />
No decision was made at the district’s<br />
March 17 meeting, but the issue is likely<br />
to be on the April 14 agenda. At this<br />
point, <strong>Idyllwild</strong> HUSD Trustee Bill Sanborn<br />
believes the choice will be either<br />
the late start or no change.<br />
“ Under [the late start option], the impact<br />
in Hemet is not that bad, especially<br />
getting home after school,” said Sanborn.<br />
“In <strong>Idyllwild</strong> it is quite a bit later.”<br />
To address this concern, directors<br />
have asked administrative<br />
staff to examine<br />
several aspects of the<br />
potential shift, such as a<br />
zero period early in the<br />
morning. For example,<br />
athletics and possibly<br />
other extra-curricular<br />
activities would occur<br />
before school starts.<br />
Another possibility<br />
would be to excuse<br />
these students during<br />
sixth period at the end<br />
of the school day, Sanborn<br />
said.<br />
Besides coordinating<br />
the later starting<br />
time with a teen’s innate<br />
biological clock, the<br />
transportation department<br />
estimates the shift would eliminate<br />
about nine routes, saving $400,000 to<br />
$500,000 annually.<br />
Hemet High School would begin at<br />
9:05 a.m. and classes would end at 3:44<br />
p.m. Currently, classes start about 7:37 a.m.<br />
and school ends at 2:29 p.m.<br />
At <strong>Idyllwild</strong> School, grades 1<br />
to 5 would begin at 7:55 a.m.<br />
compared to the current 8:20<br />
a.m., and middle school (grades<br />
6 to 8) would begin at 7:50<br />
a.m. From Monday to Thursday,<br />
school would end at about 2:12<br />
p.m. and 1:12 p.m. on Friday.<br />

to 2:14 p.m. each day.<br />

Campground Manager Mark<br />
Perinsky estimated that 12 recreational<br />
vehicles are in these campgrounds.<br />
“In an effort to proceed with the<br />
overall improvement of the campground,<br />
it is time to accelerate the<br />
elimination of long-term camping<br />
in these camps,” Perinsky recommended<br />
in writing to the board.<br />
While the directors agreed to<br />
empty the campgrounds, they<br />
extensively discussed whether to<br />
shut the campground sooner than<br />
October.<br />
“I’d like to close the areas to any<br />
new camper,” said Director Larry<br />
Minor. “We can be more flexible on<br />
the time for existing people.” After<br />
establishing post campsites, Minor<br />
would allow new campers.<br />
“This is the beginning of the<br />
[camping] season. If we clear the<br />
campgrounds, October is a better<br />
date,” responded Pat Searl, LHMWD<br />
vice president. He expressed the<br />
other view of when the closure<br />
would be needed.<br />
Minor expressed continuing concern<br />
about the need to expand<br />
LHMWD’s law enforcement at<br />
Lake Hemet. The board held<br />
a special meeting March 12 to<br />
discuss the campground and<br />
needed law enforcement.<br />
“What do we do between<br />
now and October with the<br />
lawlessness” Minor asked. In<br />
his opinion, fewer campers<br />
would prevent the need for a<br />
larger armed law enforcement<br />
unit. He was indicating his<br />
sensitivity to the request to<br />
add more law enforcement<br />
staff at the lake.<br />
“It’s quite the contrary.<br />
Ninety to 95 percent [of campground<br />
residents] are good, lawabiding<br />
people,” responded Burt<br />
Quick, LHMWD ranger. “We haven’t<br />
had any physical confrontations.”<br />
The other major concern about<br />
entirely closing the grounds was the<br />
amount of revenue that might be<br />
lost and the need for the campground<br />
revenue to finance seasonal<br />
staff levels.<br />

Local volunteers meet in second disaster summit<br />

<strong>Town</strong> <strong>Crier</strong> Publisher-Editor Becky Clark convened<br />
the second disaster summit on Wednesday, March 18, at<br />
Buckhorn Camp. In a followup to the widely attended<br />
Feb. 27 summit meeting, Clark invited local volunteer<br />
groups and professional responders to discuss particular<br />
local issues that would help compile a survival guide for<br />
mountain residents to use before, during and after a<br />
disaster. About 25 people attended representing a variety<br />
of volunteer agencies.<br />
Mountain Communities Fire Safe Council (MCFSC)<br />
President Mike Esnard suggested at the start of the meeting<br />
that attendees agree on a list of specific problems<br />
or occurrences that could generate the declaration of a<br />
local disaster “incident,” and these would become the<br />
tabbed items for the reference guide.<br />
Attendees differentiated between “personal” emergencies<br />
and “communal” emergencies — those affecting an<br />
individual, such as a medical emergency or a house fire,<br />
and broader emergencies affecting a portion of or the<br />
entire community. They distinguished between natural<br />
disasters, man-made disasters and emergencies that are<br />
strictly the purview of law enforcement.<br />
The objective of the meeting,<br />
as stated by Clark, is to produce<br />
a mountain survival guide — direct,<br />
simple, straightforward and<br />
easy to use — designed primarily<br />
for residents, and a sheet to<br />
be posted in vacation rentals and<br />
commercial lodging facilities to<br />
inform and assist tourists in<br />
emergencies.<br />
In a polite and spirited exercise<br />
of citizen democracy, attendees<br />
arrived at categories the<br />
guide will address — the “what<br />
to do, not to do, who to contact”<br />
in these suggested community<br />
disaster events: earthquake, snow, wildfire, power outages,<br />
biohazard, winds and flooding. Other tabs will include<br />
law enforcement, preparation and medical emergency.<br />
Although this list may be amended, Clark’s next<br />
step will be to try to obtain funding for the guide. Although<br />
intended as a public service, the guide, which<br />

will be regularly updated and<br />
published annually, needs a<br />
funding base. Clark will seek<br />

That is the next step. Once funding seems likely, additional<br />
meetings may be called or e-mail communications<br />
made to work though specific content of the guide.<br />

Lent talks big picture; volunteers, local reliance<br />

Services Committee (MEMSCOMM)<br />
meeting, Riverside County Office of Emergency<br />
Services (OES) Deputy Director<br />
Peter Lent gave a PowerPoint overview of<br />
OES’ mission and structure that included<br />
restraints now being placed on OES by<br />
the economic downturn. “We’re down six<br />
positions,” said Lent. “We’re [concentrating<br />
on] back-to-basic core functions of<br />
what we can support.”<br />
Rather than providing a source of comfort<br />
to Hill-based attendees, Lent’s report<br />
of budget cutbacks suggested the possibility<br />
of reduced emergency assistance<br />
during a disaster that blocks ingress/egress<br />
of Hill roadways. Lent<br />
further noted that with<br />
a major earthquake,<br />
interstates 10 and 215<br />
would be closed, Riverside<br />
County could be<br />
cut in half, and water<br />
resources could be interrupted<br />
for up to six<br />
months.<br />

Personal preparation, stressed<br />
Lent, has always been the most important<br />
responsibility for those living in rural areas<br />
like <strong>Idyllwild</strong>. “You must be prepared<br />
to last seven to 10 days without outside<br />
assistance,” said Lent. Volunteers in the<br />
audience parried that the likely duration<br />
of isolation will be much longer, and<br />
that self-reliance and effective networking<br />
among Hill-based groups is what volunteer<br />
groups and Hill residents should be<br />
working on.<br />
High Valleys Disaster Preparedness<br />
Team head John Wilson asked Lent if<br />
OES could help offset the $500 this team<br />
spent on propane for a winter warming<br />
shelter during the December snow<br />
emergency. “Not directly,” Lent replied.<br />

“Then local disaster teams are solely<br />
dependent on their own funds” Wilson<br />
asked. Lent replied that if local groups<br />
request help, the county would dispatch<br />
available resources. “We’ll do what we<br />
do to get those resources in,” said Lent,<br />
citing use of helicopters to transport aid<br />
in the event of a major quake.<br />
Wilson stressed how effective his<br />
group’s partnering with CalFire Station<br />
63 had been during the December snowstorm.<br />

IWD invests in remote control equipment<br />

<strong>Idyllwild</strong> Water District (IWD) directors<br />
approved General Manager Terry<br />
Lyons’ request to purchase a telemetry<br />
system to remotely monitor and control<br />
the Wildwood booster zone and tank.<br />
The equipment will employ radio waves<br />
to collect data on the tank’s volume and<br />
flow. While the cost for this one unit will<br />
be about $27,500, the board intends to<br />
expand the technology to its entire system<br />
of pumps, tanks and wells at a total cost<br />
that exceeds $150,000.<br />
The system is fully expandable, David<br />
Harley, field manager for Destek, the<br />
manufacturer, told the board. The equipment<br />
will provide information about flow<br />
rates and pumping, and will be able to<br />
control on and off times, alarms and live<br />
video.<br />
Lyons recommended the system and<br />
its eventual expansion because of the savings<br />
it will generate and the flexibility it<br />
provides.<br />
“We would save $10,000 per year with<br />
a three-year payback period for this first<br />
larger telemetry system,” Lyons said this<br />
week. “The payback period for most of the<br />

Revenue, not water supply, will<br />
be the attention of Fern Valley<br />
Water District (FVWD) directors<br />
throughout the spring. Groundwater<br />
levels are rising and storage tanks are<br />
filling, according to General Manager<br />
Steve Erler. But the district still will<br />
need to increase its revenues to<br />
pursue its capital improvement and<br />
investment program, according to<br />
Bill Bangham, FVWD vice president<br />
and Rates and Revenue Committee<br />
chair.<br />
The state’s February budget compromises<br />
did not tap special district<br />
revenues, Bangham reported.<br />
Consequently, FVWD should retain<br />
$50,000 in revenue that his committee<br />
had projected would be<br />
transferred to state coffers.<br />
Consequently, Bangham estimated<br />
that the district would need a 6<br />
percent rather than 7 percent parcel<br />
revenue increase.<br />
Based on the committee’s projections,<br />
the rate increase will ensure<br />
through 2014 that FVWD’s reserve<br />
balance remains above $500,000,<br />
the capital budget is a minimum of<br />
$600,000 and operating losses remain<br />
under $30,000.<br />
The committee plans to have a<br />
notice and analysis for the agency’s<br />
April meeting. After that, a public<br />
future point-to-point sites will cost less.”<br />
Outfitting about 20 more sites would<br />
complete the IWD distribution and storage<br />
system, Lyons estimated. Harley offered<br />
an estimate of about $7,000 per site. If<br />
the sites were powered with solar or used<br />
solar as a backup source, he estimated the<br />
cost would be about $8,000 to $9,000. Ultimately,<br />
the total cost of the whole system<br />
will approach $140,000 to $180,000.<br />
The initial system will take about six<br />
months to become operational. Harley<br />
explained that much of the time would<br />
be needed to secure a license<br />
to use the necessary radio<br />
spectrum.<br />
Both estimates from two<br />
other contracts exceeded<br />
$40,000 for Wildwood compared<br />
to Destek’s $27,500.<br />
Future demand for a possible<br />
recycled water plant was<br />
a subject the board discussed.<br />
Director John Cook hopes to<br />
develop a survey to distribute<br />
to customers.<br />
The board also plans to<br />
discuss the value of water<br />
savings if recycled water is<br />
used for irrigation purposes<br />
Fern Valley Water still<br />
planning rate increase<br />
hearing will be held in June. If approved,<br />
the new rates will go into<br />
effect July 1, Bangham said.<br />
Water level for FVWD’s monitoring<br />
well has risen 17 inches in March,<br />
but is still more than 2 feet lower<br />
than March 2008, Erler reported.<br />
Another well has risen 3 feet since<br />
February.<br />
Despite a lower stream flow,<br />
FVWD well water consumption was<br />
only half of the 2008 consumption.<br />
However, during the first two months<br />
of 2009, customers consumed 5.6<br />
million gallons of water (both<br />
ground and well), nearly 840,000<br />
gallons more than the 4.8 million<br />
used during January and February<br />
2008. This was a 17-percent increase<br />
compared to last year’s 30-percent<br />
decrease from 2007. The 2009 volume<br />
is the second-greatest this decade.<br />
Tank 11 has returned to service<br />
after its cleaning and recoating during<br />
the early winter months. However,<br />
the district received several calls<br />
and questions about taste and odor<br />
detection.<br />
Consequently, Erler immediately<br />
took the tank out of service and<br />
retested it for public safety criteria.<br />
After confirmation no contaminant<br />
levels were being violated, he drained<br />
1.5 million gallons of water from the<br />
tank and refilled it.<br />

In other business, Lyons reported that<br />
the Foster Lake level will approach full<br />
by the end of March. It has taken more<br />
time this winter because the Strawberry<br />
Creek diversion needed maintenance due<br />
to accumulating sand diminishing flow.<br />
Water use in IWD has increased about<br />
23 percent in the first two months of 2009<br />
compared to the 2008 production. Both<br />
the January and February levels were the<br />

ardent Pittsburgh Steelers fan, Jimmy, as<br />
everyone called him, was larger than life<br />
— never without a smile or his trademark,<br />
good guy enthusiasm. Prior to becoming<br />
recreation director on Nov. 20, 2006, Campbell<br />
served as acting public information<br />
officer with the U.S. Forest Service. “When<br />
Jimmy and I ran the front office there was<br />
never a bad day,” Boss remembered. “When<br />
people came in [to the front office] you<br />
could hear the laughter. People would say,<br />
‘Oh Jimmy, I’m so glad you’re here.’ He<br />
was so brilliant in how he treated people.<br />
No question was dumb. He would answer<br />
all questions with truthfulness and respect.<br />
He hiked the trails with his kids so that he<br />
could give proper directions to tourists.”<br />
Campbell graduated in business management<br />
from Slippery Rock University<br />
(The Rock) near Pittsburgh. He moved to<br />
<strong>Idyllwild</strong> in 2001.<br />
He leaves behind four young children,<br />
all of elementary school age. Campbell had<br />
been raising them as a single parent.<br />
Campbell left no will, and had no life<br />
insurance. “We’re not sure what will happen<br />
with the house,” said Boss. “He owes<br />
about $155,000 on it. We’re just now going<br />
through his bills. The kids have [medical]<br />
insurance. Gracie’s [Campbell’s oldest<br />
daughter] insurance is very expensive. It<br />
could be an issue [in the future].” Pat and<br />
Jan Boss have established a fund to support<br />
the Campbell children, “The Campbell<br />
Kids Fund.” Donations may be sent to The<br />
Campbell Kids Fund/Jan Boss, P.O. Box<br />
3410, <strong>Idyllwild</strong>, CA 92549, or deposited<br />
into an account set up for the children at<br />
Guaranty Bank.<br />
The community is still numb from the<br />
shock of Campbell’s untimely passing.<br />
Tributes to Campbell are being posted<br />
on FaceBook. San Jacinto District Ranger<br />
Laurie Rosenthal, with whom Campbell<br />
worked, said, “He brought out the best in<br />
people. He certainly brought out the best<br />
in me.” Chris Singer, head of the <strong>Idyllwild</strong><br />
Community Recreation Council, for whom<br />
Campbell ran <strong>Town</strong> Hall Recreation said,<br />
“Jim Campbell was one of the happiest,<br />
most up-beat people I’ve ever known. Nothing<br />
could really get him down. And most<br />
of all he was a great dad. He absolutely<br />
adored his children and his job as a dad.<br />

The USDA Forest Service, San<br />
Bernardino National Forest, San Jacinto<br />
Ranger District is proposing to decommission<br />
Bay Tree Spring. Bay Tree Spring<br />
is a popular water source along Highway<br />
243. However, it is actually under the<br />
direct influence of surface water and<br />
Riverside County tests there have proven<br />
that the quality of the water is consistently<br />
a public health and safety hazard. The<br />
proposed action will completely decommission<br />
the water source by removing the<br />
existing pipe, cutting it flush and capping<br />
it. The desired outcome is to provide for<br />
public health and safety.<br />
Bay Tree Spring is located on National<br />
Forest lands south east of Vista<br />
Grande Fire Station and north west of<br />
Lake Fulmor north and immediately<br />
adjacent to Hwy 243. The project lies on<br />
the Lake Fulmor Quad, which is part of<br />
the U.S. Geological Survey 7.5-minute<br />
map series.<br />

area, he saw the helicopter<br />

the highway. Then a<br />
white van whizzed past<br />

“Then four or five<br />
black and whites [police<br />
cars] passed me. They<br />
were only a car length<br />
apart,” Byers said.<br />
As he continued<br />
to Hemet, two more<br />
police cars sped past<br />
him. Near Cranston,<br />
two fire engines were<br />
headed east. Finally, as<br />
he approached the intersection<br />
with Fairview<br />
Avenue, an ambulance<br />
passed him in the direction<br />
of the public safety<br />
vehicles.<br />

Another quiet weekend in<br />
<strong>Idyllwild</strong> and at ARF, with no adoptions,<br />
but we had fun with our full<br />
house of kitties and pooches. Toby<br />
is our newest ARF foster, a petite, 1-<br />
year-old Chihuahua with a gorgeous<br />
platinum coat who can jump in your<br />
arms given the opportunity and curl up for long<br />
lap naps. Sparky and Corky are young, jet-black<br />
Poms who light up a room<br />
with their happy antics, play<br />
well with fellow canines and<br />
kitties, and love warm laps to<br />
lie in. Big girls Heidi and Mia<br />
(right) enjoyed the sunshine<br />
and the little guys on Saturday.<br />
Heidi is full-figured at about<br />
70 pounds and a mellow gal,<br />
with a tri-colored, long-haired<br />
coat and gentle disposition.<br />
We think Mia is her sister,<br />
who sports a short coat and a<br />
curly tail and weighs in at about 50 pounds. Kitty<br />
Wu, a darling Chihuahua-mix, is pending adoption,<br />
so keep your fingers crossed for her.<br />
Fabulous felines: We didn’t separate the kitties<br />
from the little pooches we had at ARF House<br />
this weekend and it made for lots of fun. None<br />
were intimidated, and there were kitties draped<br />
everywhere enjoying the activities. Handsome,<br />
marmalade brothers Tom and Jerry, tuxedo bros<br />
Onyx and Cinders, brothers Tiger and Leo, and<br />
the lovely Sheena are all growing, socializing and<br />
just hanging out waiting for families to take them<br />
to a real home. Onyx has made some real progress<br />
and has come out of hiding while Cinders<br />
has become most affectionate and social. Tiger, a<br />
white-socked, colorful tabby, is most engaging and<br />
waits by the door to dash outside while his equally<br />
social brother Leo is one of the most dramatically<br />
decorated kitties we have ever seen with spectacular<br />
black, cream and khaki swirls.<br />
ARF House will sure be grateful for weekend<br />
pooch-walkers, kitty socializers, fosters and more<br />
volunteers.<br />

After the jury’s first charge and finding<br />
for the death sentence were read aloud,<br />
a quietness within the courtroom went<br />
unchallenged. Neither outbursts of elation<br />
nor despair surged through the filled<br />
room.<br />
The clerk of the court polled each<br />
juror, and each responded “yes.”<br />
Unlike after all his other court appearances,<br />
this time Oyler was quickly shackled<br />
and then whisked from the courtroom<br />
back to his county jail cell. There, he will<br />
wait the sentencing hearing before being<br />
transferred to prison and the automatic<br />
appeals process that accompanies a death<br />
sentence.<br />
Outside the courthouse after the final<br />
judgment, people spoke freely about their<br />
feelings and the results of the trial. Both<br />
the victims’ and Oyler’s families, as well<br />
as federal, state and county firefighters<br />
and their leaders, the district attorney,<br />
the prosecutor, and Riverside County<br />
Board of Supervisors Chair Jeff Stone,<br />
3rd District supervisor, all came to the<br />
podium, adjusted the microphone, smoothed their hair<br />
and spoke. Jurors hugged the families and remained in<br />
the background.<br />
“The autopsy pictures were terrible,” said juror number<br />
five. “Seeing those pictures of the firefighters, someone<br />
has to pay for this.”<br />
Oyler’s life was deemed payment for the violent destruction<br />
and havoc he manufactured. The jurors took<br />
more than a week to determine his guilt. The process<br />
was meticulous and thorough, according to the same<br />
juror.<br />

“When you tie all the things together,<br />
look at all the timelines, and the fire [Esperanza<br />
Fire] time and follow it to the end,<br />
there was no other conclusion,” he said.<br />
“Especially when he lied about the alibi.”<br />
“Raymond Oyler is an arsonist and his<br />
destruction is over,” said Riverside County<br />
Fire Chief John Hawkins, also the CalFire<br />
Riverside unit chief. “Their families experienced<br />
a loss none of us could imagine.<br />
Our communities are safe because of your<br />
[the jury’s] decision.”<br />
“We must do all in our powers to stop<br />
arson fires,” admonished Jeanne Wade<br />
Evans, San Bernardino National Forest<br />
supervisor. She described Oyler’s arson<br />
fires as the equivalent of domestic terrorism.<br />
Jason McKay’s mother articulated the<br />
lesson she wants everyone to learn from<br />
this tragedy.<br />
“A lot of Ray Oyler’s family knew he<br />
was starting fires. If someone had come<br />
forward in May [2006], we wouldn’t be<br />
standing here now and they wouldn’t<br />
lose him,” implored Bonnie McKay. “To<br />
the other arsonists out there, how many<br />
families hear this and talk to them”<br />
“Everybody loses. We’ve cried a million<br />
tears,” said Jonnie Marriott, grandmother of one<br />
of Oyler’s grandchildren. “I’ve never seen a more noble<br />
person than Mrs. McKay. This is as tragic as it gets.<br />
Everybody has suffered in these three long years.”<br />
“I want to thank all the jurors for putting an end<br />
to this,” said Maria Loutzenhiser, Mark’s widow. “Oyler<br />
is in jail and can’t do this again.<br />
“I pray for Oyler’s family to find peace and comfort<br />
in the verdict,” she continued. “I’m happy justice was<br />
served and we can move on.”<br />

“The meeting went very<br />
well. We’ll end up with good<br />
relations,” said EMS Director<br />
Bruce Barton. “There was good<br />
communication between the<br />
two [IFPD and CSA 38]. We’re<br />
really not that far apart.”<br />
The next step, according<br />
to Barton, is drafting a new<br />
contract, and getting IFPD’s<br />
approval and then the Board<br />
of Supervisors’ for CSA 38.<br />
IFDP Fire Chief Steve<br />
Kunkle said the meeting clarified<br />
CSA 38’s funding sources<br />
for him. He did not realize<br />
the parcel fee on Pine Cove<br />
properties was initiated to fund<br />
the ambulance <strong>services</strong> and was<br />
part of its entire budget.<br />
“There didn’t seem be any<br />
issue with [our] service. If<br />
it is just about funding, we<br />
should speak,” he said. “If we’re<br />
outpacing their ability to fund<br />
it, maybe we can do the same<br />
thing as Proposition 13.”<br />
Kunkle was suggesting that<br />
if the IFPD costs were increasing<br />
at a faster rate than CSA 38<br />
revenues, then perhaps some<br />
cap or limits similar to Proposition<br />
13 might be negotiated.<br />
“They agreed that if our<br />
revenues grow 2 percent per<br />
year, and their costs increase<br />
4 percent per year, eventually<br />
they’ll outstrip us,” said<br />
Thomas McCullough, CSA 38<br />
Advisory Council member.<br />
McCullough wants to understand<br />
how IFPD’s costs<br />
change if the response time<br />
was “best effort” rather than<br />
under 12 minutes, or if IFPD<br />
did not serve the Pine Cove<br />
vicinity. Kunkle said “best effort”<br />
was a criterion that would<br />
create more problems than<br />
solutions.<br />
Kunkle also suggested that<br />
IFPD wanted to clarify some<br />
issues such as the definition<br />
of a fully staffed ambulance.<br />
“I think there is a miscommunication<br />
or misunderstanding<br />
about this; the language needs<br />
to be clear,” he stated.<br />
He also was unsure if the<br />
CSA 38 members were requesting<br />
a full-time ambulance<br />
stationed in Pine Cove. If so,<br />
he estimated that would cost<br />
more than three times the<br />
current annual cost of about<br />
$90,000.<br />
“We know we need [the<br />
ambulance],” said Marge Muir,<br />
the other CSA 38 Advisory<br />
Council member present. “But<br />
we want the best cost and best<br />
service. [IFPD] can’t staff two<br />
ambulances full-time.”<br />
