<strong>Rashtriya</strong> <strong>Swasthya</strong> <strong>Bima</strong> <strong>Yojna</strong>Households pay for the majority of healthcare costs in India. Coveringhealthcare expenses is a primary cause of indebtedness in India, and can pushpeople deeper into poverty. It is known that many people, including the poor,prefer to access services in the private sector. This preference can intensify thefinancial pressure faced by many, as the private sector is more costly.<strong>Health</strong> Insurance is a way to help lessen the burden of paying for healthcare byspreading the costs of health across a group of people.<strong>Rashtriya</strong> <strong>Swasthya</strong> <strong>Bima</strong> <strong>Yojna</strong> (RSBY) is a health insurance scheme that waslaunched on 1st April 2008 by the Ministry of Labour and Employment (MoLE).The goal of RSBY is to provide health insurance coverage to individuals andhouseholds below-the-poverty-line (BPL). RSBY plans to cover the entire BPLpopulation in the country (approx 30crore) by 2012-13.Status of RSBY ImplementationRSBY provides the BPL beneficiaries:in the Country• Financial protection againsthospitalisation expenses• Improved access and choice of qualityhospitals (public and private)• Cashless utilisation of benefitsthrough use of a smart card 26 States have launched RSBY No. of lives coveredapproximately 5.5 crore Pan-India network of 3.717empanelled hospitals Over 3,50,000 hospitalisationcases treated<strong>2010</strong> RSBY <strong>Guidebook</strong> Page 3
