NESDA President’s MessageTHE PREMIER SERVICEORGANIZATION PREPARES FOR ITSSIGNATURE EVENT!Hello all,As I gaze intomy screen and make final ar-rangements forNPSC 2007 in Denver, I can’thelp but feel a bit awestruck at the size andbreadth <strong>of</strong> NESDA/ISCET’s <strong>of</strong>fering this year.And I am not just talking about the number <strong>of</strong>service classes available. No matter what facet<strong>of</strong> the service chain you are in, there is somethingwaiting for you in Denver.It doesn’t matter whether you are thecounterperson, on the bench, on the road, inthe <strong>of</strong>fice, or a little <strong>of</strong> all. There is guaranteedto be something that you will learn andtake back to your own organization’s benefit.Technical seminars, management classes,symposiums, breakout sessions, the absolutelyfantastic Trade Show (the largest in ourindustry), all in the breathtaking destination <strong>of</strong>Denver, Colorado.One <strong>of</strong> my favorite things about NPSC is thevaried and diverse nature <strong>of</strong> the people wemeet every year. Small and large servicersalike convene in one central location to share,learn and commiserate about the industry forthe betterment <strong>of</strong> all. That is the spirit <strong>of</strong> NPSC.And in the spirit <strong>of</strong> sharing, one event standsout above all others and that is the KeynoteAddress. I am thrilled that Henry Chiarelli fromDBL Distributing has been kind enough to graceus with his wit and wisdom again this year.Anyone who attended last year’s event knowswhat a charismatic and persuasive speakerHenry is. They are telling manufacturersand retailers that not only should these companiesknow who they are dispatching, but thatall appropriate steps should be taken to ensurethe individual does not pose a threat to thecustomer’s family, property or personal safety.Consumers have also told their legislators,who, in several states, have proposed bills toincrease consumer safety by expanding thebackground screening from only payroll staffto independent contractors, too. Several yearsago Texas made it a law.In recent years, the media has captured andrepeated stories <strong>of</strong> criminal activity perpetratedby individual service workers who weregiven access to consumer’s <strong>home</strong>s and alreadyhad a violent criminal record. These stories arerepeated in the news over and over increasingthe public’s awareness.In reality, these unfortunate service eventsare extremely rare. Not only are the greatestproportion <strong>of</strong> service providers not criminals,most are educated, qualified pr<strong>of</strong>essionals whocare about their work, their customers andwho do an outstanding job. But, in a time <strong>of</strong>sensationalism, the “call gone wrong” is whatpeople remember.While there is not yet an industry standard forbackground screens, the trend is gaining momentumand within a short time completingthe background screen will become a standardlike insurance and licensing. Industry organizationsand consumer groups are already workingtogether to define acceptable standardsfor screening individuals who have access toconsumer’s <strong>home</strong>. Major companies like Sears,Home Depot, Lowes, GE and Federal Warrantyexplicitly require background screens and moreare about to follow.You may think, “OK, I guess I’ll complete ascreen, but what about the safety <strong>of</strong> my personalinformation?Background screen applications require basiccontact information, including a social securitynumber. This number provides the sole abilityto track individuals with the consumer reportingagencies and various criminal databasesand to differentiate John S. Smith in Little Rock,


(convicted sex <strong>of</strong>fender) from John S. Smith inFayetteville, (pr<strong>of</strong>essional service provider).The screening companies are legally responsibleto protect this data and to ensure its safekeeping. Failure to do so, even if a breachnever occurred can result in criminal prosecutionand significant expense to correct anyharm that may have resulted in connectionto the breach.Company owners are also asked to providedata, including their social security number.This allows the reporting agency to verify thatthe entity requesting the background screensis a legitimate company and is necessary toprotect individuals from unlawful release <strong>of</strong>their private, personal information to just anyone.If you are concerned about the safety <strong>of</strong> yourpersonal information, there are a number <strong>of</strong>questions to ask the screening company abouthow your privacy is protected.• “Are submissions collected via a secured,encrypted web application? Fax? Or paperdocuments?” You will have to judge whichmethod you are most comfortable with.• “What level <strong>of</strong> information is made availableand to whom?” Information should belimited to the individual and their employersonly. Specific detail is not required if the companyhas a scoring model and can provide apass/fail indicator thus keeping individual actsconfidential and private if past acts do notpose a threat to the public or property.• “Does the provider publish a Privacy Policy,and adhere to the FCRA (Fair Credit ReportingAct) and DPPA (Federal Driver Privacy ProtectionAct) requirements?” Individual BackgroundScreens are governed by both <strong>of</strong> thefederal acts and numerous state regulatoryacts similar to the FCRA and DPPA.• “What if the information is wrong or I donot agree?” The Fair Credit Reporting Act(FCRA) is a government mandated processthat specifies a company’s requirements forhandling sensitive, private information. Makesure the screening company follows FCRAGuidelines.While there are many reasons that backgroundscreening is becoming standard, manycompanies are completing the screens proactivelyas a service to their customers. “Mycompany is completing the screens for each <strong>of</strong>our technicians,” says Robert Hentz, owner <strong>of</strong>ServiceOne. “We started when I put myself inmy customer’s shoes.
