Moscow Fire Department – EMS Division (Dave Reynolds):Dave said there are 30-40 ambulance members and Moscow has the only paramedic unit in the<strong>County</strong>. One of the biggest challenges is the retention rate after volunteers are trained and golook for paying positions. Moscow has four ambulances, and a paramedic chase car for out ofcity calls IF available. Moscow is dispatched through Whitcom and the <strong>County</strong> through Sheriff’sDispatch. EMS responded to 1400 calls in 2010, with approximately 400 of those to rural areasoutside Moscow. If a paramedic is needed in an emergency, Moscow ambulance will rendezvousat a location to complete the transport to Gritman Medical Center (GMC).1


EMS has a contract with GMC for long-term out of area transfers when no other transportation(such as bad weather and helicopters can’t land) is available, and someone off duty at GMC willaccompany the patient with EMS.David and others are working on developing a plan for a county-wide EMS district. This willalso include overhead and budgets to maintain EMS volunteers. The positions funded in thedistrict would be for EMS only not fire. They would follow the model already in place betweenthe City of Moscow and Moscow Volunteer Fire Department that the paid staff are cityemployees. Meetings have been held with the <strong>Latah</strong> Board of <strong>County</strong> Commissioners to discussthe possibility of having an EMS district. By forming a district, the funding will help them keepin operation.State guidelines are being revised to increase training hours and new requirements, and will bephased in over the next 4 – 6 years.I have attached the power point with more in-depth information. ID Water/Wastewater Agency Response Network (Tom Luther):The IDWARN mission is to promote statewide emergency preparedness, disaster response, andmutual assistance for public and private water/wastewater utilities. All water/wastewater andcities can get on board by signing a Mutual Aid Agreement with IDWARN, and there’s no costto join. Environmental Protection Agency, Department of Environmental Quality and waterutilities are some of the participants. There is 36 percent of Idaho’s population being served atthis time. In <strong>Latah</strong> <strong>County</strong> the City of Troy and North Tomer Butte Water/Sewer District havesigned; and the City of Moscow is in the process of participating in the program.No formal disaster declaration is required, and assistance can take the form of personnel,equipment, materials or services. A member utility may request deployment of emergencysupport to restore critical operations at the affected water/wastewater utility. April 29 = Public Health Points of Dispensing (POD), University of Idaho (10:00 am – 2:00pm) at the Recreation Center. Volunteers will be processed and sent through a line to receivetheir medication (candy); it will take about 10 minutes to walk through. District Health wants toexercise this to see how efficiently and effectively individuals can be processed.b. April 29 = American Red Cross Shelter Operations and Simulation (8:00 am – 5:00 pm),University of Idaho Facilities Buildingc. May 5 = Weather Spotter Training (6:00 pm – 8:00 pm), <strong>Latah</strong> Co Courthouse, Room 2B2


d. June 23 = Critical Infrastructure Key Resources (CIKR) Awareness (8:00 am – 5:00 pm),<strong>Latah</strong> Co Courthouse in Room 2B or <strong>Latah</strong> <strong>County</strong> Fairgrounds4. Other Business:a. Ed Button said that the Fire Chiefs Association is working on an Intrastate Mutual AidProgram.b. Jason Svancara said 2011 fire season is close to normal.c. Sandy Rollins said the Fuels Reduction grant is moving forward. Letters have been mailed tohome/land owners in the Moscow Mountain area who potentially have a risk to wildland fire.d. Sandy said the LDS Preparedness Fair was a big success. There were approximately 925 –950 individuals/families who attended. We are going to begin planning this November for nextyear’s fair. Joe Williams agreed that is was very successful.e. Debi Ruppe said due to the snow melt/rain conditions between March 31 – April 4, 2011, theState has declared a declaration, and looks like it will go Federal with estimated damagesbetween 2.5 – 3 million dollars. The Idaho BHS Situation Report for Monday (April 18) showedthe following for Region II: <strong>Latah</strong> and Lewis Counties are under normal operations; Nez Perce,Clearwater and Idaho Counties did disaster declarations and are in disaster recovery mode; NezPerce Tribe issued a declaration asking for state assistance.Thank you to Dave Reynolds and Tom Luther for taking time from their busy schedules, andproviding very informative information to our attendees.It was voted to change the meeting time from 9:30 – 11:30 am TO 9:00 – 11:00 am.THERE WILL BE NO <strong>LEPC</strong> MEETING JUNE 9, 2011.
