IntroductionApplications are invited from appropriately qualified academics for the position of Professor/Associate Professor of Psychiatry based at Joondalup Health Campus. Whilst a Professorialappointment is the preferred outcome, applicants may be considered for appointment asAssociate Professor depending upon clinical and academic experience. The Professor ofPsychiatry at Joondalup Health Campus is to be the first full-time academic post in psychiatryat that site. This position has been created due to the planned rapid expansion of the medicalstudent teaching programme at The University of Western Australia and major developmentsplanned for the Joondalup Health Campus as part of the Western Australian hospital reformprogram. The appointee will be expected to develop and lead a fully functional academic unitand provide clinical leadership at the campus during its rapid expansionary phase.BackgroundThe expansion of the undergraduate MBBS teaching program requires the establishment of newclinical teaching sites within the metropolitan area and future plans of the North MetropolitanHealth Service include a major expansion of clinical and academic activities at Joondalup HealthCampus. The proposal is to establish an academic teaching and research unit in psychiatry at thatsite led by a Professor/Associate Professor of Psychiatry, jointly funded by the Health Serviceand UWA. This position offers excellent opportunities to develop new teaching programmesand to enhance the academic presence at the Joondalup Health Campus.A Professorial unit can be set up reasonably quickly at this site given the current level ofsupported clinical activity (i.e., numbers of patients, consultants, registrars and residents) andthe encouraging attitudes of North Metro and hospital management. The applicant should beable to provide service to a general psychiatric unit and academic leadership in psychiatrywhilst a sub-specialty role could be pursued simultaneously.In parallel with this proposal, academic posts in medicine and general practice have been filled.Initially the post will be aligned with the Queen Elizabeth II Medical Centre site of the Schoolwhich is in the same area health service but future expansion of academic activities at thesite may lead to the establishment of a clinical school at Joondalup. The academics will shareaccommodation and administrative support at Joondalup.TeachingThe Professor will develop, support and coordinate teaching of psychiatry at Joondalup HealthCampus. This will include co-ordination of the psychiatry teaching programmes for medicalstudents in Years 4 and 6. The current teaching curriculum for these students comprises lecturesand tutorials in general adult psychiatry.ResearchThere will be a need for a substantial commitment to research in the area of interest and expertiseof the successful applicant. The expectation will be for the Professor to greatly stimulateresearch activities at Joondalup Health Campus. The type of research activities will also dependon opportunities for collaboration with other research units of the School, Faculty and widerUniversity.

ServiceThe Professor will have clinical duties at the Psychiatric Unit of Joondalup Health Campus.This would include providing care for patients involved in inpatient, outpatient and communitypsychiatry treatment facilities. If required, the professor will also participate in the on-callafter hours roster. Clinical duties would include providing a leadership role in professionaldevelopment for medical staff. The clinical commitment would be expected to comprise up to30% of time. Clinical Responsibilities• Provide routine and emergency consultation and management of patients withinJoondalup Health Campus. Service provision will be in accordance with the needs ofthe Department of Psychiatry during normal working hours and as rostered for afterhours and weekends. Service provision will encompass inpatient, outpatient, day careand consultation/liaison as determined and may vary from time to time depending onorganisational needs and objectives.• Supervise junior medical staff including assessment of staff performance in relationto clinical competence, adherence to departmental protocols, timely and accuratedocumentation, communication with patients, relatives, peers, other staff and doctorsin other hospitals and in the community.• Participate in professional continuing educational activities, regular performancereview and a commitment to maintain and update own knowledge and skills.• Commit to the highest professional standards and ethics as is appropriate to the seniorityand leadership role of clinical staff.• Commit to a team based multi-disciplinary approach to clinical care.• Participate in departmental and other meetings as required to meet organisational andservice objectives.• Provide medical reports and other management tasks as appropriate.• Ensure the ongoing application of continuous quality improvement principles insystematically evaluating and meeting customer needs.• Ensure relevant practicable occupational safety and health practices and standards areimplemented and maintained.• Commit to developing Joondalup Health Campus as a leading teaching hospital inWestern Australia.

Conditions of EmploymentThe appointment will be for a fixed term of five years with the possibility for further periods asmutually agreed, and will be subject to annual performance reviews.An attractive and flexibly constructed remuneration package will be negotiated. The University of Western AustraliaSchool of Psychiatry and Clinical NeurosciencesThe School of Psychiatry and Clinical Psychiatry is one of the prominent Schools in the Facultyof Medicine, Dentistry and Health Sciences at the University. It is located at six primary sitesand supports medical, dental and science teaching disciplines. A close clinical liaison withseveral teaching and private hospitals is maintained, with teaching contributions delivered byconsulting psychiatrists. Research activities range from NHMRC, ARC and other competitivegrants to large-scale epidemiological studies and a state-government sponsored Centre forClinical Research in Neuropsychiatry. The School and the Centre are recognized as a WHOCollaborating Centre in Teaching, Training, Research and Consultative Work in MentalHealth.Joondalup Health CampusThe Joondalup Health Campus is the largest hospital complex in Perth’s northern suburbs,providing 24-hour acute care from an integrated public and private campus. Services to publicinpatients are provided under contract for the Health Department of WA. The hospital has anemergency department, after hours GP Clinic and general radiology services including an onsite MRI. In addition to psychiatry, other specialities include general medicine, paediatrics,intensive care, coronary care, general surgery, orthopaedics, cardiology, respiratory medicine,neurology, renal medicine, oncology, geriatric rehabilitation, obstetrics, gynaecology andophthalmology.The students have access to 31 inpatient psychiatricbeds (including five secure) with the additionalbenefit of a community centre where outpatientclinics are conducted and where patients arefollowed up after discharge. Current plans are forJoondalup Health Campus to expand to a total of470 beds within the next few years, encompassingmost major medical specialties, including universitydepartments of medicine, surgery, psychiatry,paediatrics, obstetrics and primary care.11
