Unlike its big-cityrivals with their prepackaged goods,Forest Lumber still does things theold-fashioned way.“We have lots of things in bins,”said store manager Jim Adams. “Wehave nail bins, so you can still buytwo nails if you want.”The merchandise is state-of-the-artbut, in the lumber building, you’llfind a heavy, antique table saw andplaner that were made in the 1940sat the Long Beach Naval Shipyard. They’re still in use today and, whenthe machines needed new parts afew years ago, Adams had no troublefinding replacements.“We just called the manufacturer,”said Adams. “There were just a fewof these made back then and theyknow where each one is.”Forest Lumber has been anIdyllwild fixture since the 1940s. Backthen it was a sawmill, located at thesite that is now Camp Maranatha.Clarence Bischof was the owner. His son Kent, one of Clarence’s fivechildren, was just a boy.“At that time, there were threesawmills on the Hill, including one inMountain Center,” said Kent Bischof. In 1949, when government regulationsdemanded the mills cut backon production, Bischof’s father shutdown the mill and opened a lumberyardand hardware store.See Forest Lumber, page 4Forest Lumber’s Jim Adams runs a board through the ancient saw in the saw shop.Although built in the middle part of the last century, Adams says he can still getparts for it.Photo by Betty BaileyLooking for a reliable contractor?42% of our customers have called us backto do a second construction project. A lot of builderswould start building their house inthe summer and they’d close it inbefore November or December.”In the 1950s, Clarence Bischofpurchased a piece of land on Highway243, across from Mt. In 1971, the new ownersmoved the business to its currentlocation on Pine Crest Avenue. Theold inventory barely made a dent inthe new 8,000-square-foot space.“With everything we had withthat store in town, we only filled upabout 30 percent,” said Bischof.“They moved the inventory fromthe Village Hardware location to hereand it only took up four aisles,” saidAdams, who has been with ForestLumber since 1982. “It wasn’t fullthen, but it is now.”Bischof retired in 2002 but continuedto work during the summer untilthree years ago. In the last 37 years,Forest Lumber has expanded its listof supplies. Now, along with paintand pipe, you can find hair dryers, coffee makers and pet supplies. Page 6 - Idyllwild Town Crier, Home Improvement 2008Remodeling dos and don’tsIf you’re considering remodeling your home, read this article first.By Eric TownsendWhen it comes to remodeling, the first questionis: do we or don’t we?It could be that the cost to makethe house you own into the home you envisionis not worth the cost and inconvenience. In thecurrent real estate market, lots of houses are forsale, prices are favorable, and you might just findthe configuration you want and need at the rightprice. Spend some time with your real estate proand see what’s out there for sale. If, after that, you’re convinced it’s the rightthing to stay where you are and remodel, the nextquestion is usually how much is it going to costto get what you want. Some contractors will give you a ballparkestimate for what you describe. Bear in mindthat realistic, accurate numbers are only possibleafter you have a set of architectural plans thatreflect the whole project and its complexities. Apreliminary set of plans from the architect willenable the contractor to give you more accuratenumbers. If you have a contractor already, it is a goodEric and Cher Townsendidea to have him work with the architect and youto keep the plans in line with your budget anddesign targets. Some architects are real artists andcan nudge the project right out of the ballparkwith great, though expensive, ideas. If your budgetand dreams are utilitarian, say so from the start. If you want to go first class, say so.If you don’t have a contractor or architect, findingthem is the next step in the process. You needto know their track record before you commit toanyone. Look at their previous projects and talkto their customers.Call the license board and see if the license iscurrent and how many complaints the guy hashad and how long he’s been around. The contractorwho’s doing the work himself is going to bethe cheapest. The guy with the larger crew willprobably get the project done faster. Set yourpriorities. If budget is the number one consideration, getthree bids. If quality and a smooth, untroubledproject is top of the list, who you hire is moreimportant than the price. People who have donemultiple projects have learned that a cost-plus basisfor billing leaves the contractor free to concentrateon getting the best-quality final project, ratherthan having to cut corners to meet a budget. Youpretty much get what you pay for. Good luck onyour project!Eric Townsend has been a licensed remodelingcontractor for 30 years, 22 of that in Idyllwild. Idyllwild Town Crier, Home Improvement 2008 - Page 7California Contractors State License BoardWhat you should know before hiring a contractor ...The following suggestions come from the ContractorsState License Board (CSLB), part of the CaliforniaDepartment of Consumer Affairs. The CSLBlicenses and regulates contractors in 43 classifications.Currently, there are approximately 280,000 licensed contractorsin the state. Here are some tips from the CSLB for homeownersto consider when choosing a contractor.Home Improvement Bill of RightsThe CSLB reminds you to exercise your rights and responsibilitieswhen making home improvements. Asa California consumer, you have the following rightswhen working with contractors:• the right to hire only licensed contractors.• the right to make a down payment of no morethan 10 percent of the project price or $1,000,whichever is less.• the right to a written contract that is clear, and includes a payment schedule and completiondate.• You also have the responsibility to properlyplan and manage your project.Planning Your ProjectAsk yourself: What do I want done?Carefully plan exactly what you want done, whatyou want it to look like when finished and how muchyou have to spend.California law requires new and remodeledbuildings to meet or exceed certain energy efficiencystandards. Aiming for optimal energy efficiencycan have significant financial benefits, suchas• Rebates or low-interest loans from utilitycompanies;• Rebates from the manufacturers of energy-efficientproducts and appliances;• Energy-efficient mortgages and other advantageousfinancing incentives from lending institutions. For information, call the Energy Standards Hotlinefor the California Energy Commission call 1-800-772-3300 or visit www.energy.ca.gov/title24.Do Your Home Improvement Homework:Check the license ...Before you sign anything, check the CSLB Website, www.cslb.ca.gov, or call at 1-800-321-CSLB,to be sure the contractor is properly licensed in theclass for the work to be performed, and the licenseis in good standing. In California, anyone who contracts to performwork is valued at $500 or more for materials andlabor must hold a current, valid license from theCSLB in the specialty for which he or she is contracting.Check the contractor’s references ...One of the best ways to select a licensed contrac-See Contractors, next pageIN TALLSOLUTIONSBringing the sound of quality into your homeAudio ~ Video ~ Satellite ~ Home TheaterTelephone ~ Network ~ CamerasCustom Design, Sales and Installationto fit your budget Free EstimatesWillie Conant CA Lic. #794348(951) 763-4095RoyalDraperies“WHERE THECUSTOMERIS KING”Since 1978Mon-Fri 8:30am-5pmSat By AppointmentCUSTOM DRAPERIES • SHUTTERS • BLINDSBEDSPREADS • CUSTOM UPHOLSTERYEUROPEAN LACES • SLIP COVERSCALL FOR FREE ESTIMATEOR VISIT OUR SHOWROOM925-02202224 E. Page 8 - Idyllwild Town Crier, Home Improvement 2008ContractorsContinued from previous poagetor is to seek personal recommendations fromfriends or relatives who recently had similar projectscompleted and were satisfied with the job.Make sure the contractor has workers’ compensationand liability insurance coverage ...Ask the contractor, verify on the Web site www.cslb.ca.gov, if the company is insured against claimscovering workers’ compensation, property damageand personal liability in case of accidents. Ask tosee a copy of the certificate of insurance, or ask forthe name of the contractor’s insurance carrier andagency to verify that the contractor has the insurance.BondsSome bonds are designed to protect you againstsubstandard work that does not comply with localbuilding codes. Bonds do not assure the financialor professional integrity or competency of a contractor. There are• Contractor’s license bonds — All contractorsare required to have a contractor’s license bond of$10,000.• Contract bonds: A contract bond guaranteesboth job completion and payment of all labor andmaterials.BidsA bid is an offer to do work. It is advisable to getat least three written bids using identical plans andspecifications so you can compare prices and contractors. Please note: A license number on a bid or contractdoes not necessarily mean the license is valid.Although an unlicensed contractor may give youa low bid, the risks of possible financial and legalconsequences you may face outweigh any benefitsa lower bid may seem to offer. The ContractDon’t sign anything until you understand and agree...• Although you might assume that a “contract”should look like a contract, anything you sign couldbe used by a contractor as authorization to go forwardwith your project. This means that any bidyou sign may become the contract. Do not signanything until you completely understand whatyou are signing, and agree to all the terms.Get it in writing ...• One of the best ways to stop problems beforethe job begins is with your contract. The contractbinds you and the contractor to the project. Sincea written contract protects both you and the contractor, all agreements should be put in writing. Itshould include everything you have agreed upon.Get all oral promises in writing, and spell out exactlywhat the contractor will and will not do. If youintend to do some of the work yourself or hire anothercontractor to do it, this also should be writteninto the contract. Be as specific as possible.• Your contract must include a Checklist forHomeowners that specifies how to check out yourcontractor and how to check out the contract.• Never sign a blank or partially blank contract.Get a copy of the contract as soon as you sign it,and keep it for your records. Both you and the contractorare bound by everything set down in thecontract, so read it carefully before you sign. ContractorsContinued from previous poagequestions before you sign.• Be sure the financial terms of the contract areclear.• The contract should specify all materials to beused, such as the quality, quantity, weight, color, size or brand name as it may apply.Three-day cancellation period ...• The law requires a contractor to give you writtennotice of your right to cancel a contract withinthree business days of signing it, provided that itwas solicited at someplace other than the contractor’splace of business.WarrantiesBe sure to get any warranty offered by the contractorfor labor and materials in writing. It shouldspecify which parts of the work are covered andthe duration of the warranty. You should also requestany written warranties offered by the manufacturersof materials or appliances installed by thecontractor.Scheduling the WorkYour contract should specify an approximate startingdate and completion date for your project. Forexample, the contract should read, “Begin approximatelyApril 20 and end approximately April 30,”not, “Complete the job in 10 days.” This eliminatesthe possibility that the contractor will take 10 daysto finish the job but spread them out over the spanof a year. External factors such as the weather orsupply availability might cause delays.Scheduling the PaymentsMake sure the payment schedule is based on thecontractor’s performance. Never let your paymentsget ahead of the contractor’s work and make surethe contract provides for a “retention” — a percentageof each payment or of the total job, ordinarily10 percent, which you retain until the job iscompleted.InconveniencesIn most cases you will be living in your home whilework is being done on it. You should be aware of themany inconveniences that may occur. Before workbegins, ask your contractor what inconveniences willIdyllwild Town Crier, Home Improvement 2008 - Page 9occur, then plan for them.Keep a Job FileYou should keep a file of all papers relating to yourproject. It should include 1) the contract and anychange orders. 2) plans and specifications, 3) billsand invoices, 4) canceled checks, 5) lien releasesfrom subcontractors and material suppliers, 6) letters, notes, and correspondence with your contractor, and7) pictures of the job in progress. It is also a good idea to keep a record of eachsubcontractor who works on your project, thework performed, and length of time on the job.During ConstructionA word of warning ...Anyone who talks you into being your own generalcontractor, or “owner/builder,” may be doing youno favor. “Owner/builder” describes a situation inwhich the homeowner becomes the general contractor. As an owner/builder, you assume responsibilityfor the overall job, which may include stateand federal taxes, workers’ compensation, buildingpermits and other legal liabilities.See Contractors, next page1. Page 10 - Idyllwild Town Crier, Home Improvement 2008ContractorsContinued from previous poageLegal considerations, liens ...For a large remodeling job that involves manysubcontractors and a substantial financial commitment, you should protect yourself from liens againstyour home in the event the contractor does not paysubcontractors or suppliers.Preliminary lien notices ...Shortly after your job commences, you willprobably receive preliminary lien notices fromsubcontractors and material suppliers. Don’t panic! This does not mean that a lien has been filedagainst your property. The law requires you to befurnished with these notices to alert you that thosepersons have worked on or have supplied materialsfor your job and expect to be paid. Those personsmay have what are called mechanic’s lien rights.Mechanic’s liens ...The law provides that those who furnish labor ormaterials to your home can record a “Claim ofLien” or “Mechanic’s Lien” against your home ifthey are not paid. Even if you have paid your generalcontractor in accordance with the contract,if he or she fails to pay any subcontractor or materialssupplier who performed work or suppliedmaterials in connection with your project, youstill run the risk of having a mechanic’s lien filedagainst your home.Avoiding Complaints and ProblemsSome warning signs of possible trouble ahead ...• You can’t verify the name, address and telephonenumber or credentials of the contractor, orverify that the contractor is licensed, insured and/or bonded when required.• The contractor gives you a toll-free phonenumber and a post office box as his or her address.• The salesperson tries to pressure you into signinga contract by using scare tactics, intimidationor threats. (Remember, you usually have three daysto cancel a contract.)• The company or salesperson says your homewill be used for advertising purposes, and that youwill be given a special, low price.• The contractor tells you this is a special priceavailable only if you sign the contract today.• The contractor doesn’t comply with your requestfor references, or the references have reservations.• You are asked to pay for the entire job in advance,or to pay cash to a salesperson instead ofwriting a check or money order to the companyitself.• You are asked to sign a completion certificatefor the job by appeal, threat or trick, before the jobis properly completed. Finally . . .For more information about contractors, licensestatus, disciplinary actions against contractors, and the CSLB, check its Web site, www.cslb.ca.gov,or call the CSLB’s automated phone-response system:1-800-321-CSLB (2752).CSLB’s automated phone response system is anothersource for information, forms, publicationsand services. The Department of Consumer Affairs’ missionis to promote and protect the interests of Californiaconsumers. On typical residentialconstruction, this means you must request inspectionsat certain stages of the project beforeproceeding.Suggestions for submitting building plansto Riverside County:• Ask for a preliminary review of what youpropose before developing working drawings.• Plan carefully. Pipe down!using the shower, bath sinks andkitchen sink, there’s a noise in ourQ:Afterplumbing that sounds like a ship’s foghornoff in the distance. (Operating the dishwasheror flushing the toilets doesn’t seem to cause thenoise.) The hum starts about 20 seconds afterthe water is shut off and it can be stopped byre-opening the faucet. If we don’t stop the noisewith the faucets, the hum goes away, then returnsfor about six seconds, goes away, returns, and soon, for three to five cycles before quitting.Cold-water usage in the faucets and sinksdoesn’t cause the noise. It doesn’t seem to beaffected by outside temperature or time of day,and sometimes the noise just stops for days! Forthat reason we’re reluctant to call a plumber forfear that we couldn’t reproduce the symptoms.Any insights or recommendations will be greatlyappreciated!A:I suspect that a faulty valve somewherein the water supply system is causingthe foghorn sound. This is not an uncommonoccurrence, and often happens when avalve’s washer needs replacing. The trick, of course, is to locate the correctvalve. From your description, the cold-water supplyisn’t affected. Appliances that are susceptibleto valve washer deterioration, including the toiletsand dishwasher, aren’t having any troubles. Thismeans the problem is located somewhere alongthe hot-water supply. If you’re very lucky, the problem may be easyto correct. Check the supply valve that leadsfrom the water heater to the hot-water pipes. Ifthe valve isn’t open all the way, open it and seeif the increased water pressure stops the foghornsound. If it doesn’t, you’ll need to isolate the exacttrouble spot.Home improvement Q & ASome answers to oft-asked home questionsStarting at the faucet farthest down the supplyline, shut off the hot water valve that leads to it.Then go to the next faucet and turn on the hotwater, shut it off and listen for the hummingsound. Repeat this at each faucet in the house, making note of when and where you hear thesound and at which faucet you no longer hear it.Ideally, the last valve you hear the foghorn soundfrom is the valve that needs to be repaired.Shut off the water supply to that valve, disassembleand replace the washers. Reassemble, turnthe water back on, and test the system.Depending on the age of your home, it’s a goodidea to visually inspect all the shut-off valves forleaks or deterioration. Repairing visible damageas soon as possible will save a lot of trouble inthe future.Sweaty house is nolaughing matterQ:Ourthree-year-old, 3,000-square-foothouse is sweating on the inside. Thewindows, the sheet-rock walls andsome of the ceilings are dripping moisture. We aretemporarily controlling this with a dehumidifier. We would like to know if there is a more effectiveor permanent way to control this problem.HOME TIP: Foghorn-type noises in pipes are most oftenheard after flushing a toilet or when the dishwasheris on. Damaged or deteriorated valve washers arecommon culprits.Idyllwild Town Crier, Home Improvement 2008 - Page 13It is a wood-frame house with vinyl siding and1/2-inch Styrofoam under the vinyl. The overhangis trimmed with soffits in which every other piece isvented. The roof is asphalt shingles with a continuousvent across the top. Inside the walls are 3-1/2inches of R19 insulation, and the attic has 6 inchesof R30 insulation. If you have any suggestions wecould use, we would appreciate it.A:First, it’s great that you’ve taken emergencymeasures so quickly to control thehigh humidity levels inside the house.Left unchecked, all that moisture in the walls andceiling can lead to a serious mold problem. Second, finding the source (or sources) of the humidityand resolving the problem is a priority, and oneyou most likely need professional help with.Humidity is constantly generated inside housesfrom a number of sources: daily showers, laundryand cooking, for example. In fact, a family of fourcan generate 5 pounds of water vapor in the homeeach day! All that moisture has to go somewhere, and if it can’t exit the house, it will condense anddrip down the ceiling, walls and windows. To resolve this problem, you need to re-checkthe insulation and venting in the attic and alongthe roof, as well as the wall insulation, to ensurethat vapor barriers were installed correctly. And,if you have a basement or crawlspace under thehome, check to see if foundation vents were properlyinstalled.Look at other venting in the home, includingdryer vents and stove exhaust fans (which shouldalways be vented outside, not into the attic). If thereare no exhaust fans in the bathroom, kitchen orlaundry room, install them. Even small measurescan make a difference, such as covering fish tanksand emptying radiator or refrigerator water pansfrequently. Idyllwild Town Crier, Home Improvement 2008 - Page 15The Tree WhispererErnie Alé hears a great deal when he listens to the trees. By L.K. JohnsonWe’ve heard of “The Horse Whisperer”and “The Dog Whisperer,”but very few of us have heard ofThe Tree Whisperer. Ernie Alé, 45, a residentof Idyllwild for 15 years and a rock climberhere for 30 years, whispers to the trees. Notonly that, Alé says the trees whisper back, ifyou take the time to listen.Listening and observing what happensin our forest is the most important issue, according to Alé, if we are to save, recoverand sustain our green friends. Some of his ideas are particularly interestingto the homeowner with trees on hisproperty, especially Alé’s ideas regardingforest abatement.Alé has had a special relationship with the forest allhis life. As a kid, he would gather dead wood from theforest floor and build tree houses, some of them threestories high. As he did, he realized the benefits of recyclingthe dead wood.He also began to sense the need of the trees forsomeone to speak for them and teach the rest of ushow to maintain a healthy forest. As a side note, he developed construction skills, andas an adult he worked for a long time as a contractorin Newport Beach. His current purpose and ultimate goal is to identifyand utilize the dead and dying wood that would otherwisebe ground up and dumped, to make furniture orbuildings, or to use as fuel.As an arborist, he has taught a vast number of peoplewho are directly connected with the management oftrees on their property, and those who manage forestsfor governmental agencies. As an example of the waste that can be recovered, hepoints out that a dead manzanita bush, whose branchestake on all kinds of weird and interesting shapes, can beused for unique furniture, as well as long and hot-burningfirewood. Alé designs and builds this type of furnitureas an opportunity to express his talent for creating artfrom something that would otherwise be wasted. He says when a manzanita dies, just prior to its death, the energy stored in the tree flows back into the ground, nourishing and preparing it for new life to grow andflourish. By careful pruning of trees we can give theearth a returned benefit that would not be there hadErnie Aléthe tree simply been left to die. He sayspeople need to be more concerned withthe earth if it, and we, are to survive. While clearing the forest floor of treeand plant debris is a vital undertaking, itis only a short-term remedy. The canopyof the forest needs to be lifted, and theonly way to do that is to prune the lowerbranches of the trees to a level of 15 to20 feet. The system we now use must berepeated every five years or so to keep theforest floor clear. A pruning system wouldeliminate the need to clear the floor, andkeep the trees healthy so that their brancheswould not be shed continually in an effortfor the trees to stay strong and healthy. Many environmentalists are available to do this typeof pruning, and once done, it wouldn’t be needed againfor 20 years or more.Alé says we need better management of the fundsprovided for our present system. Money spent for helicoptersto lift downed trees from the forest should beused to recover the lumber from the forest and recycleit into viable projects. He says county supervisors andstate legislators are excellent starting points for lettercampaigns to bring this issue to light.Forests also provide homes for wildlife, another factorin a healthy ecological balance. Golden eagles use theTwin Pines and Poppet Flat area to build their nestsand raise their young. These birds serve a vital function in the lower areasof the San Jacinto mountain range. Much of their preyare small rodents, which devour plant life. However, onlya few of these magnificant birds exist.Mistletoe is another enemy of the tree. We see hugeclumps of the plant hanging in dead trees that the planthas killed. The mistletoe saps the life from the tree asthe plant flouishes. When mistletoe sheds its leaves orberries, it excretes tiny spots of sticky substances thatensure its attachment to another healthy host tree.Mistletoe has many uses, including several that aremedicinal. Alé suggests harvesting this plant before itkills its host, and marketing it would be a good way tokeep the forest healthy. When Alé owned his contracting business, Naked EdgeLumber Co., he harvested sustainable wood that wouldotherwise have been used for burning fuel, or ground upinto chips. His idea of recycling the wood made senseto him and others who used his system. The pruningsystem he wishes forest managers would undertake isbest done in the fall and early winter months; Septemberthrough January. Cutting one or two courses of branchesfrom the trees will result in raising the canopy of theforest. By doing so, the forest may remain unharmedand sustain itself if a fire were to burn along the floorof the forest. The Tree Whisperer looks forward to a future in whichmankind and governmental management will agree ontending the forest much as a farmer or curator.Trees produce oxygen and clean the air of carbondioxide. These two benefits alone are reason enough touse greater care in maintaining our forest.Next time you’re out walking or hiking in the forest, give a whisper to the trees and tell them you appreciatetheir existence. Chances are you may hear an answer ofthanks, if you listen well enough. In addition to whispering to trees, Ernie Alé regularlyplays classical music on his guitar at Café Aroma.
