GEOLOGY AND GEOMORPHOLOGYIt is geologically more similar to the Chhota Nagpur Plateau of south Bihar. The straight,steep fault scarp along the southern boundary of the district with the Meghalaya plateau toweringover the alluvial plains of Bangladesh is the most characteristic physiographic feature. The plateautop has a hummocky topography, cut through by north‐ south trending streams along deep gorges.The funnel‐shaped gorges along the southern rim are locales for the heaviest rainfall in the world, asat Mawsynram and Cherrapunjee.The Shillong Group of ancient metamorphic rocks (more than 700 million years old)comprising conglomerates, phyllites, schist and quartzites overlying Basement Gneissic Complex,District Disaster Management Plan, <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District Page 9


oth intruded by granitic plutons and younger basic rocks, constitute the bulk of the exposed rocks inthe northern and eastern part of the district. Exposed along the southern rims of the plateau is anear complete sequence of Tertiary sediments overlying the volcanic suite of Sylhet traps, equivalentin age to the Deccan traps of western peninsular India.Thin seams of low ash, high sulphur coal, occurring fairly extensively on the lower Tertiarysediments and high grade fossiliferous limestones overlying these are the major minerals occurringin the district. The southern plank of the plateau is prone to landslides.2.7 SOCIO‐ECONOMIC FEATURESSo far as we have delved deep into the matter of the economic status of Meghalaya as a whole and<strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> in particular in various aspects such as agriculture and its allied activities, industries,mining, banking, finance, water supply, electricity, road and transportation, post andtelecommunication, education and health, literacy and employment, it has been noticed that thoughpost and telecommunications have developed, with the advent of computers and mobile phones,enrolment of employees in Government has decreased in the past ten years and a saturation pointhas been reached.It must be noted that unemployment is not only an economic problem but also a social issue, whichdisturbs the pace of development and peace in the society. Literacy and education are regarded astwo important criteria that reflect the progress of any individual at any level.According to the Census report of the Government of India, 2001, <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District, has shownthe highest rate of literate persons in the state with 74.74%.Big industries are scarce, in fact, absent in <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District which partially or wholly results inlow per capita consumption of electricity annually. Industrial backwardness may also be attributed tovarious factors, geographical and non‐ geographical that might have hindered the progress of thissector.Road transport has become one of the important infrastructural needs of the people in order toenhance productive activities and the well being of the society as a whole. Road transport is thelifeline of the state as far as its economy is concerned. There are no railway lines to and in Meghalayaas a whole and <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> in particular. 2.8. SALIENT PHYSICAL FEATURES AND LAND USE PATTERN<strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District is mostly hilly with deep gorges and ravines in the southern portion.The most important physiographic feature of the district is the Shillong Plateau interspersed withriver valleys. From here it falls sharply in the southern portion forming the deep gorges and ravinesin Mawsynram and Shella‐Bholaganj bordering Bangladesh. Shillong Peak lying 10 kms from the city,with a height of 1961 mts. above sea level is the highest point in the district and the State and offersa panoramic view of the scenic country side.Forests: Forests, both Reserved and Protected Forests, are under the control of the Divisional ForestOfficer, <strong>Khasi</strong> <strong>Hills</strong> Division, within <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District.Sl. The whole district isinfluenced by the south‐west monsoon which begins generally from May and continues tillSeptember. The weather is humid for the major part of the year except for the relatively dryconditions between the months of December and March.2.10 AGRICULTURE AND CROPPING PATTERNAgriculture is the main occupation of the rural people of <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District in generaland Meghalaya as a whole. Topography, climate and soil are the main factors affecting agriculture inthe District. The main variety of crops of this region can be classified under the following categories:1. Food Crops: Rice, wheat, maize, millets and pulses.2. Commercial Crops: Ginger, Jute, Potato and Sugarcane.3. 4. Other Crops: Tobacco, Turmeric, Sweet Potato, Chilli and Tapioca.2.11 RIVERS AND DRAINAGE SYSTEMThe drainage system of <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> is greatly controlled by its geological structureand physiographic features. In the <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> there are two main groups of rivers – one flowingtowards the north and the other towards the south. The chief rivers of the northern group are theUmtrew and Umiam and those of the southern group are the Umiam Mawphlang and Umngot. Mostof the rivers flowing towards the north form flat embankments when they enter the plains and inthis way make the boundary of the plateau very irregular. On the other hand the rivers flowingtowards the south form deep valleys on the faulted surface of the hills before coming to theBangladesh plains.A brief description of some of the rivers:‐The Umiam: This River is also known as the Um‐iam and also Um‐iam‐ Mawphlang. The maintributaries of this river are the Umshyrpi and the Um‐Jasai which originate near the Shillong Peak,and the Wah‐Umkhrah.The Um‐Khen: This River originates near the Shillong Peak which then takes a north‐easterlycourse, passes Jaintia <strong>Hills</strong> and enters the plains of Assam.The Um‐Trew: This River rises near Sohpetbneng Peak and takes a westerly course aftercrossing the Guwahati – Shillong Highway. In the plains of Assam it is known as the Digaru.The Um‐Iam Mawphlang: This is another river in the <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> which emerges in theneighbourhood of Shillong Peak. The Um‐iam Mawphlang River flows through an area with a ruggedtopography. This river is being dammed near Mawphlang to create a reservoir for the proposedGreater Shillong Water Supply Scheme. In the plains this river is known as the Bogra River orBogapani.The Umngot: The source of this river is near the Shillong Peak. This river flows towards thesouth having a straight course. Before leaving the hills, it forms a bend in a westerly direction andthen again flows towards the south.2.12 INFRASTRUCTUREShillong, the headquarters of the district, which is also the capital city of the state, isconnected to Guwahati and Silchar by NH 44 and NH 40 of 103 kms. and 240 kms. respectively. Thenearest rail head and air port are situated at Guwahati. There is an airstrip suitable for small aircraftat Umroi which is 35 kms, from Shillong. Shillong is well connected with other parts of the state by motorable roads. Similarly, all theblock headquarters in the district are also connected by roads. Meghalaya, as a whole, though rich in minerals, forest and agricultural resources, is oneof the industrially backward states of our country.The main causes of industrial backwardness are both of geographical and non‐ geographicalorigin. Among geographical factors are included the availability of raw materials, power resources,labour, markets, land and water supply, transport facility and climate. factors mention may be made of capital, Government policies, industrial inertia, organization andbanking facilities. It is only during recent years that the Government and some individuals have comeforward to establish and develop certain industries.Classification of Industries:(a) Large Scale Industries: Includes the cement factory at Mawmluh, near Cherrapunjeeestablished in 1955 by the then Government of Assam.(b) Medium Scale Industries: Includes factories like saw mills, motor work shops,engineering printing presses, rice mills, flour mills and fruit preservation units.(c) Small Scale Industries and Cottage Industries: Includes sericulture and weaving, cane andbamboo works, pottery, black‐smithy, soap making, carpentry and bee‐keeping.Tourism is also an important industry. Apart from developing national and internationalgoodwill, it also helps in the economic development of the state.2.14. CHAPTER VICRISIS RESPONSE STRUCTURE OF THE DISTRICT6.1 GENERAL ADVANCE PREPAREDNESSDISTRICT ADMINISTRATION6.1.1 Setting of Control Room: The District Control Room is situated in the premises of the officeof the Deputy Commissioner. The Control room should remain functional 24x7.6.1.2 Storage and Stock Piling of Emergent Relief Materials: Rice, kerosene, oil, dal, sugar,polythene sheets, fodder, and medicines to be stored.6.1.3 Weak and Vulnerable Points: ‐ Irrigation Dept, Soil Conservation, PWD will keep sufficientamount of sand bags in readiness to be pressed into service in case of damaged piping orseepage found in weak points.6.1.4 Rainfall Recording Station: A rainfall Recording Gauge and a register is available in theDistrict Agriculture Office. The concerned Department is responsible for regular recordingand dissemination of information to the District Administration (Dist Control Room).6.1.5 Mock Drill: In order to handle any eventuality with ease, Mock Drills will be conducted at alllevels‐ District, Block and Village levels twice a year, especially before the hazard season.6.1.6 Awareness Generation: Awareness programmes on Community Based DisasterPreparedness (CBDP) will be conducted to counter disaster threats collectively andeffectively and regular orientation programmes for District, Block, Village, DDMC, BDMC,VDMC, NGOs will also be carried out.6.1.7 Selection of Flood or Cyclone Shelters /Mounds: These are buildings belonging to Govt. andeducational institutions to be used for providing immediate shelter to the evacuated peoplefrom affected areas.6.1.8 Transport: Line Depts. having vehicles will keep these in road worthy condition. Othervariables like tyres, tubes, diesel, petrol, bulbs and other important parts of the vehicle willbe kept in readiness.6.1.9 Liaison: Liaison with the Civil Defence, CRPF, Police, Home Guards, NCC, NGOs and othercharitable organizations will be made by the DC. 6.1.10 Alternative Communication and Road Networks: The District will be equipped withalternative Telecommunication such as VHF, Wireless, WLL, HAM Radio Sets etc. Alternativeenergy sources like generators, solar energy etc should be ready.6.1.11 Provision of Rescue Kits: Rescue Kits will be arranged in consultation with the Civil DefenceDepartment. Volunteers will be trained as well. Mock drills will be organized regularly.6.1.12 Monitoring and Evaluation: The DDMA/DDMC will sit well before onset of the hazardseason to take stock of thesituation, make necessary arrangements for proper monitoringand evaluation.6.1.13 Report /Stock taking of all Line Departments: In the Pre disaster meeting, all the Depts. willsubmit their report on “advance preparation” undertaken by themselves for incorporationof the same in the District Plan.6.1.14 Population Registration: ‐ Every birth and death has to be registered. The District and theBlock offices should have the family wise list of its population. 6.2.1 ESTABLISHMENT AND LOCATION OF EOCSThe EOC has been set up in the office of the DC.6.2.2 CONCEPT OF OPERATION OF EOC AT THE DISTRICT LEVEL The DC at the district level or his/her designee will initiate the activation of emergencyservices of the EOC. The EOC will be manned by a skeleton staff through out the year. In the event ofemergency it will be fully activated with participants from key departments like Health,Agriculture, Veterinary, Police, Civil Defence etc, apart from the personnel belonging tothe Revenue Department. The DC will announce the alternative location in case the District EOC is affected by anyeventuality/emergency. Nodal officers of various deptts. posted at the EOC will be responsible for maintainingcommunications through radio and telephone with their respective departments at theDistrict and Block levels. The DC will requisition necessary staff as required for effective functioning of the EOCduring the time of emergencies.6.2.3 ORGANISATIONAL SET UP OF EOCEOC in charge: While the DC will be overall in charge of the EOC, the day –to –day operations of theEOC will vest with an official in charge of Disaster Management of the Revenue Deptt. & he/she willbe responsible for assisting the DC and other nodal officers for overall coordination and effectivefunctioning of the EOC. At the Block Level, the Block Development Officer is in charge of the ControlRoom. During emergency, officers/staff of other line departments are also deputed on rotation basisin the Control Room.The State Government will take steps for establishing the EOC as per GoI‐MHA guidelines in thedistrict H.Qs., where all the Emergency Support Functions (ESFs) will be located during emergencies.6.2.4 COMMUNICATION SECTIONThe hotlines, V‐SAT and wireless communication will be established at the EOC at the District levelwith the following: SNA/SRC Police BSNL, Mobile Companies Block Development Officers Civil DefenceDistrict Disaster Management Plan, <strong>East</strong> <strong>Khasi</strong> <strong>Hills</strong> District Page 32

6.8 DISTRICT DISASTER MANAGEMENT TEAMS/TASK FORCES6.8.1 EARLY WARNING DISSEMINATIONThe District Control Room shall be responsible for the dissemination of early warning.This team shall function from the Control Room and shall be responsible for;(a) Its connectivity to and co‐ordination with the Government, other control rooms, blockand other field officials pre‐, during and post disasters.b) Making necessary arrangements for generators, alternative electric supply as aprecautionary measure.c) Obtaining/receiving information from NESAC, GSI, IMD, Revenue Deptts., Doordarshan,AIR, Telecom Deptts., etc.d) Disseminating relevant information/warning to the Sub‐Division, Blocks, PoliceStations, Community Stations by the following means in accordance with the plan ofthe State Government:• Alarms (in the case of fires)• Sirens (in the case of industrial disasters)• Radio/Television/Cable TV/Loudspeakerse) In case the disaster does not occur as predicted, the team shall initiate dissemination ofDe‐warnings upon which EOCs will revert to normal functioning and EmergencyResponse Teams shall stand down.f) Disseminating relevant information and co‐ordinating search, rescue & evacuation,relief, rehabilitation and other allied activities post disaster, in the district.g) Submission of daily situation reports to the Government.h) Co‐ordinating with trained volunteers of NGOs and CBOs to assist in the operations.These are to be organized into teams with specific areas of operation.i) Arrangement and deployment of all forms of transportation, equipment and materialsrequired for evacuation operations.j) Organizing and mobilizing trained task force members from their respectivedepartments/organizations to areas of operation previously assigned/ identified.k) Stock‐piling of life‐saving drugs/ORS packets/halogen tablets, etc.l) Co‐ordinating with CD&HG, NCC, NSS, NYK, trained volunteers of NGOs and CBOs toassist in the administration of First Aid.
