USE OF SMART CARD• The smart card identifies each family and allows cashless access to thenetwork of participating hospitals in India.Photograph on the Smart Card• The photo of the head ofhousehold is printed onthe smart card. Thephotograph of all familymembers is stored in thechip embedded in thecard. The purpose ofthese photos is to be ableto identify the enrolledbeneficiaries when theyseek health services.Role of Field Key Officer (FKO)• FKO is a representative of the Government. However, in the NCT of Delhi,the GRC coordinators have been designated as FKOs.• Each enrollment team at the GRC has an FKO who identifies thebeneficiaries at the time of enrollment. The FKO uses his own smart cardto authenticate the beneficiaries’ smart card. Without FKO’sauthentication thebeneficiary’s smartChanges in the BPL/Vulnerable household listcard will not work.• The detail of eachfamily is copied in theFKO card. Theinsurance company ispaid based on thenumber ofbeneficiaries obtainedfrom the FKO card.• RSBY mandates the presence of FKOs at the enrollment station.Registration feesEnrollment team is allowed to do some modificationsin the existing list with respect to the dependentsName, Age and Gender of the dependents can berevised in the BPL/Vulnerable list if requested by thehead of the householdHowever, the relationship code with the head of thehousehold cannot be changed• Registration Fees of Rs.30/- is aimed at meeting part of the administrativeexpenses of the TPA.
