<strong>Gilberton</strong> Pump Station <strong>Reference</strong> <strong>Group</strong><strong>Terms</strong> <strong>of</strong> <strong>Reference</strong>IntroductionAs part <strong>of</strong> the North South Interconnection System Project (NSISP) to improve water reliability forAdelaide, <strong>SA</strong> <strong>Water</strong> is proposing to construct a booster pumping station on land on the corner <strong>of</strong><strong>Park</strong> terrace and Walkerville Terrace, <strong>Gilberton</strong>.<strong>Residents</strong> in the <strong>Gilberton</strong>/Walkerville area, near site neighbours, business owners and the Councilhave raised a number <strong>of</strong> issues with respect to this proposed development. The <strong>Reference</strong> <strong>Group</strong>will work with <strong>SA</strong> <strong>Water</strong> to develop a design brief for a proposed pump station and gatewayentrance to the Town <strong>of</strong> Walkerville on this site.The <strong>Gilberton</strong> pump station <strong>Reference</strong> <strong>Group</strong> is being formed with representatives from <strong>SA</strong> <strong>Water</strong>’sproject team, the State Member for Adelaide, and interested parties from the Traders Association,residents and business owners. Subject to their endorsement, the Corporation <strong>of</strong> the Town <strong>of</strong>Walkerville will attend meetings <strong>of</strong> the <strong>Reference</strong> <strong>Group</strong> and participate in meeting discussions butwill utilize formal Council processes to provide comment on <strong>SA</strong> <strong>Water</strong> decisions and concept planoutcomes.Purpose <strong>of</strong> the <strong>Reference</strong> <strong>Group</strong> To enable interested parties in the community to develop a design brief for the <strong>SA</strong> <strong>Water</strong>preferred site.To provide a forum for draft plans (including architectural pr<strong>of</strong>iles and landscape plans) tobe reviewed, changed and further developed in order to ensure the terms <strong>of</strong> the design briefare met.To create a forum for discussion and exchange <strong>of</strong> information relating to the design brief forthe <strong>SA</strong> <strong>Water</strong> preferred site on the corner <strong>of</strong> <strong>Park</strong> Terrace and Walkerville Terrace.To assist the project team to identify local issues and develop appropriate mitigationstrategies through the design process to resolve and manage any potential impacts.To provide opportunity for both <strong>SA</strong> <strong>Water</strong> and interested parties in the community to worktogether to strive to develop a concept design plan for the <strong>SA</strong> <strong>Water</strong> preferred site that willinclude (but not necessarily limited to):o Building design (style, look, feel, location)o Landscape plano Noise targetso Technical specificationso Access and hardstando FencingTo act as a two‐way communication link between the project team and the community.


The <strong>Reference</strong> <strong>Group</strong> will operate within a consultative framework. <strong>SA</strong> <strong>Water</strong> will be represented onthe <strong>Reference</strong> <strong>Group</strong> by the Project Manager and be responsible for ensuring that commitmentsmade will enable the delivery <strong>of</strong> the project objectives and can be managed within project budgets.Key Activities <strong>of</strong> the <strong>Reference</strong> <strong>Group</strong> Meet as required to deliver a concept plan for the <strong>SA</strong> <strong>Water</strong> preferred site in accordancewith the reference group design brief by end March 2011.Identify, communicate and consider the broad range <strong>of</strong> needs and interests <strong>of</strong> the localcommunity affected by the project;Advise the project team on current and emerging issues relating to the project from acommunity perspective; andTo provide advice to the project team on how best to disseminate information via existingcommunity networks.MembershipMembership <strong>of</strong> the <strong>Reference</strong> <strong>Group</strong> is: Gary Neave, <strong>SA</strong> <strong>Water</strong> Project Manager Simon Thomas Leonie Manning Tracy Janda Marcus Thornton Tim Pellew Kurt Meyer Gaynor Meyer Julie Strefford Frank Barlow Wendy Vodopivec Edward Vodopivec Maris Priede Rudite Priede Tim Hanna Chris Grech Hubert van der Pennen Lyn O’Grady Francis O’Grady Jean Eckermann Mayor Heather Wright Cr Carolyn Wigg Cr Paul Wilkins Cr James Williams Bill Stefanopoulos Rachel Sanderson MPMembers <strong>of</strong> the reference group who are either elected members or members <strong>of</strong> staff <strong>of</strong> theCorporation <strong>of</strong> the Town <strong>of</strong> Walkerville participate as an individual, not as a representative <strong>of</strong> theCouncil
