Hiring shall beinitially for a period of three years, which can be extended on mutual terms & conditions /understanding. Authorized tour/taxi operators having requisite vehicles/infrastructureshould furnish their quotation latest by 01.10.2014 by 12.00 am.2. The bid shall consist of two parts-Technical bid and price bid. Both the bids are tobe placed in two separate sealed envelopes (clearly super-scribing Technical Bid andPrice Bid ) which in turn are to be placed in once sealed cover. The bids of all the partieswhose price bid is not in a separate sealed cover or the rates quoted by them find mentionin their Technical Bid shall be rejected forthwith. All the information sought under the headterms and Conditions and Other information to be supplied is to be given in TechnicalBid While price quoted for the same will have to be mentioned only in the Price Bid. Theprice bids of only those parties shall be opened whose Technical Bids are found to beeligible while the disqualified bidders price Bid Shall be returned unopened.3. An earnest money deposit (EMD) amounting to Rs.20,000/- (Rupees twentythousand only) in the form of Demand Draft/Pay order drawn in favour of DDO, BIFRpayable at New Delhi has to be enclosed with the Technical bid failing which the Technicalbid shall be rejected.4. The technical bid shall be opened in the Hearing Room at 9 th floor of Board forIndustrial & Financial Reconstruction, Jawahar Vyapar Bhawan, 1, Tolstory Marg, NewDelhi 110001 on 01.10.2014 at 03:00 PM in the presence of one representative each ofthe bidder who wishes to be present. The price bid shall be opened after evaluation oftechnical bid.6. The rate for hiring of vehicles should be quoted for 1800 kms (for 10 hrs a day, 5days in a week) per month for vehicles of the make of Hyundai Accent/Maruti SX4/ FordIkon/ Swift Desire separately. Terms & ConditionsThe interested parties must be capable of providing vehicles on their own the followingterms and condition:-1. The make of the vehicle should be specified separately and the model should be2011 onward and preferable white/grey in color. All the vehicles must have validtaxi permit to run in the NCR region. The firm should submit the proof of havingnecessary permits. Tenderer quoting rates for CNG driven vehicles shall alsosubmit necessary permits/ registration issued by the appropriate authority allowingthem to use CNG.2. The successful bidder shall have to provide the desired number of vehicles.3. The bidder should preferably have past experience of providing minimum 5 vehicleson hire to at least one government organization/PSU.4. The vehicle shall be at the disposal of the Board for Industrial & FinancialReconstruction for 5 days a week (Monday to Friday). However, the vehicle maybe called for on Saturday and Sunday depending on the requirement of theOfficer/BIFR. The Board for Industrial & Financial Reconstruction will not beresponsible for giving any weekly rest to the drivers. The contractor will provideanother driver for the vehicle, if any rest or the driver fails to turn-up for duty on anyday, penalty would be imposed to the tune of Rs.2,000/- per day in addition to thereduction of rental charges on proportionate basis.5. Contract charges include monthly charges of drivers, repairs and maintenance ofvehicle, insurance, petrol/Diesel/CNG, engine oil and also any other incidentalexpenses.6. In the case of any accident, all the claims arising out of it shall be met by thecontractor.7. The vehicle will be kept neat and clean and in perfect running condition providedwith seat covers and curtains. It should have good upholstery.8. If the vehicle goes out of order, the contractor shall provide a substitute vehicleimmediately, in case vehicle does not report on time/does not report at all, thedepartment would have a right to hire a vehicle from the market and the additionalcost incurred by the Department will be borne by the contractor.9. Payment shall be made on presentation of the bill, duly certified by the user officer,on monthly basis.10. The driver should have valid driving license & vehicle should be registered with theconcerned authorities of central/state government. A certificate to this effect shouldbe provided. The drivers of the vehicle provided must follow traffic rules and othersregulation prescribed by the Government from time to time.11. The contract between the Department and the Transport Operators can becancelled with prior notice of at least 30 days by the operator.

12. A penalty of Rs.500/- per day per vehicle may be levied if the firms fails to meet theterms & condition prescribed herein on any day. However, in case of frequentviolation of the terms & condition, the contract can be cancelled forthwith withoutany notice.13. The drivers must observe all the etiquette and protocol while performing the duty.He must be neatly dressed, should wear proper uniform & must carry a mobilephone in working condition for which no separate payment shall be made by theDepartment.14. The transport operator and driver shall be bound to carry out the instruction of theDepartment as well of the officers assigned to the vehicle.15. A daily record indicating time and mileage for each vehicle shall be maintained andthe driver is required to obtain the signatures of the concerned officers on a slip ondaily basis.16. Dedicated vehicles & drivers must be provided & changes will be allowed only inexceptional circumstances. The vehicle must be available at any time of any day asdesired by the officer concerned.17. Board for Industrial & Financial Reconstruction reserves the right to accept or rejectany or all quotations without assigning any reasons.18. This Department complies with the Hon ble High Court Order dated 13.4.2012 withregard to disclosing the reasons for rejecting / non issuing of tender.19. In the event of the award of the tender & prior to execution of the contract, thecontractor shall be required to submit copies of the Registration Certificate &comprehensive Insurance Policies of the vehicles being offered for hire &particulars with photograph of the drivers dedicated to each vehicle. He shall alsobe required to produce the vehicles in the office of the undersigned for the physicalverification/inspection.20. This contract will be effective for duration of two years from the date of signing thecontract unless terminated earlier as per clause No. 11. The contract may berenewed for a further period as mutually agreed upon, subject to satisfactoryperformance.21. An interest free refundable security deposit (performance security deposit) of5%-10% of total tender value of one year in the form of fixed deposit receipt(FDR) Bank Guarantee from any commercial Bank in Favour of DDO, BIFRshall be submitted by the contractor at the time of the award of the contract.The FDR/Bank Guarantee shall be valid for a period of 90 days beyond thedate of completion of all contractual obligations. The security deposit will berefundable without any interest on termination of the contract after deductionany penalty etc. imposed by the Department on account of unsatisfactoryservices.22. Rate quoted will be valid for a period of three years and no revision of rates will beentertained, under any circumstance.

23. The starting point for reckoning the distance covered by the vehicles shall bethe place of duty to the point of vehicle released as assigned by thedepartment for each vehicle. For journeys to NCR towns, the chargeablemileage will be the total mileage from the point of pick up to point of dropout(i.e. Residence of user or as intimated by BIFR) + garage to point of pickup/drop out maximum to 8 kms each way.24. The transporter shall not deploy vehicles hired by the Department for any otherpurpose or any other business during the validity of the contract25. For evaluating the lowest tenders, following shall be counted-(i)(ii)(a) Rate for 1800 km per month (for 10 hrs a day, 5 days in a week)(b) Extra charges beyond 1800 Km in a month.(c) Extra charges for the drivers beyond 10 hrs a day.(a) Rate for 80 Km per day (for 10 hrs a day, 5 days in a week)(b) Extra charges beyond 80 km per day.(c) Extra charges for the drivers on duty beyond 10 hrs a day.***
