The <strong>Community</strong> <strong>Plan</strong> is a document, which may be used as a reference for any individuals or organisations wishing to understand more about theaspirations of the <strong>Meeniyan</strong> <strong>Community</strong>. The <strong>Community</strong> <strong>Plan</strong>, which reflects the view of a wide cross-section of the <strong>Community</strong>, contains aVision for <strong>Meeniyan</strong> for the next five years.Contained in the <strong>Plan</strong> is also a list of priority areas, which the <strong>Community</strong> believes should be focused on to fulfil the Vision. In addition, suggestedactions plans, which may be undertaken to fulfil the Vision, are included.Essentially, the <strong>Community</strong> <strong>Plan</strong> looks at what we value in <strong>Meeniyan</strong> and what we want it to become.<strong>Meeniyan</strong> is committed to remaining a desirable and liveable town of quality that provides for the needs of all its residents and visitors whilstretaining the small town atmosphere and spirit<strong>Meeniyan</strong> will continue to welcome new cultures and age groups, and to encourage opportunities for all people to fulfil their potential. Thisincludes a commitment to encouraging opportunities for the young people in entertainment, education, employment and exercise. It will continueto support the cultural and artistic ambience of the community.It will work to support the planned growth of the town, with a stronger commercial centre encouraging a relevant and suitable increase ofnecessary services and businesses to provide for the community.The purpose of the <strong>Meeniyan</strong> <strong>Community</strong> <strong>Plan</strong> is to provide the opportunity for the <strong>Community</strong> to discuss and decide the future it sees for itself.The plan will provide residents with certainty in regards to growth and development in the town, the types of services that can realistically beprovided, the opportunities that are available now and in the future. It will set priorities in areas such as infrastructure, health, roads and thedevelopment of land.This plan is owned by the community and will form the basis of discussion with other interested groups such as government and business in thefuture. It is not a static plan but an evolving one which will provide us with much needed direction into what is otherwise an uncertain future. Itwill be a way of mapping the future for ourselves and our children and hopefully set a good foundation for our grandchildren.6


COMMUNITY PLAN DEVELOPMENT AND DISTRIBUTION – THE PROCESSPROMOTION AND COMMUNICATION OF THE COMMUNITY PLAN PROCESS1. Pre <strong>Community</strong> Promotion and CommunicationThe major objective of the <strong>Community</strong> <strong>Plan</strong> development process has been to ensure that all members of the community had the opportunity tocontribute to the creation of the community plan for <strong>Meeniyan</strong>The Integrated <strong>Community</strong> <strong>Plan</strong> development process for <strong>Meeniyan</strong> commenced with <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong> <strong>Council</strong> Project Officers gathering allexisting information, reports and previous community consultations that had occurred over the past 5 years. This information was then formed intoa <strong>Community</strong> <strong>Plan</strong> Working Document and introduced at the <strong>Meeniyan</strong> Progress Association (MPA) meeting to invite the community to participatein the Integrated <strong>Community</strong> <strong>Plan</strong>ning process.The MPA put forward their community to undergo the process as a partnership project with the <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong> <strong>Council</strong>. Keyrepresentatives from the community were nominated to form a <strong>Community</strong> <strong>Plan</strong>ning Working Group to work with Project Officers throughout theprocess to ensure the <strong>Community</strong> <strong>Plan</strong>ning process met the individual needs of the community.The process then included communication and involvement of the broad community of <strong>Meeniyan</strong> for the development of the Integrated <strong>Community</strong><strong>Plan</strong>. This involved:• Individual presentation by <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong> <strong>Council</strong> to the <strong>Meeniyan</strong> community• Establishment of a <strong>Community</strong> <strong>Plan</strong>ning Working Group• Fortnightly Working Group Meetings over a 2 month period leading up to the <strong>Community</strong> <strong>Plan</strong>ning Workshop• Fortnightly revised Working Document versions to reflect community consultation and feedback• Advertising and promotion to the community for the <strong>Community</strong> Workshops through the delivery of notices to householders, communitynotices, newspaper articles and newspaper advertisements• Distribution of final version Working Document to all <strong>Community</strong> Groups and Organisations and copies available from several local points• All updated versions of the Working Document available on the <strong>Meeniyan</strong> website and distributed to all Working Group members• <strong>Community</strong> workshop held and facilitated by the <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong> <strong>Council</strong> to identify Priority Projects and <strong>Community</strong> Project Teams• Youth specific engagement sessions and meetings• Development of the Vision for <strong>Meeniyan</strong> and the Draft <strong>Meeniyan</strong> <strong>Community</strong> <strong>Plan</strong>• Presentation of the Draft <strong>Meeniyan</strong> <strong>Community</strong> <strong>Plan</strong> to community members and other key stakeholders for comment• Distribution of the finalised <strong>Meeniyan</strong> <strong>Community</strong> <strong>Plan</strong>7


2. Post <strong>Community</strong> <strong>Plan</strong> Promotion and CommunicationOnce the Draft <strong>Community</strong> <strong>Plan</strong> was developed, the plan was distributed to members of the community to allow for review and feedback. After anagreed review period any changes were incorporated and the finalised version of the <strong>Community</strong> <strong>Plan</strong> available to the broad community of<strong>Meeniyan</strong>.3. <strong>Community</strong> <strong>Plan</strong> Distribution and ActionThe completed <strong>Community</strong> <strong>Plan</strong> will be available for all members of the <strong>Meeniyan</strong> community. <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong> <strong>Council</strong> is committed tosupport the community of <strong>Meeniyan</strong> and the project action teams to action their Priority Projects outlined in the <strong>Community</strong> <strong>Plan</strong>. The communitywill be regularly informed of progress in relation to the <strong>Community</strong> <strong>Plan</strong>.WHO WAS INVOLVED IN DEVELOPING THE COMMUNITY PLAN?4. <strong>Community</strong> Organisation and Working Group TeamThe <strong>Community</strong> <strong>Plan</strong> process began with the presentation of the Integrated <strong>Community</strong> <strong>Plan</strong>ning Process to the <strong>Meeniyan</strong> community in November2009, to confirm involvement of the <strong>Meeniyan</strong> community in the Integrated <strong>Community</strong> <strong>Plan</strong>ning project. The <strong>Community</strong> <strong>Plan</strong>ning Working Groupwas the contact organisation for the process. The Working Group consisted of 4 representatives from the community and <strong>South</strong> <strong>Gippsland</strong> <strong>Shire</strong><strong>Council</strong> staff members.
