2003 Convention Report570 attendees came to “Feel the Power” of NPSC and NESDA/ISCET at the 2003 National ProfessionalService Convention sponsored by NESDA and ISCET, held in Reno at John Ascuaga’s NuggetJuly 15-19. Included were training, networking, opportunities to socialize, sponsored meal events andeven a golf outing at a local golf course. Many individuals and companies share the credit for makingthis year’s event successful. It is not possible in the limited space available to show or list everyone whohelped, so these pages will present a capsule view.New this year were colorful laminated name badges with names in larger, bolder print. Theback of the name badge contained an abbreviated schedule for quick reference. Also new this yearwas Hawaiian Shirt Day, held on Saturday in memory of Rich Mildenberger CET, former NESDARegion 2 Director and ISCET member who passed away suddenly in April. Rich loved brightlycoloredshirts, and after the Hitachi crew announced that they would wear Hawaiian shirts at theirSaturday breakfast in his memory, other attendees followed. (Photos showing some of the Hawaiianattire at the bottom of page 12.)The 2003 Convention Guide contained 36 pages of ads, convention information, and helpful maps tohelp get around in the hotel. The Trade Show was held July 17-18, and featured 38 exhibitors in 53 booth spaces. Those strollingthrough the show had the chance to visit with exhibitors and gain product knowledge about everythingfrom business software to test equipment. Drawings for donated door prizes during the show helpedmake it exciting and interesting. This year’s schedule featured more technical training by manufacturers than has been seen in recentyears, making it truly difficult to decide between sessions. Training sessions offered learning abouteverything from hanging flat panel screens, computer networking, troubleshooting projection televisions, rear projection television servicing, to HDTV service and digital convergence techniques. Therewere also management sessions on preparing your business to become a Certified Service Center, aFieldPower system demonstration, CET and CSM exam preparation sessions, and the annual BestIdeas Contest moderated by Gerry McCann CET/CSM, to name a few.For anyone new to NPSC, first-timer sessions were held early each morning to give anyone new tothe convention tips on how to get the most out of each day’s activities.Who can forget the sponsored meal events!? Attendees were treated to buffet and seated meals witha wide variety of good eats, as well as door prizes where lucky folks won everything from DVD playersto big-screen televisions.NESDA and ISCET also elected new leadership and held annual meetings for their members (seepage 3 for a current list of officers for NESDA/ISCET).Whether or not you attended this year’s convention, make plans now to attend NPSC 2004 in Nashville,TN July 27-31. The Renaissance Hotel in Nashville will be the site. Outgoing NESDA President’s Remarks — John Eubanks CETAs many before have so trodden ... I nowfollow in those footsteps ... along a pathpaved with a sense of awesome appreciationfor all of your support and confidencethat offered me the opportunity to serveyou.I wish to thank all of our members, officers, directors, committees and industrypartners, for all the trust, support, and helpthey provided. I also want to thank Mackand Carolyn Blakely with our entireNESDA/ISCET staff for their cooperationand willingness to get many tough jobsdone, garnered with such a professionalcan-do attitude that has redefined our association.Together we faced many unforeseenproblems over these past two years.Whether from health issues, loss of lovedones or just plain old random difficultiesthey have only served to temper our willand hone our determination.I was fortunate to be the first NESDAPresident to have the advantage of readycounsel from our industry Advisory BoardMembers. Help from these distinguishedpartners both present and past enhancedopportunities for success greatly. All of these are truly critical elementsin the progress we have made. Certainlymy part if any in these accomplishmentsare minimal and traceable to some lessonslearned early in life. One lesson taught byMother after she experienced a major trialof life in early December of 1949 was thepower of prayer. I saw her pray each andevery day afterwards. I can earnestly tellyou that I have and continue to pray forthis association and guidance each andevery day. Another lesson was a simple onetaught by the U.S. Navy. Lead, follow orget the heck out of the way. I defer to youropinion as to which portion of this lessonI took the greater advantage.I evaluate my service to you with a verysimple test rather than rely upon any residualappreciation of those dwelling anddining at the bottom of our NESDAnet. This test has only one question that can beanswered with a simple “yes” or “no.” AmI leaving my NESDA office better thanwhen I entered? Again I will respect youranswer to this question as my performanceevaluation. In departing, I offer a testimony forthose who may question the power ofprayer. Barely one year ago on July 16,2002 we received news of our daughterbeing diagnosed with Hodgkin’s Lymphoma. At that time I asked for yourprayers that I know so many of you provided. She endured a regiment of chemotherapytreatments and radiation in the timespan since we received this news. She ishere with us today in remission. Thank youfor all your prayers. Can you hear me now?As I depart to return to the Land ofChad, I want each of you to know that Icarry sincere appreciation for the trustyou placed in me and will continue topray for our association daily. Goodnight and God bless each of you as graciouslyas he has blessed me.John N. Eubanks CETNESDA Immediate Past Presidenthttp://www.ptscorp.com9 — August 2003

Best Ideas Contest(cont’d. from page 8)care. Sub-contracting drivers is a greatexpense savings.10 — Set up a Fixed Standard Rate chartlike the automobile service companies.Could be a good guideline and provide areasonable consistent base for timecharges. Could be software driven.11 — Don’t be afraid to hire a blind personfor call-taker duty. Use the JAWS accessibilityprogram. Proven to be a veryconsistent employee. Consult with your“Center for the Blind.”12 — Use heavy blue rubber garden glovesto carry Vega and large heavy odd-shapedproducts. The surface tension allows forless slippage and less finger damage. Thefriction spreads the weight over the handand away from the fingers.13 — Try the same as above with “WideReceivers” gloves from a sports supplystore. The coating does not leave residue.14 — Develop a web based system to centralizesearching for warranty time andstock eligibility limits for multiple brandswithout having to log into a securedwebsite. Possibly FieldPower could be thecoordinator of this central database. Productupdates by subscription.15 — Educate lady call-takers to becomemore technically oriented. Tech Talk neednot be deep, but limited to common productconnectivity and repeated symptoms. There is an everyday prejudice towardswanting to ‘speak to the tech guy’ when acaller senses an unfamiliarity of the issuewith a lady call taker. Basic tech trainingcan increase confidence for both the callerand call taker.16 — Hire past ITT employees. They havevery good customer service skills.17 — Sell impulse items when a repair iscomplete. Cleaning products, blank tapes, surge suppressors etc.18 — QOS scores can go up 20% by focusingon improving the picture on the repairedTV. Spend about 5 extra minuteswith the set owner going over contrast, brightness and other settings under their10 — August 2003room lighting. Often makes the picturemuch better and some owners show appreciationon the satisfaction survey. Especiallybeneficial if the primary enjoyer ishome at the time of the service call.19 — Create a “WOW” effect with the setowner. Go the extra time to clean thescreen and mirror to give the client a betterpicture on each call.20 — Stock some candy — suggestedwas Tootsie Roll Pops — at the frontcounter — to calm the sometimes rambunctioussmall children of incomingproduct owners.21 — Use a local automotive body andfender paint shop to match TV cabinetpaint. Color matching is tough to obtainwithout professional help. The variousshades of Silver on 32 and 36-inch cabinetsare not standard and often can becomescuffed by the protective wrapping blanket.22 — The “Shoulder Dolly” is now availableto help move big screen TV’s. Twomen lift using their shoulders, and steadythe set with their hands. Works well on unevensurfaces and stairs. The company —this year — is presenting at the NPSCTrade Show. Cost approximately $300.23 — Use frequent flyer credit cards forbusiness purchases to accumulate greatvacation or inexpensive travel to NPSCnext year.24 — Using a credit card also gives a bettertracking method for bookkeeping systems.Charge parts, accessories and chemicals. All business expenses.25 — Create and print out a simple bargraph of all manufacturer rates for quickcomparison between each warranty company. This is an easy tool for negotiatingand comparison. TPW’s commonly requirea separate bar graph.26 — When adjusting mechanical focusfrom behind a PTV, use removable tapeto secure a white paper card inside thescreen. Easier than a mirror. Mucheasier than running back and forth tomake the adjustments.27— Add a “Chat Room” to theNESDAnet Program.28 — Buy a “Scorpion” Flashlight from apolice supply company. No board cracksor breaks can get past the Xenon Gas Bulb6,500 candlepower beam.29 — Use removable hard drive caddiesfor data backup — the cost of removableUSB external drive bays and large harddrives have dipped below the cost of similarsize blank backup data tapes. This isvery effective in peer-to-peer networks andstand-alone systems.30 — To rebuild a rubber tire pulley, tryply-o-bonding a belt to the old form of thepulley.31 — As an employee benefit, arrange forcorporate membership to a local heath clubfor employee participation. This acts acompany benefit for the employee to joinand also normally offers added family participationdiscounts.32 — Encourage thermal photographymaps for major circuit boards and set abouta system to require temperature photos formodern component-filled board troubleshooting. Thermal cameras are nowreadily available.33 — Call-takers should request the ownersupply model/serial/date stamp informationwhen logging in a call. Often the clientwill be made aware of the trinkets andobstructions of getting to the TV. Sometimesif they have to go look at the TVback, they will clean it up a bit before thetechnician has to waste much time removingstatues and flowers.34 — Have the client, if possible, fax theirbill of sale to confirm the warranty and actualpurchase date before getting out andfinding the BOS differs with the verbal dateof purchase.35 — Begin to work with local hospitals.Because they are always downsizing, theprocess of sub-contracting technical serviceshas expanded. Similar products, much higher rates of payment. Time sensitivebut very lucrative new business forconsumer servicers. Investigate biomedicalrepair training.(cont’d. on page 16)

Viewing the Passing Parade — ISCET News and ViewsBy Ed Clingman, ISCET AdministratorAs NPSC 2003 passed on down the paraderoute it seemed to those of us whowere marching with the paraders thatsomething special and important was happening... old friends who meet all too seldomallowed their exuberance to invade theotherwise tranquil sense of being with theirwarmth toward each other and the laughtercombined with the dedication to leavingbetter prepared for tomorrow than theywere when they arrived. I wonder how theparade watchers perceived this? Or was itonly a product of participation that allowedthe feeling at all?How can ISCET better use the yearlyconvention to further its programs andgoals in education and certification in theelectronics industries? If you’ve got ideas,we need to know about them. Contacted@iscet.org or call 817/921-9101 ext. 18to talk about it, or drop a line to: EdClingman, ISCET Administrator, atISCET, 3608 Pershing Ave., Fort Worth,TX 76107-4527At any rate it’s all over, and life goeson. Lots of happenings to look over.Online Testing &LearningThe New ISCET Online Testing wasdemonstrated at the CA conference. Combinedwith the under-development onlinelearning will prove to be the tool of tomorrowfor ISCET. It will open the gate toefficient access for international testing, asthe online learning will to international distancelearning. Online testing will go intobeta testing in September 2003 and in actualoperation in October 2003. Learningwill be a little later since all the learningmaterial has to be input to system, whichtakes some time.In this demonstration the goal of ISCETwas presented: “ISCET will be the dominantand prestigious organization for certificationand learning.”Student ChaptersThe ISCET Board gave the go-ahead forchanges to the Student Chapter programbenefiting the chapters as well as bettersupporting the educational aspect of theprogram. These changes will be put intoeffect in September 2003. Chapters willbe notified as to what these changes are.Schools are about to begin their fall semesters. If you are a sponsor, please let usknow who the officers of your chapter are,the address of your website if you have one,and any projects you will begin in the chapter. We will disseminate news about chaptersto all and attempt to keep you informed.E-mail patricia@iscet.org ored@iscet.org with your information.FCC TestingMany people don’t know that ISCETgives the FCC examinations as an FCCCOLEM. FCC licenses are required formany telecommunications applications, including repair to transmitters and receiversused in the maritime and aircraft industries. An FCC license is a good thingto have if you possess the knowledge required.Contact patricia@iscet.org for furtherinformation, or to arrange for testing.Testing UpdatesIn the Test Manager’s report to theISCET Board, our Test Manager, Mr.Leonard Bowdre, indicated which testswere outdated and shared plans for updatingthem. When a timetable is arrangeddetails will be shared with you.The NASTeC program will be in fulldevelopment and deployed by the year’send. This involves a complete overhaul ofthe program to meet ISCET standards. This program takes ISCET to the world ofAppliance Technician Certification andlearning. Incoming NESDA President’s ArticleAs I start my journey as the new NESDApresident, I ponder what my fellow peersexpect from me. We all have expectationsand some are very real, while others arerather unrealistic. I would like to take thistime to explore and share my views aboutexpectations, and how I feel we can meetor at the very least express them to eachother. The president of any organization is expectedto watch over and guide its membersto help them achieve greater successin their industry. It is extremely importantthat he or she learns from the success andfailures of those who served before them. Why reinvent the wheel, when you canspend your precious time finding ways tomake it roll smoother and faster? In the last few years many “nails” havebeen placed on our road causing us to reevaluateour direction. Learning whichroads will lead us to prosperity and happinessis of utmost importance. One of myexpectations is to help all of us find thebest roads to travel and share those storieswith everyone. Knowing which directionis correct is a direct result of many of ustraveling down the wrong road. Many ofus continue to travel the wrong way becauseit’s the way we have always gone;it’s what we know best. The problem forus is that this “road” has become almostimpassable. We need to find a new route. IExpectationsby Brian Gibson CEThave my map books out, and hopefully ourNESDA team will be able to offer newways that will lead us to stability and prosperity. We must also help our industry partnersunderstand not only our expectations butalso those of our clients. For quite sometime now we have seen many of the popularservice categories disappear from ourbenches, due to economics. Many of uswould like to see the manufacturers raisethe prices on their equipment when it’ssold, providing everyone in this disciplinea chance to survive. We all know that wewould have a better chance of it snowingin Florida in August than that ever happening. However, there are many new andexciting products on the showroom floortoday such as plasma, LCD, LCOS, andmany others that are commanding enormousinvestments by the consumer. Theseconsumers have much higher expectationsthan those who purchase conventionalproduct at the local box merchant. When a client spends an enormousamount for a product they expect to receiveworld-class service. The current pricingstructure for warranty service on theseproducts doesn’t allow for the knowledgeand professionalism needed to providewhat these clients expect. Having partsavailable immediately to achieve the repairis paramount as well as providing retrainingto the entire service community onthese new products. I view this as an importantfork in the road, do we continuegoing along as we always have or do weask for the road to be repaired? I believethe answer is clear, and it is only throughthe power of membership and respectfuldiscussion that our goals can be met.I have expectations that we can and willbe heard on this and many other issues relatingto our industry under my leadership. The ultimate goal is not to beat up on anyone entity, it is to help all prosper.Several new programs were launchedduring the past year and I stand committedto see that we bring them to fruition.FieldPower has been evolving since its inception, and I believe it is time for us toget our arms around it and make it fly.Through the help of our friends atHitachi, we are about to take this programfor its first real test drive and find out justwhat this baby can do! Stay tuned — Ibelieve you will be impressed with the results. Our other great program, TechMate, has been receiving fabulous support fromthe manufacturing community and now it’stime to find fuel to help get our most valuableasset, our own NESDAnet tips, intoour database. Many hours of hard work hasgone into both of these programs and I amdetermined to see them fly.It is going to be an exciting year forme, and with your help and support, Iknow that we can meet one another’s expectations.Brian Gibson, CETNESDA PresidentBest Ideas Contest(cont’d. from page 10)36 — When designing a carrier for largescreen and odd shaped heavy products, mount foldable jointed handles, offset tominimize back bending. Incoming ISCET President’s ArticleHaving just returned from the greatNPSC in Reno, I paused to reflect on thepath that led me to the ISCET presidency.I thought it might be appropriate to sharea little bit of “where I’m coming from.”Although I’ve been in the electronics industryfor 40 something years (the exactnumber is a secret), I didn’t become reallyaware of NESDA until sometime in the80’s. At that time it was referred to as the“NESDA Convention.” After attending myfirst convention, I became immediatelyaddicted, and haven’t missed one since. The name was changed a number of yearsago to the NPSC (National ProfessionalService Convention), but I am still sometimesguilty myself of referring to it as theReflections onthe Path tothe Presidency ...by Jim Fellows CET/CSM“NESDA” convention. I’m really doing adisservice to ISCET when I do this, sinceit truly is a joint convention of ISCET andNESDA. Better recognition and promotionof ISCET throughout the electronicsindustry is one of my goals for this year.Although I had been a CET for a numberof years, it wasn’t until the early 90’sthat Barbara Rubin (former Director ofMember Services) approached me andasked if I would be interested in servingon the Board of Governors. The next yearI was elected as one of the “Directors” ofthe ISCET board. I also became immediatelyaddicted to ISCET. The value oftraining and certification, and the dedicationto the industry of both the board andthe ISCET staff greatly impressed me. I’vealways freely admitted that there are greattechnicians that are not CETs, and thereare CETs that are not great technicians. Ido, however, stand by one statement: Anyonethat studies for a CET certification(even if they don’t pass the exam) will becomea better technician. I’ve been personallyinvolved in CET training for about6 years now, and have seen many examplesof this improvement. This is going to be an exciting year forISCET, with many new programs to be announced.I’ll talk more about these in futurearticles. The first challenge is to tryto carry on with all of the great things thatGeorge Brownyard started in his two termsin office. He’s going to be a tough act tofollow!!I look forward to serving the ISCETmembership this year, and welcome anyquestions or suggestions. ProService Technical Corner — What is it? How to Identify a SemiconductorBy Cary Citro, CEOB&D EnterprisesIn the semiconductor industry todaythere are many different manufacturers, logos, case styles, and part numbers. Hereis a brief overview of how to identify a partby looking at what’s marked on the device.Transistors — Most Japanese or Koreantransistors will be marked with an A,B, C, D, J, H or K prefix followed by thepart number. Japanese numbers are prefixedwith a 2S, or a 3S (even though thismay or may not be marked on the part, dependingon the case style) and Korean partswith a KS, or KT (for such makers as KECor Samsung). Just because a part saysC2316 doesn’t mean it is a 2SC2316 madeby Sanken. Samsung also makes aKSC2316, which is a different device altogether.Check the case style and the logo,if any, on the device.Did you know? — All Japanese semiconductorpart numbers are registered to aspecific manufacturer by the EIAJ? (ElectronicIndustry Association of Japan) Forexample Toshiba makes the 2SD1555, andtherefore that part number belongs toToshiba only. The only time you will seeD1555 on a part not made by Toshiba iswhen a company not registered with theEIAJ produces them, such as some Chinesesemiconductor companies.Did you know? – The Japanese transistornumbering system is organizedso thatyou can tell what type of part it is just bythe number? For example all 2SA’s and2SB’s are PNP types, all 2SC’s and 2SD’sare NPN types, and all 2SJ, 2SK’s and3SK’s are FET types with the J’s being Pchannel, and the K’s being N channel.Part Number Prefixes — Both theJapanese and American manufacturers usefamilies of prefixes that can easily identifywhat the manufacturer of the deviceis. See the chart at bottom right for someexamples. There are many more families of componentsmade by many other manufacturers. Also these prefixes are a good generalrule of thumb, not an exact science. Sinceso many manufacturers of semiconductorsexist there will always be exceptions to thisguideline, but for 98% or so these guide-lines will be correct. Again, check yourcase style, know your spec, and look forlogos on the device.OEM? Or not OEM? — I hear thisstatement made many times by servicepeople that think that buying a semiconductorfrom the consumer goods divisionparts source, or one of their distributors, isthe only way to ensure that they get an“OEM original device.” Consumer productgroups of certain Japanese companieshave completely different divisions thatmanufacture the semiconductors. They buytheir parts from the semiconductor divisions,or their distributors. The division thatmakes the TV doesn’t make the semiconductor. So just because you don’t buy thedevice from a consumer product parts depot,or one of their distributors, doesn’tmean you’re not getting an original device. The correct semiconductor manufacturermakes it and it meets published specs, orit doesn’t. Don’t get me wrong, some consumerproduct divisions do have semiconductorsspecially made, tested and sorted, programmed, or branded with internalhouse or schematic numbers. Sometimesyou must deal with the consumer divisionsto get a custom part, there’s no way aroundit. But, buying a component that is a stan-dard device can be done anywhere as longas you get a device that is not re-branded,pulled, or a cheap imitation. STR-S6301is a Sanken device, period. Buying from aconsumer product division verses a nonconsumerproduct source is irrelevant. Youeither get a Sanken IC, or you do not. Tosay that one source is “OEM” when anothersource is “generic” is redundant. Thepart meets Sanken specification, or it doesnot. In a case like the STR-S6301 thereare very little chances of getting a fakedevice because the IC is difficult to produce, unlike a H.O.T., which can be readilyfaked. The same can be said of the Sanyo STKseries. These also would be very difficultto fake. The chart on the following pageshows the basic supply chain of semiconductors. It is up to you as to where you sourceyour semiconductors, but always be sureto use a source that will guarantee theirparts to be new and originally manufacturedby the correct semiconductor makers.I hope this information is of assistanceto you and if you have further semiconductorquestions, please don’t hesitate tocall our engineering department at814/757-8300.Examples of Part Number PrefixesCTB, CTG, CTM, and CTU prefixes = Sanken diodesCXA, CXB, and CXK prefixes = Sony Integrated circuitsDBA, DBB, DCA, DFB, DFC, and DFD prefixes = Sanyo diodesDTA, DTB, and DTC prefixes = Rohm transistorsERB, ERC, ERD, ESAC, ESJA, and ESJC prefixes = Fuji diodesFMB, FMG, FML, and FMU prefixes = Sanken diodesFT prefixes = Fujitsu Integrated circuitsHA, HB, HC, HD, HG, HM and HS prefixes = Hitachi Integrated circuitsLA, LB, LC, and LE prefixes = Sanyo Integrated circuitsSI, STR, STRD, STRM, STRS and STRZ prefixes = Sanken Integrated circuitsSLA, SMA, and STA prefixes = Sanken transistor arraysSTK prefixes = Sanyo thick film IC’sTA, TB, TC, and TD prefixes = Toshiba Integrated circuitsUPA, UPB, UPC, and UPD prefixes = NEC Integrated circuitsVPA, VPH, VPM and VPS prefixes = Sanyo video packs20 — August 2003

Our industry partners are willingand eager to listen to us.The Industry Relations Committee hasa history of resolving issues that may bedifficult for an individual company to resolve. The committee has the ability to findand contact the appropriate parties to discussboth sides of many disputes. We havehad tremendous success in the past resultingin servicers being paid thousands ofdollars for claims that members couldn’tget resolved. The committee also has the ability topresent issues (other than just claims) toour industry partners in an effort to improvevirtually every aspect of how ourindustry does business. The committee isparticularly interested in ideas regardingstandardizing many of the tasks that wecurrently must perform differently for eachmanufacturer or contract provider. This hasbeen an ongoing challenge for many years(in other words, we have struggled andhave achieved small gains at best) but weare determined to continue the effort to improveour plight. How can NESDA members andNESDAnet get involved?1. REQUEST ASSISTANCE FROMTHE COMMITTEE. This can be done bye-mail, fax or letter. Requests MUST includedocumentation of the problem, suchas copies of unpaid claims and what stepshave already been taken to resolve the issue, include dates whenever possible. Partsdistributor issues must include copies ofpertinent documents such as invoices, tracking numbers etc. E-mailed requestsMUST have a heading pertinent to the issueor simply titled “IR Request for Assistance.”2. Industry issues and ideas should bediscussed openly on NESDAnet (obviously)but don’t assume that the committeewill pick up the thread and take anyaction. (so much e-mail and so little time)Simply ask and the committee will get involved. If we don’t respond, e-mail againor call either the committee chairman orNESDA President Brian Gibson. Try to berealistic, but not restrained (we all wouldlove manufacturers to raise the price ofVCR’s back to $800, but get real). We understand that frustration can resultin the need to vent immediately andNESDAnet is the perfect way to vent, howeverif you think that the Industry RelationsCommittee can help, feel free to contactus. We have set up an e-mail addressfor easy access to the committee,IndustryRelations@att.net.Try to remember that committee membersare volunteers who must run theirbusinesses daily as well as serve theNESDA board and membership.
